Telecom Prabhari, Bharatiya Mazdoor Sangh, Serves Pre-Notice to the Hon’ble Minister of Communications for “Nationwide Aandolan by BMS”, Seeking Immediate Resolution of BSNL Employees’ Long-Pending Issues, Including Implementation of the 3rd PRC, Settlement of Residual Issues of the 2nd PRC, Standard Pay Scales of E2 for JTO/JAO/Equivalent Grades and E3 for SDE/AO/Equivalent Grades, Extension of the Initial Basic Pay of ₹35,400 to BSNL-Recruited JEs, and Full 30% Contribution Towards Superannuation Benefits (SAB) for BSNL Recruits.
On behalf of the executives and non-executives of BSNL, BMS has submitted that these long-pending issues now warrant decisive intervention by the Government of India. BMS has urged the Ministry to immediately initiate a concrete, time-bound action plan to resolve these issues within the stipulated period. Through this pre-notice, BMS has sought the urgent intervention of the Hon’ble Minister of Communications (HMoC) for the timely fulfilment of the following demands within a period of two months:
1] Implementation of the 3rd PRC in BSNL:
A time-bound decision on granting BSNL the necessary waiver from the affordability clause to facilitate the implementation of the 3rd PRC. This would also pave the way for resolving the long-pending issue of pension revision for BSNL/MTNL employees. BMS has also demanded the extension of the initial basic pay of ₹35,400 to BSNL-recruited JEs.
2] Settlement of Residual Issues of the 2nd PRC:
Early resolution of the pending issues concerning the standard pay scales of E2 for JTO/JAO-equivalent grades and E3 for SDE/AO-equivalent grades, along with the implementation of the full 30% contribution towards Superannuation Benefits (SAB) for BSNL recruits.
BMS has emphatically contended that legitimate employee benefits must not be denied on grounds of affordability or profitability, particularly when the organization is entrusted with vital national responsibilities that take precedence over purely commercial considerations. BSNL employees have served in the remotest corners of the country, contributed to the deployment of the indigenous 4G stack, helped place Bharat among the select group of five nations possessing indigenous 4G technology, bridged the digital divide between rural and urban Bharat, and ensured uninterrupted telecom connectivity during natural calamities and challenging geopolitical situations.
Yet, these Telecom Warriors of the Nation continue to be denied their legitimate benefits on the grounds of affordability. It is high time that their invaluable contribution to nation-building was duly recognized and their legitimate demands were addressed with fairness and urgency.
BMS has called upon the Government to act decisively and resolve these issues within the stipulated two-month period. Should these issues remain unresolved beyond this deadline, BMS shall be constrained to launch a nationwide Aandolan under its banner in support of the legitimate demands of BSNL employees.
