AIGETOA Meeting with Director HR on 18-April’ 22 on AGM/CAO Promotion, JAO Retention, Group Health Insurance Policy BSNL MS RR and SDE Reversal Matter:

AIGETOA had a detailed meeting with Director HR on 18-April’ 2022 on the matter of AGM/CAO Promotion, JAO Retention, Group Health Insurance Policy BSNL MS RR and SDE Reversal Matter. Shri Wasi Ahmad GS AIGETOA along with Shri Badri Kumar Mehta FS and Shri Vivek Kumar AGS had a detailed discussion with Director HR on following issues :

AGM/CAO Promotion:

The association demanded for immediate start of the process for promotion in AGM/CAO equivalent grades in view of the instructions issued by the DoPT. It was emphasized that after the clearance of the DoPT, the hurdle has been removed and it is utmost essential to issue the promotion as the unrest is growing severely among the executives. Team also demanded to expedite the process for all vacancies as on date as discussed earlier by one time diversion. It is very much essential to fulfill the requirement of officers in the grade in view of the inclusion of complete operation of BBNL. The Director HR apprised that they are equally concerned for it and holding meeting on the matter to explore all possibilities to carry out the promotion. The association also demanded to issue promotion in CAO grade by issuing suitable relaxation and other equivalent grades in view of the recent order.

SDE Reversal Issue:

This issue was raised to him and reminded that it was assured to resolved the matter by April. But despite of passage of three weeks, the physical movement of the matter is not visible. Director HR assured for the resolution as per commitment.

JAO under Rule-9 Retention:

The association taken up the matter of extension for the JAOs, whose order has been issued for relieving from the current Circle. The association highlighted that when the management is taking so lenient view on the matter of longest stay transfer. Even after releasing of 26 years stay particular, the order has not been issued till date despite of availability of the rule under BSNL Transfer Policy. But these JAOs are being forced to go back to their Parent Circle in just three years on the pretext of Rule-9. We strongly objected such discrimination and demanded their retention. The Director HR assured to look into the matter for retention.

Group Health Insurance Policy:

The association highlighted that the Medical is a state subject and BSNL should pay the premium. We suggested to make the group health policy as an alternative for BSNL MRS Indoor. The Director HR told that currently we are taking efforts to improve the BSNL MRS Policy and the GHI is an added optional facility. The management do not consider it fine to replace the GHI with BSNL MRS and so the employees may opt group health insurance policy as an added facility on voluntary basis. He apprised that BSNL is also trying to improve the functioning of BSNL MRS, whose effect will be visible.

BSNL MS RR Discussion:

Director HR apprised that the management is very keen to bring revised BSNL MS RR at the earliest and discussion will be held with the association. The association will be called for discussion soon in the matter by PGM Pers. He once again apprised the intentions of the management to start Fast Track Promotion avenues in the revised draft.

Team AIGETOA Meeting with Hon’ble MP Shri Rahul Kaswan at Delhi

Team AIGETOA met with the Hon’ble Member of Parliament Shri Rahul Kaswan ji at his residence to apprise our issues related with the Pay, Promotion, Pension and Profitability of the organisation. The Team comprises of Shri Wasi Ahmad GS, Shri Badri Mehta FS, Shri Vivek Kumar AGS, Shri Ajay Kaswan ji, Shri Rajendra Singh ji and Shri Yogesh Chauhan Ji met the Hon’ble MP and apprised the issues being faced by the Executive of BSNL. The team requested him to use his good office for appropriate intervention of the Hon’ble Minister of Communication in the matter. The Hon’ble MP listened our points patiently, suggested some measures and and also assured for the possible help. The meeting was arranged by our senior leader Shri Ajay Kaswan ji through his good channel. The meeting ended on a positive note.

Meeting with Committee formed for modification of SDE RRs

Meeting of AIGETOA held with the committee constituted for modification of SDE and other equivalent RRs. The AIGETOA team was led by All India President Shri Ravi Shil Verma, Vice President – Shri Badri Kumar Mehta, AGSs Shri Sunil Gautam and Shri Yogendra Kumar. We strongly put forth our submissions and the points submitted by AIGETOA vide our formal inputs. The response of the committee members appeared positive towards the submissions. Further persuasion will be there and details shall be shared. After finalisation by committee, the RRs will be placed before BSNL Board for approval.

