AIGETOA expressed the following concerns raised by field executives w.r.t current online attendance system:

Meeting of AIGETOA Team with PGM (SR) for issuance of clarification wrt immunity guidelines, restructuring review and submission of agenda points for the proposed meeting with Management.

General Secretary AIGETOA Shri Ravi Shil Verma and Dy GS Shri Pavan Akhand Met PGM (SR) and discussed the following issues:

Clarification on Immunity Guidelines with respect to the Office Bearers of the Recognized Associations:

We told PGM SR that already a lot of time has passed and many people are eagerly waiting for the clarification since long. We requested for an immediate expeditious action in this regard. PGM (SR) immediately directed the section to process the clarification.

Discussion on Restructuring Review:

The Team also had an elaborate discussion on the restructuring review wherein we once again presented our inputs on how the sanctioned strength needs to be augmented and enhanced further. We gave our inputs with respect to the calculation of strength to man the affairs of the Bharatnet Vertical, 4G Saturation, Enterprise Business, Sales & Marketing and the fact that OAs should be headed by a minimum DGM Level officer which will increase the posts of AGMs and SDEs down the line. We also highlighted that almost all executives today are handling multiple responsibilities. If BSNL really wants to extract output and efficiency in work, than roles and responsibilities shall have to be given in a rationalized manner which will not only increase the output, efficiency but will also end the unnecessary unrest and demotivation prevailing in the minds of the executives because of lack of sufficient career progression opportunities. PGM (SR) noted our inputs and assured to analyze the same in the best interest of the organization as well as executives.

Submission of Agenda Points for meeting with management:

Thereafter, AIGETOA Team also submitted the agenda points with a request for an agenda based meeting under the chairmanship of Director (HR)/CMD BSNL. The agenda meeting is likely to be held in the second/third week of January 2024.

AIGETOA writes to Director HR for extension of facility of laptop reimbursement to the field units:

GS AIGETOA writes to Director HR Dr. Kalyan Sagar Nippani Ji regarding extension of facility of laptop reimbursement to the field units.

This is in reference to the earlier discussions held in the meeting of Director (HR) and representatives of AIGETOA wherein it have been assured that the laptop reimbursement policy shall be replicated in the field units after assessing the effect of implementation of this policy at corporate level. A long time has passed since then but still the policy has not been implemented for executives posted at field units of BSNL.

Updates of Team of AIGETOA meeting with PGM(Pers), Corporate Office, New Delhi on 18th Dec 2023 :

On 18th Dec 2023, Team AIGETOA met PGM (Pers), Corporate Office, New Delhi and discussed following issues.

OTP Transfers Issues:

A] The team engaged in a detailed discussion with PGM(Pers) concerning OTP transfers issues.

B] A request was made to clear all pending OTP requests before the 31st of December 2023.

C] The team highlighted the challenges faced by executives with a circle tenure exceeding 18 years, facing both inter BA and inter circle transfers. This situation was explained to cause confusion and hardship.

D] A request was submitted to avoid inter BA/OA transfers for officers with more than 18 years of service in the circle. Additionally, guidelines were sought to guide circles in avoiding such orders.

E] PGM(Pers) agreed with our perspective and assured us of considering the matter and taking up the same with higher authorities for issuance of letters to circles, instructing them to refrain from issuing inter BA/OA transfer orders to officers with more than 20 years of circle tenure.

Deficit in Karnataka Circle Cadres (SDE and AGM):

A] The team raised the issue of the deficit in the cadres of SDE and AGM in Karnataka circle.

B] A request was made for a one-time window for officers from other circles, with an assurance to revert them to their parent or requested circle after 3 years.

C] PGM(Pers) noted the request and assured an examination to explore the possibility of a one-time OTP window for Karnataka circle.

OTP Transfers – Tenure Circles, Excess Circle to Shortage Circles:

A] PGM(Pers) informed that OTP transfers to tenure circles, as well as from excess circle to shortage circles, would be issued.

B] The team requested the consideration of excess circle to excess circle transfers (e.g., AP to Telangana), emphasizing that executives should not be penalized when such transfers result in no loss or gain for the department but provide significant help and justice to the executives.
