Massive Organizational Programs “Delhi Chalo – Maha Dharna” Announced by BDM Under Guidance of BMS :

Massive Organizational Programs “Delhi Chalo – Maha Dharna” Announced by BDM Under Guidance of BMS :

A meeting of Bharatiya Doorsanchar Manch (BDM) was held on 19th May 2026 through online mode. The meeting was attended by the constituents of BDM, including Telecom Prabhari BMS Shri Ashok Kumar Ji. The meeting was also attended by GS MTNL MS Sh D R Singh Ji.

At the outset, Chairman BDM and GS AIGETOA Shri Ravi Shil Verma opened the meeting with a strong emphasis on the urgent need for action programs in pursuit of the long pending issues pertaining to the employees, viz. implementation of 3rd PRC, residual issues of 2nd PRC i.e. Pay Scales, Pay Loss and 30% SAB contribution, promotions for all eligible employees, creation of an internal managerial hierarchy in BSNL, One Company-One Policy, restoration of all allowances and perquisites, immediate scrapping of the SET Recruitment Process, settlement of pending committee reports and resolution of BSNL viability related issues. Convener BDM and GS BTEU BSNL Shri R C Pandey outlined the proposed action programs. Shri Hari Sowani Ji, GS BDPS, and Shri Ratnesh Kumar Ji, President BDPS, highlighted the long pending issue of pension revision for BSNL/MTNL pensioners. GS MTNLMS Shri D R Singh highlighted the issues pertaining to the employees of MTNL. The meeting also deliberated extensively on the issue of appointment of a regular CMD for BSNL and MTNL, considering it crucial for organizational stability and effective decision making.

The meeting unanimously agreed on the need for immediate intervention by BMS on the issues and to initiate the proposed action programs without further delay. The All India Secretary and Telecom Prabhari of BMS extended solidarity with the employees of BSNL and MTNL and reaffirmed the commitment of Bharatiya Mazdoor Sangh to ensure resolution of the issues raised by the constituents. Shri Ashok Kumar Ji also emphasized that the Government must be persuaded to mandate the usage of BSNL’s Swadeshi 4G technology by all Central and State Government organizations and PSUs. The Telecom Prabhari further stated that the Central Leadership of BMS would participate in the action programs and extend all necessary support to its affilates under the banner of Bharatiya Doorsanchar Manch.

The Convener and Chairman of BDM also informed the house that notice in this regard could have been served earlier but we came to know through whatsapp circulations that another group under the banner of AUAB had decided to launch certain action programs. BDM did not served the notice because it did not want to create an impression of a divided house in BSNL by initiating parallel agitational programs. It was further informed that a written communication had already been sent to AUAB seeking confirmation regarding the proposed programs to be launched by them. However, neither any communication has been received from them nor has any notice been served by them in this regard till date. Hence, the house felt that it would not be prudent to wait any longer.

Accordingly, the meeting decided to organize a massive full-day “Maha Dharna – Delhi Chalo” program in the last week of July 2026 to press upon the Government for immediate resolution of the issues pertaining to BSNL and MTNL employees.

Prior to the Maha Dharna, a series of organizational and awareness programs shall be organized across the country, including:

1] Submission of Memorandums to Hon’ble Prime Minister, Governors and Members of Parliament.

2] Massive Social Media Campaign on issues related to 3rd PRC, residual issues of 2nd PRC, One Company-One Policy and appointment of regular CMD for BSNL/MTNL.

3] Lunch Hour Demonstrations.

4] Relay Hunger Fast.

5] Organizational outreach and mass mobilization programs.

Earlier, in a recent meeting held between Bharatiya Doorsanchar Manch (BDM) and the Central Headquarters leadership of BMS, it was collectively decided to intensify the struggle through strong field-level organizational programs. Accordingly, a massive “Chalo Delhi” campaign culminating in a Maha Dharna at New Delhi shall be organised under the patronage and guidance of BMS, wherein the CHQ leadership of BMS will also actively participate in the organizational program.

