BSNL Corporate Office has issued the circle-wise list of Surplus, Deficit and Just-Sufficient strength for executives in Telecom & Account streams, in connection with the opening of the Online Transfer Portal (OTP) window for the year 2026 .
Pers Section, BSNL Co has cancelled all Old OTPs. we have strongly vouched for maintaining the OTP seniority on which it was told that the same can be discussed during implementation phase. Hence it is strongly suggested to all that while applying for fresh OTP, old OTP number must be mentioned in the remarks column. We will ensure that OTP seniority is maintained while executing the orders.
With respect to Hard Tenure pending cases, old requests upto Dec 2025 are being considered and all request beyond Dec 2025 (Premature Hard Tenure transfer requested) are cancelled.
Further, till new Transfer policy is notified, Old Policy stands.
All India President President Shri G. Veerabhadra Rao and GS AIGETOA Shri Ravi Shil Verma met CMD BSNL Shri A Robert J Ravi and PGM (Pers) Shri Rajeev Kumar Kaushik on 26th December 2025 and discussed the issues related to Promotions, OTP Window opening, Hard Tenure Transfer orders, Posting of volunteers at Training Centers, Applicability of Clause 3 (a) for J&K/hard tenure circles:
Discussion on Promotions through the combined mechanism submitted by the three associations viz AIGETOA, SNEA and SEWA:
The AIGETOA team again explained the details of the proposal of 3 Recognized Associations to the CMD BSNL and emphasized that the team had a detailed discussion at all levels individually as well as jointly at the level of Director (HR), PGM (Pers) and PGM (Legal) and there is no conflicting view with regard to the legality and admissibility of the Proposal. However, a call will have to be taken by Management, if they want to move ahead with the proposal or not. AIGETOA team emphasized that this is the only solution to the present legal mess spread across various streams and grades. Another way is to increase the posts or to get the promotions done through Matching Saving. CMD initially showed his reluctance on all the three proposals and instead advised us to ensure that pending legal cases are taken care of. We said that the legal cases settlement is a long drawn process and will take time and there is no point in keeping anyone waiting for promotions. We also highlighted that similar situation is with other departments/PSUs also but they have found the way within the ambit of Hon’ble Supreme Court judgment and their RRs. In BSNL, everything has been left to the mercy of the court and fate and no appreciable efforts have been taken by management.
CMD BSNL was quite reluctant to move ahead on the other two proposals, however when explained about the combined proposal shared by the three associations, he showed interest and asked to explain the process, associated risks and the advantages associated with the proposal. He discussed with PGM Pers and asked us to submit the detailed formal proposal for his perusal. The same is being submitted to him along with a process note and brief. The current status remains that there is a categorical no on the other two proposals of increasing the posts and matching savings while for the combined proposal, details have been sought from us.
CMD BSNL also asked us to work proactively for minimizing the legal cases on which we have submitted that AIGETOA is actively pursuing the cases and wherever necessary have intervened in the cases also.
Opening of OTP window without the necessary preparatory works:
It was highlighted before PGM Pers that annual OTP window is going to be opened without the necessary preparatory works of displaying the long stay list, Deficient/Surplus/Just Sufficient Circle Lists, Displaying of pending OTP waiting list, Non-finalization of the Proposed Revised Transfer Policy, Non-clarity on the consideration of the requests whose tenure is going to be completed post execution of the OTP window, posting of Hard Tenure transfer cases, issues related to Transfer of executives between territorial and non-territorial circles within the geographical boundaries of a circle etc.
We suggested for either opening of the multiple quarterly OTP window or for considering all requests in advance, whose tenure is going to be completed in the whole year.
The request was considered and PGM Pers advised that all those whose tenure is going to be completed in the coming year may also apply in the January OTP window. Their requests shall be considered. Similarly list of deficient, surplus and just sufficient circles will be arranged to be displayed. The previous seniority of the OTP application shall be maintained. The revised transfer policy is also in final stages and is likely to be issued soon. The issue of transfer between non-territorial and territorial circles shall also be taken care of.
Further, the list of pending transfer cases for the hard tenure completed executives is waiting for the final approval and the same shall be expedited.
Posting of volunteers at Training Centers:
We further emphasized that recently another letter seeking volunteers for posting at Training Centers have been sought while the previous panel still remains unexhausted. We categorically demanded that the select panel should be exhausted first before moving on to the next set of volunteers. It was assured that the matter shall be given due consideration.
Applicability of Clause 3 (a) for J&K/hard tenure circles:
We again raised the issue and explained that such a matter which is in the interest of circles like J&K is also taking so much time. We said that AIGETOA has once again submitted the fresh details as discussed in the last meeting and requested for an immediate decision on the matter considering the fact that opening of the next OTP window is due. It was assured by PGM Pers that the matter is being given consideration and the decision on the same shall be expedited.
