AIGETOA CHQ congratulates Shri R. Krishnappa, Jt GM (Fin), Karnataka & Ex Circle President AIGETOA on the eve of his well-deserved retirement.

Shri Krishannapa joined P&T Department in 1981. Shri R Krishnappa has worked in various capacities including GM-TR Karnataka Circle office and GM-F, Bangalore Telecom Districton a looking-after basisShri R Krishnappa was transferred to A&N Circle in 2019 and there he was promoted to Jt GM Finance in 2020. He joined back to Karnataka as Jt. GM (F) on Feb’23. He was the first circle president of AIGETOA Andaman & Nikobar Circle.

Shri R Krishnappa was awarded VISHIST SANCHAR SEVA PADAK in the year 2004 for his meritorious services.

On behalf of the entire family of AIGETOA, we want to express our deepest appreciation for his years of service to this mighty organization & also service as Circle President of AIGETOA A&N Circle.

AIGETOA CHQ thanks once again for his service and dedication to the Association. We are grateful for his leadership and friendship, and we wish him a happy and fulfilling retirement.

Pers Cell, BSNL CO writes to all Circle heads for furnishing of Screening Committee Report & Vigilance Clearance for JTO (T) for Promotion to SDE (T) under 67% SQ.

The following information has been furnish with respect to JTO (T) :

A] The SCR consisting of APAR grading for the period (2015-16 to 2019-20) in the prescribed format as per enclosed Annexure-1. The details of JTOs in respect of whom the SCR is to be furnished are as under :

B] Vigilance Clearance for all the JTOs (T) as above.

C] If any name is left in the final eligibility lists circulated, their SCR & VC status may also be furnished.

JTO to SDE Promotions :

We expressed our strong resentment on the non issuance of promotions in the JTO to SDE cadre despite approval and notification of the revised SDE RRs. We reminded them about the consistently missing deadlines despite the assurances given by the apex of the organization i.e. by CMD BSNL in meeting dated 21.03.2023 and Director (HR) in the agenda meeting held in February. We said such type of continued ignorance on the long pending issues is basically denting the trust of executives in the system and the same is never good for any organization to flourish.

After detailed discussions, it was finally agreed that all available vacancies upto 31st December 2022 shall be filled up by 25th May 2023. LDCEs shall be also notified simultaneously in which all the eligible JTOs can appear for promotion on the fast track basis. We requested them to expedite the process further and ensure the promotions in next few days. We also insisted that LDCEs should also be notified immediately to benefit more JTOs. Further, simultaneous processing of both the streams will minimize the legal hurdles also.

SDE Reversal Issue :

We told GM Pers that SDE Reversal is another issue which has kept unsettled despite repeated assurances at various levels. We insisted upon immediate conclusive action on the issue to ensure that these innocent SDEs do not suffer any further. GM Pers assured for a speedy action on the issue.

SDE to AGM Promotions and Increasing AGM & DGM vacancies:

We have reminded the deliberations and discussions held in our AIGETOA agenda meeting ( 08 & 22-02-2023 ) and separate meeting with CMD & DIR HR on 21-03-2023. GM pers said that as and when directed by Director (HR), action shall be initiated. AIGETOA Team shall be taking up this issue further with Hon’ble CMD BSNL and Director (HR) for a speedy resolution.

Issuance of OTP cases of Karnataka Circle :

The issue is under consideration and the same shall be processed along with the long stay transfer cases expected to be held soon.

Retention/Modifications/Cancellation cases

We informed that many cases have not been considered and requested to consider the same at the earliest.

GHI for all Executives of BSNL – Initiated by AIGETOA Kolkata Telecom District (CTD):

Letter for Empanelment of Hospitals on Cashless Basis :

BSNL CO issues directions to circles for empanelment of hospitals in cashless basis. As per assurance given to AIGETOA and vigorous pursuasion of AIGETOA thereafter, finally BSNL Management issues instructions for empanelment of reputed hospitals at BA Levels on cashless/credit basis with an instruction to process the bills within 3 months. Compliance to be given to Director HR in this regard within 30 days. The matter was taken up yesterday also by CHQ Team. One more assurance extended to AIGETOA in agenda meeting full filled.

Urgent & Kind attention to All employees who desires to give EPF Higher Pension Option :

All employees who desires to give EPF higher Pension Option are requested to submit the 26(6) option form filled up with Name, UAN, Date of joining and duly signed immediately to BA HQ so as to reach the same to Circle Office DDO within Two days . The filled up forms will have to taken to Circle office by person by hand/ early courier and the same after signing by Employer (Circle DDO) need to be submitted to EPF Office and One copy back to employee to submit it in the online link.

Employees are also requested to write their mobile number and email id at the back side of each form so that the signed and scanned copy by the employer can be sent to each employee which will help to minimise the delay.

Documents required / To be made ready for EPF Higher Pension Option

  • EPF Passbook PDF copy <250 kb (atleast first and last page) showing Name, UAN, EPF Account and PF Account Balance. The balance shown at Employee EPF and Employer EPF ( without present EPS portion) need to be summed up for total PF Balance.

If any one have more than One EPF account linked with UAN and where the balance is not transferred, both the EPF balance can be summed and can be entered by alongwith merged passbook pages.

  • Download the 26(6) compliance certificate from ESS portal and merge it with the scanned copy of 26(6) request signed by employee and employer.
  • Scanned PDF copy of signed undertaking by employee for accepting differential contribution.

Alongwith, the following information may be made ready while going to fill up the online link.

  • UAN
  • Aadhar Number
  • Aadhar linked mobile number
  • EPF linked bank A/c Number
  • IFSC code of bank
  • Service history details

Update on empanelment of hospitals on cashless basis at each BA :

AIGETOA today once again raised the issue of empanelment of hospitals on cashless basis for each BA and Circles. It was agreed by management in the formal agenda meeting with AIGETOA in February that all circles shall be asked to ensure empanelment on cashless basis on circle as well as BA level. It was also decided that all the hospitals shall be categorically ensured that their bills shall be cleared maximum within 3 months. The issue was raised by AIGETOA Team in GHI meeting also.

We requested Director HR for his immediate intervention on the issue.

We sincerely hope that management will keep it’s promise and will direct circles to do the needful immediately so that employee can avail of health services without remaining dependent on self financed GHI type schemes.

EPF Undertaking to deposit the contribution along with the Interest due till the last day of payment through last employer (when PF Account has no/insufficient balance) :

AIGETOA Team has prepared a performa to be submitted by all willing to opt for pension option on full wages for those having insufficient balance in their EPF account. All are requested to go through and prepare the same on similar lines.

Further instructions with regard to the Joint undertaking performa for 26(6) by employee and employer is also under process and instructions in this regard shall be issued by BSNL CO for urgent action by all the circles.

Copy of this joint declaration along with the declaration by BSNL available at ESS portal shall be submitted by employee at EPF Portal.

Further there is a confusion with regard to submission of formalities by employer side like uploading the month wise details on the portal from employee. BSNL CO is deliberating on the methodology to be adopted which shall be circulated to field units once finalised.

AIGETOA Team is also preparing a step by step procedure and the same shall be circulated once BSNL CO issues instructions with regard to the Joint undertaking 26(6). We request all to wait till tomorrow for uploading their options on the portal.

Update on E2-E3 Court Case :

The case was listed for hearing at CAT Chandigarh S No. 32. Hearing couldn’t take place as listened till S No 25 only. AIGETOA team was present in the court for the hearing. Initially the case was being posted much later in July, however after strong pursuance of the team, it was preponed to a short date citing the reason of pendency of the case for last 5 years. The next date of hearing is 25th May 2023.
