Eid Mubarak!

Update on the Conversion of the SAB contribution to NPS fund on voluntary basis:

Finally Establishment cell has awaken from its deep slumber even on an issue which had no financial implication. It is understood that the case is being processed by Establishment cell for seeking the concurrence of Management Committee for changeover from SPF to NPS on voluntary basis by the employees.

But its indeed unfortunate that an issue which should not have taken any time has been dragged to such a long time, (though still it has not reached finality and has to pass many barriers).

Again, it was left for AIGETOA, BTEU and BDM to highlight the wrong doings. It’s high time that the persons elected and entrusted with the job of representing issues should come out of their goody-goody style of functioning and learn to call a spade a spade. Instead of focusing on the small-time benefits and giving outstanding certificates to the culprits who are the real reasons behind all the HR mess in BSNL, they should lend complete focus on the important cadre issues and act proactively.

AIGETOA assures its fullest support to any endeavor which is intended for betterment of BSNL and its employees.

AIGETOA Writes to CMD BSNL Seeking Immediate Implementation of Revised IDA w.e.f. 01.01.2026

AIGETOA writes to the CMD BSNL expressing serious concern over the delay in implementation of revised Industrial Dearness Allowance (IDA) rates effective from 01.01.2026.

Despite clear instructions from DoT, BSNL has not implemented the revised IDA rates so far. BSNL employees are eagerly waiting for the enhanced IDA for the last two months and therefore, implementation before preparation of salary for March 2026 is absolutely essential.

It is further understood that BSNL is considering seeking fresh clarification/concurrence from DoT for implementing the revised IDA. Such an approach is completely unwarranted, as historically, IDA revisions have always been implemented based on DPE orders. Any deviation from this established practice will not only delay rightful benefits to employees but also set a highly undesirable precedent.

The Association has also clearly stated that it does not support any views favoring delay in implementation, as such actions are detrimental to employee interests.

AIGETOA Writes Reminder Letter to CMD BSNL Highlighting Concerns on Functioning of Admin/Establishment Vertical :

AIGETOA writes reminder letter to the CMD BSNL raising serious concerns regarding the functioning of the Establishment/Recruitment/Admin/Training vertical and the continued posting of officers in sensitive positions in violation of prescribed guidelines.

AIGETOA pointed out that several important issues earlier raised with the management remain unresolved despite repeated assurances. The association noted that many matters involving minimal or no financial implications are still pending, causing unnecessary difficulties for executives.

The association also expressed concern over the continued posting of officers in sensitive positions for prolonged periods. It was highlighted that the DGM (Admin) under PGM (Admin) continues to hold a sensitive position while simultaneously functioning as Protocol Officer, which raises questions regarding adherence to norms governing postings in sensitive roles.

Further, AIGETOA drew attention to the inconsistency in administrative practices where, on one hand, officers reportedly recommended for major charge-sheet in corruption related cases are continuing in sensitive positions, while on the other hand many executives across the organization are transferred even on minor show-cause notices or minor disciplinary proceedings.

The association also reiterated its concern regarding officials in the HR group (Pers/Est/Admin etc.) continuing in the same sections for more than prescribed period without being included in rotational transfer lists, while executives from other wings are being transferred across verticals. Such disparity raises questions on fairness and transparency in the process.

AIGETOA has requested the CMD BSNL to personally intervene and initiate corrective measures, including review of the functioning of the concerned vertical, compliance with CVC guidelines on tenure in sensitive posts, and ensuring uniform administrative standards across the organization. We sought a vigilance enquiry into the circumstances leading to such violations and preferential treatment.

BDM Writes to CMD BSNL on Misleading Reply to Parliamentary Question on Sports Activities

Bharatiya Doorsanchar Manch (BDM) writes to the CMD BSNL highlighting serious concerns regarding the ambiguous and incorrect information furnished by BSNL in response to Lok Sabha Unstarred Question No. 3160 related to suspension of sports activities in BSNL.

