Update of AIGETOA Meeting with PGM Pers

AIP Shri Ravi Shil Verma, AGS Shri Yogendra Kumar and AGS Shri Sunil Gautam met PGM Pers and held an extensive discussion with respect to JTO to SDE DPC and status there of. All the nitty gritties and teething problems if any were discussed and it is concluded that very soon we are going to see the results. AIGETOA Team is consistently on job and will ensure the promotions very soon.

Promotional modalities of other cadres like SDE to DE and AO to CAO were discussed. Work on these promotions will also begin soon. We once again emphasised that List 9 has been prepared as per extant guidelines and date of joining criteria doesn’t hold true for the lists which were not impunged list at Honble SC. In fact management should consider extending ROTA also in addition to quota.

We would like to further inform that discussion on pending rule 8 and rule 9 cases have also been discussed by AIGETOA Team. It has been assured to us that BSNL CO will look into the aspect of streamlining Rule 8 cases and a policy is being considered for rule 9 for specific cases like Spouse cases and female executives.

AIGETOA AGM cum CWC Meet on 12th Dec 2020

Dear all

Hon’ble CMD BSNL Shri P K Purwar Ji and Hon’ble Director HR Shri Arvind Vadnerkar Ji will address the open session of AIGETOA AGM cum CWC meet live through online mode starting from 2 PM sharp on 12th December 2020. In addition to the delegates, we have made arrangements to webcast the open session live on AIGETOA Website www.aigetoachq.org. The theme of the open session is – “BSNL 2.0 – The Roadmap Ahead”. It is requested to give this a wide publicity so that all the employees of BSNL can listen to the views of top management with respect to the burning issues of BSNL(Technical as well as HR issues) which will give all of us a wonderful opportunity to have the insight on the roadmap ahead with respect to BSNL 2.0. We hope all employees will utilise this opportunity to get themselves aware about the current situation of the our beloved company BSNL and expectations from the employees as well as management to pass through this tough situation.

With the constant persuasions of AIGETOA CHQ Team, BSNL CO approves conduction of exams for phase I, Phase II and Phase III through online mode. These are the issues which earlier regimes never took care of but AIGETOA assures one and all every issue pertaining to each and every group of employee, be it small, be it big shall be taken care of. We seek faith, cooperation and Support from all the executives.

Meeting of Team AIGETOA with CMD BSNL on 09.12.2020:

A detailed meeting lasting for around 3 hours has been held at 5pm on 9th December 2020 with CMD BSNL on all agenda points which included HR as well as technical and maintenance issues. The details of the meeting will be updated subsequently. The discussion has been held in positive and amicable environment and positive assurance is there with respect to various HR issues. At this moment, all we can say that our consistent efforts and persuasions are slowly and steadily reaching its destination and hopefully we will be seeing the results very soon. We once again reiterate that our patience and perseverance should not be considered as our submission but it’s an effort to bring the desired results. We are very much sure that things will achieve finality soon. There should not be any fear or panic in any group, batch, stream or grade. We reiterate, AIGETOA will take care of all executives without any bias and discrimination. We seek every body’s cooperation in achieving the desired results.

In the meanwhile, Honble CMD BSNL Shri P K Purwar ji has consented to be the chief guest of the open session to be held through online mode @ 2:00 Pm on 12-December, 2020. Director HR Shri Arvind Vadnerkar ji has also consented to be the Guest of Honour. The open session shall also be attended and addressed by other dignitaries also.

AIGETOA CHQ Governing Body Meeting held on 06.12.2020:

A meeting of Central Governing Council of AIGETOA CHQ held on 06.12.2020 in line with the decision taken in CHQ meeting on 29.11.2020 to hold weekly review meeting to assess the development related with BSNL and HR Issues. The GS apprised in the meeting that GM(SR) has called on him and informed that a meeting of AIGETOA has been fixed with Hon’ble CMD BSNL on 09.12.2020 to discuss and deliberate on all issues at length.

The Central Governing Council Members of AIGETOA CHQ discussed the proposed meeting of the association with Hon’ble CMD BSNL on 09.12.2020 and the decision of last meeting of CHQ to start symbolic protest in the form of black badges and mass representation since 07.12.2020. The participants also discuss about non-meeting of another deadline given by the management to issue SDE Promotion Order and almost no visible progress in other HR matters. The meeting also discussed about the government persistence to use Indian Core for 4G deployment in BSNL but remarkable efforts taken by the BSNL Management to convince the different authorities in the government about immediate roll out of 4G, which is possible through MNC route only. It is learnt that CMD BSNL is having a meeting at PMO on 8th December 2020 on the BSNL 4G and other revival related issues. Accordingly CMD has called us for meeting on the very next day.

