Updates on Meeting with PGM Pers on Promotions on dated 18th July 2025:

On 18th July 2025, a meeting of Team AIGETOA was held with the team of PGM Pers. A joint meeting was a better option but same couldn’t be held for the reasons not known to AIGETOA. Hence meeting with AIGETOA was held individually.

The meeting focused on the promotions for all eligible on which detailed deliberations were held. Association also submitted the backdrop of the justifications which necessitates promotions of all eligible executives especially the injustices meted out to the executives by virtue of the wrong interpretation of S K Dubey Judgement.

Association gave its feedback and suggestions which was noted with positivity from Pers Side. Suggestions were primarily based on following points:

1] Execute the proposal initiated in December 2024 to finality.

2] Increase in posts in AGM and DGM cadre which will end all the litigations including promotions in JTO to SDE cadre for the whole LICE 2012 batch and even beyond them. The calculation was shared with Pers Team.

3] Else institute the 10 years personal upgradation criteria in SDE to AGM (Telecom) and AO to CAO, 6 years in JTO to SDE & JAO to AO, 6 years in AGM to DGM telecom and equivalent.

4] Else extend time bound promotions up to AGM level by making appropriate changes in hierarchy and making clusters which also aligns with the vision of lean and flat hierarchy.

5] With Respect to AO to CAO promotions, a way-out was decided to be worked out which can ensure the solution through legal means. AIGETOA team assured for expeditious action on those lines. Details shall be shared in due course. This will open way to JAO to AO promotions also.

6] It was also requested to ensure that backlog promotions in the PwD quota must be completed as the same has been delayed beyond any justifications. If there is any lag on the part of any authority, they must be taken to task. We requested for immediate clearance of backlog as per Hon’ble Supreme Court orders.

7] Various litigations were also discussed. Association assured that if promotions of all eligible are taken care of, association will coordinate with all the contending parties for ending the litigations and also will ensure that legal proceedings are taken care of in a conclusive way and wherever necessary, association will become party also.

Personal side noted all the points and said that one more meeting will be held by next week jointly if all agree else individually. We extended thanks to the Personal team. The discussions were held in very amicable environment and firmness in the words of Pers Team was visible.

Yesterday Hon’ble MoC has assured for his intervention in ensuring that promotions happen without any further delay and we sincerely hope that discussions gets concluded in the form of results ASAP.

OTP Window: PGM Pers told that with Annual transfers system in place now, OTP Window will be opened in Jan Feb only on which association raised its firm objection that such changes can’t be done by modifying the policy retrospectively. We requested for immediate opening of OTP window, however PGM Pers was non committal. Association categorically told that this violates the existing policy. Hence, the OTP window must be opened now.

On the issue of Hard tenure Completion cases, it was informed that tenure orders will be considered as and when same gets completed. We reminded him that many persons have completed their tenures and their orders have still not been issued. It was assured that the same will be taken care of.

The issues of the executives who were displaced in long stay and their posting back to their parent circles were also discussed. Pers team told that 3 years OTP can’t be claimed as a right. We said it was inhumane to displace people at the fag end of their careers and these executives must be allowed to go back to their parent circles. AIGETOA requested for calling for volunteers for the deficit circle on a fix tenure basis. Pers team agreed to explore the same.

Details of the Meeting of BMS delegation with Hon’ble MoC dated 17.07.2025 :

A delegation of Bharatiya Mazdoor Sangh consisting of General Secretary Shri Ravindra Himte, All India Secretary Shri Ram Nath Ganeshe, General Secretary AIGETOA BSNL Shri Ravi Shil Verma, AIGETOA President Shri G Veerabhadra Rao, GS BTEU BSNL Shri R C Pandey and GS MTNLMS Shri Dharam Raj met Hon’ble MoC Shri Jyotiraditya M Scindia Ji and had detailed discussions on the issues pertaining to BSNL, MTNL and its employees. Hon’ble MoC went through all the agenda points submitted and directed his office to arrange a tripartite meeting consisting of DoT, BSNL and the BMS affiliated unions and associations. Hon’ble Minister assured for his intervention in settling out the long pending issues of BSNL/MTNL. Hon’ble Minister was appreciative of the efforts of BSNL and MTNL employees and assured that all the issues raised shall be given due care. His office will intervene with BSNL and DoT to ensure that the genuine concerns of the employees are being taken care of.

Following issues were discussed:

1] Smooth Rollout of BSNL 4G services by BSNL by resolving the problems associated with the network and backhaul:

Hon’ble MoC told that he is personally monitoring the progress. All issues shall be taken care of and all the problems shall be resolved in due course. We requested Hon’ble MoC to direct BSNL Management to take care of the issues expeditiously which are in the domain of BSNL.

2] Withdrawal of Unjustified Notice for De-recognition of AIGETOA by BSNL Management and unnecessary targeting the AIGETOA office bearers across BSNL and not granting them facilities under the Recognition of BSNL Executive Association rules:

Hon’ble MoC took strong note of the same and assured for his intervention and directed his office to take up with BSNL for the corrective action.

