GS AIGETOA writes to Hon’ble Minister of Communications seeking kind intervention for filling up vacant CGM and Business Area Head posts in BSNL:

GS AIGETOA writes to the Hon’ble Minister of Communications (MoC) with request for his kind intervention for expeditious filling up of vacant Chief General Manager (CGM) and Business Area (BA) Head posts across BSNL.

AIGETOA pointed out that despite the policy directions issued by the Department of Telecommunications (DoT) vide letter dated 14.04.2026, a significant number of key positions at Circle and BA level continue to remain vacant. At present, around 20 Circle Head (CGM) posts and nearly 173 Business Area/Functional Head posts are lying vacant, with many of these positions being managed through prolonged additional charge arrangements.

These vacancies at such critical levels (Circle & BA) adversely impact administrative efficiency, decision-making, accountability, employee morale, and the overall operational performance of BSNL. AIGETOA also reiterated the need for establishing a robust internal leadership pipeline to ensure timely succession planning and organisational stability.

Accordingly, AIGETOA requests for the intervention of Hon’ble MoC for directing BSNL on the following:

  1. Immediately fill all vacant Chief General Manager (Circle Head) posts in accordance with the policy approved by the Hon’ble Minister’s office.
  2. Fill all vacant Business Area Head and other key leadership posts on priority instead of continuing prolonged additional charge arrangements.
  3. Implement an immediate succession planning framework and annual promotion calendar as envisaged in the DoT policy directions.
  4. Operationalise BSNL’s Internal Management Cadre by considering the proposal submitted by AIGETOA along with the recommendations placed before the HR Reforms Committee.
  5. Review the reasons for the delay in implementation of the policy directions issued vide letter dated 14.04.2026 and issue suitable directions for their time-bound compliance.

Timely intervention in this matter would strengthen BSNL’s leadership structure, improve organisational efficiency, and facilitate the successful implementation of the Government’s vision for a stronger and more competitive BSNL.

GS AIGETOA writes to CMD BSNL seeking revision of Minimum Eligibility Service under BSNL Sabbatical Scheme-2026 from 10 years to 7 years

GS AIGETOA writes to CMD BSNL with a request for revision of Minimum Eligibility Service under BSNL Sabbatical Scheme-2026 from 10 Years to 7 Years of Regular Service.

AIGETOA highlighted that several leading Public Sector Undertakings (PSUs) have adopted more employee-friendly eligibility conditions for similar sabbatical schemes. Keeping in view the objective of providing flexibility to employees while ensuring organisational efficiency, BSNL Management is requested to align the scheme with prevailing PSU practices.

Accordingly, AIGETOA has requested the Management to kindly reconsider Clause 5.1 of the BSNL Sabbatical Scheme-2026 and revise the eligibility condition from:

“Completion of 10 years of regular service”

to

“Completion of 7 years of regular service.”

Such a revision would make the scheme more practical, equitable and inclusive, enabling a larger section of employees to avail the benefits of the scheme without compromising its objectives of manpower optimization and cost efficiency.

Department of Telecommunications (DoT) Issues Circular for Selection of Regular CMD, BSNL; AIGETOA Welcomes the Long-Awaited Move from the Govt for this strategic PSU

The Department of Telecommunications (DoT) has initiated the process for appointment of a regular Chairman & Managing Director (CMD), Bharat Sanchar Nigam Limited (BSNL) by issuing the vacancy circular for selection through the Public Enterprises Selection Board (PESB).

Click here for Circular for CMD BSNL

As per the circular issued by DoT on 24th June 2026, applications have been invited for the post of CMD, BSNL, in the pay scale of ₹80,000-1,25,000 (IDA). The last date for receipt of applications in the Department of Telecommunications is 22nd July 2026 (1500 Hrs).

AIGETOA welcomes this important development. The Association has consistently maintained that BSNL requires a full-time, regular CMD with a long-term vision to steer the organisation through its ongoing transformation, accelerate decision making and provide stable leadership during this crucial phase of growth and impementation of Telecom Objectives of Government.