After going through all discussion and deliberation, AIGETOA CHQ was of the opinion that although management is not moving as expected after VRS to resolve outstanding issues of working Executives but association should wait till meeting with Hon’ble CMD BSNL on 09.12.2020 to start the organisation action activity. So it was unanimously decided to defer the proposed Symbolic Protest in the form of black badges scheduled to start w.e.f. 07.12.2020 for one week with a call to take the decision on further organisation action in the upcoming AGM. We hope that the management will provide the much awaited justice even at this belated stage and ensure issuance of JTO to SDE Promotion order without any further delay and ensure visible progress on all remaining HR issues as discussed in the Formal Agenda Meeting on 15.09.2020.

Thereafter, the participants discussed the issues in detailed to be taken up with CMD BSNL and the preparatory exercise of the upcoming Annual General Meeting on 12-13th December, 2020 with open session on 12th December, 2020. Shri Ravi Shil Verma AIP also apprised about the various formalities to be observed in the upcoming AGM and directed respective CHQ members to ensure compliances of the same. AGM cum Election of AIGETOA Haryana Circle on Dated 17th Dec 2020

As per provisions of constitution of AIGETOA, Circle Conference cum AGM of AIGETOA Haryana Circle is hereby notified to be held on dated 17th December 2020. Due to ongoing Covid-19 Pandemic, Circle Conference will be held through online video conferencing. Agenda of Meeting:

  • Open session ,discussion and deliberations on “Issues of prominence in Post VRS era of BSNL.”
  • Report of District units of AIGETOA, Haryana.
  • Presentation of Annual accounts and annual report on working of the AIGETOA, Haryana.
  • Discussion on other matters with the permission of chair.
  • Dissolution of existing governing body and election of new governing body of AIGETOA, Haryana.

Message from Director Finance, BSNL

Dear All ,

Warm greetings to my fellow BSNL colleagues,

I must put on record that your dedication & hard work during past several months is already bearing fruits for BSNL. That our company has most satisfied customers for voice services is a testimony to the tireless efforts put in by all of you during this pandemic period.

After successful VRS and resounding success in raising bonds, BSNL has reported positive earnings before Interest Taxes and Depreciation (EBITDA) for the half year ended 30th September 2020, after a gap of more than three years. The company is under able leadership of our Chairman and our efforts have to be to strengthen his hands in all endeavors.

Having joined as Director (Finance) & CFO of the company at this juncture, I seek to outline the direction and priorities that we must collectively hold in times to come and consolidate the gains to stay relevant in the highly competitive telecom market. Our foremost goal shall be improvement in the revenues of the company from core operations as a long term measure of survival & growth. I must emphasize that sustainable revenues & generation of surplus for capital investment is far better vehicle of growth than borrowings for investment. A sustainable mix of financial resources including debt has to be our constant endeavor, in order to optimally exploit the business opportunity in the market. To this extent, our collective focus has to be on quality of services, availability of network and quick & efficient utilization of resources. Return on Investment needs to pursued religiously.

BSNL today needs to generate at least an additional amount of Rs 500-600 cores every month, in order to meet the monthly deficit of income & expenditure. As a business imperative, BSNL needs to fulfill its obligation of timely payments to its vendor partners, as well as its financiers who have helped the company to emerge out of crisis. Therefore, all of us as individual employees need to focus on how our work can translate to higher cash flows for the company. Circles need to focus on recovering old dues to maximize the cash flows. At the same time, we need to optimize various costs and liabilities. With innovation and commitment circles can improve their cash flows, and liabilities can be curtailed.

BSNL is an organization of strategic importance. Government has reposed immense faith in BSNL, entrusting it with execution of prestigious projects like Bharat Net, NFS project for defense forces, submarine cable project and several other projects of significance. Whereas these external projects have an assured return in commercial terms for BSNL, time & cost overruns result in avoidable slippages of these margins. These projects have to be completed within planned time in order to live up to the expectations & trust of the government as well as ensure commercial value to BSNL.

The trust of the government in BSNL stands reinforced by the recent decision to mandatorily use BSNL services for central government establishments. This expression of faith in your capability came close on heels of the of BSNL bond, which was oversubscribed by more than 100% within a few hours. These events should leave us with no doubt about the magnitude & depth of responsibility which stands vested in us now. BSNL is now obligated to honor several compliance deadlines as laid down by Securities & Exchange Board of India. Our working & financial reporting shall be under scrutiny by investors. The perception and image of the company now will find expression in terms of our valuation in the market, and hence we all, employees & leaders alike, need to act with a sense of great responsibility on matters financial reporting, and always be circumspect in our statements on matters of company’s affairs.

I am certain that all verticals of the company are already oriented towards bearing this responsibility of survival & growth and all of us will work with these central objectives to achieve the vision laid down by our chairman. The challenging times cash upon us equally challenging tasks and I am confident that all BSNL employees will shoulder these challenges with conviction & enthusiasm. From my side, I assure that I shall work in the above direction with my colleagues in the Board.