The constituents of Bharatiya Doorsanchar Manch have decided to meet at Delhi on 25th May 2026 and serve the notice for the Action Programs.

The developments have further strengthened the resolve of the constituents of Bharatiya Doorsanchar Manch to carry forward the movement in a united, determined and decisive manner for safeguarding the interests of BSNL and MTNL employees and pensioners.

All Circles must start gearing up for the actions.

Update on Implementation of IDA Increase & Creation of Internal Management Succession Plan:

Team AIGETOA met officials at DoT to seek the exact status of the file regarding the implementation of the IDA increase in BSNL. We expressed our concern on the delay.

It was informed to us that the delay occurred due to the non-receipt of required data related to BBNL, as consolidated instructions are to be issued for all PSUs under the Ministry of Communications. The necessary data is now being compiled and is being submitted for approval by the competent authority. The instructions/Orders for implementation of IDA increase are expected to be issued by Monday evening or Tuesday for all PSUs under the Ministry of Communications viz. BSNL, MTNL, TCIL, ITI etc.

Time and again AIGETOA and BTEU under the banner BDM has emphasized that focus of the Association should not deviate from the Core issues like 3rd PRC, Residual Benefits of 2nd PRC, Career Progression aspects and Superannuation benefits. Issues like implementation of DA increase are procedural in nature and they should be treated in that manner only.

Team AIGETOA is continuously following up status and shall keep one and all updated changes if any.

We further wish to inform that there is a big development on creation of Internal Management Hierarchy in BSNL, a demand being pressed vociferously by AIGETOA before Hon’ble MoC and the same was considered and assured positively by the Hon’ble Minister. The instructions to examine and take necessary action on our demand of creation of Internal Management Hierarchy for BSNL was issued from the Office of Hon’ble MoC on dated 13.01.2026, subsequent to the meeting of Team AIGETOA with Hon’ble MoC and submission of our proposal before Hon’ble MoC.

Now, instructions in this regard has been issued to BSNL.

However, we have still miles to go because management will take every effort to justify the legacy setup and deny the opportunity to the current work force and will continue to justify SETs/MTs etc. in support of their view. For this extreme pursuance and extreme level of Alertness is required.

Other associations have been mocking our letters and submissions by saying nothing will happen. But this step justifies the actions taken under the umbrella of BMS, Platform of Bharatiya Doorsanchar Manch and AIGETOA/BTEU.

Update on Meeting of Team AIGETOA with BSNL Management on “Work According to Rule” – Commences from Today (16.04.2026) :

Today, Team AIGETOA comprising the General Secretary Sh Ravi Shil Verma, President Sh G Veerabhadra Rao, and Dy. General Secretary Sh Pavan Akhand held a meeting with BSNL Management, including the Director (HR) Sh Kalyan Sagar Nippani Ji, PGM (Pers) Sh Rajeev Kaushik Ji, PGM (Estb.) Sh S P Singh Ji, and PGM (Legal) Sh Nelli Ram Krishna Ji, on the issues raised through the pre-notice served by BDM and the ongoing “Work According to Rule” program, which commenced today.

During the discussion, the management once again reiterated that all issues are “under process” and that “work is in progress on the issues,” while advising the association to refrain from agitation. AIGETOA team stated that the discussion is going on for almost one year now and its high time that the concrete result should be visible on board.

We firmly stated that instead of going round and round in discussions, there should be a firm yes or no. Accordingly, the association demanded a clear and unambiguous stand from the management, with a firm “YES” or “NO” on each issue raised jointly by AIGETOA and BTEU through Bhartiya Doorsanchar Manch (BDM).

On being pressed firmly, the management committed that within 2 to 3 days it will finalize its position and respond with a definitive stand on all the issues. AIGETOA has made it clear that detailed discussions has already been held and hence the next meeting should result in conclusive decisions.

We will wait for the final response from BSNL Management within the committed timelines. We will keep one and all informed about the developments.

Work According to Rule – Starting From 16.04.2026

The BSNL Management has pushed us too far. Our restraint has been met with continued ad-hocism and a complete disregard for our genuine demands. Bharatiya Doorsanchar Manch has declared: “OUR PATIENCE IS OVER! IT’S TIME TO ACT!”

