As You all are aware that AIGETOA has reached to all associations like AIBSNLEA, SEWA, AITEEA, ABLE, AIBSNLOA, BBOA, BEA including the welfare associations like JAI BHIM SEWA, BSNLOBCEWA, AIBSNLOBCEWA and DEWAB. We have tried to reach to all rank and file of BSNL so as to have an inclusive approach with support and cooperation from all likeminded groups who want a strong and united voice for resolution of the long pending HR issues. We take pleasure in informing all that we have received a positive gesture from all except few. Three Major Groups have extended support to AIGETOA showing confidence in the endeavours of AIGETOA which has been taken for welfare of the Executive Fraternity.

Both the OBC associations of BSNL i.e. AIBSNLOBCEWA and BSNLOBCEWA have extended support to AIGETOA and have appealed to their fraternity to Vote for AIGETOA. The CHQ Team of Both the associations were welcomed by GS AIGETOA and CHQ Team of AIGETOA. We vowed to move together with firmness and unity to further the interests of the executives at large and also for extending support and cooperation in resolving and protecting the constitutional rights extended by Government of India to the OBC Executives.

E2-E3 SAGA : Facts on Standard Pay Scales

Did you know..? BSNL Executives Lost 3 Chances for getting E2/E3 Scale..

Chance_1 : During BSNL Formation, The Legacy Associations of BSNL & MTNL bargained under the platform of ENC (Executive Negotiating Council), MTNL got E2 Pay Scale but BSNL received only E1A.

Chance_2 : 2nd PRC Implementation Time, 2nd PRC directed standard pay scales should be adopted by all PSUs. In 2nd PRC, BSNL was classified as A+ Category, So got 30% fitment & 78.2 % DA Merger, but legacy associations accepted Category D pay scales, as to lower the pension contribution towards DoT. BSNL was earning 10000+ crores profit. So the scale implementation was much easier that time.

Chance_3 : Official reduction of E1 Scale through JTO RR-2014. The PayScale E1A was officially degraded to E1 which in turn affected the E2 prospects. This draconian measure of degradation affected entire LICE & DR JTOs from 2016 onwards. AIGETOA untiring organizational & legal efforts, BSNL management already made submissions to DoT for E2/E3 Scales.

Should we loose 4th Chance ….? Merger of MTNL as subsidiary of BSNL.

GS AIGETOA writes to CMD BSNL and Hon’ble Labour Minister seeking their urgent intervention in settling the EPFO Intimations Causing Confusion for those executives who opted pension for higher wages and EPF authorized signatories of BSNL.

AIGETOA highlights the important issue that has arisen after the approval of the Joint Option for pension on higher wages by the employer (authorized signatories of BSNL). It has come to our attention that EPFO Regional Offices are sending error intimations to numerous members who opted pension for higher wages, requesting clarification, error correction, and the submission of accurate and complete information along with additional proof or evidence within a one-month period. In the letter sent by the EPFO, identical reasons are provided without specifying the exact mistakes or errors in question.

Without clear indication of the errors, members and authorized signatories are left unable to accurately correct the issues or provide the necessary documents. This approach by EPFO has led to significant confusion among BSNL employees and EPF authorized signatories of BSNL. Accordingly, GS AIGETOA urges the intervention of Hon’ble CMD BSNL and Hon’ble Labour Minister in this matter to engage with EPFO HQ to issue unequivocal guidelines that can clarify the course of action required in these situations.

Team AIGETOA filed the petition at Hon’ble CAT Ernakulam for resolving the JE period Payloss and after hearing on 18th Aug 2023 now the case is posted on to 9th Oct 2023. Hon’ble Court directed the respondents to submit reply before 8-10-2023.The Payloss happened due to the wage negotiation agreement happened during 2nd PRC related wage settlement where the scales from NE-9 onwards fixed with only one increment. The huge Payloss happened to the LICE batches due to this should have been addressed meticulously.

Friends, there is a huge difference in actual working for the benefit of the cadre and pseudo heroism. Some corners have filed one case without addressing the crux matter and using this for political gains. AIGETOA doesn’t believe in such gimmicks. We are sure of winning the case filed by Team AIGETOA for resolution of JE period Payloss for our colleagues and fulfill expectations of salary increase for them.

We extend our acknowledgement to the payloss legal committee under the direct guidance of AIGETOA CHQ team for the efforts made in this regard.

Final opportunity is given to complete the initiation /self appraisal/reporting/reviewing activities of e-APAR. The window to complete pending e-APARs of FY 22-23 through ESS is opened. The APARs pending for initiation/ submission of self appraisal must be submitted positively. Similarly reporting/reviewing must be completed during this last window.

On 14th August 2023, Team AIGETOA consisting of General Secretary Shri Ravi Shil Verma, Shri Vivek Kumar Singh, AGS AIGETOA, Shri Sunil Kumar Gautam AGS AIGETOA, Shri Yogendra Kumar, AGS AIGETOA, Shri Harjinder Singh, Organising Secretary (CHQ) AIGETOA met Hon’ble Minister of Defence Shri Rajnath Singh Ji at His Residence cum Office at 17, Akbar Road. The Delegation of AIGETOA Met Hon’ble Minister at a Pre-Scheduled exclusive time slot and discussed upon the issues of Residual issues of 2nd PRC, Pay Loss and Affordability clause waiver in respect of implementation of 3rd PRC in BSNL. Delegation requested the Hon’ble Minister for his kind blessing on extending the much awaited relief to BSNL employees in the form of resolution of long pending issues of BSNL Executives.

The Delegation also presented a Memorandum to the Hon’ble Minister. Hon’ble Minister assured us that he shall be taking up the issues mentioned in the Memorandum with Hon’ble MoC also. He was appreciative of the efforts taken by the BSNL employees to revive the company after the extension of revival packages to BSNL. He emphasised upon the fact that BSNL must show its full potential and come up with flying colours now.

As per protocol and security reasons, none of electronic gadgets including mobile phones were allowed inside. Hence glimpses of the meeting could not be captured.

In another session in the series of our pursuance with government echelons, AIGETOA Team consisting of Vice President Shri Deepak Sahoo and Circle Secretary Odisha Shri Dhiren Parida met Hon’ble MOC Shri Ashwini Vaishnaw ji at CPMG Building, Bhubaneswar on 14th August 23 during his Telecom and Postal review. In the brief interaction held, Honble MoC recognised AIGETOA team and immediately called after seeing us.

Hon’ble MoC told our team that GS BMS has also spoken with him on the issues raised by AIGETOA and after getting the feedback from the departments involved, he shall be convening a detailed meeting. He assured that all the major issues shall be resolved and advised us to exercise patience for a little bit more time.

AIGETOA Team submitted a fresh memorandum to Hon’ble MoC with two more issues added as below:

1] To grant one time option to be covered under the CCS (Pension) rules 1972 for the executives whose recruitment process was initiated by DoT before formation of BSNL.

2] To Direct BSNL to extend the facilities pertaining to PWD employees of BSNL in its true spirit as defined by various DoP&T guidelines issued from time to time.

After going through the memorandum, Hon’ble MoC once again assured us for holistic consideration of all the major issues including the issues of Standard Pay Scales of E2 to JTO/JAO Equivalent, 30% SAB, Pay Loss issues, Promotions and implementation of 3rd PRC.