At the end, we wish to state that there had been many assurances in past also and management has most of the time taken u turn with respect to their own assurances. We wish to make it explicitly clear that any further u turn shall be met with stiff resistance from AIGETOA. We can’t comment on others view point but we are very firm on setting the things on right perspective. AIGETOA remains committed to ensure the year 2026 as Year of Resolutions for the long pending issues of executives pertaining to 3rd PRC, Pay, Pension and Promotions including operational and procedural issues.
Team AIGETOA meeting with Director (Enterprise) to discuss the GGSN issue and Chennai EB issue:
GS and President AIGETOA later met Director (Enterprise), Shri Sudhakara Rao Papa Ji and discussed the issue of restoration of down GGSN at Chennai. Director (Enterprise) assured that the team is on job and the same shall be restored expeditiously. The same is likely to be functional in a day. We also highlighted that the EB team of Chennai is being asked to work at Tamil Nadu Circle which is contrary to the assurances made and also is contrary to departmental rules and procedures. The necessary corrective orders was requested. Director (ENT) assured that they will continue to work in Chennai Circle and there will not be any change in circle/station. We requested for issuance of corrective orders.
AIGETOA writes to PGM (Personnel), BSNL CO New Delhi for implementation of clauses 3(a) of the Transfer Policy for Jammu & Kashmir Circle executives and reconsideration of long stay inter-circle transfers. The recent transfer orders are not in line with the Transfer Policy, particularly clauses 3(a) and 3(b), and overlook the unique and high-risk service conditions prevailing in the Jammu & Kashmir Circle.
The J&K remains a disturbed and sensitive region where executives serve under extremely difficult terrain, harsh climate, and security challenges, often facing serious risks while ensuring telecom services in hard and unpopular stations. AIGETOA recalled that based on recommendations made as early as 2008, specific tenure norms for hard and hardest stations were approved by the Corporate Office in 2009, and J&K executives were accordingly kept out of All-India long stay lists for several years.
AIGETOA has emphasized that hard tenure service, particularly in J&K, cannot be treated as less onerous than semi-hard tenure, especially when policy benefits are already extended to semi-hard stations. In the interest of fairness and natural justice, such service should be treated as a break in circle stay under clause 3(a) of the Transfer Policy.
AIGETOA writes the Director (HR), expressing serious concern regarding opening of OTP window from 01.01.2026 to 15.01.2026 without necessary preparedness with request for inclusion of all shortcomings before opening of Jan OTP window.
AIGETOA has clearly conveyed that opening the OTP window in the present state will lead to confusion, dissatisfaction, and large-scale grievances among executives, defeating the very purpose of a transparent and fair transfer mechanism.
In this regard, the following critical issues need immediate attention:
1] Non-display of pending OTP waiting list:
The OTP portal does not display the waiting list of executives whose OTP requests are pending from previous cycles. In the absence of this information, executives are unable to assess their realistic chances and plan their options in an informed manner.
2] Non-display of Longest stay list in the circle :
The OTP portal does not display the Seniority list of executives who are having longest stay in the circle and probable to get the transfers. In the absence of this information, executives are unable to decide on applying the transfer in the coming OTP and accordingly arrangement to their family needs.
3] Non-availability of circle-wise deficit details:
At present, the portal does not reflect circles having category of “Deficit”, “Just Sufficient” and “Surplus Strength”. The absence of a clear display of circles strength, the very purpose of OTP is getting defeat, executives are required to exercise options without knowing where genuine vacancies exist. This makes the choice process arbitrary and unrealistic.
4] Non-finalisation of the Proposed Revised Transfer Policy:
The new transfer policy is yet to be finalised. Without clarity on crucial aspects such as Long stay provisions, Hard tenure stations, Choice posting norms and other related provisions, executives are left guessing while exercising OTP options. This undermines confidence in the process and exposes executives to unintended consequences.
5] Improper handling of Hard Tenure transfer cases
Hard Tenure transfer requests submitted through the Online Transfer Portal are presently being clubbed with routine modification and retention requests. This practice defeats the very purpose of Hard Tenure classification, which is meant to provide time-bound relief to executives serving in difficult and remote areas.
Executives have unanimously demanded that Hard Tenure cases be processed separately and orders issued on priority, in-line with Government of India guidelines. Despite repeated communications, there appears to be inadequate seriousness at the Corporate Office toward the hardship faced by executives posted in Hard Tenure stations.
