AIGETOA Writes to Secretary (Telecom) – Seeks DoT Intervention Against Arbitrary Transfers in BSNL, Demands Independent Inquiry into Policy Violations and Hardship Cases:

AIGETOA Writes to Secretary (Telecom) – Seeks DoT Intervention Against Arbitrary Transfers in BSNL, Demands Independent Inquiry into Policy Violations and Hardship Cases:

AIGETOA has written to the Secretary (Telecom), Government of India, seeking immediate intervention against the arbitrary implementation of transfers and postings in BSNL without adherence to the approved Transfer Policy and SOPs, complete disregard of genuine hardship cases, and the need for an independent inquiry following the recent unfortunate demise of a BSNL executive who was under severe stress despite being eligible for transfer immunity as the caregiver of a specially-abled child.

The Association has highlighted serious violations of the approved Transfer Policy, lack of transparency, delays in disposal of transfer representations, and non-consideration of genuine hardship cases. It has urged DoT to conduct an independent inquiry into the recent transfer exercise, review all pending hardship cases, ensure strict implementation of the approved Transfer Policy, fix accountability for policy violations and delays, and introduce systemic reforms to restore transparency, fairness and humanitarian consideration in the transfer process.

Team AIGETOA Meets Hon’ble Minister of State for Communications Shri Dr. Pemmasani Chandra Sekhar Ji on 14th July 2026; Seeks Immediate Resolution of Long Pending HR Issues

In continuation of its sustained efforts for safeguarding the interests of BSNL and its executives, Team AIGETOA today had a detailed, exhaustive and pre-scheduled meeting with the Hon’ble Minister of State for Communications, Shri Dr. Pemmasani Chandra Sekhar Ji, at Sanchar Bhavan, New Delhi.

The meeting lasted for nearly 20-25 minutes, during which Team AIGETOA placed before the Hon’ble Minister a comprehensive memorandum covering all the major long-pending HR, organizational and policy issues affecting BSNL and its executives.

At the outset, Team AIGETOA expressed its gratitude to the Hon’ble Minister for sparing his valuable time despite his busy schedule. The team appreciated the Government’s continued commitment towards strengthening BSNL and highlighted that while BSNL has made remarkable progress in network expansion and business growth, the morale of its executives can be further strengthened only through timely resolution of the long-pending HR issues.

Detailed Discussion on Pending Committee Reports:

The team informed the Hon’ble Minister that despite his kind intervention and categorical directions to extend resolution of the issues in a time bound manner, the resolution is yet to be realized. We shared our understanding that BSNL Management is contemplating symbolic increase which is more intended towards complying to the directions of Hon’ble Minister than actual resolution. We stated that after much efforts and blessings of Hon’ble Minister, HR issues have gained priority but the management doesn’t appear to be very keen in resolving anything. We highlighted that as per our understanding, on all the issues viz SAB contribution increase, TA/DA revision, Medical Reimbursement Increase, things have been kept as a bare minimum and the revision of Transport Allowance has once again been dropped from the agenda.

It was emphasized that these issues involve minimal financial implications but have a significant bearing on employee motivation, organizational stability and productivity. The Hon’ble Minister was requested to advise BSNL Management to expedite implementation of all pending committee recommendations including the increase in Transport allowance without further delay.

Hon’ble Minister discussed the issues and assured for his necessary intervention to ensure the things. He categorically stated that he will ensure that the residual issues of 2nd PRC are resolved in totality to the best satisfaction of all the employees.

Uttarakhand Pilot Organisational Restructuring:

One of the major agenda items discussed during the meeting was the recently introduced Pilot Organisational Restructuring in Uttarakhand Circle.

Team AIGETOA apprised the Hon’ble Minister about the extensive feedback received from executives working across various circles. The team highlighted that the pilot restructuring, in its present form, has created widespread concern among field executives due to various operational, administrative and manpower-related issues.

It was submitted that the restructuring appears to have been implemented without adequate stakeholder consultation and without a comprehensive assessment of the actual operational and business requirements. The team explained that any restructuring exercise should strengthen BSNL’s service delivery and improve operational efficiency rather than create uncertainty among employees.

