Team AIGETOA Meeting with PGM Pers for Promotion in AGM (T), CAO and equivalent Grades

Team AIGETOA comprising of Shri Wasi Ahmad GS, Shri Amit Roy JS(N), Shri Vivek Kumar Singh AGS, Shri Sunil Gautam AGS and Shri Yogendra Kumar AGS has a detailed meeting with PGM Pers on 25.05.2022 & 26.05.2022. The Team raised the matter of SDE to AGM, AO to CAO and other equivalent Promotion as per the DoPT direction issued on 12th April and the meeting held under chairmanship of Hon’ble Director HR on 12th May’2022 with AIGETOA, SEWA and SNEA. The matter was deliberated in detail and various aspects were discussed. PGM Pers apprised that there are some issued in operation of the DoPT guidelines, which needs to be tackled in the light of 2018 Promotion as well as the points raised in 12th May-2022 Meeting. We requested for issuance of Roaster Register as assured in the meeting of Director HR. PGM Pers apprised that work of Roaster Register is already going on and it is expected to be readied very soon; once completed the same will be sent to the CLO for verification. We categorically informed that the window given by the Hon’ble Supreme Court should not be missed and it is the duty of the management to find out the solution and implement the order in true spirit of DoPT OM of 1997. We further told that the association will not accept any excuse this time except promotion in these grades as people are waiting for years.

We want to apprise BSNL Management that the inordinate delay has already created serious resentment in the rank and file and hence department should come forward to ensure Promotion without further laps of time. Else the association will not hesitate to give a call for “Delhi Chalo Program” and then any disturbance of peace due to en-mass movement of the employees will solely be responsibility of the management.

BSNL Recruits across the nation pays homage to Late Shri Vijay Kumar Bansal and all those BSNL Recruits who left us for their heavenly abode:

In view of sudden demises of Sh. Vijay Kumar Bansal , SDE, ITPC, Chandigarh, to give a tribute to all such departed souls of BSNL Recruits and to seek attention of BSNL Management towards the precarious condition of the BSNL Recruits and their families, to raise the issue of need for revamping the BSNL Medical Scheme for providing cashless treatment and Proper/Adequate Social Security as per the existing Govt. framework and provisions made under CCS 37A and 30% Superannuation Benefits & Post Retirement Medical Benefit Scheme as per 2nd PRC, श्रद्धांजलि सभा has been organised all across the country and memorandums have been submitted to the CGM/GM/ Circle Head/BA Heads and Unit Heads.

The movement was lead by the our dynamic and senior leader Shri Ajay Kaswan and his Team by organising a Padyatra from the Manimajra Exchange to Circle Office Punjab.

Yesterday’s movement has proved the bonding and compassion which each BSNLites have for the fellow executives. While all the medical/hospital arrangement have been looked after and followed by ITPC AIGETOA Punjab Team lead by Sh. Mukul, DS ITPC on the other side AIGETOA Punjab team led by Circle Secretary Sh. Yogesh Chhabra and Shri Vikas Gupta CP gathered at Manimajra Cremation ground to give condolence to bereaved family on behalf of AIGETOA Punjab Circle.

In addition to above on the call of one of the Senior Leaders of AIGETOA Sh. Ajay Kaswan Ji a श्रद्धांजलि पद यात्रा was organised from BSNL Nodal Center Manimajra to Circle Office Punjab Telecom Circle Sector 34 C, Chandigarh. The following executives participated in the Pad Yatra:

श्रद्धांजलि पद यात्रा Started in the presence of whole AIGETOA Team Punjab, from the BSNL Nodal Centre via Housing Board Chowk, Transport Chowk, Sector 26, BSNL Staff Quarters Sector 27C, CGM Residence Sector 30, Labour Chowk then Punjab Circle Office Sector 34 Chandigarh… during the march a number of BSNL recruits and their family have joined the march for the noble cause. Above team walked unstoppably around 10 Km to pay homage to all such departed souls of BSNL Recruits who have died due to bad shape of medical facility being provided by BSNL and for their families who have come on roads due to non availability of proper social security benefits despite various mandatory provisions made by Govt. vide Rule CCS 37A and 2nd PRC for BSNL recruit.

The team of Circle office led by ACS Sh. Jaspreet Singh organized a lunch hour demonstration at CGM office as per call of CHQ. Which was also joined by CS Sh. Yogesh Chhabra. After that, The delegation Led by Sh. Yogesh Chhabra Circle Secretary and Shri Vikas Gupta Circle President, Shri Amit Roy JS CHQ and Shri Ajay Kaswan (Senior Leader AIGETOA), Shri Ajit Kumar Ex JS along with all Employees who participated in foot march as mentioned above submitted memorandum signed by all the executives of Punjab Circle Office, to CGMT Punjab, with a request to forward the same to CMD BSNL for kind consideration and early resolution of this burning issue of Social Security of BSNL Recruits. Our Senior Leader Shri Ajay Kaswan explained the details of Social Security Benefits to CGM Punjab.