The situation has further worsened after enhancement of tenure from two years to two and a half years, yet transfer orders for eligible executives continue to remain pending. While an earlier list purportedly covered executives completing tenure up to 31st March 2025, it selectively included names of officers completing tenure as late as July 2025, leaving many earlier eligible executives unattended.
Moreover, although the July–September OTP window was never opened, Hard Tenure applications forwarded through proper channel by the Circle Office have also remained unaddressed. These delays are causing mental stress, demotivation, and growing dissatisfaction among officers serving in such difficult locations.
6] Need for transparency and adherence to standard HR practices:
The transfer and posting process must be aligned with established HR principles of fairness, equity, and transparency. This includes ensuring that all executives have equal access to information, that decisions are based on objective criteria, and that the system is free from ambiguity or discretionary interpretation. A transparent and policy-driven approach will not only strengthen trust among executives but also enhance organisational credibility.
7] Addressing the issues related to Transfer of executives between territorial and non-territorial circles within the geographical boundaries of a circle particularly for circle based cadres.
Further, proceeding with the OTP exercise without addressing the above deficiencies will inevitably result in post-OTP chaos, multiple representations, grievances, litigation risks, and operational disruptions, creating avoidable administrative burden for both executives and management.
Demand Before Opening OTP Window:
AIGETOA, therefore, strongly urges the management to include the shortcomings raised above before the opening of the OTP window in Jan 2026, ensuring:
1] Vacancy and Deficit Transparency – Real-time display of circle-wise and SSA-wise deficit and surplus positions.
2] Pending Request Visibility – Display of complete waiting lists from previous OTP cycles indicating the seniority and priority order.
3] Finalization & Notification of Transfer Policy – Finalisation and notification of the revised transfer policy before OTP window.
4] Separate and Priority Processing of Hard Tenure Cases – Hard Tenure transfers to be processed independently of routine OTP requests, Time-bound issuance of transfer orders for eligible executives, Strict adherence to tenure completion criteria without selective inclusion.
5] Fairness and Safeguards – No arbitrary overrides, with exceptions only through proper justification, Priority consideration for medical, spouse, and compassionate cases.
6] Implementation of Defined Timelines – Fixed timelines should be ensured for annual OTP window Processing and issuance of orders within stipulated period after OTP closure.
The two-day Annual General Meeting (AGM) of AIGETOA CHQ was held from 19th to 20th December 2025 at Hotel Green View, Agra, with the participation of CHQ office bearers, Central Collegium members from across the country.
Day-1 of AGM on 19th December 2025 at Hotel Green View, Agra UP (West):
The meeting was presided over by All India President Shri G Veerbhadra Rao. All India Convener Shri Aftab Ahamad Khan, General Secretary Shri Ravi Shil Verma, all CHQ leaders, Circle Secretaries, Circle Presidents, Central Collegium Members and District leaders of AIGETOA attended the Annual General Meeting. The session started with flag hoisting followed by lightening the lamp. Before initiating the proceedings, the House paid homage to the late father of Shri Shiv Kumar Pathak ji by observing a two-minute silence and offering prayers for eternal peace.
In his opening address, the All India President paid tributes to all former Apex leaders for their invaluable contribution to the growth of AIGETOA and congratulated the fraternity on the completion of 20 years of AIGETOA. He welcomed all leaders to this AGM and addressed the gathering, emphasizing that this event is a testament to our Unity, Vision, and Unwavering Commitment to our organization’s cause. He also explained the CS report points, pressed key organizational matters, and specifically stressed conducting Executive Committee meetings at District, Circle & CHQ levels every quarter minimum and Annual General Body Meetings yearly once at District, Circle & CHQ levels, with reports submitted in standard format by DS, CS & GS. He expressed happiness about the addition of new members through the untiring efforts of District, Circle & CHQ leaders and advised improving membership further in future. He strictly instructed all to follow the AIGETOA constitution as well as resolutions at District, Circle & CHQ levels. The AIP explained why this Annual General Body Meeting is required, stating that it strengthens our bond and resolve as AIGETOA members, provides a platform for sharing ideas, addressing concerns, and charting our path forward, offers motivation, and reaffirms our commitment to fighting for BSNL executives’ rights and welfare. He highlighted taking Resolutions for the betterment of AIGETOA & Executives’ Pay, Pay loss, PRC, Pension, Promotion, Perks & Allowances, postings, and improvement of BSNL profitability.
After confirming quorum by the All India President, the House approved inclusion of additional agenda items with the permission of the Chair.
Thereafter, the session started as per schedule. GS Shri Ravi Shil Verma presented the annual working report of the association for the financial year 2024-25 in the House. The House unanimously approved & adopted the annual working report of the association for 2024-25.