AIGETOA meeting with CMD BSNL on 11.02.2022

Team AIGETOA comprising of Shri Ravi Shil Verma AIP, Shri Wasi Ahmad GS and Shri Badri Kumar Mehta VP met CMD BSNL on 11.02.2022. We invited CMD BSNL for the upcoming event of All India Conference at Bhopal and requested to grace the occasion as Chief Guest in the Open Session to be held on 13th March, 2022.

We also had discussions on career progression issues with CMD BSNL and he has shown his positivity towards ensuring proper career progression and creating polices for taking in house talent to the highest levels in BSNL. In this direction, he assured that thorough discussions shall be held with AIGETOA on our inputs and aspirations while modifying the MSRRs and he also assured to create a pathway for internal executives to reach the highest echelons of the management. It is a major change in thought process of the management when they have shifted their focus from external recruitment to giving proper avenues to deserving internal pool for higher posts. On Promotions in AGM and DGM Cadres, he informed that DoP&T has sought certain inputs from BSNL and it seems DoP&T is also keen to end the stalemate at the earliest. It seems that we can expect firm and positive momentum from DoP&T after the next hearing at Hon’ble Supreme Court in 24th February. In the meantime, Circle Secretaries are requested to ensure uploading of APAR grading for all eligible SDEs at the earliest.

We also held discussion on the ongoing support of the government to BSNL for the second revival package, 4G roll out, transmission backbone strengthening and CAPEX infusion. The process is moving in very positive direction and government is seen positive for sustainability and positive trajectory for BSNL. The announcement made by Hon’ble Finance Minister has to be rolled out and it is expected to be the major booster for BSNL in coming days.

The Team also met other Directors of BSNL Board and invited them to our All India conference at Bhopal and they assured positively. Thereafter we had detailed meeting with PGM Pers where discussions were held on various issues including the SDE RR, OTP, SDE Transfer on Promotion Cases and Inspection Circle issue. It was agreed that the inputs of the association will be judged on merit and thorough discussions shall be held with association on the issues of contention.  For other issues also the PGM Pers assured to look into the concern raised by the association and assured to address as per the provisions of defined rule.

Friends, we need to keep our focus on the current progress and specially the RR part as our future is being rewritten and no point should be let loose. We also request all to not to get demoralized or demotivated by the vicious campaign by the lie master and one of the proclaimed legacy association of BSNL. He may only know the reasons! Why he is indulging into such mischievous campaigns when his focus should have been on the new RRs which are being rewritten. We all know how the best talents were recruited by BSNL as JTO/JAO Grades and how these proclaimed corners left no stone unturned to ruin the careers of all the Executives in last 20 years in their era. Now after devastating everything like Pay, Promotion and Pension of the Employees recruited by BSNL, they are giving sermon to AIGETOA. Whether 20 years were not sufficient to the so called mighty association that now they are doing Karun Krandan. From their utterances on their lie machine, it is very clear that the heart of these proclaimed corners are burning by seeing the BSNL Recruited youngsters and other executives on the path of growth.  So now all they are is to tell lies and indulge into mischievous information campaign to mislead all executives. Anyways, AIGETOA is committed to ensure that all executives get their long awaited dues in all respect.

Updates of Meeting with PGM Pers on 31.01.2022

All India President AIGETOA Shri Ravi Shil Verma, All India Vice President Shri Badri Kumar Mehta and AGS Shri Sunil Gautam met PGM Pers on 31.01.2022 and discussed the following issues:

Promotions from SDE/AO grade to AGM/CAO grade:

The team enquired about the managements next course of action in view of the Honble Supreme Court Judgement on reservation in promotions. It was informed by PGM Pers that his team is studying the judgement and the associated implications. We deliberated on the finer points of the judgement, complexities and the possible solutions. He said let the team study the judgement, then only they will be able to comment on the future course of action. We said all these things may go parallel and there is an imminent need to start the preparatory exercise as all the SDEs who have completed the required residency period are coming into the zone of consideration. PGM Pers assured to revert in next few days on this. PGM Pers also told that letter with regard to uploading of offline APARs gradings of all SDEs on ERP Portal has already been issued and circles must have been working on uploading of these gradings on the portal. We assured PGM Pers that our team shall be coordinating with various circles to get this exercise completed at the earliest.

He also informed that the work on RRs is also in advance stage and Pers Section shall be sharing their draft of few RRs in 2-3 days for comments from association . Thereafter, the deliberations on RRs will start. We sincerely hope that at the end of this exercise, the new RR is finalized in line with the career requirements of various executives and in an amicable and cohesive environment. Association will take all efforts to protect the interests of all executives from all grades and all streams.