Over the last several months, AIGETOA and Bharatiya Doorsanchar Manch (BDM) have repeatedly highlighted before the Hon’ble PMO, Hon’ble Minister for Communications (MoC), Hon’ble Minister of State for Communications (MoSC), Secretary (Telecom), CMD BSNL and other authorities that appointment of a regular CMD is essential for:

  • Expeditious implementation of HR reforms and resolution of long-pending employee issues.
  • Faster execution of the revival initiatives, including expansion of indigenous 4G and rollout of 5G services.
  • Strengthening BSNL’s competitive position in the telecom market.
  • Timely decisions on network expansion, enterprise business, BharatNet and digital transformation initiatives.
  • Providing strategic leadership to ensure sustainable growth and long-term profitability of BSNL.

This was one of the major demand raised for the viability of BSNL and continuity of decision making in the most important strategic Telecom Asset of India. The issuance of the notification is therefore a significant and positive step towards providing BSNL with stable leadership at the highest level.

AIGETOA expresses its sincere gratitude to Hon’ble MoC, Hon’ble MoSC and Secretary Telecom for this most important decision for BSNL.

AIGETOA expresses its sincere hope that the selection process will be completed in a time-bound, transparent and merit-based manner, enabling BSNL to have a visionary leader capable of taking the organisation to greatest heights.

AIGETOA shall continue to pursue all organisational and HR issues with the Government and BSNL Management while extending its full support towards making BSNL a strong, self-reliant and globally competitive telecom company.

Update on Transfer Discrepancies and Pending OTP, Modification, Retention & Cancellation Cases as submitted by AIGETOA:

Detailed deliberations were held on 23.06.2026 between Team AIGETOA, Director (HR), and PGM (Personnel) on the Transfer Posting issues. The work is in progress and is likely to be concluded within this week. The positive aspect is that the discrepancies submitted by AIGETOA have been acknowledged, and we are hopeful that parity and equitable treatment will be ensured for all affected executives. Medical and PwD cases were also discussed. These cases are under process, and the necessary correction orders are expected to be issued shortly.

We have come across a Google Sheet being circulated by the very same group that had earlier certified the transfer orders as the “best possible” and claimed that no better orders could have been issued. In fact, their certification was reportedly used before higher authorities to justify the transfer orders by stating that the recognized representative association had endorsed them, while AIGETOA was unnecessarily raising issues.

Now, the same group is asking executives to fill in a Google Sheet to capture transfer discrepancies. The purpose behind such an exercise can be well understood. We request all executives not to fall into such traps. AIGETOA has already taken the issue of transfer disparities to the highest level and will continue pursuing it until justice is ensured for every affected executive.

This has always been their style of functioning, do nothing initially and later attempt to claim credit for the work done by others so as to mislead a section of executives. Has anyone seen them raising any formal objection anywhere against the discrepancies in the Transfer Posting orders?

Can anyone remember, how many formal agenda meetings were held by the MA during its last three-year tenure? Does anyone remember when they last conducted a formal agenda meeting, which, as per the REA, is required to be held every quarter? What prevented them from convening these meetings? The answer is simple. They were reluctant to raise the real issues because doing so would have exposed the complete failure of their leadership before the executives. Consequently, even the mandatory agenda meetings were ignored.

It is time for every executive to recognize the reality. It is time to strengthen and support the only association that consistently raises the genuine issues of BSNL executives and pursues them relentlessly.

Update on the Reports to be submitted by the Committee Constituted vide letter dated 2nd June 2026:

As informed earlier, the committee constituted vide letter dated 02.06.2026 has completed its assigned task within the stipulated period of 15 days, as directed by the Hon’ble Minister of State for Communications (MoSC). The report will now be placed before the Hon’ble Minister for review.

It may be recalled that the Committee was initially constituted without any defined timeline, making the exercise open-ended. However, after AIGETOA raised the matter before the Hon’ble MoSC, he directed BSNL, during the HR Review Meeting held on 08.06.2026, to submit the Committee’s report within 15 days.

It is encouraging to note that BSNL has completed the report within the prescribed timeline. We expect outcome will be positive and in the larger interest of BSNL executives.

Further updates shall be shared as and when the matter progresses.

AIGETOA Demands Immediate Cancellation of SET Recruitment Process subsequent to stay granted by Hon’ble CAT Chandigarh in a case filed by Team AIGETOA :

AIGETOA writes to the CMD BSNL seeking immediate cancellation of the proposed “Senior Executive Trainee (SET) Recruitment” process in the larger interest of BSNL and its internal workforce.