BDM that the reply submitted by the Admin Cell of BSNL Corporate Office is incomplete and misleading, as it only mentions representations from unions and associations while ignoring the specific query regarding appeals from athletes, coaches, and sports bodies associated with BSNL teams.

BDM pointed out several instances where BSNL sportspersons and officials were denied permission to participate in national and international events, even in cases where no financial implication on BSNL was involved.

The BDM also questioned the apparent double standards in the implementation of “austerity measures.” In the All India Public Sector Cricket Tournament, both BSNL and MTNL are invited to participate. However, while MTNL is granted permission to participate, BSNL players are denied permission. This raises serious concerns about how the justification of “expenditure control” is being selectively applied.

The forum further questioned the rationale of citing “austerity measures” for suspension of sports activities in BSNL. It pointed out that sports facilities continued even during periods when BSNL’s financial condition was far worse than at present, making the current justification appear inconsistent with past practice.

It further highlighted that the Sports Compendium is a Board-approved policy, and stopping sports activities without placing the matter before the Board, Management Committee, or Sports Board is improper.

BDM has requested the CMD BSNL to initiate corrective action, ensure accurate information is placed before Parliament, and fix responsibility for the misleading submission made by the concerned section of BSNL Corporate Office.

Update on LICE Pay Loss Case – CAT Ernakulam

The LICE Pay Loss case was listed for hearing today (12.03.2026) before the Hon’ble CAT, Ernakulam.

The BSNL advocate was not present before the Hon’ble Tribunal. Through his junior advocate, a request was made seeking adjournment of the case.

From the Association side, AIGETOA Kerala ACS Shri Anoop Das and AIGETOA Kerala Ernakulam DEC Member Shri Jerry Paul were present in the court during the proceedings.

Considering the request made on behalf of BSNL, the Hon’ble Tribunal has adjourned the matter. The next hearing is scheduled for 15 June 2026.

AIGETOA Appeals to Executive Associations for Joint Action on Pending HR Issues :

AIGETOA writes to the General Secretaries of SEWA, SNEA and AIBSNLEA urging all to come together for launching a joint action program against the continued delay in resolving long pending HR issues of BSNL executives.

The appeal follows the meeting held with CMD BSNL and Director (HR) on 26.02.2026, where the management had assured progress on key issues within a week. However, even after more than two weeks, no concrete action has been taken.

AIGETOA has emphasized that issues such as 3rd PRC implementation, residual 2nd PRC issues including Standard Pay Scales and 30% SAB, promotions across streams, SET recruitment concerns and AO to CAO promotions remain unresolved.

The association has requested all executive associations to convey their views at the earliest so that a united action program can be finalized to safeguard the interests of BSNL executives.

Update on JTO to SDE Promotion Case Pending at Hon’ble CAT Chandigarh :

The JTO to SDE promotion case listed today before the Hon’ble CAT, Chandigarh could not be heard in detail.

The hearing remained inconclusive due to an adjournment sought by the private respondents (One Core member from Majority Association). Additionally, a few new affected parties filed applications for impleadment in the matter which was not considered today. This group also happen to be consisting of the core members from MA. Accordingly, the Hon’ble Tribunal has adjourned the case to 22.04.2026 for the next hearing.

At this point, when the case has almost reached towards conclusive arguments, we fail to understand the reasons behind this sudden decision of impleadment of more people which will only delay the case. While Team AIGETOA is striving for an early “disposal of the case on merit” so that the promotions can be held at the earliest, the reasons for delaying the case by a particular group is definitely questionable. If they were to implead, they could have done it earlier.

As of now so many vacancies are available and more to become available in a short period, any attempt to delay the process will only hamper the process of promotions for JTOs to SDE Grade (Both from SCF as well as LDCE Quota). We want to make it amply clear that AIGETOA is striving for early disposal of the case based on merits. Whatever way, the decision must come so that the stalemate in JTO to SDE Promotions can be done away with and the available vacancies can be filled up immediately.

Our Team will continue to pursue for an early disposal and end of the stalemate in JTO to SDE Promotions in Telecom Stream in the best interest of the candidates waiting for their long awaited promotions.