The Hon’ble Minister was requested to intervene urgently and advise BSNL Management to keep the implementation in abeyance until a detailed review is undertaken based on scientific manpower assessment, business requirements and stakeholder consultation.

Hon’ble Minister emphasized that since lot of government money has been invested for bridging the digital divide, the focus on strengthening the rural connectivity is a must. We said that management model is focused on SDE/JTOs doing all the multifaceted and specialized works which is not possible practically. We said existing setup is capable enough to take care of the concerns with respect to the rural network strength and the greater need is to provide the needed resources like vehicles, sufficient outsourcing staff etc. Hon’ble Minister assured that inputs will be examined and no implementation shall be unilateral.  He directed his team to talk to management and get a detailed report on the issue.

Hon’ble Minister however was very concerned about the huge down time of the BTSs and directed us to take care of that aspect. He said while government is getting focused on resolution of HR issues also but at the same time employees must take care of this critical aspect. We assured him that employees are and shall be taking best efforts but at the same time requested for provisioning of sufficient resources for O&M.

Discussion on Standard pay Scale of E2 for JTO/JAO Equivalent & E3 for SDE/AO/Equivalent:

Hon’ble Minister directed his team to immediately speak to the concerned section in DoT and ensure finalization of this long pending issue. However, it was intriguing to note that one association claiming itself to be representative of the executives has been confusing all with their immature handling of the issue and are making it hard to resolve. However, team AIGETOA had clarified the issue including that of extending five increments as an interim measure and made Hon’ble Minister aware about the criticality of both the issues and other pay losses faced by the executives recruited after 01.01.2007. HE firmly assured that residual issues of 2nd PRC shall be taken care of.

Issue of 3rd PRC:

He said government appreciates the demand but the issue needs wider involvement of the higher echelons in Government. He categorically stated that while DoT team has been directed to work on the issue of affordability waiver for BSNL, the final decision is beyond his jurisdiction. We emphasized that association has been reaching all the forums including PMO and we are very sure that government will definitely consider our genuine demand.

Issue of Promotions:

We highlighted the need for extending the promotions through alternate means as the regular promotional is not only choked due to lesser vacancies but also is not moving forward due to various litigations. We highlighted that even in PSUs like TCIL within DoT jurisdiction follows the alternate method then why BSNL is not trying to adopt the same approach. We once again explained that a proposal of personal upgradation duly signed by the three recognized associations of BSNL i.e. AIGETOA, SNEA and SEWA has been submitted to management and that is the best way to end the current stalemate in promotions. We also highlighted the various factors and the reluctance of management to move ahead with the proposal. Hon’ble Minister desired a brief note on all the issues which was duly submitted to his team after the meeting.

Creation of a proper internal management hierarchy through timely promotions across all cadres and settlement of pending seniority disputes and Scrapping of the SET Recruitment and Contract GM Recruitment process and giving priority to experienced internal executives:

It was told by Hon’ble Minister that BSNL has informed that there is no body in the organization to take care of the higher responsibilities in the absence of ITS officers whose tenure is getting ended on 31st December 2026. We showed the details of the available internal talent within BSNL including their service profile, experience, left out service and to what position, the executives can reach. We expressed that notion created by Management is not true and the qualified internal executives within the BSNL is sufficient to carry forward all the responsibilities including the higher-level posts. We also informed that despite stay on appointment, BSNL moved forward to conduct the exam which will raise future legal complexities as was observed in the case of Airport Authority of India. Hon’ble Minister assured that inputs of AIGETOA shall be examined and necessary action shall be taken to address the grievances.

Rectification of various anomalies noticed in the recent executive transfer process and strict adherence to the Transfer Policy and OTP Policy:

It was informed that management has already been directed to ensure that the genuine inputs submitted by AIGETOA with respect to various discrepancies should be taken care of. In view of the no action on this yet, BSNL will be once again asked to ensure that the issues and the associated genuine cases submitted by AIGETOA is taken care of.

