AIGETOA requests for immediate CVO/DoT Vigilance inquiry, restoration of due process and fixation of responsibility on officers responsible.

AIGETOA has requested Secretary DoT to have the entire transfer posting matter examined independently at an appropriate level, including through CVO, BSNL and/or DoT Vigilance and to fix responsibility wherever violations or lapses are established.

Pending completion of the inquiry, AIGETOA has requested DoT to consider directing BSNL to:

1. Issue formal release orders corresponding to the ERP struck-off exercise immediately.

2. Issue appropriate cancellation orders in cases where exemption/dispensation has already been granted and ensure that the same criteria are applied uniformly to all similarly placed executives, with the criteria and approvals duly recorded in writing.

3. Review the ERP struck-off exercise for compliance with the applicable ERP instructions.

4. Dispose of all pending representations under the applicable Transfer Policy on priority and within a defined timeframe.

5. Ensure that no employee suffers irreversible prejudice merely because his/her representation is pending before the competent authority.

6. Restore a transparent mechanism for hard-tenure and long-stay transfers.

7. Publish the applicable criteria/lists wherever required under the established procedure.

8. Ensure that every transfer and relieving action is supported by a formal, duly authorised and traceable order.

9. Put in place a time-bound mechanism for disposal of employee representations.

10. Finalise the revised Transfer Policy only after proper consideration of the suggestions submitted by unions and recognised Associations.

11. Submit a comprehensive report to the Department of Telecommunications on the corrective action taken on the above issues.

AIGETOA remains firmly committed to protecting the genuine interests and legitimate rights of BSNL executives. We expect the DOT to recognise the seriousness of the issues raised and ensure that established HR procedures, transparency and due process are restored in BSNL.

We shall utilize all available remedies to ensure that the matter is placed in its proper perspective and that accountability is fixed wherever warranted.

AIGETOA Writes to Director HR – Seeks Complete Details of BSNL Administrative Expenditure :

GS AIGETOA write to Director HR, sought complete financial details of expenditure incurred by the Administration Section, BSNL Corporate Office for the periods 01.03.2022 to 14.07.2024 and 15.07.2024 to 16.09.2026.

The Association has sought details covering vehicles, functions and meetings, food and catering, vendors, bills, sanctions, payments and other related expenditure.

AIGETOA has emphasized that while employees are repeatedly advised to follow austerity measures even for essential operational expenditure, the same principle of financial discipline and austerity must apply equally to the Management. Transparency in administrative expenditure is therefore essential to ensure accountability and responsible utilization of BSNL resources.

The Association has requested the complete details at the earliest and stated if not provided, the matter will be escalated before the appropriate higher authorities.

BSNL Management Initiates Disciplinary Proceedings Against AIGETOA Office Bearers for Raising the Genuine Voice of Executives:

BSNL Management has initiated disciplinary proceedings against Shri Ravi Shil Verma, Shri Pavan Akhand, Shri Badri Kumar Mehta, Shri Harjinder Singh, Shri Vivek Kumar Singh, Shri Sunil Gautam, Shri Rajeev Meena, Shri Rakesh Meena and Shri Praveen Saini for raising the genuine concerns and grievances of BSNL Executives.

Instead of taking corrective action and resolving the genuine grievances raised by the Association, Management is indulging in coercive practices. If Management thinks that such actions can stop AIGETOA from raising the genuine voice of Executives, let it clearly understand that AIGETOA stands for justice and has a long history of struggles. We will never, ever stop raising the genuine issues of our members.

We have demanded corrective action, due consideration of genuine cases, uniform treatment, time-bound resolution of grievances and strict adherence to the prescribed transfer policy. We have specifically demanded the issuance of cancellation orders in respect of all exempted cases, instead of keeping such cases lingering in an indefinite loop. Today, an employee may be exempted, but tomorrow the same person may again be directed to report or relieved. Therefore, we demanded that clear orders be issued in black and white so that uniform treatment is ensured and ambiguity is eliminated in future.

If Management considers highlighting its wrong decisions and practices to be an offence, we will continue to do so. Nobody can stop us from performing the very work for which the Association has been formed. AIGETOA will continue to raise issues concerning justice, transparency, uniformity and the legitimate interests of BSNL Executives.