Finalisation of Seniority List 10,11,12 and 13 :

AIGETOA Team informed PGM Pers that representations from all the circles have been forwarded to BSNL CO and now the lists should be finalised without any further delay. It was highlighted that there are certain issues with respect to correction in vacancy year of some executives and thereafter the lists can be finalised. We requested for an expeditious action on the same. PGM PERS assured to revert back in next few days.

Retention of newly promoted SDEs at their current circles :

PGM Pers told that they are examining the issue and after discussion with Director HR, necessary action shall be taken. It is expected that action on the same shall be taken in next 1-2 days.

Consideration of Left out cases and filling up of ST quota vacancies in the recently held JTO to SDE Promotions:

We enquired about the status on the DPC of the left out JTOs and filling up of the unfilled ST QUOTA posts. PGM Pers told that action for issuance of promotions for the unfilled vacancies in ST quota and the left out (unassessed, missing APAR etc) cases is under advance stage and hopefully promotion orders shall be issued soon. AIGETOA team requested for consideration of all the left out cases in OC and SC category also so that executives within the same batch should not be left out. We also requested for processing the pending LDCE notifications immediately as the same is pending for long now. An early action on the same is anticipated.

OTP Transfer Cases :

Team AIGETOA also highlighted to PGM Pers that some genuine Medical cases have been left out and they need to be considered urgently. We also highlighted certain discrepancies in processing of the OTP cases, specially many cases pertaining to Karnataka Circle have been left out. PGM Pers assured to discuss all those cases one by one and assured that genuine cases which has been left out shall definitely be considered. He however said that it may take sometime as his team is preoccupied in other DPC related works. The problem in OTP application arising out due to applying in test window was also highlighted.

Thereafter All India President and Vice President had a brief interaction with SDEs of BSNL CO belonging to List 8 and List 12. All India President explained the whole scenario to them and informed them about the possible roadblocks. All India President also explained the finer points of judgment as understood by him and his team and the associated complexities as well as the dependencies.

He also assured that AIGETOA team is on job and will not let management delay the AGM grade promotions both in Telecom as well as Finance Stream any more on account of untoward pretexts. He said association is taking all efforts to ensure the Promotion at the earliest. He further requested them to coordinate with circles and ensure that APAR grading of all the SDEs are uploaded on the ERP Portal. He further informed that this issue is there as an item for discussion in the next agenda meeting to be held with Recognised Association AIGETOA and there things shall be more clear and minutised in black and white. He requested all present to exercise faith and patience and to concentrate on completion of the preparatory works.

Team AIGETOA meeting with Hon’ble MOC Govt of India at Bhubaneswar (Odisha) on 6th Jan 2022

Team AIGETOA comprising of Shri D K Sahoo AGS CHQ, Shri Ashok Acharya Jt Secy East, Shri P K Mohanty (CP Odisha) and Shri Dhiren Parida (CS Odisha) met Hon’ble MOC Shri Ashwini Vaishnaw ji at Bhubaneswar on 6th January 22 and submitted memorandum. Team also felicitated Honble minister with the traditional shawl (Vesti).

The team requested him for Immediate Launch of 4G services, where MOC assured for early roll out of 4G services in BSNL.

Team informed the Hon’ble MOC that BSNL is having thousands of Engineering Professionals with B.Tech/M.Tech and Account Professionals with CA but BSNL has not devised any mechanism for their fast track promotion to take up the higher responsibilities of DGM/GM/CGM. The existing professionally qualified executives are ready to manage BSNL at middle level and higher management level and looking towards Hon’ble Minister to intervene. Team emphasised firm support of BSNL Employees for the good endeavours taken by Government for the betterment of BSNL.

Team also requested for his kind intervention for approval of the DoT for long pending Standard Pay Scale E2 for JTO/JAO and E3 for SDE/AO Equivalent Cadre.

Hon’ble MOC has assured us to looked into these issues and also agreed to grant a meeting with the association at New Delhi.

Team AIGETOA Meeting with CMD BSNL on 30.12.2021:

Team AIGETOA met with CMD BSNL on 30.12.2021 and held detailed deliberation for more than half an hour on the issues of Implementation of Standard Pay Scale E2 for JTO/JAO Equivalent Grade and E3 for SDE/AO Equivalent Grade, Promotion in various Grades/Streams, Revisiting of stagnation Criteria of JTO/JAO and introduction of same in SDE/AO Equivalent Grades, Fast Track Promotion Channel and ongoing BSNL Revival Measures. Shri Ravi Shil Verma AIP, Shri Wasi Ahmad GS and Shri Badri Kumar Mehta VP attended the meeting from AIGETOA side. The GS/AGS AIBSNLEA also accompanied in the meeting and participated in the deliberation. The meeting held in positive atmosphere and lasted for more than half an hour and detailed deliberations held on each and every point.

