A meeting was held with Management on dated 12th June 2025 with respect to the organisational action calls given by Bhartiya Doorsanchar Manch. Management side once again emphasized that they are doing their best to work on the charter of demands raised by the BDM. It was also informed that a pre scheduled meeting with Director (CFA), Director (Ent) and Director (Finance) shall also be held with respect to the demands pertaining to their verticals. BDM side reaffirmed that we are always open to dialogues and discussions with a positive mindset but reiterated such discussions with the authorities must be result oriented and decisions on the demands should be taken during meeting. Management side also highlighted that there was an inadvertent error on the part of minutes issued in last meeting with respect to extension of Standard Pay Scales wherein the management side informed about the communication received from DoT in 2022 during the agitation called by the other association and the same was mistakenly captured as conclusive decision. Management side assured BDM that they shall be immediately communicating the representation received from the Forum on E2-E3 pay scales and waiver of affordability clause on 3rd PRC to DoT for consideration at their end. The management side also shared the update on the actions taken by the HR group on the issues of Perks and Allowances, Revision of TA/DA, Revision of Monthly Transport allowance and the committee constituted for the purpose has almost finalized its report. The progress made so far appeared to be positive but the same is still not final however we do appreciate the progress made so far. Similarly on the issue of Promotions in Finance Section viz AO to CAO and thereafter JAO to AO, BDM proposed to extend the promotions based on earlier precedence under similar conditions and assured that BDM shall extend all possible support to end the stalemate. The same was accepted by Management and the concerned nodal cell was directed to take necessary action on such lines. On the issue of Promotions in Telecom stream, it was assured that management shall be working on some alternate mechanism by which Promotions can be extended to all the eligible executives. The other committees are also working and they shall be submitting their reports expeditiously.

On the issue of SAB and PRMB, it was told that a detailed meeting with Director Finance shall be arranged wherein it can be assessed how much contribution can be increased but management side was categorical in stating that it will be an eyewash if without discussions with Finance wing, anything is assured. However management side assured that they will take best efforts to ensure that a satisfactory increase in SAB Contribution is extended to BSNL Recruits. On the issue of Pay loss, the reconstituted committee shall be notified soon. Further the JE period pay loss issue shall be referred to the management side of the wage negotiation committee for examination. Similarly the issue of fixing appropriate JE pay Scales and stagnation raised by BTEU BSNL shall be referred to wage negotiation committee and the representation submitted by BDM shall be discussed with BTEU BSNL. The issue of extending mobile handsets to non executives shall be examined for placing it before management committee. Management side requested for deferring the organisational actions on the above backdrop.

The issue of consideration of retention and modification requests, issuance of remaining OTP transfers and orders of those who have completed their tenure was also discussed. It was assured that Pers Section shall be taking the needful action soon. The issue of clearing the review DPC of PWD quota executives was also discussed. Management side assured that they are working on the same but due to pendency of data, same is taking time. We requested for expediting the same.

BDM side reaffirmed that we are always open to discussions but we want tangible actions in the form of output. We also stated that we do welcome the change in approach and positivity shall be reciprocated with positivity. We informed management that BDM OBs shall be discussing the appeal of the Management with the rank and file.

Later on post discussions with the CHQ and CS CP, it was decided that since there is a positive progress, WhatsApp Quitting and Twitter Program can be put on hold. But the peaceful lunch hour demonstration shall be held as per the pre-scheduled Program.

Friends, the last meeting held with Management has shown some progress but still we have miles to go before our demands which are in the best interest of BSNL and its employees are met. Hence BDM has decided to keep the action programs on till we get a firm tangible output on the issues raised. Hence all the members are requested to follow the calls and support the objectives. Bharatiya Doorsanchar Manch is committed to ensure that the interests of BSNL and its employees remain protected.

We request all the employees of BSNL to keep extending their support by rising above the association and union boundaries. We assure firmly that we will try our best to fulfill the expectations associated with BDM.

General Secretary Bharatiya Mazdoor Sangh (BMS) Seeks Urgent Intervention of Hon’ble MoC for Revival of BSNL, Development of Swadeshi 4G/5G, and Resolution of Long-Pending HR Issues of BSNL Employees:

General Secretary of Bharatiya Mazdoor Sangh, the largest trade union in India and the second largest in world has written to Hon’ble Shri Jyotiraditya M Scindia Ji, Hon’ble Minister of Communications seeking his urgent Intervention for Ensuring BSNL’s Viability, Safeguarding the rollout/development of Swadeshi 4G/5G and Resolution Long-Pending HR Issues of BSNL employees. GS BMS has also escalated the matter to Hon’ble Prime Minister Shri Narendra Modi Ji expressing deep concern over the ongoing distress in Bharat Sanchar Nigam Limited (BSNL).

