As per the nationwide schedule of action programmes announced by Bharatiya Doorsanchar Manch (BDM), the next phase of the agitation programme will be conducted from 26th June 2026 to 12th July 2026.
During this period, employees and office bearers across the country shall undertake a massive campaign for submission of Memorandums seeking the intervention of the Government and BSNL Management for resolving the critical issues affecting BSNL’s revival, execution of projects of national importance and long pending HR issues of BSNL employees.
Programme to be Undertaken
1] Submission of Memorandums by Employees (Postal & Online Mode)
All employees are requested to submit the Memorandum through Speed Post as well as CPGRAMS (PG Portal) to the following authorities:
- Hon’ble Prime Minister of India
- Hon’ble Minister for Communications
- Hon’ble Minister of State for Communications
- Secretary, Department of Telecommunications (DoT)
- CMD, BSNL
Duration: 26th June 2026 to 12th July 2026

2] Submission of Memorandums by Circle & District Secretaries
All Circle Secretaries (CSs) and District Secretaries (DSs) up to OA Level shall submit Memorandums to:
- Hon’ble Governor of the State
- Hon’ble Members of Parliament (MPs) of the respective area
- Hon’ble Ministers of the State
- District Collectors / District Magistrates
This programme should be carried out extensively across all Circles and Districts.
Instructions for Circle Secretaries & District Secretaries
All Circle Secretaries and District Secretaries (up to OA Level) are requested to ensure timely submission of the Memorandum with a humble appeal for immediate intervention to resolve:
- Issues relating to BSNL’s revival.
- Timely execution of projects of national importance.
- Long pending HR issues affecting BSNL employees.
STEP-1 : Submission through Speed Post
All Circle Secretaries and District Secretaries (up to OA Level) shall prepare the Memorandum on Bharatiya Doorsanchar Manch (BDM) Letterhead addressed to:
- Hon’ble Prime Minister
- Hon’ble Minister for Communications
- Hon’ble Minister of State for Communications
- Secretary, DoT
- CMD, BSNL
Procedure
- Submit one copy through the proper official channel.
- Send one advance copy separately to each authority through Speed Post Only.
Total Dispatch
- 5 Copies through Speed Post
- 1 Copy through Proper Channel
STEP-2 : Submission to State Authorities
Circle Secretaries and District Secretaries shall personally submit Memorandums to:
- Hon’ble Governor of the State
- Hon’ble Members of Parliament
- Hon’ble Ministers
- District Collectors / District Magistrates
STEP-3 : Submission through Digital Platform (CPGRAMS)
All the following office bearers shall also submit the Memorandum online through the CPGRAMS (PG Portal):
- District Office Bearers (up to OA Level)
- Circle Office Bearers
- CHQ Office Bearers
- Extended CHQ Office Bearers
DoT CPGRAMS Portal
The same Memorandum should also be lodged as a grievance through the CPGRAMS Portal.

Step-wise Procedure for Filing Grievance through CPGRAMS
- Open the CPGRAMS Portal.
- Register using your Mobile Number or Email ID.
- Login to your account.
- Click “Lodge Public Grievance” from the left panel.
- Accept the declaration and proceed.
- Under Ministry/Department, select:
- Telecommunications
- Under Main Category, select:
- Employee Related / Service Related
- Select the appropriate sub-category from the drop-down list.
- Under Organisation Name, select:
- Bharat Sanchar Nigam Limited Corporate Office
- Select your respective BSNL Circle.
- Paste the Memorandum in the Text of Grievance section.
- Upload the Memorandum as an attachment.
- Click Next and Submit.
