AIGETOA has submitted the following points for consideration to ensure that executives comes willingly to opt for the transfers:

  • The period of stay spent within SSA/Circle transfers may be deducted while carrying out longest stay transfer on All India basis to avoid multiple transfers of the executives.
  • After completion of three years in a particular station in inter-circle transfer, the executive must be immediately transferred and relieved from Circle to the new choice of place in the interest of service.
  • There should be a cooling period of at least three years duration between intra-circle and inter-circle transfers to avoid multiple transfer of the individual.
  • Retention of Staff Quarter at a place of existing location (prior to transfer) may please be allowed consequent to change of place of posting due to transfer/promotion.

Around 150 odd numbers of officers are working on DGM (Adhoc) basis and are yet to be promoted to DGM on regular basis despite serving in the grade for many years.  Management has not been able to promote these officers to regular DGM by citing the reasons of pending court cases.  Further, around 1350 AGMs have also completed their requisite residency period in the grade. Many of them are working in the grade for last as DGM (L/A) in BSNL for the last two years with the total posts of 1116 JAG posts.  These officers are not even promoted to DGM on ad-hoc basis, despite all vacancies remaining unfilled in the grade. These officers are still working as DGM (L/A) after fulfilling the eligibility conditions as prescribed in the governing RRs.  

AIGETOA strongly demand that all those officers who are working under DGM (LA) having fulfilled the attendant conditions of eligibility as prescribed in MS RRs may be immediately given entrustment charge as DGM on regular basis such that the sagging morale of seniors can be boosted and management can also do away with the repetitive and perennial exercise of carrying out DGM (LA) promotions. Further all consequential benefits attached to the DGM posts must be extended to them as being done in other cases. AIGETOA feel that this is the only feasible and pragmatic way to impart justice to these officers. This will not only provide respite to these officers but it will also result in further promotions in other grades.

The scenario of consequential vacancies in various grades arising out of such entrustment shall be as stated below:

  • Total No. of AGM vacancies arising out of DGM entrustments : 1116
  • AGM vacancies unfilled as on date from internal quota : 650
  • Total Number of Vacancies envisaged for external quota be diverted to internal quota : 300
  • Hence total number of vacancies which can be made available for AGM promotions from existing strength : 2066

Hence Total 2066 SDEs can be promoted to AGM grade. This will further give opportunity to near about 2066 promotions from JTO to SDE along with 600 already available vacancies and further more so many vacancies will be created in JTO grade also.

This means by one decision, around 5900 promotions can be executed as per the below mentioned breakup:

  • AGM to DGM : 1116
  • SDE to AGM : 2066
  • JTO to SDE : 2066 plus 600 vacant posts ie total 2666

Similarly the same methodology may be applied in Finance Grade also wherein the AOs having fulfilled the attendant conditions of eligibility as prescribed in MS RRs may be immediately given entrustment charge as CAO on regular basis. The scenario of consequential vacancies in various grades arising out of such entrustment shall be as stated below:

  • AO to CAO : 712 plus 84 vacancies of SET quota ie 796
  • JAO to AO: 796 Posts

Hence just by one out of box and technically feasible decision, around 7500 promotions can easily be executed. This will give a huge respite to the executives having fulfilled the eligibility conditions for promotions to next grade.

Restructuring Cell of BSNL CO issues instructions for cadre review of BSNL :

As informed earlier and as per commitment extended to AIGETOA, Restructuring Cell of BSNL CO issued orders for cadre review. AIGETOA has been consistently following up the issue. This review exercise will result in an increase in cadre strength across various streams and cadres including that of Telecom, Finance, Civil Electrical, CSS, PPS/PS/PA etc. It will be the endeavor for AIGETOA to increase the posts and also ensure sufficient posts every year for fast track mode.

This exercise will result into opening of further promotional posts in JTO, JAO, SDE, AO, AGM, CAO, DGM, CSS, PPS/PS/PA etc. We envisage our commitment to ensure promotions for all those who have completed their residency period in the grade.

Updates of Meeting with PGM SR & Restructuring on dated 04.07.2023 :

The team AIGETOA consisting of GS Shri Ravi Shil Verma, AIP Shri G. Veerabhadra Rao and Dy GS Shri Pavan Akhand along with Sunil Gautam AGS have met PGM SR and discussed the following points and recived the positive assurance.

As per assurance given to AIGETOA, the 3rd PRC reminder letter to DoT:

As per the decision taken in AIGETOA agenda meeting, Dir HR has assured to give a reminder letter to DoT with respect to implementation of 3rd PRC. We informed that the letter has still not been issued. PGM SR assured that the reminder letter shall be written to the DoT at the earliest. We said while AIGETOA is taking all efforts to extend the 3rd PRC benefits to BSNL employees and is trying to ensure implementation of standard pay scales of E2 for JTO/JAO Equivalent, management must also reiterate its stand to DoT. PGM SR assured us for issuance of reminder letter to DoT.

Discussion on Circle office and Corporate Office Body recognition:

We once again raised the issue of consideration of Corporate office and Circle office immunity. While we tried to explain the requirements and PGM SR gave a patient hearing also but another round of meeting shall be required with Honble CMD BSNL for a concrete decision on the same. Association shall be taking it up tomorrow with CMD BSNL for further discussion.

Restructuring Letter – Issuance of Template for capturing Data for Cadre Strength Review:

As informed earlier, Restructuring Cell has finalised and submitted the draft for approval. During discussion, we pointed out that a review in positional norms is also required along with operational norms as the situation has changed now after extension of 2nd Revival Package to BSNL in July 2022, and hence the template for positional norms review should also be issued along with the letter. PGM SR appreciated the input and said that she will ensure that letter is issued tomorrow after suitable modifications.

Modification in immunity Guidelines:

Though SR cell has processed the case, but some of the suggestions of association w.r.t the OA immunity and Circle office body was not considered.

PGM SR said that she will discuss the inputs of association with higher authorities. AIGETOA shall also meet and apprise CMD BSNL on the concerns. ITPC Dev unit OA body issue and other circle’s OA body issues also discussed. PGM SR asked us to submit the letters on the issues.

This meeting ended with positive note.

One more impetus to call of executives unity under the umbrella of AIGETOA :

Today (03.07.2023) District Secretary SNEA Ghazipur district of UPE Circle Sh Nafish Ahmad ji a veteran leader along with other team members of Ghazipur OA UPE joined AIGETOA.

He expressed his confidence in the leadership of AIGETOA and told that AIGETOA is taking the issues with right approach, they have the zeal to fight for the rights, take the issues to its logical conclusion and above all they have shown the inclusive approach without any bias. He further expressed that AIGETOA is the larger umbrella which have mix of all group of leaders and hence they are best fit and natural home to all executives in order to carry forward the aspirations.

The SNEA team was welcomed into AIGETOA fold by Sh S S Chaudhary CS UPE, Sh RN Mishra JS Central AIG CHQ and Sh Jamal Ahmad Khan sir a great leader and now AIGETOAn and Ex-CHQ/Circle OB of SNEA UPE.

Friends this has created a new chapter in the Executive Unity of UPE and is going to give great impetus to the collective resolution of issues including the financial one at district/circle as well as CHQ level.