The issue relating to recruitment under the Direct Recruitment quota is presently under judicial consideration before the Hon’ble Central Administrative Tribunal, Chandigarh Bench in M.A. No. 1893/2026 in O.A. No. 364/2026 filed by Team AIGETOA. Vide its order dated 17.06.2026, the Hon’ble Tribunal has directed BSNL not to issue appointment letters against the 10% Direct Recruitment quota vacancies until the next date of hearing. The Hon’ble Tribunal has further directed BSNL to place on record the status of promotions under the 90% promotion quota before the next hearing.

AIGETOA has cited the example of Airport Authority of India (AAI) and has submitted that proceeding with the SET examination while the matter remains sub-judice may lead to avoidable legal complications, prolonged litigation, seniority disputes, and industrial unrest. The association further stated that BSNL already possesses a large pool of highly qualified and experienced executives across various streams who are capable of shouldering higher responsibilities through a well-defined promotional hierarchy.

In a similar recruitment at Airport Authority of India (AAI), disputes have arisen out of lateral recruitment and seniority issues have remained under litigation since 2018. In this case Hon’ble Court permitted AAI to conduct the exam but stayed the appointment which lead to numerous litigation including Hon’ble High Court Delhi & Supreme Court of India. Even the board decision dated 12.08.2025 pertaining to restructuring is under challenge at Hon’ble High Court Delhi. Ultimately, AAI was compelled to discontinue the lateral executive recruitment at higher levels owing to the complications arising from such disputes.

When the appointment process itself has been restrained by judicial directions and the issue remains under active consideration before the Hon’ble Tribunal, conducting the SET examination at this stage would be imprudent and may expose BSNL to further legal challenges in future. It may also result in avoidable seniority disputes and industrial unrest, adversely affecting organizational harmony. This has been emphasized in our submissions in support of cancellation SET examination process.

The association has urged the Management to focus on timely promotions, career progression, and strengthening the internal managerial hierarchy instead of resorting to lateral recruitment. AIGETOA has reiterated that promoting eligible executives will enhance employee morale, ensure organizational continuity, and contribute positively towards BSNL’s growth and stability.

AIGETOA has requested BSNL Management to take a prudent decision by cancelling the SET Recruitment Process and safeguarding the interests of both the organization and its employees.

AIGETOA Writes to CMD BSNL – Unjust fixation of performance accountability on BBMs in absence of resources and adequate financial powers

GS AIGETOA writes to CMD BSNL regarding unjust fixation of performance accountability on BBMs in absence of resources and adequate financial powers.

AIGETOA express serious concern over the increasing instances of punitive actions such as charge sheets, memos, warnings, and Dies-Non being issued to BBMs for non-achievement of FTTH targets.

The BBMs are being held solely accountable despite having no control over critical factors such as TIP manpower, network infrastructure, marketing initiatives, tariff policies, vendor onboarding, billing issues, and resource allocation. It emphasized that responsibility cannot be fixed without providing the necessary authority, resources, and support.

We strongly urge BSNL Management to stop punitive actions against BBMs for factors beyond their control and to adopt a fair, realistic, and holistic approach towards performance assessment. AIGETOA further stressed that BSNL’s growth and revival depend on systemic improvements, competitive offerings, and shared accountability rather than penalizing field-level executives.

Update on SET Recruitment Process

Contrary to the narrative created by Management that SET is being done under pressure from higher offices, it has come to our notice that there is no such pressure from higher offices. Some corners present in the HR group has presented the wrong facts in order to convince Hon’ble MoSC for continuance of the process. However, our submissions have been taken into cognizance by the Hon’ble Minister, and he has directed BSNL to defer the exam. One of the senior officer present in HR group has been trying his level best to ensure that SET exam is completed, may be due to the huge money involved in the process. At the same time Team, AIGETOA is also determined to stop the process and is in the process to apprise Hon’ble MoSC about the actual facts on record in next week.

In the meanwhile, to stop the process, AIGETOA filed miscellaneous application (MA) through its members which was heard today before the vacation bench at Chandigarh. Hon’ble CAT bench has directed BSNL to not to move ahead with the appointment in the SET cadre till the promotion process of applicants are completed. However, Hon’ble Court did not granted Stay on the examination process. The next date of the hearing is 13th July. In the meanwhile, our legal team is making full efforts to stop the examination also which will be informed in due course of time. Today’s development has given us a major breakthrough and will give greater impetus to our efforts for scrapping the whole SET Recruitment Process.