We can no longer allow administrative inertia and policy gaps to jeopardize BSNL’s viability or the futures of its dedicated workforce. We demand dignity, fairness, and a clear path forward for both the company and its employees.

🚫 WORK ACCORDING TO RULE 🚫

STARTING FROM 16.04.2026 UNTIL OUR LEGITIMATE DEMANDS ARE MET:

BSNL VIABILITY FIRST:

• Mandatory use of Swadeshi 4G by all Government organizations and PSUs.

• Immediate appointment of a Regular CMD to ensure strategic continuity.

• Resolving current 4G network power, coverage, and quality issues.

• Implementation of the report submitted by COPU before 18th Lok Sabha

• Transparency with White Papers on BCG reports and Mass Transfers.

• Transparency on tenders, vendors and work executions with accountability

HR JUSTICE NOW:

• Immediate implementation of 3rd PRC with waiver of affordability clause.

• Pay loss issues settlement.

• Submission of Committee Reports on HR matters pending since April 2025.

• Pension Revision delinked from profitability, at par with Central Govt pensioners.

• Full 30% Superannuation Benefit and revised E2/E3 Pay Scales.

• Restoration of medical coverage (indoor+outdoor) and Perks & Allowances.

• Scrapping of discriminatory SET Recruitment and routine massive transfers.

• Immediate issuance of pending promotions and seniority dispute settlement.

• Redressal of stagnation issues of employees who have reached maximum scale.

• Creation of Internal Management Hierarchy and scrapping of all lateral recruitments/appointments

No more excuses! The management is solely responsible for this industrial unrest. It’s time to build strong unity and ensure our voice is heard.

STRENGTHEN THE UNITY! ENSURE SUCCESS!

Together We Have, Together We Can, Together We Will!

BDM submits representation on DoT OM dated 09.04.2026 relating to the constitution of a committee for Human Resource Management in BSNL :

Bharatiya Doorsanchar Manch (BDM) has submitted its suggestions on the DoT Office Memorandum dated 09.04.2026 relating to the constitution of a committee for Human Resource Management in BSNL. BDM has sought a review of the committee framework and requested inclusion of regular BSNL stakeholders and recognized associations in the consultation process.

BDM has also emphasized the need for fairness in HR policies, protection of career progression of regular executives, and a uniform approach in matters affecting BSNL’s permanent workforce.

Bharatiya Doorsanchar Manch (BDM) has raised a major concern raised on continued possibility of using the committee framework to justify perpetual deputation arrangements and policies favouring outside decision-makers over regular BSNL employees. BDM clearly stated that any effort to continue deputation arrangements beyond 31.12.2026 should be avoided, and officers willing to serve in BSNL should do so through absorption, in line with fairness and institutional accountability.

The BDM raised the issue of discriminatory service conditions within the same organization. The officers on deputation continue to receive CDA pay scales and benefits of Central Pay Commissions, while regular BSNL employees remain on IDA scales and are denied PSU benefits on affordability grounds, even though both draw from the same BSNL financial system. It is imbalance inequitable and demoralizing for the permanent workforce.

Promotions and career progression of officers on deputation to BSNL against the posts reserved in BSNL cannot be treated as a justified arrangement being contrary to the DPE as well as DoP&T guidelines, especially when regular BSNL executives continue to face stagnation, discrimination, and denial of basic career progression opportunities despite being similarly qualified and similarly being experienced. The practice of promoting officers on deputation to BSNL against BSNL Reserved Posts must immediately be stopped to protect the sanctity of DoP&T/DPE guidelines issued in this regard. The concept of One PSU-One Policy must be implemented in BSNL.

In addition, the terms of reference for the committee should also contain devising a clear accountability framework for the policy makers who are running the company for the last 25 years with a clear focus on why BSNL could not develop its internal management hierarchy in these years.

