Congratulations to one and all for the Promotion on the eve of New Year……

In continuation to earlier Promotion Order of 3697 JTOs to the grade of SDET issued on 8th July 2021, further Promotion Order of 945 SDET issued today. The Promotion Order also issued in SDE Civil & DM CSS grade today. These orders issued with untiring effort of the Team AIGETOA. We extend our heartiest congratulations to all the promoted executives and appeal them to contribute with increased zeal and passion in the growth of BSNL.

We extend our profound thanks to our Hon’ble CMD Shri P. K. Purwar, Respected Director (HR) Shri Arvind Vadnerkar, Dynamic PGM Pers Shri R. K. Goyal, Esteemed Sr GM (SR) Smt Anita Johri, CLO, DGM Pers (JM) and all officers of the Pers Section, BSNL Corporate Office, New Delhi for issuing the long awaited promotion order on the eve of the New Year, multiplying their gladness manifold.

The back to back Promotion Orders could be possible only through keen persuasion, wise and timely decision by the association and keeping interest of the executives in first priority without any ego. All the Promotions were stuck up since July-2018 but our sincere efforts and positive attitude has yielded some fruitful result. But at the same time, it is also our concern that some executives from the same batch left out due to the non availability of vacancies in the considered period upto Jan-2020. Friends it’s our firm commitment that we will ensure further promotions in the SDE(T) Grade. We also reiterate our firm stands for ensuring promotions in other cadres i.e. SDE to AGM(T), AO to CAO , JAO to AO and AGM to DGM equivalents by resolving the obstacles.

In continuity of it, we also want to apprise that BSNL is passing through a crucial juncture and long sustainability of the company is very important especially for BSNL Recruited Executives, who doesn’t have any Government Pension and so we keep a strong check on this aspect. We are pleased to share that some positive movement is again going on in the government about BSNL as apprised by the Hon’ble Minister for Communication and the 4G service is also expected to be rolled out by 2nd Quarter of 2022-23. This is a welcome move and all should contribute in this direction for a better future. Accordingly, our every decision is well calibrated keeping the interest of the Executives as well as the Organisation. We just want to request all of you to have faith in our decisions and give us an opportunity to serve you to your satisfaction.

At last, we assure that the association will not leave any stone unturned for the 4P (Prosperity of BSNL, Pay, Promotion and Pension of Executives) as committed by us. EPFO Procedure for E-nomination Filling

The Employee Provident Fund Organisation has asked all subscribers to use e-nomination facility to nominate family members with Aadhaar IDs.

Facility can be availed by EPF members if their mobile number was linked with their Universal Account Number (UAN) and if Aadhaar verification was completed.

All BSNL Recruited employees (Executives as well as Non Executives) are kind requested to fill the E-nomination for EPF online. It is a very mandatory requirement for safe future of our family in terms of EPF amount and pension.

It is a very simple work, one need to have following things with him/her while filling E-nomination.

  1. Your passport size photo.
  2. Yours Nominee passport size photo.
  3. Nominee Aadhar number.
  4. Nominee Date of Birth.
  5. Nominee residential Address.
  6. Nominee Bank account Detail( A/c Number and IFSC code and branch)
  7. Your Aadhar Number.

Provident Fund To Be Split Into 2 Accounts – Taxable And Non-Taxable

The Centre has notified new income tax rules under which the existing provident fund (PF) accounts will be split into two separate accounts, to enable the government to tax PF income generating from employee contributions which exceed ₹ 2.5 lakh annually.

Central Board of Direct Taxes (CBDT) has issued the rules and separate accounts within the PF account shall be maintained.

Meeting of AIGETOA with the Parliamentary Committee on Welfare of OBCs :

Today AIGETOA along with sister Unions & Associations participated in a meeting with the Parliamentary Committee on welfare of other backward classes regarding “measures undertaken to secure representation of OBCs and their welfare.” at Hotel Radisson Blu in Guwahati. AIGETOA was represented by CS Assam – Sh Satyajyoti Nath and Executive Member – Sh Ashutosh Das.

At the start of the meeting, all the MPs were felicitated with Assamese Floral Gamocha by the representatives of associations and unions.

A memorandum was submitted demanding various measures for upliftment of the OBC community. Around 11 MPs both of Lok Sabha and Rajya Sabha participated in the meeting n took stock of measures undertaken in BSNL for welfare of OBCs.

Apart from discussion on OBC issues, a short discussion took place on BSNL viability related issues. Individual memorandums were also submitted to all the MPs seeking support for the revival of BSNL.

Thereafter, the Committee had discussion with BSNL Management on OBC related issues. BSNL side was represented by CGMT Assam – Sh A K Pahi, PGM Pers – Sh Ramesh Kr Goel, Chief Liaison Officer for OBC – Sh Jagdish Prasad, GM Admin – Sh Anil Pankaj and other officers.

Meeting update on E1+5, Rule-8, Rule-9 & GTI Disbursement

Team AIGETOA including AIP and VP met Sr GM Establishment today and sought the progress on various pending matters.

It is informed that Establishment section shall be sending for processing the committee formation for E1+5 Increment to restructuring cell with directions to process the case of nominating new committee members.

It is also informed that the revised policy for Rule 9 and consolidated instructions on Rule 8 is finalised and will be issued shortly.