In the communication, Shri Himte has highlighted that the concerns raised go far beyond routine administrative grievances. It reflects a systemic neglect of a PSU that has immense strategic importance for our nation’s digital self-reliance. GS BMS has pointed out that BSNL being a national asset is pivotal to the Government of India’s telecom objectives, including the Swadeshi 4G/5G initiative and BharatNet project. Yet these vital initiatives continue to face delays, compounded by deteriorating service quality. Failure to address the core issues threatening these programs could derail the Government’s efforts to ensure a self-reliant telecom infrastructure.

GS BMS has also expressed concern over the fact that Management is yet to act upon the recommendations given with respect to operational and HR concerns of BSNL by COPU – The Parliamentary Committee on Public undertakings in its 6th Report for BSNL dated 18th December 2024 submitted to the 18th Lok Sabha.

General Secretary BMS has also requested for appointment of a Regular CMD in BSNL given the strategic importance of BSNL in Nation Building and its involvement in the Projects of National Importance.

GS BMS has also expressed that the BSNL employees are the unsung warriors of BSNL whose contribution towards Nation has largely remained unacknowledged. He highlighted that devotion of BSNL employees have been clearly demonstrated during national emergencies including the current tense Geo-political situation where these employees risked their lives to give uninterrupted communication services across the nation. GS has highlighted upon the need for honoring the sacrifices of BSNL employees who have contributed immensely to the nation’s cause. He highlighted that in view of the involvement of BSNL in the Make in India exercise for developing a swadeshi 4G/5G, its high time that affordability clause is waived off for BSNL and 3rd PRC is implemented for BSNL employees and Pension Revision is affected for BSNL Retirees.

The Bharatiya Mazdoor Sangh has expressed its categorical support to the Bharatiya Door Sanchar Manch and stated that they stand firmly with BSNL employees in their rightful demand for fairness, dignity, and restoration of BSNL’s viability.

BDM Submits Firm Response to BSNL Management’s Appeal on Organisational Program – Letter to PGM SR

On 9th June 2025, the Bharatiya Doorsanchar Manch (BDM) submitted a letter of detailed reply to the PGM (SR), BSNL Corporate Office, in response to the appeal dated 2nd June 2025 regarding the withdrawal of the ongoing organisational program. Bharatiya Doorsanchar Manch reiterated its firm resolve to continue with the peaceful and democratic agitation in support of critical issues concerning BSNL’s long-term viability and the unresolved HR concerns of employees and retirees.

The reply emphasized that BDM stands firmly aligned with the vision of “Nation First”. It is highlighted that the ongoing agitation is not just a protest but a lawful, non-disruptive, and responsible expression of the frustration and concerns of thousands of BSNL employees. The massive support of nearly 30,000 signatures underscores the intensity of unrest prevailing among employees across cadres.

BDM strongly conveyed that despite repeated assurances from the management and multiple meetings, including those held on 29th May and 2nd June 2025 under the chairmanship of Director (HR), there has been no tangible progress on key demands. The management has failed to act on issues such as smooth rollout of Swadeshi 4G/5G, strengthening of the backhaul network, redressal of media outages, provisioning of field resources, and ensuring proper utilization of revival packages. The importance of appointing a regular CMD to ensure stable leadership and calls for constructive dialogue to safeguard BSNL’s future as India’s national telecom carrier, continues to be ignored. The lack of implementation of the 6th Report of the Parliamentary Committee on Public Undertakings (COPU) dated 18th December 2024, which provided clear recommendations for BSNL’s revival and operational efficiency, is a serious matter of concern.

BDM expressed disappointment over the management’s lack of seriousness, selective presentation of minutes, and failure to take confidence-building measures, even after the forum unconditionally deferred earlier agitation programs in national interest during the tense geo-political situation. Furthermore, arbitrary transfers and other provocative administrative actions have worsened the situation. The forum also emphasized that the current action is about justice, dignity, and commitment to India’s telecom sovereignty.

BDM conveyed that unless BSNL management shows concrete, result-oriented efforts to address the genuine concerns raised in the charter of demands, the ongoing peaceful organisational programs will continue as planned. The forum reaffirmed its commitment to protecting the national telecom interests, supporting BSNL’s revival, and securing the future of its dedicated workforce.

Massive Response to Signature Campaign by BSNL Employees Across Circles :

AIGETOA extends its heartfelt gratitude to all BSNL employees who actively participated in the Signature Campaign organized from 2nd June to 7th June 2025. This campaign witnessed an overwhelming response from employees across all circles, reflecting their unity and strong support for the cause.