Standard Pay Scale E2 for JTO/JAO and E3 for SDE/AO Equivalent Grades:

The association presented the issue of standard pay scale to CMD BSNL and apprised that AIGETOA has held three meetings in the DoT in last Two Months and come to the conclusion that mere sending of reminder letter to the DoT as done on our request may not be sufficient to get the desired result. The current reminder letter has brought the issue once again on the discussion table but more needs to be done for the final settlement. This issue is Residual of 2nd PRC and sent to the DoT after Approval of Management Committee of BSNL BOARD on 06.06.2016. The Backbone Cadre of BSNL, JTO/JAO and SDE/AO equivalent grades are still working with Provisional Scales of E1 and E2 despite passage of 14 years of 2nd PRC in BSNL. MTNL merger is again under discussion and it is the most appropriate time to settle the issue of E2-E3 to bring parity among the entry grade executives i.e. JTO/JAO Equivalent Grade of the two organizations’. The scale of JTO/JAO in MTNL is E2, whereas the scale is provisionally E1 in BSNL till date and so any possible merger will face challenges both legally as well as organizationally and damper the prospects of the whole merger process.

After detailed deliberation, it was assured by the CMD BSNL that he will look into it afresh towards solution. He assured us that he will be taking this up with Hon’ble Secretary DoT for initiating reconsideration by DoT. We are of the firm believe that it is the best time to re-initiate serious dialogue through multiple platforms for settlement of the E2 and E3 Scale issue for BSNL. The issue is linked with the approval of DoT and hence the association has again started working in that directions and holding regular meetings on the issue at different level in the DoT and BSNL. With intervention of CMD BSNL with apex at DoT, the issue is going to get a fresh push for resolution.

Promotions in various Grades and Streams:

The discussion held on Promotion in various Grades/Streams including JTO to SDE, SDE to AGM, AO to CAO and AGM to DGM equivalent. It was appraised by CMD BSNL that he is not averse to the Promotion in any grade till not stayed by any Court of Law. Accordingly, he has directed to complete all promotions through DPC of Pre-VRS period in First Phase if not under legal entangle in the Court. Accordingly the process was initiated in all streams and some order also issued. The ongoing JTO to SDE promotion of left out candidates got stuck up due to obstacle created by certain section. Fortunately, intervention of the association at right time brought it back on the track. We assure one and all that the Promotion of subsequent batches is equally important for us as well as it is also our responsibility and we will get it done soon. As we believe in Execution of Promotion and not Creating Obstacle in Promotion. We have ensured more than 4500 Promotions in SDE equivalent Grades across streams in last Six Months and we will ensure further in coming Months with your support.

SDE to AGM Promotion was taken up with CMD BSNL and apprised that our fellow executives are waiting for this from 8-17 years, whereas the required residency period is just 7 years. Field Units are reeling with acute shortage of Officers in the grade of AGM and DGM in both Telecom and Finance Streams. CMD was apprised about the mechanism suggested by Dir HR to call for legal opinion to find out the ways in view of the SLP at Hon’ble Supreme Court, where the case has been heard and Order has been reserved on 26th October, 2021. It was informed to us that BSNL has challenged the decision of Hon’ble CAT Chandigarh, which has declared the June-2018 AGM Promotion provisional and hence department is unable to move forward. The association once again suggested exploring the Promotion in AGM Grade by considering promoting all SDEs, who have competed seven years of residency period in the grade. This will not bring any major deviation in the current structure considering the fact that hardly 5K SDEs are available with the said residency period. The AO to CAO and AGM to DGM equivalent Promotions were also apprised and deliberated. Field requirements and one time relaxation were also discussed for executing these promotion orders.

CMD BSNL patiently listened our arguments and echoed our concern but apprised that without getting legal position he may not arrive on any conclusion and so he suggested us to sit with the HR Team and find the ways to move ahead on these promotions. He told that he himself is concerned for these promotions considering the long stagnation as well as requirement of the officers in these grades and hence any legally tenable solution will be welcomed. We appraised that without ensuring promotions in these grades, we may not move forward and hence some solution must be find out for peace in the organisation. We will further take up the issue with Director HR and PGM Pers as discussed.

