AIGETOA Efforts Yield Progress on EPF Higher Pension and Recruitment Issues – BSNL Issues Instructions on EPF Higher Pension and JTO/JAO Recruitment:

Dear Fraternity,

We are happy to share that two of our long-standing demands have received favourable consideration from BSNL Management:

1] Issuance of strict instructions to all Circles for compliance on the EPF Higher Pension matter.

2] Consideration of external recruitment at the JTO and JAO levels.

These issues were discussed in recent meetings at the Management level, including with the CMD BSNL and Director (HR). The instructions issued by BSNL Corporate Office clearly reflect positive movement on both demands. This reinforces that the issues consistently pursued by AIGETOA and BTEU are gaining momentum and receiving due attention.

At the same time, we continue to pursue the settlement of long-pending financial issues, including implementation of the 3rd PRC and resolution of residual issues of the 2nd PRC, with the objective of achieving outcomes to the best satisfaction of our members.

Team AIGETOA Meets Hon’ble MoC – Seeks Immediate Implementation of 3rd PRC, Standard Pay Scales, 30 Percent SAB, Creation of BSNL’s inhouse management cadre through regular Promotions and BSNL viability related issues:

Team AIGETOA comprising of President Sh Veerabhadra Rao, Convenor Sh Aftab Ahmed Khan, Dy General Secretary Sh Pavan Akhand, All India Organizing Secretary Sh Harjinder Singh and AGS Sh Sunil Gautam met Jyotiraditya M. Scindia, Hon’ble Minister of Communications & DoNER, Government of India, today dated 13.01.2026 in New Delhi and had elaborate discussions over issues plaguing BSNL. AIGETOA Team also submitted a detailed memorandum on critical issues affecting BSNL and its executives, discussion held in detail on each issue.

During the meeting, AIGETOA strongly emphasized the urgent implementation of the 3rd Pay Revision Committee (3rd PRC) for BSNL executives, stating that prolonged delay in pay revision has severely impacted morale, motivation, and retention of skilled manpower in the organization. The Team highlighted that timely implementation of 3rd PRC is essential to restore parity, dignity, and confidence among BSNL executives. We raised the issue of disparity in Pay, Perks and allowances. We stated that BSNL may be the only company where policy makers are getting all sort of benefits while the employees who are implementing these decisions with full honesty, dedication and commitment are being denied everything in the name of profitability. The employees are being made to pay the price for lack of absolute profitability for BSNL but those who are responsible for making policy are being given everything they ask for.

Hon’ble MoC stated that all the employees must strive for earning more revenue and make BSNL Profitable. We stated that all the employees are fully dedicated for the cause and shall leave no stone unturned to fulfil the responsibilities assigned to them. We however emphasized that bringing absolute profit for BSNL is definitely a difficult task as there are many factors affecting the profitability. Given the constraints which are there for BSNL, increasing the market share and earning revenue so high to nullify the impact of depreciation due to huge capital investment in BSNL is a huge uphill task. Hence affordability clause waiver must be extended to BSNL.

Hon’ble Minister appreciated our concern and stated that the Government of India is fully concerned about the factor impacting BSNL performance and the needful is being done to take care of the same. He reaffirmed the commitment of Government to take all actions to revive BSNL towards profitability and sought the cooperation of employees to that. We once again highlighted our submission for the infusion of more funds in BSNL not only to make its infra capacity enabled to give the QOS at par with private operators but also to take care of the long pending HR issues to keep the employee morale high and motivated enough to perform more and more.

AIGETOA Team also highlighted another major constraint of BSNL which is impeding its growth potential is lack of a fully developed management cadre in BSNL consisting of its own recruited and absorbed officers. The team raised the issue of inordinate delays in promotions at various levels, resulting in career stagnation and frustration among executives despite their long years of service and professional/technical competence. We explained how BSNL is running with a policy of permanent look after arrangement while the same legal battles have enabled other leading PSUs to search for out of box solutions to ensure that promotions across various streams and grades takes place regularly.  AIGETOA Team stressed that regular and time-bound promotions are necessary not only for employee morale but also for organisational efficiency and accountability. Overdependence on deputation has adversely affected institutional continuity and ownership within the organization. Accordingly, we highlighted and suggested the proposal through which all eligible promotions in each cadre can be operated which will in turn nullify the number of court cases and also will enable BSNL to have its own management cadre consisting of the regular and absorbed employees. Hon’ble MoC has asked to submit the further proposal and discuss the same with his team also.

Click here for the Memorandum Submitted by AIGETOA

On the occasion, AIGETOA also presented the Association’s 2026 Calendar and Diary to the Hon’ble Minister which was appreciated by Hon’ble MoC.

After the meeting with the Hon’ble MoC, the team had detailed interactions with his office for nearly half an hour, during which the current scenario within BSNL was explained. We highlighted how recent decisions and prevailing situations are severely impacting BSNL’s performance and emphasized the need for immediate corrective action. We were advised to prepare a brief submission on the issues affecting BSNL’s viability and submit the same for further consideration by the Hon’ble Minister. We also sought the intervention of his office to arrange a tripartite meeting at the earliest for the settlement of long-pending HR issues, as committed to the platform of Bharatiya Doorsanchar Manch (BDM).

