AIGETOA CHQ-CS-CP Meeting held on 06.06.2021

A meeting of the CHQ OBs, Circle Secretaries and Circle Presidents held on 6th June, 2021 in the back drop of the proposed agenda meeting to be held in this week with the management under the chairmanship of the Director (HR). The meeting started with all Circles appreciated the efforts of the association for providing helping hand to all executives in the Pandemic in form of welfare measure like Group Health Insurance Coverage through New India Assurance Co Ltd (A Govt of India Undertaking).

The meeting deliberated all outstanding issues both HR as well organisation survival in length and the association journey of last nine months in persuasion of these issues at various levels of BSNL management as well as DoT, Govt of India. The participants felt that the management has completely failed to rise to the occasion and seize the opportunity provided through BSNL Revival Package to turn fortune of the company. Even after passage of more than one half year of the approval of the revival package in Oct, 2019 and more than 16 months of VRS, where more than 78000 employees parted way from BSNL on 31.01.2020, the situation remains grim both for the organisation as well as employees. Even the fundamental rights of employees like Salary, Medical etc. are not being paid in time putting all employees in extreme distress. One Side Company’s finance is in tottering position other side the issues of the executives have been completely left to the back bench and responsibility lies on the management for this condition.

The association has given enough time to persuasion and the proposed agenda meeting will be our last efforts for resolution of outstanding issues through amicable dialogue. The executives have been pushed to the wall and now they do not have any choice but to revolt in absence of complete solution. But we do hope that management would not allow this situation to reach and resolve all legitimate issues to ensure industrial peace.

AIGETOA continuing its efforts for the Compassionate Ground Appointment against the deceased employees of BSNL in Covid Pandemic by treating it as Death on Duty

AIGETOA is continuously working for the justice to the families of the employees, who met unfortunate demises in the Covid Pandemic period. The association is demanding to give Compassionate Ground Appointment to the valid dependent of the deceased employees considering it as “Death on Duty” along with other suitable compensations for the deceased families. In this regard, AIGETOA Team is reaching out to different law makers including Ministers and Members of Parliaments for recommending its Memorandum to the Hon’ble MoC, Govt of India, Shri Ravi Shankar Prasad Ji.

In this regard, Shri Shushil Kumar Modi ji, Hon’ble MP of BJP (Rajya Sabha) & Ex Deputy Chief Minister of Bihar and Shri Ram Kripal Yadav ji, Hon’ble MP of BJP (Lok Sabha)and Ex Minister Govt of India have recommended our Memorandum to the Hon’ble Minister of Communication Shri Ravi Shankar Prasad ji for favourable decision.

Restructuring of Training centers-Migration into zonal training centers: Working Modalities

AIGETOA released Death Relief Fund to the nominees of the deceased members:

The association has a Policy of Social Responsibility with the name of AIGETOA Death Relief fund (DRF) for the family of deceased members. In this policy, AIGETOA extend immediate support of Rs 1.25 Lakh to the nominee of the deceased members on the receipt of the cases from AIGETOA Circle Branches for all death cases of its members. This is purely done on the association platform from internal resource of the part of membership fees received by the association.

Accordingly, three cases of sad demises received by AIGETOA CHQ, which includes, two from Rajasthan and one from Bihar. Today all three cases were disbursed the DRF amount of Rs 1.25 Lakh to the account of official nominees of our deceased members as detailed below.

It is also requested to our Circle and District Branches to ensure other settlement as available through BCF and other Terminal Benefits to be given immediately to the families of not only our members but all the employees of BSNL, who met with a sad and untimely demises.

Twitter Campaign for Salary Planned on Tuesday at 12:00 Noon:

It has been decided by General Secretaries of Associations and Unions of BSNL to raise our voice against repetitive delay in disbursement of Salary every month, April Salary not paid till 17.05.2021, and so we should reach out to all the government functionaries by tagging them in the campaign.

So, a Twitter Campaign will be launched on Tuesday (18.05.2021) @ 12:00 Hrs by BSNL Employees for immediate payment of Salary of April-2021 and it’s regularisation. With following hashtag.

BSNL Board approves Benevolent Fund for the deaths due to Covid-19 in the current Pandemic Era

Flash News : BSNL Board approves Benevolent Fund for the deaths due to Covid-19 in the current Pandemic Era. Employees to voluntarily Contribute one day Salary and BSNL will give matching Contribution. From the Corpus Generated, an amount of Rs 10 Lakhs shall be given to the near dependents. This was unanimously agreed by all unions and associations. This is the least we can do to help the families whose bread winners met untimely death. Though we want the scope of the scheme to be widened to all type of deaths, it is understood that currently the Scheme is covering Covid-19 deaths only. Association will raise this issue in forthcoming agenda meet to cover all type of deaths and incorporation of other suggestions given by this association.