Notification of LDCE for Subsequent Batches of JTOs:

We requested for early notification of LDCE examination in such a way that executives from all the subsequent batches can appear in the exam. It was assured to us that association request shall be given due consideration and management will come out with solution soon.

Time Bound Promotion in SDE and AGM and Equivalent Grades through Stagnation:

We appraised that despite of passage of more than twenty one years of formation of BSNL, no definite career progression has been provided to the executive fraternity. BSNL approved policy is not finding the ways to implement and hence it was suggested to ensure the Time Bound Mechanism through Stagnation Route to ensure reaching of the executives to at least up to AGM Equivalent Grades in a definite time period. The stagnation criteria of 12 years introduced in the JTO/JAO Equivalent Grade for Promotion beyond Sanction Posts is not at all acceptable and must be revisited. A stagnation criterion in the SDE Equivalent Grade should also be introduced to Promote Executives to the AGM Equivalent Grade post beyond Sanctioned Strength in a Time Bound Manner.

It is our firm demand to make the Stagnation criteria in such a way that an Executive reaches to AGM grade in a span of around 15 years. Enforcing stagnation as the criteria in RRs for next promotion will make the Promotions Time Bound as well as they will remove the major lacunae of earlier approved policy and hence may be acceptable to all stake holders.

CMD BSNL suggested that the Recruitment Rules framing/modifications are under way and the decisions will be taken only after taking inputs and submission of the association. He suggested for getting into discussion with the HR Team as the Recruitment Rule drafting is underway and submits the suggestions. He assured that the points raised by the association will be judged on merit and incorporated to maximum possible extent. We apprised that the association will not sit quiet without getting a Time Bound Criteria for the Promotions up to AGM Equivalent Grades.

Adoption of Fast Track Promotion Mechanism in BSNL:

We highlighted to start Fast Track Promotion Mechanism in BSNL to give younger generation a suitable path to reach the echelon of their career in BSNL. BSNL has no management succession plan resulting into a crisis in middle and higher middle level management. BSNL is still struggling to introduce a system to push its own recruited executives to take the driving seat in the department and instead depending on the officers from the Department of Telecom. The recent trend has already given a message and delay of incorporation of Fast Track Promotion Mechanism may pose a serious crisis in coming days. We also demanded to convert the DR DGM seats into an Internal Fast Track Mechanism at DGM Level immediately and subsequently add more seats to it.

CMD BSNL appraised that he fully agrees with the idea of the association and more than willing to introduce such system in BSNL and assured to discuss with HR Team and the Association also to bring such changes during ongoing Recruitment Rule Modifications.

BSNL Revival Measures and Pan India 4G roll Out:

It was raised by the association that the healthiness of BSNL has not been achieved despite of the passage of more than two years of revival package by the Govt of India and roll out of the 4G is still pending while no discussion on the testing of 5G.

CMD BSNL once again confirmed that all stake holders are giving a serious push for an early 4G rollout by BSNL and he is very hopeful that it will be started in second quarter of the next financial year as per the target time. The indigenous technology used in the 4G Roll Out is going to play a vital role in the process. He apprised that the PoC phase of 4G testing is going in right direction and expected to meet the time line smoothly. The government is keenly watching the process as well as sustainability of BSNL and all necessary measures are taken to achieve the goal. A comprehensive discussion was held on this topic also but we are restricting ourselves strategically in the interest of the organisation and details will be shared at a suitable time.

We extended our thanks to the CMD BSNL for considering our request and releasing the funds of five months for pending SAB Contribution. We requested that remaining part of the SAB should also be deposited at the earliest. We also requested for clearance of Rule-8/9 cases in the current financial year itself.

The meeting ended on a positive note and association will be following the issues further. We assure the fraternity that our decisions to defer the call and getting into discussion table on the above stated points as well others was need of the hour. Any absentee from the discussion table in this crucial juncture of the formation/modification of Recruitment Rules may cause irreparable damage and hence we decided accordingly. The issue of E2-E3 is crucial and parleys in the DoT from the Association as well as taking up the issue at the level of Secretary (T) by CMD BSNL are equally important for approval. If we found that management is moving away from its promises, the association will not wait and resume the program with full vigor. Accordingly, the period should be utilised to educate all about status and be in readiness mode in case of any eventuality.

