Update on SET Recruitment Process

Contrary to the narrative created by Management that SET is being done under pressure from higher offices, it has come to our notice that there is no such pressure from higher offices. Some corners present in the HR group has presented the wrong facts in order to convince Hon’ble MoSC for continuance of the process. However, our submissions have been taken into cognizance by the Hon’ble Minister, and he has directed BSNL to defer the exam. One of the senior officer present in HR group has been trying his level best to ensure that SET exam is completed, may be due to the huge money involved in the process. At the same time Team, AIGETOA is also determined to stop the process and is in the process to apprise Hon’ble MoSC about the actual facts on record in next week.

In the meanwhile, to stop the process, AIGETOA filed miscellaneous application (MA) through its members which was heard today before the vacation bench at Chandigarh. Hon’ble CAT bench has directed BSNL to not to move ahead with the appointment in the SET cadre till the promotion process of applicants are completed. However, Hon’ble Court did not granted Stay on the examination process. The next date of the hearing is 13th July. In the meanwhile, our legal team is making full efforts to stop the examination also which will be informed in due course of time. Today’s development has given us a major breakthrough and will give greater impetus to our efforts for scrapping the whole SET Recruitment Process.

Updates of Team AIGETOA Meeting with the Office of Hon’ble MoSC on 16.06.2026

Team AIGETOA held a detailed meeting with the Office of Hon’ble MoSC on 16.06.2026 to discuss the HR agenda already submitted. It was informed that the next HR Review Meeting between Hon’ble MoSC and BSNL Management is expected shortly. During the meeting, AIGETOA presented the latest status and developments on various pending HR issues.

The team of Hon’ble MoSC reiterated that necessary directions have already been issued to BSNL and that implementation is being closely monitored. It was assured that the pending issues would receive positive consideration and be resolved in a time-bound manner.

The issues such as enhancement of SAB contribution, upward revision of Transport Allowance, reinstatement of LTC, revision of TA/DA rates, enhancement of medical reimbursement limits are under active consideration. Issues like implementation of 3rd PRC and Standard E2 and E3 pay scales have also started taking some shape now. Discussions were also held on introducing Performance Related Pay (PRP) in BSNL similar to other PSUs. PRP is basically incentive associated with the organisational growth and achievement of MoU targets.

AIGETOA strongly raised concerns regarding SET recruitment and contractual recruitment of GM (Finance), emphasizing that BSNL should prioritize and promote its existing internal talent. The association conveyed that any lateral recruitment at higher levels would face strong opposition from employees.

On the long-pending issue of promotions, AIGETOA highlighted that court cases exist in all organizations and should not become a barrier to employee career progression. The association urged BSNL to adopt alternative mechanisms used by other PSUs. It was informed that Hon’ble MoSC has directed BSNL to ensure promotions by exploring all available alternatives despite legal hurdles and that too on expeditious basis.

The Minister’s message to employees was also conveyed by the team i.e. to work wholeheartedly for BSNL’s growth while the government remains committed to resolving HR issues. We reaffirmed our commitment for the same and assured BSNL family stands firmly for the welfare of our beloved organisation.

Dear friends, Team AIGETOA is working simultaneously on all fronts, Be it Legal, Be it Organisational, Be it persuasion at highest level, be it having a regular feedback and deliberations with the concerned authorities. Our Sole endeavour is to ensure that the long pending HR issues of BSNL are resolved and we seek your whole hearted support in empowering the only voice which speaks for BSNL i.e. AIGETOA/BDM.

AIGETOA has always believed that an association’s strength lies not in mere promises but in its ability to relentlessly pursue issues and secure tangible outcomes. Over the years, AIGETOA, along with Bharatiya Door Sanchar Manch (BDM) and its umbrella organisation Bharatiya Mazdoor Sangh (BMS), has consistently raised the concerns of BSNL employees before the highest authorities, including the Hon’ble Prime Minister’s Office (PMO), Hon’ble Minister of Communications (MoC), Hon’ble Minister of State for Communications (MoSC), senior Ministers of the Government of India, senior officers dealing with BSNL affairs, the Parliamentary Committee on Public Undertakings (COPU), Members of Parliament, and other key decision-makers.