We are yet to see the details of the scheme. We will keep all updated on the same.

Extension of Date for E-APAR

People who couldn’t initiate and Submit the APAR due to various reasons are requested to not to Panic and Worry about it. AIGETOA team is in constant touch with authorities at BSNL CO for extending the last dates. We expect the issuance of letter very soon.

Approval of the Benevolent Fund for extending immediate help of ₹ 10 Lakh to the family of deceased Employees

It is to inform that management committee in its meeting held yesterday has approved the Benevolent Fund for extending immediate help of ₹ 10 Lakh to the family of deceased Employees and BSNL Board is scheduled to meet on Thursday to finally approve the BSNL Benevolent Fund Scheme in this week.

It’s was a long time demand and persuasion of AIGETOA, which is being fulfilled by the management. We thank all association and unions to arrive the consensus on the matter which got it realized do quickly. This fund will give a timely support to the family as other benefits take time to get reimbursed to the families due to various administrative formalities.

Rescheduling of proposed 2nd Agenda Meeting of AIGETOA dated 10.05.2021

The proposed second formal agenda meeting of dated 10.05.2021 of AIGETOA with the management has been rescheduled by mutual agreement between the association and management in view of the expected Board Meeting to be held on 11.05.021 for creation of Benevolent Fund as discussed in the associations and unions meeting with management on 6th May-2021 over ZOOM.

Now, the proposed meeting of AIGETOA will be held on the next working day of the Board Meeting as decided in the discussion held between the association and Sr GM SR, BSNL CO New Delhi. The association agreed to reschedule the meeting in the light of the fact that creation of Benevolent Fund was initially spearheaded by AIGETOA, which was later welcomed by the management and the works in its direction started by the management to get it realize in a time frame and the proposal of AIGETOA for equal contribution by Employer and Employees was also agreed by all stakeholders. Hence considering sensitivity of the issue of creation of the Benevolent Fund, we agreed to reschedule the meeting by 2-3 days.

Meeting convened by Management with first two Association and Unions and SEWA on 06.05.2021:

A meeting was convened by the management today to discuss upon the modalities of creating a benevolent fund for all the employees who met untimely death due to Covid.

AIGETOA was represented by ALL India President Shri Ravi Shil Verma and General Secretary Shri Wasi Ahmad. Other participants in the meeting were President SNEA, GS SEWA, GS and President NFTE and GS BSNLEU. From management side meeting was attended by Committee members i.e. Shri R K Goyal, PGM Pers, Shri A. M. Gupta, Sr GM Admin, Ms Anita Johari, Sr GM SR and Shri K.D Chirania, Sr GM Finance.

We put forward the following points before the committee:

  1. Creating of a Corpus immediately to provide an adequate compensation to the family of the Employees who met untimely death in last one year and from hereinafter for all such cases. Management should pay and equal contribution matching to the contribution by Employees. This fund should be reviewed and recouped every time, there is deficit. We also suggested that this fund should be made operational permanently by making a monthly contribution by employees and employer. It was also told that the contribution by Employee should be refunded back to him at the time of retirement. This will promote maximum Employees to participate in the scheme.
  2. To immediately restart the CGA appointment for all those who met death due to Covid -19, by considering this as death on duty.
  3. To immediately pay the pending SAB and GPF contribution and make the fund Up to date.
  4. To enhance the SAB Contribution for BSNL Recruits to 30% of the Basic plus DA.
  5. Immediately disbursement of Salary and we put the displeasure of association on record that even during this critical time, the disbursement of Salary was not prioritised.

A broad consensus has been arrived at the following:

  1. Family of the Diseased Employee should be extended with an immediate compensation of Rs 10 lacs. Currently it will cover death due to Covid to overcome the unprecedented emergency scenario. Employees will contribute ONE DAY salary and BSNL will contribute equally. This will be a voluntary contribution and those don’t want to be in the Corpus, may kept themselves out. If shortfall of funds occur, further contribution (one time/monthly) can be asked from Employees in due course of time.

Decision to include all deaths shall be taken subsequently once this emergency phase is over.

  1. Proposal to reinstate the CGA appointment shall be conveyed to management for decision by the board.
  2. Need for immediate disbursal of Salary to Employees shall be conveyed to management firmly.
  3. The proposals suggested by AIGETOA and supported by other association and unions on SAB, EPF & GPF pending Payment and enhancement of SAB quantum will also be put up before the CMD/Directors.

We extend our thanks to the leaders, i.e. GS SEWA, President SNEA, GS BSNLEU, GS & President NFTE for support and arriving consensus for above measures. We acknowledge the efforts initiated by the management and hope that some tangible results will be visible on all points as mentioned above.