Implementation of “One Company – One Policy” ensuring parity in pay, perks and promotional opportunities between regular BSNL/MTNL employees and ITS officers on deputation:

We explained our submissions to the HR committee which was appreciated. It was informed DoT is already working on this and actions have been initiated.

Early appointment of a Regular CMD in BSNL/MTNL for continuity in decision-making and implementation of strategic telecom initiatives:

The notification has been issued and search committee is working on the same.

We also explained about the precarious position of JEs in BSNL who are taking a major share of load but have been denied proper pay, proper scale, proper promotions and even the proposed scales in wage negotiation have been very less vis-à-vis the market scenario. Hon’ble Minister assured to look into this critical aspect also.

The Hon’ble Minister patiently heard each of the issues raised by Team AIGETOA and personally went through the memorandum submitted during the meeting. He sought details on several issues and appreciated the comprehensive feedback received from the field level.

The Hon’ble Minister assured Team AIGETOA that the concerns raised during the meeting would be examined on priority and that necessary directions would be issued to BSNL Management for appropriate action. He also assured that the issues relating to the Uttarakhand Pilot Organisational Restructuring would receive due attention.

Team AIGETOA expressed its sincere gratitude to the Hon’ble Minister for his patient hearing, positive approach and assurance of timely intervention.

The Association remains fully committed to pursuing all pending HR issues through constructive dialogue and continuous engagement with the Government and BSNL Management until their logical and satisfactory resolution.

In the evening, after the meeting with Hon’ble MoSC, Team AIGETOA met JS (Admin) as per the directions and apprised him about the discussions and pendency of the issues. The details of this meeting will be shared subsequently.

Team AIGETOA is committed to take all actions necessary to resolve the long pending issues of BSNL employees and request one and all to support us in our endeavour. Today is the last day of the change window and we appeal all the executives of BSNL to Join AIGETOA for a better and secure tomorrow.

AIGETOA Writes to CMD BSNL – Opposes Contractual Recruitment of GMs, Demands Promotion of Internal Executives

AIGETOA has strongly opposed BSNL’s notifications for contractual recruitment of General Managers (Telecom) and General Managers (Finance) and has urged the CMD, BSNL to immediately withdraw the notifications. AIGETOA has emphasized that BSNL already has thousands of highly qualified and experienced Telecom and Finance executives who are fully capable of handling these responsibilities.

When executives continue to face prolonged promotional stagnation, recruiting senior officers from outside will further demoralize the existing workforce and undermine the confidence of dedicated employees. The Association also pointed out that senior management positions in a Government PSU require deep institutional knowledge and extensive experience in BSNL’s systems and procedures.

AIGETOA demand that the vacant General Manager posts be filled through the promotion of eligible internal executives, thereby recognizing the organization’s experienced talent pool and restoring the confidence and morale of BSNL executives.

BDM Writes to AUAB Proposing the Constitution of a “Joint Action Committee (JAC)” of Bharatiya Doorsanchar Manch (BDM) and AUAB for the Joint Pursuit of Common Issues and Collective Struggle in the Larger Interest of BSNL Employees

The Chairman and Convener of Bharatiya Doorsanchar Manch (BDM) writes to the Chairman and Convener of AUAB, proposing the constitution of a Joint Action Committee (JAC) comprising BDM and AUAB for the joint pursuit of common issues and collective struggle in the larger interest of BSNL employees.

The recent Pilot Organisational Restructuring initiative in Uttarakhand has once again underlined the need for a strong and united response from all employee representative bodies. The Management proceeded with a major structural change without meaningful consultation with the representative forums, reinforcing the urgent need for coordinated action. Although the united efforts of employee organizations have temporarily stalled the implementation, the restructuring order has neither been withdrawn nor cancelled and may be revived at any time.

Encouragingly, the coordination displayed by the Circle representatives of different organizations during this issue demonstrated that whenever employee organizations work together, the confidence of employees is strengthened and the collective voice of the workforce becomes much more effective. BDM believes that the time has now come to institutionalize this spirit of unity at the national level.

The employees of BSNL expect all representative organizations to rise above organisational boundaries whenever their collective interests are involved. With this spirit and commitment, BDM has once again requested AUAB to join hands in constituting a Joint Action Committee (JAC) to pursue common issues through united action in the larger interest of BSNL and its employees.

