BSNL has introduced the new “Freedom Plan” just at Rs 1/- under GSM prepaid mobile services, aimed at promoting its Swadeshi 4G network to the maximum customer base.
Unlimited Voice Calls: Users can enjoy unlimited local and national voice calls for the entire 30-day validity period.
Daily Data Allowance: The plan provides 2GB of 4G data per day. After exhausting the daily limit, the internet speed will be reduced to 40 kbps as per BSNL’s fair usage policy.
SMS Benefits: Subscribers will receive 100 SMS per day during the plan’s validity.
Free SIM Card: A new 4G SIM card will be provided at no additional cost to new users availing of this plan.
Eligibility: This offer is available only to new BSNL subscribers and those porting their numbers to BSNL. Existing users are not eligible for this plan.
On 9th June 2025, the Bharatiya Doorsanchar Manch (BDM) submitted a letter of detailed reply to the PGM (SR), BSNL Corporate Office, in response to the appeal dated 2nd June 2025 regarding the withdrawal of the ongoing organisational program. Bharatiya Doorsanchar Manch reiterated its firm resolve to continue with the peaceful and democratic agitation in support of critical issues concerning BSNL’s long-term viability and the unresolved HR concerns of employees and retirees.
The reply emphasized that BDM stands firmly aligned with the vision of “Nation First”. It is highlighted that the ongoing agitation is not just a protest but a lawful, non-disruptive, and responsible expression of the frustration and concerns of thousands of BSNL employees.The massive support of nearly 30,000 signatures underscores the intensity of unrest prevailing among employees across cadres.
BDM strongly conveyed that despite repeated assurances from the management and multiple meetings, including those held on 29th May and 2nd June 2025 under the chairmanship of Director (HR),there has been no tangible progress on key demands.The management has failed to act on issues such as smooth rollout of Swadeshi 4G/5G, strengthening of the backhaul network, redressal of media outages, provisioning of field resources, and ensuring proper utilization of revival packages. The importance of appointing a regular CMD to ensure stable leadership and calls for constructive dialogue to safeguard BSNL’s future as India’s national telecom carrier, continues to be ignored. The lack of implementation of the 6th Report of the Parliamentary Committee on Public Undertakings (COPU) dated 18th December 2024, which provided clear recommendations for BSNL’s revival and operational efficiency, is a serious matter of concern.
BDM expressed disappointment over the management’s lack of seriousness, selective presentation of minutes, and failure to take confidence-building measures, even after the forum unconditionally deferred earlier agitation programs in national interest during the tense geo-political situation. Furthermore, arbitrary transfers and other provocative administrative actions have worsened the situation. The forum also emphasized that the current action is about justice, dignity, and commitment to India’s telecom sovereignty.
BDM conveyed that unless BSNL management shows concrete, result-oriented efforts to address the genuine concerns raised in the charter of demands, the ongoing peaceful organisational programs will continue as planned. The forum reaffirmed its commitment to protecting the national telecom interests, supporting BSNL’s revival, and securing the future of its dedicated workforce.
All Circle Secretaries/District Secretaries upto OA Level, ensure the submission of above memorandum to Hon’ble Prime Minister of India Shri Narendra Modi Ji with humble appeal for intervention to resolve critical issues impacting BSNL’s revival and execution of projects of national importance along with resolution of long pending HR issues pertaining to BSNL employees.
STEP-1 : Sending Hard Copy of Memorandum through “Speed Post”
In the first step, all the Circle Secretaries, District Secretaries (upto OA Level) should submit their representations on Bharatiya Doorsanchar Manch (BDM) Letter Head to the authorities mentioned (Hon’ble PM, Hon’ble MoC, Hon’ble MoSC, Secretary DoT & CMD BSNL). One copy for each authority must be submitted through proper channel and the advance copy should be sent directly to their address given in the representation through “Speed Post Only”. (Total 5 copies to be sent through Speed Post and One copy through proper channel).
Step-2 : Sending Memorandum through Digital Platform
All the District Office Bearers (upto OA Level), Circle Office Bearers and CHQ Office Bearers along with the all extending CHQ Office Bearers will send Memorandum on PG Portal.

The Organisational action programs enters into next phase from Monday, 9th June onwards which is submission of Memorandum to Hon’ble Prime Minister, Hon’ble MoC, Hon’ble MoSC, Hon’ble Secretary (DoT) and Hon’ble CMD BSNL along with bearing of black badges. The Recognized Associations of BSNL – AIGETOA, SNEA and SEWA– have jointly submitted a strong representation to the CMD BSNL, Shri A Robert J Ravi, expressing deep anguish and protest against the arbitrary, inhumane, and non-transparent handling of the recent AGM promotions and transfers.
Complete lack of clarity on the impact of the Punjab & Haryana High Court stay order dated 29th May 2025 on the AGM promotions issued on 2nd May 2025.
Callous treatment of over 205 executives who have either joined or are awaiting joining, many of whom were posted thousands of kilometers away without considering transfer policies, critical illness, PwBD caregiving, educational needs of children, or OTP applications.
Failure to utilize the OTP portal, which could have enabled a more humane and transparent placement of executives.
Key Demands Put Forth to BSNL Management:
Immediate Clarificationon the legal position post-HC stay order and its effect on the promotions and transfers.
Transparent Processing of all retention/modification requests based on merit and aligned with existing BSNL policies.
Revised Circle Allotments using OTP preferences to minimize dislocation and hardship.
Urgent Engagementwith Recognized Associations and affected executives to resolve the crisis collaboratively.
Proactive Legal Stepsto avoid contempt of court and uphold transparency in administrative actions.
Interim Relief by allowing executives to join on “as is where is” basis until legal clarity is achieved.
The associations will be escalating the matter to DoT and initiating contempt proceedings if BSNL fails to act responsibly and urgently.
”Executives promoted through merit and perseverance must not be made scapegoats of a mismanaged and unclear process. BSNL must act as a model employer and uphold constitutional service protections.”

