Update on Meeting of Team AIGETOA with BSNL Management on “Work According to Rule” – Commences from Today (16.04.2026) :

Today, Team AIGETOA comprising the General Secretary Sh Ravi Shil Verma, President Sh G Veerabhadra Rao, and Dy. General Secretary Sh Pavan Akhand held a meeting with BSNL Management, including the Director (HR) Sh Kalyan Sagar Nippani Ji, PGM (Pers) Sh Rajeev Kaushik Ji, PGM (Estb.) Sh S P Singh Ji, and PGM (Legal) Sh Nelli Ram Krishna Ji, on the issues raised through the pre-notice served by BDM and the ongoing “Work According to Rule” program, which commenced today.

During the discussion, the management once again reiterated that all issues are “under process” and that “work is in progress on the issues,” while advising the association to refrain from agitation. AIGETOA team stated that the discussion is going on for almost one year now and its high time that the concrete result should be visible on board.

We firmly stated that instead of going round and round in discussions, there should be a firm yes or no. Accordingly, the association demanded a clear and unambiguous stand from the management, with a firm “YES” or “NO” on each issue raised jointly by AIGETOA and BTEU through Bhartiya Doorsanchar Manch (BDM).

On being pressed firmly, the management committed that within 2 to 3 days it will finalize its position and respond with a definitive stand on all the issues. AIGETOA has made it clear that detailed discussions has already been held and hence the next meeting should result in conclusive decisions.

We will wait for the final response from BSNL Management within the committed timelines. We will keep one and all informed about the developments.

Work According to Rule – Starting From 16.04.2026

The BSNL Management has pushed us too far. Our restraint has been met with continued ad-hocism and a complete disregard for our genuine demands. Bharatiya Doorsanchar Manch has declared: “OUR PATIENCE IS OVER! IT’S TIME TO ACT!”

We can no longer allow administrative inertia and policy gaps to jeopardize BSNL’s viability or the futures of its dedicated workforce. We demand dignity, fairness, and a clear path forward for both the company and its employees.

🚫 WORK ACCORDING TO RULE 🚫

STARTING FROM 16.04.2026 UNTIL OUR LEGITIMATE DEMANDS ARE MET:

BSNL VIABILITY FIRST:

• Mandatory use of Swadeshi 4G by all Government organizations and PSUs.

• Immediate appointment of a Regular CMD to ensure strategic continuity.

• Resolving current 4G network power, coverage, and quality issues.

• Implementation of the report submitted by COPU before 18th Lok Sabha

• Transparency with White Papers on BCG reports and Mass Transfers.

• Transparency on tenders, vendors and work executions with accountability

HR JUSTICE NOW:

• Immediate implementation of 3rd PRC with waiver of affordability clause.

• Pay loss issues settlement.

• Submission of Committee Reports on HR matters pending since April 2025.

• Pension Revision delinked from profitability, at par with Central Govt pensioners.

• Full 30% Superannuation Benefit and revised E2/E3 Pay Scales.

• Restoration of medical coverage (indoor+outdoor) and Perks & Allowances.

• Scrapping of discriminatory SET Recruitment and routine massive transfers.

• Immediate issuance of pending promotions and seniority dispute settlement.

• Redressal of stagnation issues of employees who have reached maximum scale.

• Creation of Internal Management Hierarchy and scrapping of all lateral recruitments/appointments

No more excuses! The management is solely responsible for this industrial unrest. It’s time to build strong unity and ensure our voice is heard.

STRENGTHEN THE UNITY! ENSURE SUCCESS!

Together We Have, Together We Can, Together We Will!

AIGETOA Pays Tribute to Dr. B. R. Ambedkar on His Birth Anniversary – “Reaffirms Commitment to Equality”

AIGETOA pays heartfelt tribute to the Architect of the Indian Constitution, Dr. B R Ambedkar, on his birth anniversary.

As we celebrate the champion of equality and justice, we reaffirm our commitment to “One PSU, One Policy”—striving for a fair, equitable, and dignified workplace for every BSNL executive. Let his vision of social and economic justice inspire our struggle for existence and excellence.

” Life should be great rather than long. ” – Dr. B. R. Ambedkar

BDM submits representation on DoT OM dated 09.04.2026 relating to the constitution of a committee for Human Resource Management in BSNL :

Bharatiya Doorsanchar Manch (BDM) has submitted its suggestions on the DoT Office Memorandum dated 09.04.2026 relating to the constitution of a committee for Human Resource Management in BSNL. BDM has sought a review of the committee framework and requested inclusion of regular BSNL stakeholders and recognized associations in the consultation process.