Simultaneously, the श्रद्धांजलि सभा was organised by AIGETOA units spread across India to pay Homage to Late Shri Vijay Kumar Bansal Ji. At BSNL Headquarters, The Shradhanajali Sabha was lead by AIGETOA CHQ and BSNL CO Circle Team. Memorandum was handed over to Honble Director HR and other officers of HR wing. Two minute silence was observed to pray for the departed soul. In a brief interaction while handing over the memorandum to Director HR, it was informed by him that a meeting was held with CMD BSNL and other HR officers on the SAB issue and association shall be shortly informed about the developments. AIGETOA has also been asked to submit details of the quantum being extended at other PSUs which we assured to submit after compiling the same.

Friends, today’s incidence has once again highlighted the need for having proper social security benefits and full 30 percent quantum for BSNL Recruits and association is committed to take all necessary actions to achieve SAB and Pay Scales in totality.

Implementation of E-Roster Module in ERP

E-Roster module in ERP has been tested and successfully demonstrated today at BSNL CO. This is another step towards transparency in BSNL during the MA regime of AIGETOA and also the time consumed in manual preparation of Roster shall also be saved.

Our endeavors to make all HR processes of BSNL smooth and transparent will continue and many more such steps shall be kept on pursuance by us.

The Support Association Finally Ends the 67 Days Show Off Dharna

The So called Dharna of SA ended day before yesterday without any breakthrough on any issue for which they have broken the larger unity of the Executives Associations in December-2021. It seems the fear of long stay execution (26 years) has played a key role in this withdrawal. The so called Dharna ended without any show off with none of the agenda points being settled or even assured by the management. This shows the real intent that the whole episode was just a gimmick and proves the fact how their earlier leadership was trying to befool the members. They broke the executive unity with big-big words and finally settled for nothing except for a glass of Juice.

AIGETOA has always been on the right path and today our words have been proved correct beyond any doubt. The concept of Stagnation Criteria has been well accepted by management and the same will be ensured in MS RRs also along with Fast Track Promotion Policy as assured by management to AIGETOA earlier. The concern of Executives wrt Stagnation Criteria of 12 years in SDE RR has also been taken care of by management in its Board Meeting held on 28th March 2022 after strong pursuance by AIGETOA. Contrary to the updates shared by SNEA on their website, management has already agreed to the request of AIGETOA to reduce the Stagnation Criteria of 12 years and accordingly BSNL Board has passed the SDE RR and has authorized the CMD BSNL/Management Committee on decision with respect to relaxation in the stagnation criteria. The apprehensions raised by AIGETOA with respect to Pay Scales have also been duly acknowledged and BSNL Board has considered the corrective action in SDE RR in its meeting held on 28th March 2022. We were waiting for confirmation on finalization of minutes to inform all about the developments because we wanted to be doubly sure before publishing anything not like the irresponsible updates on the website of our sister association which were later on deleted from their website. Now the minutes are going to be released very soon and SDE RR is also going to be notified along with promotion of left out JTOs of 2008 batch in pipeline. This shows and proves the strong will power and methodical approach of AIGETOA towards resolution of long pending HR issues and its role as Majority Association. As updated earlier, it is also understood that the second reminder to DoT for approval of E2 pay scales is also under process and shall be sent soon. We also ensure all our young brothers and sisters belonging to SRD Batch, LICE 2014 and subsequent batches that your promotion shall also be ensured well in time. We also assure those waiting for AGM Promotions that AIGETOA will take care of this burning issue and will take all efforts to ensure promotion of all Eligible SDEs to AGM grade and will not allow anybody to stagnate in the cadre anymore. Similarly, the promotion in CAO and other equivalent grades are also being pursued as the DoPT OM has clarified the matter of Reservation in Promotion. We will take care of aspirations of our seniors also wrt regular DGM promotions as we don’t believe in any adhocism.

We extend our heartfelt thanks to all Executives of BSNL, Members of AIGETOA for standing strongly with the association. We also extend our gratitude to the members and OBs of other association for endorsing and supporting our stand. The result of your faith and patience is getting visible slowly and steadily with wrong doings of previous 20 years being set right now.

From the day one we have been telling, half baked CPSU hierarchy will never see light of the day, but a hype was being kept created by Ex-leadership of SNEA and in the process they almost befooled executives for around 4 years now and stopped the promotions of Executives belonging to different grades and streams. Now SNEA finally accepted this fact on their website also but by this time it killed the precious years of Executives specially those waiting for SDE and AGM promotions and especially the JTOs belonging to 2007, 2008, SRD and LICE batches. This should also act as an eye opener for all those who were criticising AIGETOA earlier.