First Milestone of 10,000 Signs of Online Petition on Change.org Website, today at 1.07pm
We extend our deep gratitude and heartiest thanks to one and all to sign the online petition and strengthen our voice for the cause of the Nation, BSNL as an organisation and its Employees Basic Rights. It is overwhelming to see the employees coming forward to sign the petition and signature campaign by moving across union and association lines. The anguish and frustration prevailing in all minds is clearly visible and still there is time for management to recognize this unrest and take necessary corrective actions to address the grievances of the employees.
We’ve hit our first milestone of 10,000 Signs of Online Petition and marching forward. The unity is the key to achieving our long pending HR issues and this unity will definitely take us all forward towards our goal of achieving the Pay, Pension and Promotion issues including the 3rd PRC.
Today, also a meeting of HR group with BDM leaders were held. The meeting went for almost two hours and it was being reassured that management will give tangible output and requested for a moratorium on the activities and sought a time for one month for resolving the issues with focus on firm output. They assured that this one month period shall be utilized for delivering firm output on the issues raised by Bharatiya Doorsanchar Manch.
We categorically stated that whatever is the offer from management, the same may be communicated in letter and spirit. We have already moved forward and we are not going to go back on mere assurances and that too verbal as our efforts to find an amicable solution through discussion didn’t yield any results except for issuance of minutes for the namesake.
Today, General Secretary BMS Shri Ravindra Himte Ji also called AIGETOA and BTEU CHQ office bearers at BMS Headquarters. He sought the updates related to the ongoing Organisational actions under the banner of Bharatiya Doorsanchar Manch. We informed him about the discussions with management and discussed about both the minutes issued. General Secretary BMS was also surprised on the attitude of BSNL management especially after noticing the notable differences between two minutes issued. GS BMS assured that BMS central office is consistently monitoring the situation. He also informed that office of MoC is in touch with him and shortly the whole matter shall be escalated before Hon’ble MoC and Hon’ble Prime Minister. GS BMS assured firm support to BSNL employees and told that BMS will take all efforts to protect the interests of BSNL as well as its employees.
Friends, in today’s meeting also, verbal assurances were given but till a tangible output is ensured, everything is meaningless. Hence, We once again request one and all to come forward moving across the association/union boundaries and ensure that momentum keeps growing.
Later on another appeal by Management has been issued ensuring firm actions to resolve the issues but again without any timelines. The same will be discussed by BDM CHQ leaders.

As part of the ongoing efforts to address and resolve critical issues impacting BSNL’s revival and Employee welfare, the Bharatiya Doorsanchar Manch (BDM) agitation program starts from 2nd June 2025 in a phase manner.
The first stage is a Signature Campaign from 2nd June 2025 to 7th June 2025, covering all employees (serving and retired) across OAs, BAs, Circles and CHQ.
Format for Signature Campaign and the complete details of execution of Signature Campaign Program is uploaded. All Office Bearers requested to follow the procedures as suggested.
The campaign will be conducted from 2nd June 2025 (Monday) to 7th June 2025 (Saturday) across all BSNL units.
3. Who Should Sign?
All serving employees (Executives & Non-Executives) of BSNL.
All retired BSNL employees are also encouraged to sign and support the cause.
4. Mode of Collection
Signatures will be taken on a common letter format, either:

OA-wise
At BA (Business Area) Level
Office bearers at OA and Unit/Exchange level may take printouts locally and coordinate signature collection at their respective locations.
5. BA-Level Coordination
District Secretaries at BA Level will ensure full signature coverage from all employees working in their BA.
6. Collection of Signed Copies
After collecting signatures at Unit/OA/Exchange level, all physical signed sheets will be consolidated by the District Secretary at the BA level.
7. Submission of Hard Copies
All the compiled physical signature sheets by District Secretaries at BA Level will be sent to Secretary DoT through Speed Post on below address:

In the backdrop of the Minutes of Meeting issued by BSNL Management on 30th May 2025, a meeting of all Circle Secretaries, Circle Presidents, and CHQ Office Bearers of AIGETOA was held on 31st May 2025. The meeting observed that the minutes issued are a complete breach of trust, inconsistent with the discussions and positive conclusions of the meeting held on 29th May 2025 under the chairmanship of Director (HR).
What was discussed and agreed upon in good faith during the meeting stands completely misrepresented in the issued minutes. This has further eroded the already fragile trust between BSNL employees and the management.
It appears that certain elements within BSNL Management are deliberately creating instability among employees by undermining efforts towards peaceful resolution. This continues to reflect a pattern of provocation instead of partnership.
All Circle Office Bearers have unanimously rejected the minutes as unacceptable and misleading, and reaffirmed their commitment to continue the ongoing agitational program under the banner of Bharatiya Doorsanchar Manch (BDM).
The first phase of the agitation will begin with a nationwide Signature Campaign from 2nd to 7th June 2025, in which all executives, non-executives, and retired employees are urged to participate.
All members are requested to mobilize in full strength, reach out OA/BA-wise, and ensure maximum participation in this peaceful protest to protect the interests of BSNL and its workforce.