BDM has also emphasized the need for fairness in HR policies, protection of career progression of regular executives, and a uniform approach in matters affecting BSNL’s permanent workforce.

Bharatiya Doorsanchar Manch (BDM) has raised a major concern raised on continued possibility of using the committee framework to justify perpetual deputation arrangements and policies favouring outside decision-makers over regular BSNL employees. BDM clearly stated that any effort to continue deputation arrangements beyond 31.12.2026 should be avoided, and officers willing to serve in BSNL should do so through absorption, in line with fairness and institutional accountability.

The BDM raised the issue of discriminatory service conditions within the same organization. The officers on deputation continue to receive CDA pay scales and benefits of Central Pay Commissions, while regular BSNL employees remain on IDA scales and are denied PSU benefits on affordability grounds, even though both draw from the same BSNL financial system. It is imbalance inequitable and demoralizing for the permanent workforce.

Promotions and career progression of officers on deputation to BSNL against the posts reserved in BSNL cannot be treated as a justified arrangement being contrary to the DPE as well as DoP&T guidelines, especially when regular BSNL executives continue to face stagnation, discrimination, and denial of basic career progression opportunities despite being similarly qualified and similarly being experienced. The practice of promoting officers on deputation to BSNL against BSNL Reserved Posts must immediately be stopped to protect the sanctity of DoP&T/DPE guidelines issued in this regard. The concept of One PSU-One Policy must be implemented in BSNL.

In addition, the terms of reference for the committee should also contain devising a clear accountability framework for the policy makers who are running the company for the last 25 years with a clear focus on why BSNL could not develop its internal management hierarchy in these years.

Bharatiya Doorsanchar Manch requests and urgent intervention in the matter so that any policy affecting the future of BSNL must be shaped with inclusive participation of its permanent stakeholders. We will also be submitting our formal suggestions and representation with respect to the complete Human Resource Management Planning for future of BSNL in due course.

We wish to inform all that majority association (MA) took a short cut step by agreeing to circulation of excel sheet containing the vital details of beneficiaries which was not at all a secure and good practice. Again it was left to AIGETOA which objected strongly on such type of circulations and instead demanded for co-ordinate with LIC to ensure the facility on LIC portal.

Update on Team AIGETOA Meetings with BSNL Management (CMD BSNL, Director HR & PGM Pers/HR):

Dear Friends,

Recently we have seen some message on behalf of GS MA wherein subsequent to his meeting with CMD BSNL, it was conveyed that..

“The discussion was fruitful on Majority of points including consideration of OTP Request Transfers in month of APR 2026.”

We find no wonder on such positive update from the handle of majority association as in the last 2.5 years we have seen many such positive updates, the recent one being the endorsement of IDA increase order on dated 15.03.2026 wherein it was informed that order has reached BSNL and shall be implemented in the month of March 2026.

Contrary to the message of fruitful discussion on all major issues with CMD BSNL on dated 07.04.2026, the fact is something else. In the evening of 7th April 2026 at 7.40pm, Team AIGETOA met CMD BSNL in the presence of Director HR & PGM Pers to deliberate upon the issues submitted vide our pre-notice dated 27.03.2026. The meeting lasted for around 45 minutes.

On Promotions, CMD BSNL was categorical in his statement that as far as promotions are concerned, he will not allow any work around solution i.e. Personal Upgradation Proposal, Increase in Posts through Restructuring, Diversion of unused posts, matching saving etc. He said he is open to promotions for the existing vacancies only in respective quotas provided all the stake holders and the litigants sit together and give an affidavit of “NO OBJECTION” in respective courts. He also said that association should become party in court and fight the cases.

With respect to Personal Upgradation Proposal, he said since DOT has raised the queries on the objections of other groups, he is not willing to take this proposal with DOT again. We responded by stating that the current proposal has got the concurrence of the all three Associations viz. AIGETOA, SEWA & SNEA and hence can easily be implemented now. Still CMD BSNL was resolute in his opinion that neither he will deviate from existing practice nor increase in posts will be allowed through restructuring and all stake holders and litigants must come together to find the solutions. We categorically stated that such suggestions of CMD are unlikely to happen in BSNL and delay by management due to such reasons should not happen.

It is clearly visible the BSNL management is taking shelter of such unresolved litigations to deny the long awaited promotions across various cadres.

With respect to our proposal of “BSNL Succession Plan” submitted by Bharatiya Doorsanchar Manch (BDM) to Hon’ble MoC vide letter dated 9th Jan 2026. CMD BSNL told that BSNL Management is in discussion with Hon’ble MoC on the matter and they will revert once any go-ahead is received from the office of Hon’ble MoC.

