Updates of Team of AIGETOA meeting with PGM(Pers), Corporate Office, New Delhi on 18th Dec 2023 :

On 18th Dec 2023, Team AIGETOA met PGM (Pers), Corporate Office, New Delhi and discussed following issues.

OTP Transfers Issues:

A] The team engaged in a detailed discussion with PGM(Pers) concerning OTP transfers issues.

B] A request was made to clear all pending OTP requests before the 31st of December 2023.

C] The team highlighted the challenges faced by executives with a circle tenure exceeding 18 years, facing both inter BA and inter circle transfers. This situation was explained to cause confusion and hardship.

D] A request was submitted to avoid inter BA/OA transfers for officers with more than 18 years of service in the circle. Additionally, guidelines were sought to guide circles in avoiding such orders.

E] PGM(Pers) agreed with our perspective and assured us of considering the matter and taking up the same with higher authorities for issuance of letters to circles, instructing them to refrain from issuing inter BA/OA transfer orders to officers with more than 20 years of circle tenure.

Deficit in Karnataka Circle Cadres (SDE and AGM):

A] The team raised the issue of the deficit in the cadres of SDE and AGM in Karnataka circle.

B] A request was made for a one-time window for officers from other circles, with an assurance to revert them to their parent or requested circle after 3 years.

C] PGM(Pers) noted the request and assured an examination to explore the possibility of a one-time OTP window for Karnataka circle.

OTP Transfers – Tenure Circles, Excess Circle to Shortage Circles:

A] PGM(Pers) informed that OTP transfers to tenure circles, as well as from excess circle to shortage circles, would be issued.

B] The team requested the consideration of excess circle to excess circle transfers (e.g., AP to Telangana), emphasizing that executives should not be penalized when such transfers result in no loss or gain for the department but provide significant help and justice to the executives.

Update of Team AIGETOA Meeting with Dir HR on 19.12.2023

GS AIGETOA Ravi Shil Verma and All India Convener Shri A A Khan met Shri N. Kalyan Sagar Ji and discussed the following issues:

SDE 2007 Reversal Issue:

The Team apprised Hon’ble Director HR about the recent outcome at Hon’ble CAT Chennai with respect to the OA filed by the applicants in the case of SDE reversal. We informed Director HR that Hon’ble CAT has given the verdict in favour of the applicants and now it’s high time that BSNL extends the much needed relief to these candidates in the form of restoration of their original seniority position. Team also apprised Director HR about the earlier discussions and assurances from management and requested for an early resolution in line with the earlier discussions and assurances. Hon’ble Director (HR) assured to look into the matter and said he will discuss the issue with his team. We requested Director HR to take a holistic consideration of the whole issue.

DPC from SDE to AGM and Finalizing the seniority of the AGMs promoted in 2018:

We informed Director (HR) about the unnecessary delay in conducting the DPCs and LICEs in various cadre. We emphasized that despite issuance of CPC and LICE calendar well in advance, concerned sections dealing with the issue have failed to take action well in time and this must be viewed seriously and the responsibility for this lapse must be fixed. We also told that DPCs must be completed before 31st December 2023 in line with the formula discussed with management earlier and that is the only way out to extend equitable justice for all the eligible SDEs by promoting all of them to AGM grade. We further requested that seniority of the AGMs promoted in 2018 must be finalized now so that they can occupy the DGM posts on permanent basis instead of look after arrangements. This will also ensure the creation of more promotional seats in the AGM cadre which subsequently will create further opportunities in SDE cadre. Director (HR) sought further details in this regard along with all the documents submitted earlier.

Long Stay Transfers :

Issue of Long Stay Transfers were also discussed wherein Team requested Director (HR) to go for need based long stay transfers instead of routine long stay transfers. We also requested director HR to consider the genuine cases of retention and cancellation. Director (HR), though non committal on the long stay routine transfers, assured to consider the genuine cases on case to case basis. We shall be taking up the matter of need based transfers with Hon’ble CMD BSNL also.

Flash News: Update on court case on Reversal Issue

The OA filed by applicants in case of reversal issue has been allowed in favour of applicants at Hon’ble CAT Chennai. Congratulations to the applicants following the case. We expect positive verdict from other CAT also.

Team AIGETOA CHQ has been consistently following the case in close coordination with the applicants. This is a big step towards the resolution of the Reversal issue.

Once again we appreciate the relentless efforts of the applicants who despite all odds kept the issue alive.

Formation of Forum of Unions & Associations of BSNL to pursue the issues related to viability of BSNL and the issues pertaining to the BSNL employees’ interest & their welfare – Submission of agenda items :

Bharatiya Doorsanchar Manch (BDM), The forum of Union & Associations (AIGETOA, BTEU, BDPS, AIBSNLOBCEWA, STEWA, FNTOBEA, BTU) of BSNL submitted agenda to Secretary DoT Dr. Neeraj Mittal Ji & CMD BSNL Sh Pravin Kumar Purwar Ji to pursue issues related to viability of BSNL and the issues pertaining to the BSNL employees’ interest & their welfare.

Flash News: Meeting of Team AIGETOA with Hon’ble MoC Shri Ashwini Vaishnav Ji held in the new Parliament Building today (8th Dec 2023)

GS AIGETOA Shri Ravi Shil Verma and Dy GS AIGETOA Shri Pavan Akhand, along with Shri Pawan Kumar Ji Organising Secretary (Northern Zone), BMS met Hon’ble MoC Shri Ashwini Vaishnav Ji in the presence of Hon’ble MP and State President Haryana BJP Shri Nayab Singh Saini ji. The meeting was held in the new parliament building in the office of Hon’ble MoC who was gracious enough to spare his time despite the session going on. Discussion on issues pertaining to Pay Promotions and Pension including 3rd PRC as submitted in the memorandum held. Discussion on issue of takeover of ALTTC was also held. We also submitted the agenda on behalf of Bharatiya Doorsanchar Manch.

The General Secretaries of the Unions and Associations of BSNL in its joint meeting held on 14th November and 20th November 2023 have decided to form a common platform of the interested Unions and Associations of BSNL/DoT/MTNL with the name Bharatiya Doorsanchar Manch to pursue for the issues related to viability of BSNL and the issues pertaining to the interest & welfare of the employees of BSNL. The Meeting was attended by the general secretaries and other office bearers of the following Unions and Association.