However, it’s worth to note that new GS SNEA is agreeing with the line adopted by AIGETOA. It can be seen that SNEA is also endorsing the AIGETOA’s view on their website and rightly so. This type of pragmatic thought process needs to be there as support Association. This will help Majority Recognised Association AIGETOA in achieving the objectives very fast and more strongly. We hope such pragmatism continues and they start supporting AIGETOA in its efforts to achieve the long pending HR issues and we will also reciprocate equally.

Let us hope for a renewed unity amongst executives as now all association agreeing on the line adopted by AIGETOA which contains the unique blend of time bound Criteria within the framework of vacancy based promotions.

Nomination of Shri Ravi Shil Verma as Chairman AIGETOA in the special GBM held on 15th
April’2022 through online mode

Dear Friends,

New CHQ Team of AIGETOA has been endorsed by the BSNL Corporate Office for all purpose in line with the election held at Bhopal on 14th March 2022. This Team is a mix of previous body OBs and new entrants i.e. a combination of experience and youthfulness under the leadership of our vibrant General Secretary Shri Wasi Ahmad and Young All India President Shri Veerbhadra Rao. In a Special General Body Meeting held though online on 15.04.2022, our most respected and tallest leader Shri Ravi Shil Verma has also been unanimously nominated as Chairman of AIGETOA. The new team has swung into action immediately towards various outstanding issues of the Executives as well as the policies for revival and survival of BSNL. In recent times, the Team has held several meetings at different level of authorities in BSNL, DoT and DoPT. At the same time, CHQ has attended various meetings of the combined platform of AUAB as well as our ally association SEWA also. In between, OBs of New CHQ has also succeeded in meeting various Hon’ble Members of Parliament as well as Member of Parliamentary Committee on Communication and Information Technology, Govt of India to further precipitate and resolve our issues. We have set our agenda very clearly to ensure resolution of long pending issue of Standard Pay Scale E2-E3, Pay loss issue of JTO/JAO, Issuance of long awaited promotion in AGM/CAO/EE, SDE/AO/AE and other grades and settlement of Reversal Issue, full 30 percent Superannuation Benefits (SAB), Creation of mechanism for the Fast Track Promotion Channel through MS RR, Cashless MRS facility and Group Health Insurance Policy by BSNL, Revision of Allowances, Restoration of LTC, 3rd PRC in BSNL etc.

Despite getting the Majority Representative Association tag in the most difficult phase of BSNL as well as mankind, we have been able to clinch long pending issue of promotions from JTO to SDE and other equivalent grades, the transparent and unform transfer Policy, clinching maximum posts in the middle level management despite surrender of almost 14000 post due to VRS, streamling and clearing of Rule 8 cases, incorporation of stagnation criteria through personal upgradation in RRs, incorporation of fast track promotion policy in various RRs, notification for LICE for JE to JTO, deposit of arrears of SAB fund, Up to date deposit of EPF contribution, timely payment of medical bills, maintenance expenditure are to name a few. Today we have created an echo system where no executive is dependent upon anybody for processing of his Requests down to the SSA level. In the most critical period of Covid, we extended a health policy at such rates that many thousand employees of BSNL were able to have a health cover and they got the benefits of almost 20 crores as claim settlement, we have been able to get created BSNL Covid Fund for the families of all our brothers who left us due to Covid. The achievements are many but at the same time there has been certain setbacks also for which we are fighting hard and will ensure that justice prevails for all. We will claim our successes and at the same time we will not hesitate in accepting our failures also and will strive to overcome those failures and convert them to success. Executives voted for change and change is visible.

This changed scenario was not possible without the ardent support of the OBs, Members and Executive Fraternity. Still some association play the game of number and try to deceive management on various occasions though SAP Count. Now, a time has come to give a full support in terms of numbers also to cement the position of the association for a harder and efficient way for resolution of issues. AIGETOA Extend Warm Wishes to Sh Sushil Mishra, Director (CM), BSNL on his Superannuation

Respected Sushil Mishra Sir,

On behalf of AIGETOA and BSNL Employees, we extend our warm wishes for a very healthy and prosperous life after superannuation from the post of Hon’ble Director (CM), BSNL on 31.03.2022. We are fortunate to get such exemplary personality in the BSNL Board of Director to head a very important vertical of the organisation. Your simplicity and dedication will always inspire us to work with greater honesty and greater commitment in the life. We extend our heartiest thanks for your endeavor in architecting the purchase order for the 4G equipment before retirement, a landmark and historic day for BSNL. It was one amongst the most challenging jobs assigned to you as Director (CM) under the leadership of the Hon’ble CMD BSNL Shri P K Purwar and you have successfully achieved it for BSNL. BSNL passed through one of the most difficult times and you handled the CM Vertical smoothly and efficiently during this turbulent Period. We once again pay our deepest gratitude to you for your selfless service to the BSNL.