On SET, the CMD said that he is in discussion with DOT on the objection raised by associations and management is not in any hurry to either conduct the exam or cancel the exam. It will be known in due course. However, through some unconfirmed sources, it has earlier come to our knowledge that MTs/SETs are being contemplated to be promoted directly to DGM Cadre and any amalgamation of the management cadre will take place at DGM level instead of AGM level. On this we have categorically informed management that if any such move is thought of, the same will be responded to with strong resistance in the form of agitation and legal cases, as well as complaints to various authorities CVC, Lokpal and other quasi-judicial bodies about the undue favour being extended to one particular group.

On Financial issues related to employees and finalisation of various committee reports, both Director HR and CMD BSNL replied that they are waiting for the financial figures of FY 2025-26 only after going through the same, management will be in a position to comment of any form of resolution.

On 3rd PRC also it was quite clear that nothing will be done by BSNL/DoT and same needs to be precipitated before the highest echelons including the PMO, MoC and senior group of ministers.

These statements of CMD BSNL and Director HR clearly indicates that management is in “NO MOOD” to settle any issue either financial or non-financial and shall again be taking various excuses to delay as much as possible. The great divide of BSNL between the so called “HAVES” (Policy Makers) and “HAVE NOTs” (Internal Employees of BSNL) will continue with one group getting all benefits of 7th CPC while the other group will continue to deprived of all benefits. This can only end if all the employees come together in the quest of “One PSU One Policy” being pursued by Bharatiya Doorsanchar Manch (BDM) at various levels.

Hence, on all critical HR aspects it is concluded that to come out with any success, a huge effort is required on the part of all and nobody should get carried away by any Goody-goody update from any one claiming himself to be the representative of BSNL Executives.

Its high time to realize that struggle for existence is utmost necessity and without struggle our existence as BSNL Executives will cease to exist.

With respect to OTP transfers and issuances of hard tenure orders, right now deep research work is going on through AI/ML and the inputs have been sought w.r.t APAR scores, Qualifications, Field Experience and Length of service left. The complied request received by CHQ AIGETOA has been submitted to management with all necessary details for consideration by management. The orders are shall be issued after 14th April 2026.

Bharatiya Doorsanchar Manch (BDM) writes to Hon’ble Prime Minister of India Shri Narendra Modi Ji for mandatory use of BSNL Swadeshi 4G Services to Promote Aatmanirbhar Bharat in Telecom Technology :

Bharatiya Doorsanchar Manch (BDM) writes to Hon’ble Prime Minister of India Shri Narendra Modi Ji for mandatory use of BSNL Swadeshi 4G Services to promote Aatmanirbhar Bharat in Telecom Technology by all the Central Government organizations, State Government organizations, CPSUs, State PSUs and all the employees of such organization claiming reimbursement from Public Funds.

The Government of India’s vision of Aatmanirbhar Bharat and with the objective of strengthening indigenous capabilities in telecom technology, it is suggested that the adoption of BSNL’s Swadeshi 4G services be made mandatory for all mobile connections wherever expenditure is reimbursed from public funds including all central and state government and public sector entities. In view of above, BDM humbly request to consider request for making use of Swadeshi 4G mandatory for all the Government Organizations, State Government Departments, Central Public Sector Undertakings (CPSUs), State Public Sector Undertakings (SPSUs), and all employees of Central Government, State Governments, CPSUs, and SPSUs who claim reimbursement of mobile expenditure from government or PSU funds for official mobile communications.

This initiative shall give a huge boost to:

1] Strengthening Aatmanirbhar Bharat in Telecom: Adoption of BSNL’s indigenous 4G stack directly supports domestic research, development, and manufacturing ecosystems, reducing reliance on foreign telecom vendors and technologies.

2] National Security and Data Sovereignty: Utilizing a government-owned telecom network ensures greater control over data flow, enhancing security, privacy, and resilience against external threats.

3] Financial Support to a Strategic Public Sector Enterprise: Channeling government-funded telecom expenditure towards BSNL will improve its financial sustainability, enabling further investments in indigenous technology, network expansion, and service quality enhancement.

4] Inclusive Connectivity and Social Responsibility: BSNL plays a pivotal role in providing telecom services in underserved and strategic regions. Increased adoption will strengthen its capacity to continue serving these critical areas.

5] Optimized Utilization of Public Funds: Ensuring that reimbursement-based mobile expenditures are directed towards a government entity aligns public spending with national development priorities. This will ensure that public funds are utilized to support Swadeshi Telecom Infrastructure.

6] Catalyzing Domestic Telecom Ecosystem: Wider adoption will create demand for indigenous telecom equipment, software, and services, thereby generating employment and fostering innovation within the country.