Bharatiya Doorsanchar Manch requests and urgent intervention in the matter so that any policy affecting the future of BSNL must be shaped with inclusive participation of its permanent stakeholders. We will also be submitting our formal suggestions and representation with respect to the complete Human Resource Management Planning for future of BSNL in due course.

Bharatiya Doorsanchar Manch (BDM) writes to Hon’ble Prime Minister of India Shri Narendra Modi Ji for mandatory use of BSNL Swadeshi 4G Services to Promote Aatmanirbhar Bharat in Telecom Technology :

Bharatiya Doorsanchar Manch (BDM) writes to Hon’ble Prime Minister of India Shri Narendra Modi Ji for mandatory use of BSNL Swadeshi 4G Services to promote Aatmanirbhar Bharat in Telecom Technology by all the Central Government organizations, State Government organizations, CPSUs, State PSUs and all the employees of such organization claiming reimbursement from Public Funds.

The Government of India’s vision of Aatmanirbhar Bharat and with the objective of strengthening indigenous capabilities in telecom technology, it is suggested that the adoption of BSNL’s Swadeshi 4G services be made mandatory for all mobile connections wherever expenditure is reimbursed from public funds including all central and state government and public sector entities. In view of above, BDM humbly request to consider request for making use of Swadeshi 4G mandatory for all the Government Organizations, State Government Departments, Central Public Sector Undertakings (CPSUs), State Public Sector Undertakings (SPSUs), and all employees of Central Government, State Governments, CPSUs, and SPSUs who claim reimbursement of mobile expenditure from government or PSU funds for official mobile communications.

This initiative shall give a huge boost to:

1] Strengthening Aatmanirbhar Bharat in Telecom: Adoption of BSNL’s indigenous 4G stack directly supports domestic research, development, and manufacturing ecosystems, reducing reliance on foreign telecom vendors and technologies.

2] National Security and Data Sovereignty: Utilizing a government-owned telecom network ensures greater control over data flow, enhancing security, privacy, and resilience against external threats.

3] Financial Support to a Strategic Public Sector Enterprise: Channeling government-funded telecom expenditure towards BSNL will improve its financial sustainability, enabling further investments in indigenous technology, network expansion, and service quality enhancement.

4] Inclusive Connectivity and Social Responsibility: BSNL plays a pivotal role in providing telecom services in underserved and strategic regions. Increased adoption will strengthen its capacity to continue serving these critical areas.

5] Optimized Utilization of Public Funds: Ensuring that reimbursement-based mobile expenditures are directed towards a government entity aligns public spending with national development priorities. This will ensure that public funds are utilized to support Swadeshi Telecom Infrastructure.

6] Catalyzing Domestic Telecom Ecosystem: Wider adoption will create demand for indigenous telecom equipment, software, and services, thereby generating employment and fostering innovation within the country.

Bharatiya Doorsanchar Manch (BDM) writes to Hon’ble MoC for posting of a regular CMD in BSNL to ensure the desired results for the Government’s revival roadmap for BSNL.

Bharatiya Doorsanchar Manch (BDM) submitted the following for consideration of DoT and ACC :

1] The process for selection and appointment of a regular CMD for BSNL may be completed urgently either by using PESB or Search-cum-Selection Committee method as already advised by PESB.

2] The selected CMD must be given a reasonably long and stable tenure so that medium- and long-term strategic decisions on network rollout, HR and finances can be taken without the uncertainty of short ad-hoc extensions.

3] The roadmap and expected timelines for regular CMD selection may be communicated to the stakeholders, including the employee unions and associations of BSNL, so that speculation and uncertainty at the field level can be minimized.

Bharatiya Doorsanchar Manch (BDM) Serves Reminder as Pre-Notice to CMD BSNL on Non-Resolution of BSNL HR & Revival Issues:

Bharatiya Doorsanchar Manch (BDM) serve reminder as pre-notice to CMD BSNL regarding the continued non-resolution of key BSNL viability issues and long-pending HR matters, despite repeated assurances and earlier representations, no visible action and progress has been made on issues affecting BSNL revival, employee morale, and complete frustration in the employees.