Meeting of leaders of AUAB with the officials of DoT on 24.11.2021

A meeting of the General secretaries and representatives of Unions and Associations of BSNL (AUAB) held today (24.11.2021) with the officials of the Dept of Telecom at Sanchar Bhawan, New Delhi on call of the DoT, where Sr GM(SR) Smt Anita Johri also participated from the BSNL side. The department of Telecom side was lead by the DDG (PM), who is also in charge of the JS(Admin) with DDG (PSU) and other officials. The AUAB was represented by General Secretaries of Associations and Unions in which AIGETOA was represented through General Secretary, Shri Wasi Ahmad. The meeting of Associations and Unions with the DoT officials held after a long time due to Covid Pandemic. The meeting deliberated on all agenda points submitted by AUAB including 4G roll out, 3rd PRC, Standard Pay Scale of E2-E3 and SAB to BSNL Recruits.

In the meeting, it was apprised that indigenous 4G Technology is the rout to be deployed in BSNL and government is ready to extend all possible support. The PoC with Indian Core through the consortium of TCS, C-Dot and Tejas has already been deployed and testing is going on in advance stage and it is expected to be completed by 31st Dec, 2021. The commercial supply and actual roll out of 4G in BSNL through the indigenous technology may start by July-August, 2022.

It was apprised that BSNL is unable to improve its financial health due to non availability of the most important services of the 4G, which is resulting in serious stagnant cash inflow and no major investment in CAPEX in aging network resulting in serious constraint in expansion of various services and finally the employees are the end sufferer in all terms. The debt on BSNL is also standing rock high and not settling in the absence of much talked Land Monetization and the payable by the DoT is also unaddressed. Similarly, other pending dues and support from the government as assured at the time of Revival Package. The employees are paying the price for the government policies.

It was apprised to us that the government is fully aware of the situation and committed to extend all due supports to BSNL, which is supporting country’s First Indigenous 4G deployment and so the government will very soon come up with a very good package for BSNL to sustain in the market. There were various items deliberated in the meeting including CAPEX of the 4G, Supported Transmission Network, Spectrum for 2G, AGR dues of BSNL, PS redemption etc. A decision in this regard is expected within December, 2021 itself, which will be helpful to BSNL. Further. The land monetization process has been started, which will pave the way to expedite it.

Discussion on 3rd PRC and Wage Revision also held but no assurance could be achieved in that direction and further dialogue will continue.

The issue of approval of standard scale of E2 for E1A for JAO/JTO equivalent and E3 for E2A for AO/SDE equivalent executives have still not been approved by the DoT as per the proposal sent by the BSNL on 06.06.2016 after its approval by the Management Committee of BSNL Board. Is a residual due of the 2nd PRC and resulting in the huge loss and demotivation to the initial grades of the executives? It was apprised that the PO released by DoT on 28.03.2017 was not implemented in BSNL on the ground that it was violating the DPE guidelines and degrading the scale of the executives. Hence it was requested to approve these two pending scales by the DoT at the earliest as 3rd PRC discussion is already going on, whereas our due of 2nd PRC are pending.

Thereafter the issue of Superannuation Benefit Fund (SAB) was raised to the DDG (PM) and apprised that against the 30% of SAB value, the BSNL recruited employees (executives as well as non executives) are getting just 21.8% (EPF-12%, Gratuity-4.5% & SAB Pension Fund-5%), which is a shortfall of 8.2%. Further it was started very late i.e. 3% wef 04.05.2016 and then 5% wef 01.04.2017. Whereas it was directed by the government at the time of formation of BSNL to make a mechanism of Pension for the employees being recruited by BSNL also as the employees absorbed from the DoT was protected Govt Pension through Rule 37A.

On these two issues of standard scale of E2-E3 and SAB enhancement, AIGETOA also submitted detail presentation and supporting documents to the DDG(PM) for consideration. The DDG(PM) was kind enough to deliberate it and further agreed to provide time to discuss on these two issues separately with the Recognized Association, AIGETOA. It will definably pave the way to start these two old issues, which is residual due of the 2nd PRC before implantation of 3rd PRC.

The meeting lasted for about One and half hours in a very positive atmosphere and started the dialogue process once again with the DoT. Although, no concrete could come out in the meeting but it has started the ball rolling once again for the various issues of the BSNL Sustainability as well as Employees matters.

Thereafter, GS AIGETOA requested for a separate meeting with the DDG(PSU) Shri Ravindra Prasad ji in his chamber to apprise the E2-E3 Scale issue, which he agrees and we discussed for about an hour on the issue and its journey from beginning till date. He is the officer dealing the subject from the DoT side. The meeting was very fruitful and further dialogue will continue with more submissions on the issue.