AIGETOA has never confined itself to raising only HR-related issues. We have consistently advocated for the long-term viability, sustainability, and growth of BSNL, recognizing that the future of employees is intrinsically linked to the future of the organisation. Several suggestions and interventions made by AIGETOA have found acceptance at various levels and have contributed towards addressing critical organisational and employee-related concerns.

As the recognised support association for BSNL executives, AIGETOA has consistently remained at the forefront of every major issue affecting the executive community.

Today, the implementation of the 3rd PRC remains the most important and pressing issue for all BSNL employees. AIGETOA firmly believes that the year 2026 presents a crucial opportunity to secure this long-awaited demand. We are confident that the collective strength of AIGETOA, BDM, and BMS provides the strongest platform to pursue this issue effectively at every level of Government. The recent achievement of IDA enhancement through the direct intervention and sustained efforts of BMS stands as a testimony to the strength, reach, and effectiveness of this collective platform.

The achievements and efforts highlighted above are not mere claims. They are supported by documented evidence available on the AIGETOA website, AIGETOA’s official communication channels, and our social media platforms. We encourage every executive to objectively assess the work done by various associations and arrive at an informed decision based on facts, actions, and outcomes.

Our mission continues with renewed determination. Through sustained advocacy and continuous engagement with stakeholders, AIGETOA/BDM has succeeded in securing significant structural initiatives, including the constitution of a high-powered committee to address enhancement of the Superannuation Fund contribution, revision of TA/DA rates, Transport Allowance, restoration of LTC, enhancement of Medical Allowance, and renewed focus on promotions and internal managerial hierarchy. These developments are the result of persistent and focused efforts undertaken by AIGETOA on behalf of the executive fraternity.

The road ahead still demands collective strength and unified support. Many important issues relating to Pay, Pension, Promotions, Superannuation Benefits, and the 3rd PRC remain to be resolved. The stronger AIGETOA becomes, the stronger will be the voice representing BSNL executives before the Government and BSNL Management.

Therefore, we appeal to every BSNL executive to join AIGETOA during the current Membership Change Window and strengthen the movement for justice, dignity, and rightful entitlements of BSNL employees.

Update on Meeting of Team BDM with JS (Admin), DoT Shri K. Balaji on 10.06.2026

Team Bharatiya Doorsanchar Manch (BDM) held the scheduled meeting with Shri K. Balaji, Joint Secretary (Admin), Department of Telecommunications (DoT), on 10th June 2026 at 4:00 PM in Sanchar Bhawan. The meeting was comprehensive and exhaustive, lasting for nearly one and a half hours, during which all agenda points submitted by BDM were discussed in detail.

One of the major issues deliberated upon was the “waiver of the affordability clause” for implementation of the 3rd PRC in BSNL. It was informed that the matter is now under examination by taking into account precedents from similarly placed Public Sector Undertakings entrusted with strategic and nation-building responsibilities. The role being played by BSNL in achieving the Government’s vision of Atmanirbhar Bharat in the telecom sector is also being considered in this context. While the developments are encouraging, the matter is still at a preliminary stage and several procedural and policy hurdles remain before the objective of 3rd PRC implementation can be achieved. Continued unity and support from all employees towards the efforts of Bharatiya Doorsanchar Manch will be crucial in this journey.

The issues with respect to Stoppage of SET Recruitment, Implementation of Standard Pay Scales, Residual issues of the 2nd PRC, including SAB, Promotions across cadres, Internal Managerial Hierarchy, Mandatory utilization of BSNL 4G services by Central and State Government organizations and PSUs, Appointment of a regular CMD for BSNL was discussed at length. The Pension Revision was also discussed.