AIGETOA Writes to CMD BSNL & Registers Strong Objection to Uttarakhand Pilot Organisational Restructuring, Seeks Immediate put on-hold

AIGETOA writes to CMD BSNL and submitted a detailed representation registering its strong objection to the Pilot Organisational Restructuring being implemented in Uttarakhand Circle and has urged the Management to keep the implementation in abeyance and initiate comprehensive stakeholder consultation and a scientific review.

Click here for the letter submitted to CMD BSNL

AIGETOA remains firmly committed to strengthening BSNL and believes that any organisational restructuring must be business-oriented, scientifically planned and evolved through a participative and consultative approach. We expressed our serious concerns over the absence of stakeholder consultation, the proposed reduction in executive strength, its adverse impact on career progression and promotional avenues, the weakening of high-revenue business centres, and the lack of a scientific workload assessment before implementing such a far-reaching organisational reform.

AIGETOA has requested BSNL Management to put all redeployment orders on hold, review the restructuring based on actual business and operational needs, and resolve the long pending HR issues such as Promotions, Standard Pay Scales (E2 & E3), 30% SAB and 3rd PRC.

The Association reiterated that while it fully supports every initiative for BSNL’s growth and transformation, reforms must strengthen both the Organization and its employees to ensure sustainable long-term success.

Update of Meeting with Office of MoSC and PGM (Restg) on Uttarakhand Circle Pilot Restructuring:

Meeting Update with PGM (Restg) on Uttarakhand Circle Pilot Restructuring

Subsequent to the meeting with the Director, Team AIGETOA met the PGM (Restg) on 6th July 2026 to discuss the recent order dated 04.07.2026 regarding the implementation of the Pilot Organisational Restructuring in the Uttarakhand Circle.

The team had a detailed and comprehensive discussion on the restructuring proposal and highlighted several serious shortcomings in both the process and the contents of the order. We strongly conveyed that such a significant organisational exercise had been initiated without any consultative process involving AIGETOA. It was surprising that the management chose to seek opinions only from the majority association. We categorically stated that since BSNL was aware that AIGETOA would insist on a detailed deliberation before arriving at any conclusion, it deliberately avoided seeking our views. We further emphasized that such a proposal should not have been finalized without obtaining feedback from the field units and stakeholders at the ground level.

AIGETOA specifically pointed out that the proposed restructuring fails to address the fundamental objective of any organization, i.e. revenue generation and business growth. Instead of adopting a revenue-driven organizational model, the proposal appears to be largely based on geographical considerations, which do not adequately reflect the operational and business realities of BSNL.

During the meeting, we emphasized that any organizational restructuring should be based on objective and measurable parameters and should not adversely affect the interests of employees.

We also conveyed that the implementation of the pilot restructuring has created widespread uncertainty and anxiety among employees across the Uttarakhand Circle. The prevailing apprehensions have adversely affected the organizational environment and employee morale. Today, all Associations and Unions of the Uttarakhand Circle held a demonstration at the Circle Office, Dehradun, to protest against the implementation of the restructuring proposal.

Considering these concerns, AIGETOA urged the management to:

• Immediately keep the pilot restructuring order in abeyance and stop its implementation until all concerns are adequately addressed.

• Initiate a transparent and consultative process involving all recognized Associations and Unions before finalizing any restructuring proposal.

• Revisit the restructuring framework by incorporating business-centric and operational parameters to ensure that it serves the long-term interests of BSNL.

We categorically stated that any organizational restructuring affecting employees cannot succeed unless it enjoys the confidence and broad acceptance of the workforce. A proposal implemented without adequate consultation and stakeholder consensus is unlikely to achieve its intended objectives and may ultimately prove counterproductive.

The PGM (Restg) acknowledged the shortcomings highlighted by Team AIGETOA and stated that nothing has been finalized and that the management remains open to making suitable modifications to the proposed structure. We informed him that AIGETOA would also be submitting its detailed inputs formally. The PGM (Restg) assured us that the shortcomings pointed out by AIGETOA would be duly examined and appropriately addressed.