Due to continued inaction on the crucial issues pertaining to BSNL and its employees, Bharatiya Doorsanchar Manch shall proceed on “work according to rule” as mark of Protest starting from 16.04.2026. If the issues remain are not addressed with utmost urgency even now, BDM will be left with no option but to serve a full-fledged Organisational Mass action Programs Notice in due course. The responsibility for any industrial unrest in that scenario shall lie solely with BSNL Management.

A] BSNL’s viability Issues:

1] Posting of Regular CMD in BSNL for continuity in the implementation of the various decisions/projects and telecom initiatives of the government especially that of Atma Nirbhar Bharat in Telecom.

2] Immediate directions to the 4G vendors of BSNL to resolve the power, coverage and quality of service-related issues pertaining to the prestigious Swadeshi 4G Network to arrest the growing customer dis-satisfaction.

3] Implementation of the recommendations given by the Committee of Public undertakings (COPU) in its 6th Report for BSNL dated 18th December 2024 submitted to the 18th Lok Sabha and implementation of one company-one policy by ending the disparity between regular employees of BSNL vis-à-vis the employees on deputation.

4] Immediate steps to arrest the continued downfall in the operational revenue of BSNL and consistent churn out of subscribers from BSNL. White Paper on various initiatives launched during last two years along with the associated cost benefit analysis. White paper on reasons for revenue decline despite unparalleled support from government.

5] Immediate Steps to ensure mandatory use of Swadeshi 4G Service provided by BSNL for all the Government organizations and PSUs including its employees wherever the reimbursement is made by the company/organization against the use of Telecom Services.

6] White Paper on the outcome of the Consultant “BCG” appointed for Organization Transformation in Strategic Area vis-à-vis the expenditure made including the details of additional resources provided like Office Space, electricity etc. for their day to day working.

7] White paper on all the pending Committee Reports on HR issues where committee has taken time more than three months to submit the recommendations and fixation of responsibility for delay in submission of these Reports.

8] White Paper on Expenditure made on Mass Transfers along with cost benefit analysis and the reasons for deviation from the approved transfer policy. Routine mass Transfer should be avoided to save expenditure and only need based Transfers should be done.

B] Resolution of the Long Pending HR Issues:

1] Implementation of 3rd PRC in BSNL for executives by waiving of the affordability clause in view of the BSNL’s status as strategic PSU and its involvement in the “Make in India” initiative for development of Swadeshi 4G/5G Technology. Finalization of Wage negotiation for non-executives.

2] Delinking of Pension Revision with Profitability of BSNL. Pension Revision of BSNL/MTNL Pensioners at par with Central Government Pensioners and implementation of Hon’ble PBCAT judgement.

3] “One Company – One Policy” for all Employee in BSNL. The disparity in the Pay, Perks & allowances and Promotional avenues of those on deputation and those Recruited/absorbed in BSNL must be removed and equal rights must be given to all.

4] Settlement of residuals of 2nd PRC recommendation.

5] Immediate Scrapping of SET Recruitment process which is an insult and abuse to the qualified and experienced workforce of BSNL.

6] Creation of internal management hierarchy for BSNL by ensuring the promotions for all eligible executives across all streams/cadres in line with the proposal submitted by the recognized associations of BSNL which not only provides smooth career progression opportunity to the employees of BSNL but also saves a lot of expenditure in the form of unnecessary litigation expenses.

7] Settlement of all the pending seniority disputes in line with the DoP&T guidelines.

8] Immediate issuance of all pending promotions in Executive and non-executive cadres.

9] Withdrawal of the charge sheet issued to the AIGETOA Circle office bearers of Chennai Telecom Circle.

10] Review of deficit and surplus circle transfer policy to enable inter circle, rule-8, Spouse, PWD and Medical cases transfer. Issuance of the Revised Transfer policy in line with the suggestions submitted by the recognized associations which has been kept pending for more than a year after finalization.

11] Implementation of E1 instead of NE-12 scale for the non-executives at par with MTNL.

12] Granting one time option to be covered under the CCS (Pension) rules 1972 for the executives and non-executives whose recruitment process was initiated / notified by DoT before formation of BSNL.

