After the receipt of Hon’ble PHHC court orders, Team AIGETOA has immediately followed up with the concerned sections and officers of Pers and SEA. We have requested to process the orders expeditiously. We requested that this is a long awaited promotion which was pending since long and now that the court has given go ahead and the orders have also been received, any more delay must be avoided.

We are really thankful to the Pers and SEA team who are working round the clock for completing the works despite such a short period of time.

The pending VCs were also being followed up with concerned circles by our team and all the VCs have now reached to BSNL CO.

Further , we are requesting for posting on “As is Where is Basis” and if that is not possible, minimum disturbance should be there and candidates may be allowed to join at current places of posting. Lets see , how far management accommodates our request.

GS AIGETOA writes to CMD BSNL for Immediate Implementation of Sabbatical Leave Policy in BSNL at Par with Other Central PSUs and Government Organizations.

BSNL executives have been working under sustained operational pressure, financial constraints, and limited career progression opportunities. Many officers are keen to pursue higher technical qualifications, management education, specialized certifications in emerging telecom technologies, or research in areas aligned with BSNL’s future roadmap or to take other assignments to hone their current skillset. In the absence of a formal Sabbatical Leave policy, such aspirations either remain unfulfilled or result in resignation and loss of experienced manpower.

Implementation of Sabbatical Leave in BSNL would:

1] Enable skill enhancement in areas such as 4G/5G technologies, IT systems, cybersecurity, and emerging telecom domains.

2] Improve retention by providing structured flexibility instead of forcing employees to choose between career development and job continuity.

3] Align BSNL’s HR Policy structure with other Central PSUs and Government departments.

4] Enhance morale by demonstrating that BSNL values professional growth and work-life balance.

5] Preserve institutional knowledge by allowing employees to return after skill upgradation rather than exit permanently.

The 5th Circle Conference of AIGETOA Odisha was conducted in a grand and dignified manner at OTDC Panthanivas, Bhubaneswar on 8th February 2026. The event witnessed massive participation from the Odisha collegium, Circle and District office bearers, and members representing various Business Areas of BSNL Odisha Circle, reflecting the unity and strength of the association.

The Chief General Manager Odisha Circle Shri D K Behera graced the occasion as the Chief Guest. All India President Shri Veerbhadra Rao attended the conference along with senior office bearers from AIGETOA Central Headquarters, including: CHQ CO Convenor Shri Deepak Sahoo, Joint Secretary (East) Shri Prabhash Kumar Mishra, OS, AIGETOA CHQ, Shri Harjinder Singh, UP East Circle Secretary Shri S S Choudhary & UP East Circle Finance Secretary Shri R K Verma.

The session was attended by senior officers and leaders of various unions and associations, including: PGM CNTX Core, Shri Sidharth Sahoo, GM (NWO-CM, TX), Shri Gurudas Mehar, Shri J Rout, Circle Secretary, SNEA, Shri P K Rout, Circle Secretary, AIBSNLEA, Shri D K Behera, Circle Secretary, SEWA, Shri Sarat Mohanty, Circle President, BSNLEU & Shri P K Palai, Circle President, NFTE.

The dignitaries addressed the gathering and shared their views on the theme of the Open Session, “Resilient BSNL – Strengthening Digital India.”

Election process was started by the Returning Officer Shri Dhurba Charan Samal and Asst. Returning Officer Shri S K Majhi in the presence of CHQ observer JS (East) AIGETOA CHQ Shri Prabhash Kumar Mishra. The entire election process was carried out as per the rules. Shri Susanta Kumar Nayak, Shri Prabhat Kumar Sahu & Md. Salauddin Ali Ahemad were elected as Circle President, Circle Secretary & Circle Finance Secretary respectively.

AIGETOA writes to CMD, BSNL highlighting serious concerns regarding prolonged delays in resolution of committed HR issues and the functioning of the PGM (Estt/Rectt/Admin/Training Cell).

The preparatory work for DPC from AO to CAO going on. Pers and SEA team is working proactively on the same. The DPC shall be carried out in line with the Hon’ble High Court Interim Directions.

AIGETOA team is consistently monitoring the developments. It will be our best endeavor to ensure the final outcome at the earliest. Once these orders are executed, AIGETOA team will ensure that promotions from JAO to AO is also executed within a short duration.

In continuation of the follow-up actions and the earlier meeting with PGM (Legal), Team AIGETOA met with PGM (Personnel) to discuss the way forward in the matter of AO to CAO promotions.

During the discussion, PGM (Pers) informed that the Personnel Section has received the necessary clearance from the Legal Section. Accordingly, the Finance Wing has been requested to provide the updated seniority list. On receipt of the same, the DPC process will be initiated, and the promotions are expected to be processed shortly.

With regard to SDE to AGM and other pending promotion matters, a separate meeting is scheduled to be held next week to deliberate and take the issue forward.

The Hon’ble Punjab and Haryana High Court has allowed CAO Promotion on the basis of Seniority quashed by CAT subject to final out come.

Team AIGETOA Met PGM legal BSNL CO and discussed about the next course on the issuance of promotion orders.

Legal cell has given go ahead to Pers section to conduct the DPC. This will also open the way for promotions from JAO to AO also.

Team AIGETOA is following the issue and it will be out endeavor to ensure the benefits for the maximum possible.

The court case w.r.t JTO to SDE promotion which was listed today before Hon’ble CAT Chandigarh have been adjourned to 11th March 2026.

The cases could not be taken up today as the Hon’ble CAT Chandigarh Bench remained suspended due to the sudden demise of a senior member of the Bar.

Team AIGETOA has been continuously following the pending court cases and have been able to convince management to follow the court cases actively and aggressively.

BSNL Management has finally agreed and appointed a new advocate for the case from New Delhi. The case is listed for tomorrow 11th February 2026 at serial no. 23, Court No. 1 at Hon’ble CAT Chandigarh.

1] The online window for exercising option inf ERP-ESS portal will be open from 09.02.2026 to 13.02.2026.

2] Withdraw option from 14.02.2026 to 16.02.2026 (only for new entrants).

3] All existing members, as well as new entrants will have to compulsorily exercise their option to avail the GTI scheme.

4] There will not be auto renewal of the scheme for existing members.