It is unfortunate that the CMD BSNL, Director (HR), PGM (Estt.), PGM (Pers./SR), PGM (Admin.) and the concerned HR sections, instead of addressing the genuine grievances raised by the Association, are resorting to measures aimed at intimidating and suppressing AIGETOA, the Association which has consistently stood for justice and the legitimate rights of BSNL Executives.

We consider this action to be a direct outcome of our consistent efforts to raise the voice of Executives and to highlight wrong decisions and practices before the appropriate authorities. Our recent submissions before the Hon’ble Minister, Secretary (T), DoT and other authorities have clearly highlighted serious concerns relating to Customer Onboarding, FTTH, Mobile Services, CDR and IT Billing Systems, BharatNet, Uttarakhand Restructuring Pilot Project and several other issues affecting BSNL and its Executives.

We extend our thanks to Management for showing its real approach to the issues raised by AIGETOA. Isn’t it surprising that the PGM (Admin.), whose relieving has been demanded by the Association, is still not relieved? Isn’t it equally surprising that an Executive attached directly to the CMD’s office is still not relieved? Two Executives were relieved, subsequently reinstated and then again ordered to be relieved, apparently after the Association raised the issue of uniformity and justice.

It is equally concerning that employees with serious personal difficulties, including those who are physically challenged or facing genuine hardships, have been relieved, while persons perceived to be close to Management continue to be retained without any clearly disclosed grounds. Why this selective dispensation? Why is the Association’s demand for uniform treatment considered objectionable?

What is wrong in asking Management to provide a clear and uniform treatment of similarly placed cases? What is wrong in seeking resolution of genuine grievances that have remained pending for months and years? What is wrong in asking Management to fix responsibility and take appropriate action against officers responsible for wrong decisions or lapses?

These are legitimate questions raised by the Association and several of the facts concerning the issues raised by us have themselves been acknowledged in the communication issued by Management.

We also understand this action to be a belated response to the repeated complaints raised by AIGETOA against the functioning of PGM (Admin./Estt.) Shri S P Singh and our demand for his relieving. This so called letter has been issued in response to our latest complaint against PGM (Estb.) to CMD BSNL on 10.09.2026, wherein we raised serious objections regarding the unwarranted interruption by PGM (Estt.) during our meeting with PGM (Pers.).

The Association has already placed its concerns before the competent authorities regarding the manner in which the said incident took place. Instead of examining and addressing the complaint on its merits, Management appears to be protecting the concerned officer while initiating proceedings against the office bearers who raised the issue. This approach is completely unacceptable to AIGETOA and will not deter us from continuing to raise genuine issues.

AIGETOA reiterates that intimidation, disciplinary proceedings or coercive measures cannot silence the voice of the Association. We will continue to raise issues concerning justice, transparency, uniformity and accountability through all legitimate forums available to us.

AIGETOA stands firm. We will continue to speak for the Executives, question wrong practices and demand justice.

Update on Uttarakhand Pilot Restructuring :

With regard to the Uttarakhand (UKD) Restg. issue, discussions are continuing with both BSNL Management and the Department of Telecommunications (DoT).

Team AIGETOA has placed its detailed submissions before the concerned authorities and has strongly presented the concerns of the affected executives. We are hopeful that the matter will be considered favourably and in the interest of the affected executives and that a suitable resolution will emerge soon.

AIGETOA Writes to CMD BSNL with strong objection to the unwarranted and provocative intervention of PGM (Establishment), Shri S P Singh, during discussion with PGM (Pers.) on 08.09.2026 and demand for immediate relieving as officer is under transfer and having stay at Delhi since year 2006 :

GS AIGETOA writes to CMD BSNL with strong objection to the unwarranted and provocative intervention of PGM (Establishment), Shri S P Singh, during discussion with PGM (Pers.) on 08.09.2026 and demand for immediate relieving as officer is under transfer and having stay at Delhi since year 2006. Many other senior officers under transfer have been relieved, while PGM (Estt.) has not been relieved defying the principle of uniformity and equal treatment by BSNL Management.

Association request for personal intervention of CMD BSNL in ensuring the needful action against Shri S P Singh, PGM (Establishment/Admin/Recruitment/Training) and also ensuring the release from the BSNL CO in compliance to the existing transfer orders to Karnataka telecom Circle which has remained unimplemented since August 2024.