Dear Friends, Today’s engagement marks another important step toward pursuing the settlement of long-pending HR issues, while also working to ensure the viability and profitability of BSNL. The efforts of AIGETOA and BTEU, under the aegis of BMS, are beginning to show positive results. We are hopeful that the benefits will soon start reaching us. With each step forward, we move closer to our shared objectives, and we remain fully committed to achieving them together.

Together we will achieve everything.

Meeting with CMD BSNL and PGM Pers – OTP & Other HR Issues & Follow-up Meeting :

Team AIGETOA met CMD BSNL, Director (HR) and PGM (Pers) and discussed the issues and confusion related to the OTP window.

The following points were taken up:

1] Confusion on Long Stay List & Its Execution :

We highlighted that executives across the country are raising queries as there is confusion amongst members, especially those with long stay in circles, on whether they should fill the OTP request or not.

We categorically emphasized that AIGETOA is not in favour of long stay routine transfers and its high time that management brings back those who have been transferred out earlier due to unnecessary execution of long stay. We said that only need based transfers restricted to the consideration of OTP and Tenure stations may be done. The transfers should be minimum and execitives must be given options to choose stations before any transfer on company cost.

The issue of unnecessary long stay trasnfers has been raised by AIGETOA at DoT as well as MoSC level also. We have been pusuing hard at all levels for stopping this unnecessary routine transfers which not only creates disturbances to the executives but also eats up a lot of money from department which can be used for other welfare measures. We are very sure that our request has got merit and we will succeed in restricting the number of transfers to a bare minimum restricted to need based.

2] OTP Requests from Hard / Semi-Hard Stations to Non-Deficit Circles:

The issue shall be given due consideration.

Cases Completing Tenure During 2026

Agreed. A mechanism will be developed to ensure timely issuance of orders with relieving dates on completion of tenure.

3] Pending Tenure Completed Cases

Management’s attempt to keep orders pending till March was strongly opposed by AIGETOA. We clearly warned that the association will respond with full organisational strength if such injustice continues. The same was noted by management and it was assured that orders shall be issued.

4] Modified Orders Due to Wrong Stay Particulars:

Agreed for issuance.

5] Circle Break for Hard Tenure Circles (at par with Semi-Hard):

Clarification to be issued for J&K Circle. However, retrospective implementation was not agreed to. But the prospective provision shall be started in this window itself. AIGETOA still requested reconsideration for the old cases also keeping in view the geographical difficulties of J&K.

6] Correction option in OTP:

The same was agreed to be incorporated.

Other issues discussed with CMD BSNL included 3rd PRC, 30% SAB, and promotions through personal upgradation of posts. We reminded management of earlier commitments and conveyed that the association will be compelled to restart organisational action programs if demands are not met now.

CMD BSNL assured necessary intervention on the above issues.

Emphasis was laid on the need for clarity in policies, timely flow of information and effective coordination between pensioners’ bodies and the concerned government departments and Delinking of BSNL/MTNL profitability from pension revision of the pensioners.

BDPS team also raised the issue of inclusion of date of effect of 8th CPC as 01.01.2026 in the terms of reference of the 8th CPC. The delegation also suggested some more suggestions in the terms of reference of the 8th CPC. The delegation also requested for opening of more CGHS wellness centres across India.

Dr. Jitendra Singh listened patiently to the submissions and reiterated the importance of maintaining regular dialogue with stakeholders. The meeting was constructive and forward-looking, underscoring the importance of sustained engagement on service and pension-related matters. He assured that the issues raised would be duly examined and taken care of. He also stated that he would personally take up the matter with the Hon’ble Minister of Communications and the Secretary DoT, to ensure resolution of the issues raised.

The meeting with Dr. Jitendra Singh Ji has given a new momentum to the Bharatiya Doorsanchar Manch’s sustained efforts for the implementation of the 3rd PRC in BSNL, with positive assurances emerging from the Government. Developments regarding the 3rd PRC are expected to become visible in the near future. Dr. Jitendra Singh assured that the matter would be examined with a positive and holistic approach, keeping in view the submissions made by the Bharatiya Doorsanchar Manch.

Dr. Jitendra Singh Ji concurred with the delegation’s view that, to effectively compete with private operators, BSNL must substantially increase the number of mobile towers and upgrade its associated infrastructure. He also appreciated the demand for the creation of a fully developed managerial cadre comprising officers recruited by or absorbed in BSNL. The request for additional financial support for BSNL, both for infrastructure upgradation and resolution of long-pending HR issues, was also assured due consideration.

In light of the developments during the meeting, the Bharatiya Doorsanchar Manch firmly believes that the sustained efforts made over the past year under the aegis of BMS will yield positive results in the coming months. The outcome of today’s meeting is expected to translate into tangible progress towards the acceptance of long-pending demands of working executives as well as pensioners.

AIGETOA, BTEU and BDPS under the banner of Bhartiya Doorsanchar Manch (BDM) reaffirm their commitment to pursue the legitimate dues of employees and pensioners through all appropriate means, including continuous dialogue and if required, organisational action programmes. We do not believe in passively accepting assurances; rather, we are committed to securing what is rightfully due. In this endeavour, we seek your active support and participation. Together, we shall succeed.
