Despite the formation of a committee in Feb 2025 and subsequent deliberations, the final recommendations have not yet been shared with stakeholders. This prolonged delay, even after consensus among major executive associations, is creating uncertainty among executives.

AIGETOA reiterated that the proposal was jointly supported by all major associations with the objective of ensuring unity, improving efficiency, and enabling faster resolution of HR issues. The association emphasized that the concept offers clear organizational benefits, including reduction in administrative overheads, elimination of inter-association conflicts, and establishment of a single-point interface for smoother decision-making.

Expressing concern over the delay, AIGETOA stated that keeping the matter unresolved for over a year gives an impression that either there is reluctance at the management level or certain elements within the committee or outside are not inclined towards implementation, despite the consensus among major associations. The association has demanded transparency in case of any objections and called for a joint discussion if required.

Sad demise of Father of Shri Yogesh Chhabra Circle Secretary AIGETOA Punjab:

AIGETOA is deeply saddened to inform you about the passing of Shri Jagdish Chhabra (Retired DGM Finance, BSNL), the beloved father of Shri Yogesh Chhabra, Circle Secretary of AIGETOA Punjab. He left for his heavenly abode on Monday 20th April, 2026.

AIGETOA family extends its heartfelt condolences to Shri Yogesh Chhabra and the bereaved family during this difficult time. We pray to the Almighty to grant the departed soul eternal peace and give the family the strength to bear this irreparable loss.

Update of Status w.r.t IDA enhancement implementation in BSNL:

Today on dated 20.04.2026, Team BDM again pursued the status wrt implementation of IDA increase with authorities at DoT. Some queries were raised with respect to implementation of the IDA enhancement order in any loss making PSUs.

Accordingly We explored the information and arranged the information of implementation in PSUs like Heavy Engineering Corporation Ltd and Rashtriya Ispat Nigam Limited through PSU forum of BMS. We also submitted the copy of the Hon’ble Supreme Court Order w.r.t IDA implementation which says DA hike can not be linked to profit or loss for the organization. The inputs received are being submitted for the perusal of the competent authority.

Team BDM consisting of its constituents like AIGETOA/BTEU/BDPS is following up the matter on day to day basis and we will keep you updated on the matter.

Update on Implementation of IDA Increase & Creation of Internal Management Succession Plan:

Team AIGETOA met officials at DoT to seek the exact status of the file regarding the implementation of the IDA increase in BSNL. We expressed our concern on the delay.

It was informed to us that the delay occurred due to the non-receipt of required data related to BBNL, as consolidated instructions are to be issued for all PSUs under the Ministry of Communications. The necessary data is now being compiled and is being submitted for approval by the competent authority. The instructions/Orders for implementation of IDA increase are expected to be issued by Monday evening or Tuesday for all PSUs under the Ministry of Communications viz. BSNL, MTNL, TCIL, ITI etc.

Time and again AIGETOA and BTEU under the banner BDM has emphasized that focus of the Association should not deviate from the Core issues like 3rd PRC, Residual Benefits of 2nd PRC, Career Progression aspects and Superannuation benefits. Issues like implementation of DA increase are procedural in nature and they should be treated in that manner only.

Team AIGETOA is continuously following up status and shall keep one and all updated changes if any.

We further wish to inform that there is a big development on creation of Internal Management Hierarchy in BSNL, a demand being pressed vociferously by AIGETOA before Hon’ble MoC and the same was considered and assured positively by the Hon’ble Minister. The instructions to examine and take necessary action on our demand of creation of Internal Management Hierarchy for BSNL was issued from the Office of Hon’ble MoC on dated 13.01.2026, subsequent to the meeting of Team AIGETOA with Hon’ble MoC and submission of our proposal before Hon’ble MoC.

However, we have still miles to go because management will take every effort to justify the legacy setup and deny the opportunity to the current work force and will continue to justify SETs/MTs etc. in support of their view. For this extreme pursuance and extreme level of Alertness is required.

Other associations have been mocking our letters and submissions by saying nothing will happen. But this step justifies the actions taken under the umbrella of BMS, Platform of Bharatiya Doorsanchar Manch and AIGETOA/BTEU.

Update on Meeting of Team AIGETOA with BSNL Management on “Work According to Rule” – Commences from Today (16.04.2026) :

Today, Team AIGETOA comprising the General Secretary Sh Ravi Shil Verma, President Sh G Veerabhadra Rao, and Dy. General Secretary Sh Pavan Akhand held a meeting with BSNL Management, including the Director (HR) Sh Kalyan Sagar Nippani Ji, PGM (Pers) Sh Rajeev Kaushik Ji, PGM (Estb.) Sh S P Singh Ji, and PGM (Legal) Sh Nelli Ram Krishna Ji, on the issues raised through the pre-notice served by BDM and the ongoing “Work According to Rule” program, which commenced today.