13] Holding of Membership Verification through democratic Process of Secret Ballot rather than the undemocratic Check-Off System which will tilt the advantage in favor of existing recognized unions and associations.

Bharatiya Doorsanchar Manch (BDM) writes to General Secretaries of Executives & Non-Executives of BSNL placing strong objection to the decisions taken in the meeting of Forum on 10th March 2026:

Bharatiya Doorsanchar Manch (BDM) writes to General Secretaries of Executives and Non-Executives placing strong objection to the decisions taken in the meeting dated 10.03.2026 which is a deliberate act to derail the long found unity established recently due to immature demands from two of the participating associations.

In the above backdrop, BDM place following objections on record to avoid any ambiguity and attempt to create confusion amongst members:

1] “2. To write a letter to CMD BSNL and to have a Meeting with CMD BSNL for preparatory works for resolving pending HR issues of BSNL Executives and Employees in the Month of April 2026 as assured for the last six months”

We strongly denounce this approach. It was decided earlier to serve action programs and do something concrete or give a clarity that nothing will be done by the forum instead of befooling the employees through these gimmicks.

2] “3. To oppose any Lateral Entry at Managerial level above JTO/JAO and demand for immediate review of ongoing SET Recruitment process with priority to available Internal Talent in BSNL.”

Surprisingly, there has been a change in stand of the Forum from “no SET” to “allow the available internal executives” who fulfil the age and qualification criteria. Even a novice also can understand that without scraping the process nothing can be changed and the internal executives fulfilling the age and qualification criteria are automatically eligible. The debarring clause refers to any additional consideration/weightage and not on applying for the exam by the eligible INTERNAL CANDIDATES. To justify making them eligible as an achievement is just an attempt to befool the employees by the leader proposing for the change in this stand. The proponents of such compromising approach are not at all worried about the future of young executives.

3] “4. The issue of undue delay in positive consideration of illegal and unethical Charge sheets to Office Bearers of SNEA & AIGETOA with Major Punishment of reduction of two increments for two years just for entering office of Shri Partibhan, CGM CHTD Circle was discussed in length and it was decided to believe on one more assurance by BSNL Management for its positive consideration before retirement of Shri Partibhan CGM CHTD/TN by 31/03/2026.”

Nothing can be more ridiculous than this statement – “believing on one more assurance by BSNL Management” – Management has assured in the month of January 26 and today we are in March. Still we want to believe and do nothing and leave our office bearers to lurch.

4] “5. It was also decided that if appeals submitted by these OBs against Punishment orders are not decided before the last week of March 2026, then start a protest action by observing Black Week before retirement of Shri. Parthiban i. e. from 25/03/2026 to 31/03/2026 with the special Twitter campaign for entire week on this single issue projecting wrong doings, vindictive attitude, biased approach and anti BSNL activities of Shri Partibhan CGM TN/CHTD Circle its blind support by the BSNL Management.”

Today is March 25th. Where is the call for this black week? After approval of wage negotiation, Forum has kept this issue on back with no discussions with management. The decision was taken on 10th March and not communicated to anyone till 17th March 2026. Why no notice was served for this till date?

5] “6. On transfers of CGM TN, GM HR TN and GM HR CHTD, it was decided to drop the demand for transfer of CGM Shri Partibhan, as he is retiring this month.”

Such statements from Management is expected but unions and associations giving such statements is beyond expectation. Where are we heading to?

6] “11. It has been decided to oppose any proposal of VRS and implementation of 3rd PRC for all executives and employees with tagline No VRS, Ensure Third PRC and to take up a matter of waiver of Affordability clause with DoT/Government of India with keen persuasion with DoT for further progress of Wage Negotiation agreement sent by BSNL to DoT.”

The minutes of sectorial Meeting under the chairmanship of PM is every year affair and the statement with respect to downsizing the staff is mentioned every year in the minutes. Till date there is no VRS proposal at any corner. We as responsible office bearers should desist from precipitating the fake news till we have a concrete information. In fact, such pre-mature campaign results in negative impact on the employees.