With regard to GTI payment there was some technical obstacles with respect to the disbursement. As per final resolution it is decided that LIC will pay the consolidated amount to BSNL and BSNL CO will transfer the amount directly to nominee of the concerned executive. A separate account will be opened by BSNL for the purpose.

All the above cases are under active persuasion by the CHQ team.

Submission by AIGETOA on the Pay Loss Issue faced by the executives recruited in pre-revised E1A Scale after 01.01.2007 through extending initial basic as 22820/-

AIGETOA has submitted the detailed representation on the Pay Loss issue of executives recruited in pre-revised E1A Scale after 01.01.2007 by resolution on extending initial basic as 22820/-. The committee was formed for review of the same by the persuasion from AIGETOA which was under back burner before. AIGETOA was also called on for a detailed discussion with the committee and similarly the inputs from other associations also taken by the committee. The rules , legal directions, at par principles and natural justice need to be done on the matter. We have met concerned officials and we are expecting and requested for a positive recommendation by the committee to provide justice to one of the most deprived matter of pay loss , which will definitely uphold the morale of the hardworking executives.

AIGETOA team Meeting with MOC at Bhubaneswar (Odisha) on 23rd Aug 2021

AIGETOA team comprising of Shri D K Sahoo (AGS CHQ), Shri Ashok Acharya (Jt Secy East) and Shri Dhiren Parida (CS Odisha) met Hon’ble MOC Shri Ashwini Vaishnaw ji at Bhubaneswar today. The team requested him for Immediate Permission to Launch 4G services and directing BSNL Board to accord approval for launching 4G services through upgradation route, removing various obstacles for the land monetization through cabinet decision, allowing BSNL for 5G testing, release of pending amount from DoT, extending 3rd PRC benefits to BSNL and settlement of pending HR issues at DoT part. We also told that while implementing the concept of Atmanirbhar Bharat, business interests of BSNL should be taken care of. Honble Minister went through the submissions and had a brief discussion on the issues. He advised us to focus on Customer Care.

Hon’ble MoC agreed to meet AIGETOA Team to discuss all the issues related to Revival of BSNL in details at New Delhi.

AIGETOA meeting with Shri Devusinh Chauhan, Hon’ble Minister of State for Communications, Govt of India at BSNL CO, New Delhi:

Hon’ble Minister of State for Communication visited BSNLCO, New Delhi on 24.07.2021 to have interaction with BSNL management (Board Members & senior officers). The CMD BSNL given presentation and apprised various dimensions and need of the company to the Hon’ble Minister. It has been learnt that the Hon’ble Minister in the meeting with management has asked for a detailed roadmap for next five years for the sustainability and growth of the organisation. Thereafter, a meeting with the leaders of Recognized Associations and Unions was also arranged with the Hon’ble Minister by the CMD BSNL.

In the meeting with associations and unions, AIGETOA was represented by GS Wasi Ahmad and Vice President Shri Badri Kumar Mehta while AGS Sunil Gautam and CS Delhi Shri Rajeev Meena remain present. The other participants of the meeting were SNEA, BSNLEU and NFTE.

The leaders raised major issues specifically associated with BSNL sustainability and employees hardships. Following points were raised in the meeting to the Hon’ble Minister.

  1. Immediate launching of 4G service by way of up-gradation of the BTSs and procurement and steps for moving towards the launching of 5G service.
  2. Immediate settlement of dues to BSNL, amounting Rs.39,000 Cr, by the DoT.
  3. Immediate steps to off-set BSNL debt, through the monetization of lands.
  4. Disbursement of salary on the last date of every month.
  5. No monetization of BSNL towers and Optical Fibre as is being planned by the Finance Ministry / Government of India.
  6. Improvement in BSNL service through investment in the network, which is in depleted conditions.
  7. Better utilization of the capabilities of 22000 Engineering and Account professionals by way of timely promoting them in middle level management for contributing in better way in the growth of department, as these officers were recruited by BSNL directly from the market through all India selection mechanism and have good potential to be utilized at proper level. Inspite of the formation of 20 Yrs, BSNL couldn’t grow its own recruited officers under management succession plan was also raised.

Earlier AIGETOA welcomed the Hon’ble Minister with a flower bouquet and shawl as mark of respect.

Updates on the Meeting held with BSNL Management on 22.07.2021 :

Today a meeting was convened by SR cell to discuss and deliberate upon the demands raised by AIGETOA vide it’s notice dated 13.07.2021. The meeting was chaired by Hon’ble Director HR and was attended by PGM Pers, Sr GM SR, Sr GM TRG, Sr GM Estt, GM Restg, DGM SR from management side. Shri Ravi Shil Verma, Shri Wasi Ahmad, Shri Badri Kumar Mehta, Shri Yogendra Jharwal and Shri Pavan Akhand attended on behalf of AIGETOA. All issues mentioned in the demands were discussed threadbare and conclusions arrived on Certain Points. Management Sought two months time for taking the major issues towards settlement and requested the association to atleast defer the action program by 2-3 months.

Association representatives said that whatever that has been discussed and decided be captured in black & white and a record of discussion be issued. We informed that though we welcome the gesture of management towards positive settlement of issues but any decision on next course shall be taken only after issuance of the record of discussions and going through the firm assurances given by management.

The meeting was held through zoom and lasted for two hours.

We have decided to wait for the record of discussions before any decision on next course is taken.

All CHQ, CS and CPs are requested to take note of the above and wait for issuance of recorded discussions.