The detailed documents in support of our contentions for scrapping the SET Recruitment and implementation of standard pay scales of E2 for JTO/JAO/Equivalent cadres and E3 for SDE/AO/Equivalent cadres was also discussed and submitted again. BDM team informed JS (Admin) that if BSNL moves forward with SET Recruitment, there will be an absolute chaos in the organization and it will be strongly opposed through all means by BDM.

A detailed discussion was also held on the inputs submitted by AIGETOA before the HR Committee. All relevant documents and supporting submissions have been formally presented by the BDM team for consideration.

Positive developments are underway on several agenda points. Further details will be shared with the members and employees at the appropriate stage.

It was also informed that Hon’ble Minister of State for Communications, Dr. Chandra Sekhar Pemmasani Ji, during his meeting with BSNL Management on 08.06.2026, directed that the Committee constituted by BSNL on 02.06.2026 submit its recommendations within a timeline of 15 days. The Committee is also expected to examine and recommend issues relating to perks and allowances, including revision of the Transport Allowance.

Team BDM expresses its sincere gratitude to Hon’ble MoSC Dr. Chandra Sekhar Pemmasani Ji for his timely intervention and continued support on the issues raised by Bharatiya Doorsanchar Manch.

👥 BHARATIYA DOORSANCHAR MANCH (BDM)

Update on the X (Twitter) Campaign on Implementation of 3rd PRC by Bharatiya Doorsanchar Manch (BDM) on 09.06.2026

The X-Campaign (Twitter) created a massive impact in favour of issue of 3rd PRC and waiver of affordability clause

Dear Friends thanks to one and all for making the Twitter Program successful on “Implementation of 3rd PRC in BSNL”. Nearly 70,000 plus twitted held till evening and it is still going on. Whole day our Hashtags kept Trending in Twitter.

This twitter campaign resulted in immense impact. It is learnt that PMO has already taken a note of the demand of 3rd PRC by BDM and has asked for the details from DoT. It is also understood that discussion has been initiated at DoT on the issue of waiver of affordability clause for implementation of 3rd PRC in BSNL. As informed earlier, a status note was shared earlier by BSNL for initiating the discussions.

On our charter of demands, our team had a brief discussion with the Office of Hon’ble MoSC today, wherein we had raised the issue of open mandate being given to the committee with no timelines being given for submission of recommendations. We had also raised that the Perks and Allowances including increase of Transport Allowance which were part of the earlier terms of reference has not been included in the mandate of the committee. We also apprised about the slow progress on the issue of promotions across various cadres. A letter in this regard was also submitted.

Subsequently, in the HR Review meeting which was taken today with DoT and BSNL Management by Hon’ble Minister, categorical directions have been given for submission of its recommendations in a time bound manner. From the discussions, it is very clear that residual issues of 2nd PRC (SAB, Standard Pay Scales etc.) are going to get resolved soon and expectedly with positive consideration. Directions have been given for extending the promotions also.

The issue of 3rd PRC has got a big boost with today’s campaign and we request all to keep the tempo on and remain active on X Platform and do the maximum tweets in support of the Demand for 3rd PRC.

A meeting of AIGETOA is scheduled to be held with Joint Secretary (Admin), DoT tomorrow on 10.06.2026 at 3.00 pm on pending HR issues, 3rd PRC and Internal Managerial Hierarchy, Promotions and Career Progression in BSNL.

Further, as usual, GS MA, has started hobnobbing with Management to nullify the impact and to derail our action programs which is creating a big impact in the minds of all.

It is understood that they are making all efforts to meet various levels in complete tune with management just to slow down the activities of BDM. You can expect some good updates from them in complete alignment with those who doesn’t want issues of employees to be resolved and want confusion to prevail.

However, Bharatiya Doorsanchar Manch will keep itself focused on the issues concerning to all employees irrespective of any associations and Unions affiliation. All employees are well aware which platform is actually working for the welfare of employees and who all are working for name’s sake just to feed upon the efforts of other. We are very sure that all will extend support to our future endeavors as stated in BDM notice for fulfillment of charter of demands.
