GS AIGETOA writes to CMD BSNL with urgent request to put the implementation of the latest orders with regard to marking the attendance through mobile APP on hold and to revisit the mobile reimbursement policy to increase the reimbursement allowance for mobile handsets to at least Rs. 20000/- per officer to empower BSNL Executives in effectively addressing operational requirements.
GS AIGETOA writes to CMD BSNL with appeal to revisit the Online Attendance by understanding the field difficulties of BSNL Executives and requirements according to their operational needs.

General Secretary AIGETOA Shri Ravi Shil Verma and Dy GS Shri Pavan Akhand Met PGM (SR) and discussed the following issues:
Clarification on Immunity Guidelines with respect to the Office Bearers of the Recognized Associations:
We told PGM SR that already a lot of time has passed and many people are eagerly waiting for the clarification since long. We requested for an immediate expeditious action in this regard. PGM (SR) immediately directed the section to process the clarification.
Discussion on Restructuring Review:
The Team also had an elaborate discussion on the restructuring review wherein we once again presented our inputs on how the sanctioned strength needs to be augmented and enhanced further. We gave our inputs with respect to the calculation of strength to man the affairs of the Bharatnet Vertical, 4G Saturation, Enterprise Business, Sales & Marketing and the fact that OAs should be headed by a minimum DGM Level officer which will increase the posts of AGMs and SDEs down the line. We also highlighted that almost all executives today are handling multiple responsibilities. If BSNL really wants to extract output and efficiency in work, than roles and responsibilities shall have to be given in a rationalized manner which will not only increase the output, efficiency but will also end the unnecessary unrest and demotivation prevailing in the minds of the executives because of lack of sufficient career progression opportunities. PGM (SR) noted our inputs and assured to analyze the same in the best interest of the organization as well as executives.
Submission of Agenda Points for meeting with management:
Thereafter, AIGETOA Team also submitted the agenda points with a request for an agenda based meeting under the chairmanship of Director (HR)/CMD BSNL. The agenda meeting is likely to be held in the second/third week of January 2024.

GS AIGETOA writes to Director HR Dr. Kalyan Sagar Nippani Ji regarding extension of facility of laptop reimbursement to the field units.
This is in reference to the earlier discussions held in the meeting of Director (HR) and representatives of AIGETOA wherein it have been assured that the laptop reimbursement policy shall be replicated in the field units after assessing the effect of implementation of this policy at corporate level. A long time has passed since then but still the policy has not been implemented for executives posted at field units of BSNL.
In line with the discussions held with Director HR and CMD BSNL earlier, AIGETOA CHQ submits its inputs with a request to immediately initiate the DPC Process for the eligible executives having completed their residency period in the grade.

The General Secretaries of AIGETOA, BTEU BSNL and BDPS writes to Hon’ble MoC seeking his kind Intervention for cancelling the unilateral decision of DoT for retaining the 81 acres of ALTTC land vide order No.8- 9/2020-Asset Mgmt dated 21.02.2022 and through the subsequent DOT letter No.3-32/2019- NTI.Admin dated 27-12-2021 to hand over ALTTC campus from BSNL to NTIPRIT. The General Secretaries also request Hon’ble MoC for directing DoT to transfer all the assets in the name of BSNL as mandated during its formation on 01.10.2000.
GS AIGETOA Sh Ravi Shil Verma writes to CMD BSNL Sh P K Purwar Ji regarding rotation of officers holding sensitive posts in BSNL.
Many lacunae in the rotation of sensitive posts have been observed. It is seen that few officers have been continuously holding such sensitive posts in one way or another by virtue of rotation of chairs within the same section and in the process continue to hold the posts of sensitive nature for period beyond the stipulated time. Such instances and continued presence of officers in sensitive sections are observed in BSNL corporate office also contrary to the fact that BSNL CO must have projected itself as role model for the policy.
In many places at Corporate/Circle/BA headquarters, the rotations are happening for namesake and its being done between sensitive posts within the same administrative units like HR/Admin/Pers/Estt/Legal etc. This automatically defeats the very purpose of such guidelines when it is observed that officers are present in such sections for a much longer period by virtue of rotation from one chair to another and all this while holding the crucial sensitive posts dealing with sensitive administrative matters for a much longer period.
We suggest that officers on sensitive posts for AGM & above level officers must be rotated entirely into different verticals to prevent complacency and to ensure a fresh perspective in decision-making processes and also to ensure that the guidelines of rotation of officials on sensitive posts is adhered to in letter and spirit.
Directions may be issued for rotation of the officers based on sensitive sections/units and not on the basis of Posts and rotation within the same section / administrative unit be avoided. Regular rotation of employees in sensitive positions may also be cross checked, so that all the executives are getting an equal treatment.
GS AIGETOA Sh Ravi Shil Verma writes to CMD BSNL regarding urgent intervention required in disbursing Kit allowances and refreshment allowances to various Sports Players participating in various tournaments.
Despite the revival of sports events, in BSNL, there is an alarming anomaly in the disbursement of Kit Allowances and Refreshment Allowances to players representing the BSNL in Sports events. We believe that timely and fair distribution of these allowances is essential to motivate and support our dedicated players who represent BSNL in various sports competitions.
GS AIGETOA Sh Ravi Shil Verma writes to CMD BSNL Sh P K Purwar Ji with request for expedited Promotion Process and Timely Promotion in CSS Cadre (DM to AGM Regular & AGM to DGM Regular).
It is our understanding that regular vacancies have existed in the CSS cadre for promotions from DM to AGM Regular & AGM to DGM, Regular and eligible employees have been eagerly awaiting their promotions in accordance with the established rules and regulations. However, the inexplicable delay in these promotions is causing anxiety and uncertainty among deserving officers.
Congratulations !! As a first step, notional Promotions of those AGMs whose DPC was done in 2018 have been issued.
This case has been exclusively taken by our Association. We have brought into the knowledge of the BSNL management by writing the necessary correspondence and pursuing the matter at the highest level i.e. CMD & DIR HR. This was one of the pending roadblocks for finalization of seniority of the AGMs promoted in 2018 for consideration of them for DGM Promotions and utilization of these vacancies for promotion in SDE to AGM grade and JTO to SDE grade.
We extend our thanks to CMD, director HR & PGM Pers for issuing these promotions as per their words in the last meetings. Now we look for further promotions across various grades as per the discussions and methodology suggested by AIGETOA.

AIGETOA always believes in the policy for all the BSNL executives. The list consist of 41 officers and they have been given Notional promotion from 2018.
This was the first step towards achieving the goal towards consideration of AGMs promoted in 2018 for promotion to DGM (Adhoc/Regular) and counting of these vacancies towards SDE to AGM Promotions and subsequently to JTO to SDE Promotions.