3] Implementation of 3rd PRC in BSNL by waiving off the affordability clause for BSNL and wage negotiation:

Hon’ble MoC appreciated the issue and told that BSNL revenue situation has improved and government will take a decision on the same soon after getting the input from DoT.

4] Implementation of 30% Superannuation benefit to the Direct Recruits of BSNL as per the recommendation of 2nd PRC and Formation of Death Relief Fund (DRF) trust and extension of Standard pay Scales of E2 and E3:

Hon’ble MoC has directed DOT to convene a tripartite meeting and settle the issues in a best possible manner.

5] Extending the Promotional Avenues for BSNL Employees:

Hon’ble MoC personally assured to take care of this issue and told that he will direct BSNL to ensure that employees get their promotions and such type of delay in promotions should not be there. He directed his office to follow up on the issue with BSNL and expressed surprise that even with zero financial implication, such type of delay is there.

6] BTEU raised the issue of extending the promotions through Seniority Cum Fitness from Non-Executive to Executive Cadre. The issue shall be further discussed during the tri-partite meeting.

7] Issuance of Mass Transfers in contravention to the transfer policy resulting into unnecessary financial expenditure for BSNL:

Hon’ble MoC directed his office to seek a report from BSNL on the same.

8] JE Period Pay Scales as a part of 3rd PRC wage negotiation:

The issue shall be taken up as a part of the tri-partite meeting between DoT, BSNL and BMS Affiliated unions and Associations.

9] Withdrawal of Sports Facility:

The issue was raised by BMS team that even such welfare measures are being curtailed in BSNL and requested Hon’ble MoC to intervene for the same.

10] Lifting of Ban on Compassionate Ground Appointment:

The delegation requested for lifting the ban on CGA appointments. The issue shall be discussed in the tri-partite meeting.

The BMS delegation extended thanks to Hon’ble MOC and assured firm support to all the government endeavours which are being taken to revive BSNL and for the betterment of BSNL employees.

Meeting with Director(HR) and HR vertical PGMs by BDM Leaders on 14.07.2025 :

In line with another communication from BSNL Management , the BDM leaders had a meeting with Director HR and PGMs (Pers, Estt & SR) to discuss various important issues.

The brief of discussions which took place are as below:

Superannuation Benefits & PRMB:

It is intimated that management has formed a committee to look into the matter raised by BDM. The committee is expected to finalize its report and conclude maximum within this week. It was conveyed to BDM that management understands the genuineness of this issue and they are very much considerate on extending the relief and resolution of this long pending issue which pertains to the social security of the BSNL Recruits.

Escalation of E2 E3 Matter to DoT:

The communication from BDM for implementation of E2-E3 pay scales for implementation of standard pay scales has been forwarded to DOT for further action and decision. BDM is pursuing for another tripartite meeting with DoT, BSNL and BMS Association & unions.

Implementation of 3rd PRC and conclusion of wage negotiation agreement:

It was informed that the wage negotiation committee has finalised the report. The calculation of financial implication with respect to extending different slabs of fitment has been submitted for concurrence and decision by the competent authority. Management side assured that this issue will be concluded with positive resolution in next few days.

Pay Loss issues:

It is informed that Committee has been constituted for checking the concerns. Other pay loss issue pertaining to JE Period are being looked into by the Wage Negotiation Committee official side.

Promotions in Various Cadres:

Management suggested to have a common approach in this regard from all stake holders. Management proposed for detailed meetings to discuss the implementation of promotions in all cadres which is scheduled to be held on 15th or 16th with PGM Pers and his team. All the possible ways were assured to be explored for Promotions to the eligible executives across various streams and cadres. The necessary action shall be taken after the meeting.

Pay Scales of JEs:

The pay scales of JE were discussed, and the request made by BDM was shared with the Pay Revision Negotiation Committee to incorporate for deliberations. The necessary changes based on the suggestions of BDM especially wrt JE pay scales have been taken into consideration by the committee and the same has been incorporated in the wage negotiation report.

Transport allowance:

The up gradation of Transport allowance will be done to the best possible level based on recommendations of committee. The same is likely to be concluded within one week.

TA/DA and Removal of DA freeze on Medical reimbursement:

Conclusive discussions on TA/DA revision and unfreezing of medical reimbursement DA rates from that of April-2020 will also be concluded by this weekend with best possible efforts to extend relief to the employees.

Asset Ambassador Proposal:

The issue of asset management was discussed, and it has been modified from compulsory to volunteering. This change is expected to bring more flexibility and ease the burden on employees. Management has agreed to the demand of AIGETOA to do away with any forceful implementation of the asset ambassador and made it voluntary.

Operational 3-Tier Structure:

Management informed that the proposed 3-tier structure has been designed as per operational requirements and the same is still in POC stage. Management assured that they are open to suggestions from BDM in this regard. Final rollout and further refinements will be done based on the feedback from the stakeholders especially with regard to the inputs of Bharatiya Doorsanchar Manch.

Attendance App:

Director HR said that BDM may submit its suggestions to improve the attendance app and take care of the concerns raised, taking into account the requirements of field officers and officials, as well as BSNL’s needs. He assured that management is open to all feasible solutions. BDM forum assured that they will submit its suggestions in this week itself for further consideration.