7] “12. The meeting discussed proposal by PMO for reduction of officers on deputation and appreciated initiatives by PMO and resolved that the same should be started with immediate effect starting with replacement of all DGMs from DoT working in BSNL on Deputation by posting substitutes among working DGMs/AGMs of BSNL and to take up matter further for having own Management of BSNL in this Silver Jubilee Year of BSNL.”

The reference is invited to the cabinet decisions taken in 2022 wherein it is mentioned that no extension shall be given beyond December 2026 and the staff will reduce on diminishing basis. Why to start with DGMs specifically, Why not demand for all? Are we accepting that BSNL has dearth of talent and giving leverage to DoT and Management for continuance of the higher officers on Deputation? Are we in for continuance of the deputation of the outsiders for eternity in BSNL?

8] “13. About proposal of Reduction of Employees of BSNL by PMO, it was discussed and decided that AUAB will oppose any such proposal for reduction of staff by taking up matter with PMO for this misleading information by BSNL and DoT. AUAB will take up matter further with all relevant details for immediate recruitment of some JTOs/JEs in BSNL and to stop wrong comparison between BSNL employees and employees of other private telecom operators and if it is to be done them it should be case by cases basis.”

The only proposal under consideration as on today is creation of a deputation pool of the officers from BSNL to be used by different government organisations and PSUs and that of Sabbatical Leave. As responsible office bearers, we must remain aware about the situation and what to oppose or what not to oppose.

9] “16. It was discussed in length and decided to continue with the name All Unions and Associations of BSNL (AUAB) by designing a separate logo for correspondence by AUAB.”

This a deliberate attempt of one association and one union to derail the unity as all others were Okay with the current practice. We can never ask our members to go for something which is not ok from the first day itself and we cannot come under this umbrella and instead request all to use the banner Bharatiya Doorsanchar Manch which is a more acceptable name in the government echelons. We must not forget that 2026 is the crucial year for 3rd PRC such type of activities will derail the momentum.

10] “17. The issues related to Membership verification are to be taken up individually and separately by the concerned Unions/ Associations.”

It was agreed earlier that all the issues of employees shall be taken up. Why Majority Association and Union is reluctant to push for democratic process. Why the agenda was dropped without discussing with GS BTEU who proposed the inclusion of this agenda. What was the fear? Unity should remain impartial and should act with pragmatism.

11] “18. To stop discussing issues in length on WhatsApp group and to discuss all issues in the Meeting itself.”

Issues cannot wait for month as the forum meets only once and parks the issues for next meeting.

12] “19. It was also decided that the meetings this forum of All Unions and Associations of BSNL should be attended and addressed by General Secretaries personally by giving it priority and only in case of emergencies the representatives can be deputed with proper authorization and in meetings GS should convey views of his Association/Union and not of others.”

We feel this is an intentional defamation act as GS AIGETOA was not present in the meeting. This resolution reflects on website only when AIGETOA participants are not there. Last time in December as AIGETOA AGM was there and this time when leaders were down with fever. We call it a seer political act to prejudice the thoughts.

13] “20. It was decided that the HR issues common to Executives and Employees to be taken on the platform of this forum of Unions and Associations of BSNL and other issues related to only executives to be taken by Associations and issues of Non-Executives to be taken by Unions.”

This is again in contravention to the initial consensus reached where it was decided to take up all the issues.

14] “21. Issues taken on the platform of this forum of Unions and Associations of BSNL should not be taken on other platforms and vice versa.”

This resolution is taken apparently to push BDM participants out of the forum as BDM cannot afford to rely on a forum who are reluctant to act decisively. This is again a political move to stop BDM from pushing the issues as lately it has gained acceptability everywhere including the highest government offices. More over its again immature to think that other forums and largest trade unions like BMS should not be involved in pursuit of our issues.

15] “23. The next meeting of AUAB will be held on 24/03/2026 in the Office of BSNLEU at 1130 Hrs.”

Again this decision was taken without confirming the availability. Still we attended the same by making ourselves available.