Meeting Update with Office of MoSc on Uttarakhand Circle Pilot Restructuring

Today, i.e., 07.07.2026, Team AIGETOA also met Office of the Hon’ble Minister of State for Communications (MoSC) and apprised them of the issues being faced on the ground. We explained the practical difficulties that would arise from the proposed restructuring. We highlighted that the proposed structure is likely to lead to the collapse of the existing urban operational structure and adversely impact revenue generation. We explained that urban areas, which have fewer administrative blocks but significantly higher customer connections and business volume, would be severely affected under the proposed model.

Further, we pointed out that dismantling specialized teams handling critical functions such as Transmission, Enterprise Business, Mobile, etc., and expecting JTOs, SDEs, JEs and other field executives to perform all such specialized functions simultaneously is neither practical nor operationally feasible. We apprised the Hon’ble MoSC’s Office of all the shortcomings and requested that necessary directions be issued to BSNL to immediately keep the order in abeyance and revisit the proposal. The team assured us that the feedback submitted by AIGETOA would be given due consideration and that appropriate intervention would be made to ensure that the restructuring is carried out in the right perspective. Any hurried implementation of the pilot will be avoided.

We hope that the concerns highlighted by Team AIGETOA will receive due consideration and that the management will adopt a consultative and inclusive approach before proceeding further with this important organizational exercise.

AIGETOA remains committed to protecting the interests of BSNL as well as its employees and will continue to ensure that any organizational restructuring is business-oriented, strengthens the organization, and safeguards the interests of the workforce. All necessary efforts will be made to ensure that the interests of both the organization and its employees remain fully protected.

Further, UKD team had an elaborate discussion with CGM UKD and they were also assured by circle admin that there will not be any unilateral implementation. Accordingly, the call for the Program has been deferred by the all the Association and Unions of UKD Circle.

AIGETOA & BDM’s Persistent Pursuit Delivers Results: BSNL Fills Long Vacant CGM Posts with Regular Postings

The persistent and continuous efforts of AIGETOA and Bharatiya Doorsanchar Manch (BDM) for strengthening BSNL’s leadership structure have yielded positive results with the issuance of transfer and posting orders for Chief General Managers (CGMs) by BSNL Corporate Office today.

For a long time, AIGETOA and BDM have been consistently raising the issue of a large number of vacant Circle Head (CGM) and Business Area Head (BA) posts, which were adversely affecting decision-making, operational efficiency and organizational accountability. The Associations had repeatedly urged the BSNL Management, DoT and the Hon’ble Minister of Communications to immediately fill these crucial leadership positions through regular postings and to develop BSNL’s own Internal Management Cadre.

Only recently, AIGETOA had submitted a detailed representation highlighting that around 20 CGM level Circle Head posts and 173 Business Area/Functional Head posts were lying vacant or were being managed through prolonged additional charge arrangements. The Association had sought immediate intervention for filling these vacancies through eligible BSNL executives in line with the DoT’s policy directions on succession planning and development of the Internal Management Cadre.

Click here for the letter submitted to Hon’ble MoC on 29.05.2026

Today’s orders have addressed a significant part of this concern. Several vacant CGM positions have now been filled through regular postings, with a good number of absorbed BSNL Executives being entrusted with the responsibility of leading Telecom Circles as Chief General Managers.

This is a welcome development and reflects the importance of creating a strong leadership pipeline from within BSNL. It also validates the continuous efforts made by AIGETOA and BDM in advocating that capable and experienced BSNL executives should be provided opportunities to lead the organization.

While appreciating this positive step taken by the BSNL Management, AIGETOA and BDM reiterate that this should only be the beginning. The Associations shall continue to pursue the filling up of all remaining vacant Business Area (BA) Head, Functional Head and other senior leadership posts, implementation of structured succession planning, regular promotions and operationalisation of BSNL’s Internal Management Cadre.

AIGETOA congratulates all the officers who have been entrusted with these important responsibilities and expresses confidence that their leadership will further strengthen BSNL’s journey towards becoming a professionally managed, self-reliant and future-ready telecom organization.