AIGETOA demanded to clear the outstanding SAB Pension Fund immediately as assured to deposit by March’2022:

GS AIGETOA has reached out to the CMD BSNL and demanded to honour the commitment given to deposit Pending SAB Pension Fund Amount of the period Sep’2020 to March’2022 and make the Fund up-to-date latest by March’2022. In his communication, he reminded that Employees are continuously playing their part by exploring all possible means to maximize the collection despite of all constraints with the association constructive role and accordingly we are getting news of good collection in this month. But now it’s the turn of BSNL Management to look into one of our most sensitive demands dealing with the Social Security of 40000 plus BSNL Recruited Employees (Executives and Non-Executives) and their dependent Families. We also demanded to recoup the interest of lost period to compensate the losses.

Height of Chest Thumping by one Association:

In the recent updates on their website, it seems that SA has lost even the power of visualizing anything. In fact it appears that now they are even unable to comprehend the developments.

The SA after spoiling the Pay and Careers of thousands & thousands of young executives are shedding crocodile tears. In fact they have updated their website without even confirming the outcome of the board meetings. This shows their ignorance and hollowness towards the issues pertaining to young executives. We are surprised that they are blaming MA for silence while the fact is just the opposite. While they are playing gimmicks through a non relevant court order as well as a non serious symbolic protest, AIGETOA is busy in putting their untiring efforts in all directions to bring back the career prospects on right track. If one remembers, when erstwhile MA left office in August-2020, the JTO(T) of even first batch i.e. 2001 recruited in BSNL was stagnating since almost 20 Years but AIGETOA succeeded in breaking the deadlock and ensuring their promotion in SDET Grade despite of SA best efforts to derail it. As of now only JTO(T)s with 7 Years or less residency period (barring few cases) are remaining to be promoted to SDE(T) Grade and we want to assure that their cases will also be settled in coming days. Similar efforts are also on the way for other streams and grades. While they are unreasonably preaching others from a distant end without any interaction with the management, AIGETOA is busy is pursuing for a new HR Policy where each and every executive especially the younger ones can aspire to reach to senior position of GM/CGM in future through a Fast Track Promotion Mechanism, which is under discussion by AIGETOA with the BSNL Management.

We would like to suggest SA that before reporting blatant lies on their website, they should verify and check the facts. As far as actions of AIGETOA are concerned, they should not be worried. The result of our actions shall be visible in next few days. And Yes, we wish to inform that SDE RR has been taken up in the last board meeting and we will update the outcome appropriately once complete details will be available as we are not in a hurry to rush on website for election gains. All we can say now that our voice has reached to the management and they have tried to address the concerns raised by AIGETOA, details shall be updated in due course. However, we once again affirm that AIGETOA will not let loose anything and are fully prepared for any uncalled for moves-either of management or of the support association. Executives should not be perturbed by the unnecessary fear psychosis being created by SA.

We request all the Executives to ignore the untrue updates of the website of SA. They are devoid of facts as well as merits. It is simply clear from the fact that the said association (current SA), derailed the implementation of E2 Scale for JTO/JAO equivalent grades on three distinct occasions i.e. first at the time of inception of BSNL when they agreed for E1A instead of E2, Second at the time of implementation of PRC in BSNL i.e. 2009 when 30% fitment was given to all employees but E2 was not extended to JTO/JAO and E3 for SDE/AO equivalent grades and Thirdly at the time of formation of JTO RR 2014 by mingling with management and inserted E1 for JTO in the Recruitment Rule. Any sensible person can understand that the period was most favourable to get E2 Scale for JTO/JAO but the opportunity was lost by the present SA for acquiring favourable orders for their peers ignoring the BSNL Recruits Cadre, else E2 for JTO/JAO would also be a reality in BSNL since its inception like MTNL……

But our persuasion and struggle through different routes to acquire E2 for JTO/JAO and E3 for SDE/AO Equivalent Grades will continue till we achieve it.

Visit by GS, AIP & AGS AIGETOA to the DOP&T at New Delhi:

Today, Team AIGETOA comprising of General Secretary Shri Wasi Ahmad, AIP Shri Veerbhadra Rao and AGS Shri Vivek Kumar Singh visited Department of Personal & Training (DOP&T), North Block, New Delhi. The visit was intended to enquire about the development in issuance of the proposed notification of the government in view of the Hon’ble Supreme Court Judgement in January ‘2022. The preliminary meeting was held with the officials in the department. Further meetings will be held with higher authorities in the upcoming days then only more clarity will be available on the matter of issuance of direction on reservation matter as per Hon’ble SC, New Delhi.
