BSNL 4G tender hits fresh hurdles: Barring TCS, other players report technical glitches with their core partner

Telecom News: The rollout of 4G network by state-owned Bharat Sanchar Nigam (BSNL) will get delayed further as domestic firms, which have been mandated to conduct trials for the project, have hit a fresh hurdle. Shortlisted firms such as Tech Mahindra, HFCL and L&T are facing challenges with their Indian partner, Pertsol, which is offering the core solution for the network.

Sources said these firms have communicated to BSNL that conducting trials with Pertsol won’t be feasible and chances of failure are high as several technical glitches were unearthed during technical discussions. These firms have, therefore, suggested that they be allowed to conduct the trials with state-owned, C-DoT’s core solution. However, so far they have not been accorded permission as C-DoT has a tie-up with TCS for conducting the trials.

Online Transfer Portal (OTP) – Auto forwarding of application

As per AIGETOA discussion and suggestion with management regarding the difficulty faced by executives in different SSA & Circle for forwarding of individual own cost request transfer application through OTP module due to SSA head and Circle administration rigidity on one or another issue, BSNL management today issued order for auto forwarding of the same if concerned SSA and Circle will not forward the application in prescribed time period.

The Telecom Analytics for Fraud management and Consumer Protection (TAF-COP) portal by DoT

Department of Telecommunications (DoT) has taken several measures to ensure proper allocation of telecom resources by Telecom Service Providers (TSPs) to subscribers and protect their interests in ensuring reduction of frauds. As per existing guidelines, individual mobile subscribers can register up to nine mobile connections in their name.

This website has been developed to help subscribers, check the number of mobile connections working in their name, and take necessary action for regularising their additional mobile connections if any. However, the primary responsibility of handling the Customer Acquisition Form (CAF) lies with the service providers.

The facilities provided in this portal are as under:

  • Subscribers having more than nine multiple connections in their name will be intimated by SMS.
  • Subscribers having more than nine multiple connections in their name can – Click here, to take necessary action.
  • Go check the status Click here to login with your number and enter the “Ticket ID Ref No” in the “Request Status” box.

Meeting with GM(Recruitment) on notification of SDE LDCE

Team AIGETOA comprising of AGS 5 & 6 met with GM(Rectt) Smt Samita Luthra to discuss about the delay in notification of SDE LDCE up to latest vacancy year. It was informed that all preparatory work related to conduction of exam was completed. As an when they received the direction from cadre controlling authority to move ahead they are ready to notify and conduct online exam.

It was also informed that online exam will be conducted for separate vacancy year to minimize litigation and give fair chance to each individual executives.

Meeting update on E1+5, Rule-8, Rule-9 & GTI Disbursement

Team AIGETOA including AIP and VP met Sr GM Establishment today and sought the progress on various pending matters.

It is informed that Establishment section shall be sending for processing the committee formation for E1+5 Increment to restructuring cell with directions to process the case of nominating new committee members.

It is also informed that the revised policy for Rule 9 and consolidated instructions on Rule 8 is finalised and will be issued shortly.

With regard to GTI payment there was some technical obstacles with respect to the disbursement. As per final resolution it is decided that LIC will pay the consolidated amount to BSNL and BSNL CO will transfer the amount directly to nominee of the concerned executive. A separate account will be opened by BSNL for the purpose.

All the above cases are under active persuasion by the CHQ team.

Clearance of GTI Disbursement

AIGETOA CHQ Team met Sr GM establishment with regard to the clearance of payment of GTI cases. This was under constant persuasion by association as there was some technical obstacles with respect to the disbursement of the amount. Now the discussions have been concluded and the obstacle has been cleared .It is decided that LIC will pay the consolidated amount to BSNL and BSNL CO will transfer the amount directly to nominee of the concerned executive. A separate account will be opened by BSNL for the purpose. All the pending payments on account of GTI shall be cleared thereafter.