The above figure of 18301 is in addition to 12000 plus online signed petitions received on change.org portal which takes the total number of signatures in support of demands raised by BDM to more than 30,000.

The campaign turnout showcases the commitment and shared concern of the BSNL workforce towards key organizational issues.

Further as many circle have sought permission to submit more signatures to the campaign, we are extending the signature campaign till 10th June 2025 which will simultaneously be done along with signing of Memorandums. However the signatures received till date must be dispatched by 9th June 2025.

The Organisational action programs enters into next phase from Monday, 9th June onwards which is submission of Memorandum to Hon’ble Prime Minister, Hon’ble MoC, Hon’ble MoSC, Hon’ble Secretary (DoT) and Hon’ble CMD BSNL along with bearing of black badges. The draft Memorandum, the draft content of the black badges along with the SOP shall be updated on the website tomorrow.

Recognized Associations of BSNL Seek Immediate Redressal on Arbitrary AGM Promotions and Transfers :

The Recognized Associations of BSNL – AIGETOA, SNEA and SEWA – have jointly submitted a strong representation to the CMD BSNL, Shri A Robert J Ravi, expressing deep anguish and protest against the arbitrary, inhumane, and non-transparent handling of the recent AGM promotions and transfers.

The associations have highlighted:

  • Complete lack of clarity on the impact of the Punjab & Haryana High Court stay order dated 29th May 2025 on the AGM promotions issued on 2nd May 2025.
  • Callous treatment of over 205 executives who have either joined or are awaiting joining, many of whom were posted thousands of kilometers away without considering transfer policies, critical illness, PwBD caregiving, educational needs of children, or OTP applications.
  • Failure to utilize the OTP portal, which could have enabled a more humane and transparent placement of executives.

Key Demands Put Forth to BSNL Management:

  • Immediate Clarification on the legal position post-HC stay order and its effect on the promotions and transfers.
  • Transparent Processing of all retention/modification requests based on merit and aligned with existing BSNL policies.
  • Revised Circle Allotments using OTP preferences to minimize dislocation and hardship.
  • Urgent Engagement with Recognized Associations and affected executives to resolve the crisis collaboratively.
  • Proactive Legal Steps to avoid contempt of court and uphold transparency in administrative actions.
  • Interim Relief by allowing executives to join on “as is where is” basis until legal clarity is achieved.

The associations will be escalating the matter to DoT and initiating contempt proceedings if BSNL fails to act responsibly and urgently.

”Executives promoted through merit and perseverance must not be made scapegoats of a mismanaged and unclear process. BSNL must act as a model employer and uphold constitutional service protections.”

We call upon all stakeholders and BSNL executives to stay united in this critical time and stand up against unjust administrative practices.

The anguish and frustration prevailing in all minds is clearly visible and still there is time for management to recognize this unrest and take necessary corrective actions to address the grievances of the employees.

Update of Meeting of BDM Leaders with Management on dated 02.06.2025:

Today, also a meeting of HR group with BDM leaders were held. The meeting went for almost two hours and it was being reassured that management will give tangible output and requested for a moratorium on the activities and sought a time for one month for resolving the issues with focus on firm output. They assured that this one month period shall be utilized for delivering firm output on the issues raised by Bharatiya Doorsanchar Manch.

We categorically stated that whatever is the offer from management, the same may be communicated in letter and spirit. We have already moved forward and we are not going to go back on mere assurances and that too verbal as our efforts to find an amicable solution through discussion didn’t yield any results except for issuance of minutes for the namesake.

Today, General Secretary BMS Shri Ravindra Himte Ji also called AIGETOA and BTEU CHQ office bearers at BMS Headquarters. He sought the updates related to the ongoing Organisational actions under the banner of Bharatiya Doorsanchar Manch. We informed him about the discussions with management and discussed about both the minutes issued. General Secretary BMS was also surprised on the attitude of BSNL management especially after noticing the notable differences between two minutes issued. GS BMS assured that BMS central office is consistently monitoring the situation. He also informed that office of MoC is in touch with him and shortly the whole matter shall be escalated before Hon’ble MoC and Hon’ble Prime Minister. GS BMS assured firm support to BSNL employees and told that BMS will take all efforts to protect the interests of BSNL as well as its employees.

Friends, in today’s meeting also, verbal assurances were given but till a tangible output is ensured, everything is meaningless. Hence, We once again request one and all to come forward moving across the association/union boundaries and ensure that momentum keeps growing.

Later on another appeal by Management has been issued ensuring firm actions to resolve the issues but again without any timelines. The same will be discussed by BDM CHQ leaders.