We wish to make it clear that our demand is not against any individual personally. Our concern is entirely regarding the manner in which the HR machinery is being operated and the impact of such conduct on employee morale and industrial relations. We strongly believe that no individual officer, irrespective of his position, should be allowed to create an environment of confrontation with employees or their recognized Association.

AIGETOA Takes Up Key Employee Issues with DoT: Discussions Held with JS (Admin), DoT on 8th September 2026

Subsequent to the discussions held with the Team of Hon’ble Minister of State for Communications (MoSC) last week, Team AIGETOA had a scheduled meeting with Shri K. Balaji, Joint Secretary (Admin), DoT on 8th September 2026.

During the meeting, AIGETOA comprehensively raised several critical issues concerning the interests of BSNL executives, service conditions, HR policies and the long-pending demands of employees. The major issues discussed and the response received from DoT are as follows:

1] Uttarakhand Pilot Restructuring Model

AIGETOA strongly placed its submissions regarding the Uttarakhand Pilot Restructuring Model and explained the serious concerns arising from its implementation in the present form.

The Association requested that the implementation be halted immediately and that BSNL Management be directed to hold a detailed consultation with all stakeholders before proceeding further, so that a model acceptable to all and serving the interests of both BSNL and its employees can be evolved.

JS (Admin) informed that he had gone through the submissions made by AIGETOA and stated that certain directions have already been given to BSNL Management in this regard. He advised the Association to pursue the matter further with BSNL Management.

2] Appointment of Regular CMD, BSNL

Regarding the long-pending appointment of a regular CMD, BSNL, JS (Admin) informed that the Search Committee is undertaking the process and that efforts are being made to complete the process at the earliest.

AIGETOA emphasized the importance of having a regular CMD at the helm of BSNL for providing stable leadership and expediting critical organizational decisions.

3] Long-Pending Issues of Promotion

AIGETOA strongly raised the continuing delay in promotions of eligible executives and apprised JS (Admin) of the difficulties being faced by employees due to the prolonged uncertainty.

It was informed that BSNL has been directed repeatedly to resolve the promotion issues, while BSNL has cited pending court cases as one of the reasons for the delay.

AIGETOA explained that its detailed submissions already contain an alternative mechanism for granting promotions to all eligible candidates, without adversely affecting the pending legal proceedings.

The Association further pointed out that despite directions from the Hon’ble Minister of Communications (MoC) to examine the proposal and submit feedback, BSNL has still not taken any concrete decision.

AIGETOA requested suitable intervention and immediate directions to BSNL to resolve the promotion issue through the proposed alternative mechanism. JS (Admin) noted the request.

4] Status of High-Level HR Committee Recommendations

AIGETOA sought an update on the recommendations of the High-Level HR Committee.

JS (Admin) informed that the matter is under process and that the work is progressing. He further stated that the exercise is expected to be concluded soon.

5] Violations of Transfer Policy and Forced Relieving of Executives

AIGETOA strongly highlighted instances of violations of the prescribed Transfer Policy, particularly the forced relieving of executives who are eligible for immunity under various provisions of the policy.

The Association also brought to the notice of JS (Admin) the impression being created by certain quarters of BSNL Management that such forced relieving is being carried out under the instructions of DoT.

JS (Admin) categorically clarified that DoT’s intervention in BSNL is restricted to larger aspects of policy making and broad administrative matters, while operational and establishment-related decisions fall within the prerogative of the BSNL Board, Management and its administrative setup.

He advised AIGETOA to take up the specific issues with BSNL Management.

AIGETOA shall continue to pursue the matter with BSNL Management to ensure strict adherence to the prescribed Transfer Policy and protection of the legitimate rights of eligible executives.

6] 3rd PRC and Standard Pay Scales

The Association raised the critical issues of implementation of the 3rd Pay Revision/3rd PRC recommendations and restoration of Standard Pay Scales for BSNL executives.

JS (Admin) advised AIGETOA to wait for some more time and informed that he would discuss the status of these issues in the next meeting.

AIGETOA reiterated that these are long-pending and critical issues affecting the career and financial interests of BSNL executives and require an early resolution.

7] Increase in SAB Contribution and Revision of TA/DA

AIGETOA raised the issues concerning enhancement of SAB contribution and revision of TA/DA rates.

It was informed that the matter has finally received the go-ahead for being placed before the BSNL Board and that the proposal is expected to be placed in the next meeting of the BSNL Board.
