As per the discussion held with Director HR on 22nd June 2023, GS AIGETOA Shri Ravi Shil Verma met PGM (RESTG & SR) Smt Anita Johri and discussed on the issues of review of the cadre strength and revised guidelines wrt the immunity.

It was informed that a revised letter containing consolidated guidelines along with the template of complete data required for review of Sanctioned Strength shall be issued to all Circles by next Wednesday. The complete data is being asked in first go itself to avoid delay This review of cadre strength is envisaged to increase the number of sanctioned posts in each cadre and stream which will smoothen the career progression of all the executives.

We further informed that association shall also be submitting it’s input by next week.

With respect to the submission of association for putting on hold the immunity guidelines, it was informed that instead of putting on hold, desired changes by the association has been put up for consideration by higher authorities. The revised immunity guidelines is expected to be issued by next Tuesday. We sincerely hope that all the contentious issues raised by us is taken into consideration.

With respect to OTP cases, it is informed that they are expected to be issued by next week.

General Secretary Shri Ravi Shil Verma, All India President Shri G Veerabhadra Rao & National Convenor & Chief Patron of AIGETOA Shri A A Khan met CMD BSNL on 21st June 2023 and extended the gratitude on behalf of AIGETOA for issuance of promotions of 228 JTOs to SDE on 20th June 2023 which is pending for many years.

Thereafter discussions took place on the issue of executing the remaining JTO to SDE promotions by vacating the existing stay at Hon’ble CAT Chandigarh.

CMD BSNL appreciated AIGETOA for getting the clarification orders issued from Hon’ble CAT Chandigarh which paved the way for promotions. We further discussed the various possibilities to vacate the stay and how to get the maximum number of JTOs promoted. We informed CMD BSNL that AIGETOA Team shall again be intervening in the court case at Chandigarh and Himachal to ensure the vacation of stay so that more number of candidates can be promoted. CMD BSNL was categorical in his statement that wherever possible, he is open to issuance of promotions and advised executives to refrain from court cases which only delays the process and doesn’t give any tangible output. We further explained to CMD BSNL on the way forward on how more number of vacancies can be made available in both the Quotas i.e. SCF as well as LDCE Quota. CMD BSNL appreciated the concern raised by AIGETOA and assured that as long as the process is in line with the rules defined and doesn’t disturbs the organisation, he is open to all such ideas to cover maximum promotions.

Thereafter, Team AIGETOA also highlighted the need for extending promotions to SDE to AGM upto List 13 and AGM to DGM Promotions which is resulting into a lot of demotivation. We also apprised CMD BSNL about our discussion with HR team on the way forward to ending the Stalemate in AO to CAO Promotions and AGM to DGM Promotions.

We once again reaffirm our commitment to go to any extent to get the promotions for all the eligible executives in various cadres and streams including the CIVIL, Electrical and CSS wings.

Director HR reiterated his commitment for the resolution of the issues and hoped that he will be able to resolve these long pending issues soon. We also highlighted that there is slow progress on the part of the cadre review and requested him to direct Restructuring cell to expedite the process. We also requested for his kind Intervention in review of the immunity guidelines. Director HR told us to speak to PGM (Restructuring & SR). He assured that he shall also be speaking with PGM (SR & Restg) and shall get it expedited.

Contrary to the update by the other association and other groups who have ruled out promotions, and in line with the updates shared by AIGETOA wherein we said it will definitely come, the much awaited promotion orders for 228 JTOs has been issued. AIGETOA has been pursuing the orders and finally succeeded in getting it issued.

AIGETOA has always been pragmatic in approach. We sincerely believe in perseverance and getting the results instead of crying over the hurdles and obstacles. Our Team Intervened in the case, got a clarification issued and thereafter the DPC process was set in motion and finally today orders were issued.

Today AIGETOA has once again proved that what others called as IMPOSSIBLE, AIGETOA believe in making it as I M Possible.

Had the stay would not have been obtained by the back end team of one particular group, more 300 SDEs from AIEL3 would have got promoted followed by all others in the List. We once again request them to reconsider their approach and instead try for getting the things resolved within the organization. AIGETOA assures that all eligible JTOs shall be promoted very soon.

GS AIGETOA writes to PGM SR stating constitution of National Coordination Committee of AIGETOA with Shri P N Sharma as Chairman and Shri A A Khan as Chief Patron & National Convener and Shri B Laxman as Vice Chairman. As per decision of AGM, 15 members have been included in the committee along with 6 members to as members of the empowered committee to provide input on the subject matters.