During the discussion, the management once again reiterated that all issues are “under process” and that “work is in progress on the issues,” while advising the association to refrain from agitation. AIGETOA team stated that the discussion is going on for almost one year now and its high time that the concrete result should be visible on board.

We firmly stated that instead of going round and round in discussions, there should be a firm yes or no. Accordingly, the association demanded a clear and unambiguous stand from the management, with a firm “YES” or “NO” on each issue raised jointly by AIGETOA and BTEU through Bhartiya Doorsanchar Manch (BDM).

On being pressed firmly, the management committed that within 2 to 3 days it will finalize its position and respond with a definitive stand on all the issues. AIGETOA has made it clear that detailed discussions has already been held and hence the next meeting should result in conclusive decisions.

We will wait for the final response from BSNL Management within the committed timelines. We will keep one and all informed about the developments.

Work According to Rule – Starting From 16.04.2026

The BSNL Management has pushed us too far. Our restraint has been met with continued ad-hocism and a complete disregard for our genuine demands. Bharatiya Doorsanchar Manch has declared: “OUR PATIENCE IS OVER! IT’S TIME TO ACT!”

We can no longer allow administrative inertia and policy gaps to jeopardize BSNL’s viability or the futures of its dedicated workforce. We demand dignity, fairness, and a clear path forward for both the company and its employees.

🚫 WORK ACCORDING TO RULE 🚫

STARTING FROM 16.04.2026 UNTIL OUR LEGITIMATE DEMANDS ARE MET:

BSNL VIABILITY FIRST:

• Mandatory use of Swadeshi 4G by all Government organizations and PSUs.

AIGETOA Pays Tribute to Dr. B. R. Ambedkar on His Birth Anniversary – “Reaffirms Commitment to Equality”

AIGETOA pays heartfelt tribute to the Architect of the Indian Constitution, Dr. B R Ambedkar, on his birth anniversary.

As we celebrate the champion of equality and justice, we reaffirm our commitment to “One PSU, One Policy”—striving for a fair, equitable, and dignified workplace for every BSNL executive. Let his vision of social and economic justice inspire our struggle for existence and excellence.

” Life should be great rather than long. ” – Dr. B. R. Ambedkar

BDM submits representation on DoT OM dated 09.04.2026 relating to the constitution of a committee for Human Resource Management in BSNL :

Bharatiya Doorsanchar Manch (BDM) has submitted its suggestions on the DoT Office Memorandum dated 09.04.2026 relating to the constitution of a committee for Human Resource Management in BSNL. BDM has sought a review of the committee framework and requested inclusion of regular BSNL stakeholders and recognized associations in the consultation process.

BDM has also emphasized the need for fairness in HR policies, protection of career progression of regular executives, and a uniform approach in matters affecting BSNL’s permanent workforce.

Bharatiya Doorsanchar Manch (BDM) has raised a major concern raised on continued possibility of using the committee framework to justify perpetual deputation arrangements and policies favouring outside decision-makers over regular BSNL employees. BDM clearly stated that any effort to continue deputation arrangements beyond 31.12.2026 should be avoided, and officers willing to serve in BSNL should do so through absorption, in line with fairness and institutional accountability.

The BDM raised the issue of discriminatory service conditions within the same organization. The officers on deputation continue to receive CDA pay scales and benefits of Central Pay Commissions, while regular BSNL employees remain on IDA scales and are denied PSU benefits on affordability grounds, even though both draw from the same BSNL financial system. It is imbalance inequitable and demoralizing for the permanent workforce.

Promotions and career progression of officers on deputation to BSNL against the posts reserved in BSNL cannot be treated as a justified arrangement being contrary to the DPE as well as DoP&T guidelines, especially when regular BSNL executives continue to face stagnation, discrimination, and denial of basic career progression opportunities despite being similarly qualified and similarly being experienced. The practice of promoting officers on deputation to BSNL against BSNL Reserved Posts must immediately be stopped to protect the sanctity of DoP&T/DPE guidelines issued in this regard. The concept of One PSU-One Policy must be implemented in BSNL.

In addition, the terms of reference for the committee should also contain devising a clear accountability framework for the policy makers who are running the company for the last 25 years with a clear focus on why BSNL could not develop its internal management hierarchy in these years.

Bharatiya Doorsanchar Manch requests and urgent intervention in the matter so that any policy affecting the future of BSNL must be shaped with inclusive participation of its permanent stakeholders. We will also be submitting our formal suggestions and representation with respect to the complete Human Resource Management Planning for future of BSNL in due course.