Sabbatical Leave:

Management side informed that the proposal for sabbatical leave has been put up for approval, and that it will be cleared soon. BDM forum welcomed the same

Death Relief Fund:

It was intimated that as per assurance given to AIGETOA and BDM, the report for the Death Relief Fund are under finalization and are expected to be submitted this week.

Organisational Activities:

PGM SR advised that associations should not engage in agitation activities. The BDM leaders were requested to withdraw such activities immediately and were assured that management is working on all the issues with a positive frame of mind intended towards finding the resolution of the issues to the best possible extent.

The meeting concluded with a request to withdraw agitation, assuring outcomes as per rules and administrative timelines. The BDM leaders requested to address the concerns and look forward to positive outcomes. It was communicated that its been many days but still the things have not taken a concrete shape. However, It was conveyed to management that the outcome of the today’s meeting shall be shared transparently to all the stake holders and office bearers down the line.

Update with respect to the shortfall in contribution towards the gratuity trust for BSNL Recruits:

An issue with respect to the shortfall in the contribution for Gratuity trust of BSNL Recruits was raised by AIGETOA earlier verbally and then through letter.

Today, it was informed that the shortfall of Rs 250 crore has been deposited by BSNL and the contribution for the BSNL Recruits gratuity trust is up to date now.

This is another testimony of the tireless efforts of AIGETOA to keep the rights of the employees protected.

The total tweets supporting the campaign has crossed 70K tweets(Still Continuing) and the #SaveBSNL #OperationSankalp #SaveSwadeshi4g has been trending at Number #1 alternatively, in twitter trends under telecom and business news for the whole campaign period from 3.15 PM to 5.45 PM and even kept trending till late hours.

The support extended by the employees to the programs launched by Bharatiya Doorsanchar Manch is a testament to the unity and the common thought process of employees. We once again take this opportunity to appeal all Unions and Associations of BSNL to support the cause and make this program more stronger.

Standard Pay Scale Case – Update

The much-awaited case was listed on 10th July 2025 at CAT Chandigarh for hearing. AIGETOA counsel Sh. R.K. Sharma presented detailed arguments for over an hour, highlighting all key anomalies related to the grant of E1 and E2 scales post-2nd PRC. The bench appeared quite convinced with the arguments.

Due to time constraints, the matter was listed again on 11th July for final arguments. However, due to accidental injury involving our counsel, he couldn’t present himself physically in court. Though he tried to attend through VC but the case was finally adjourned to 19.09.2025 directing the Respondent No. 2 to file their reply, if any

Next Hearing Date: 19th September 2025 is the Final Hearing date for the case) AIGETOA is optimistic for a favorable outcome, considering the strong pleadings and legal preparation of the counsel and the legal team of AIGETOA.

Update on Meeting of Bharatiya Doorsanchar Manch with CMD BSNL – 10th July 2025

As informed earlier, Team AIGETOA representing Bharatiya Doorsanchar Manch (BDM) had a detailed meeting with CMD BSNL on 10th July 2025 at 6:30 PM. The meeting was also attended by Director (HR). The purpose of the meeting was to review the status of long-pending issues raised by BDM through its notice served more than two and a half months ago.

During the meeting, Director (HR) shared the status on various issues raised by BDM. However, it was clearly observed that despite ongoing discussions, there has been no tangible progress. The HR group appears to be operating with a purely theoretical approach and lacks a resolution-oriented mindset. We categorically conveyed to CMD BSNL that the delay in resolving the issues reflects a lack of seriousness on the part of the HR team and the same is the major cause of the current unrest.

We expressed our deep concern over the fact that even after repeated assurances and more than 75 days since the notice, most of the key issues remain unresolved and stuck at the discussion level. CMD BSNL reiterated his assurance to look into the matters with a holistic approach, but once again, no concrete resolution has emerged so far.

The matter of Attendance App upgrade and the controversial Asset Ambassador orders was also discussed in detail. The same will be discussed with PGM Admin and PGM Restg next week in presence of Director HR. We strongly demanded that these orders be kept in abeyance until a thorough review of the orders are done. The issue of pending OTP cases and non-consideration of genuine requests related to retention, modification, and cancellation was also raised. In response, CMD BSNL asked us to submit the list of such pending cases to Director (HR) for necessary action.

After the meeting, Team BDM undertook an internal review of the developments and concluded that the HR group is not showing any real intent to resolve the issues. Instead, it appears they are only trying to buy time. If the intention had been genuine, the time already spent in discussions could have been utilised to provide concrete and conclusive solutions.

In light of the continued apathy and absence of actionable results, Bharatiya Doorsanchar Manch has decided to continue with its announced organisational action programs. Accordingly, the Memorandum Submission program and the Twitter Campaign will commence from 11th July 2025. The hashtag and format of the Twitter campaign will be released at 12 noon, and the campaign will run between 3 PM and 4 PM.

We appeal to all members of Bharatiya Doorsanchar Manch to gear up for the next phase of our collective struggle. Your active participation and united voice will be the key to achieving justice and rightful resolution of our long-pending demands.