Then, the Audited Financial Accounts for FY 2024-25 were presented by Finance Secretary Shri Yogendra Jharwal, followed by elaborate discussions. Central Collegium leaders raised questions and FS provided clarifications for every point. The House unanimously adopted the Audited Report for FY 2024-25 for submission to the Registrar of Societies and other necessary actions.
The senior leaders from Bhartiya Mazdoor Sangh (BMS), addressed the gathering and extended warm greetings to AIGETOA CHQ AGM. He congratulated AIGETOA on completing 20 glorious years of service to BSNL executives. Appreciated AIGETOA’s consistent struggle for HR issues and organizational growth, Emphasized the importance of unity among all BSNL unions and associations for the revival of BSNL, Highlighted that workers and executives are the backbone of BSNL’s success, Called for collective efforts to improve BSNL’s profitability and service quality, Expressed commitment to work together against any anti-employee policies. Finally he assured BMS’s full support to AIGETOA in all organizational actions for employees’ welfare.
Sh Shayam Singh Ji, PGM BSNL Agra, addressed the AIGETOA CHQ AGM and extended warm welcome to all delegates. He appreciated AIGETOA’s active participation in BSNL’s growth initiatives at Agra SSA. He also Congratulated AIGETOA on completing 20 years of dedicated service to BSNL executives. PGM Agra BA extended support to the demand of 3rd PRC and other HR issues. He also elaborated on how Agra BA achieved the prestigious energy conservation award and extended thanks to BSNL Agra team for the milestone achievement. He Acknowledged executives’ contributions to Agra SSA’s consistent performance in revenue and customer satisfaction. PGM Agra BA was categorical in his emphasis on the resolution of long pending HR issues to keep the executives motivated to perform better.
In the second half of Day-1, GS Shri Ravishil Verma, in his keynote address, first extended thanks to all previous Apex leaders for their contribution towards AIGETOA’s growth and congratulated everyone on completing 20 years of AIGETOA’s journey. In his address, he raised demands for complete extension of Superannuation Benefits (SAB) to all BSNL Recruited Employees, Standard Pay Scale of E2 for JAO/JTO & E3 for AO/SDE, pay loss issue of JTO/JAO, promotions for all eligible cadres, 3rd PRC, Group Health Insurance Policy by BSNL for all employees, revision of Transport Allowances, TA/DA, etc. He emphasized that Human Resources are the nerve centres and architects of growth for any commercial enterprise. He stated that non-resolution of critical and long-pending basic HR issues is adversely impacting morale and distracting executives’ focus significantly. Management needs to demonstrate serious commitment to resolve these issues in totality within specified timelines. He reaffirmed AIGETOA’s commitment to ensure resolution of long-pending HR issues and stated that if matters are not resolved through discussion and persuasion, AIGETOA will not hesitate to restart the organizational action programs. He outlined the Association’s role to closely monitor all organizational activities and oppose actions contrary to BSNL and its employees’ interests tooth and nail.
After GS Shri Ravishil Verma’s keynote address, the House was opened for an interaction session with the GS. Various agenda points were discussed at length, with extensive deliberations on AIGETOA organizational issues, pension-related matters, PRC-related issues, Standard Pay Scale & Pay Loss issues, and promotions for all eligible executives.
Day-2 of AGM – 20th December 2025 at Hotel Green View, Agra UP (West):
On the second day of the AGM, in the morning session, the House continued with the interaction session with the GS. Various agenda points were discussed at length, with elaborate discussions by Central Collegium leaders who interacted with the GS through questions, and the GS provided clarifications for every point raised. In the second half of Day-2, the noted agenda points were included in Resolutions. Updates (addition/deletion) of Collegium Members of the association were approved, and the House unanimously adopted the updated collegium and membership list. This session comprised extensive discussions on various organizational aspects of AIGETOA and further course of action to increase membership in BSNL. Various deliberations on BSNL service-related matters were also held.
In his closing remarks, GS Shri Ravi Shil Verma expressed profound gratitude to all participants for the successful conduct of the AIGETOA CHQ AGM at Agra, thanking All India President Shri G Veerbhadra Rao for his leadership, and appreciating Central Collegium members, Circle & District leaders for their active participation and valuable inputs. He reiterated AIGETOA’s firm commitment to pursue all resolutions with renewed vigor, emphasized that the AGM has strengthened organizational unity and provided clear direction for future actions including quarterly EC meetings and Annual GBMs, assured relentless CHQ efforts for resolution of all HR issues like Standard Pay Scales, Pay Loss, Promotions, PRC, and SAB, motivated everyone to work with renewed energy for BSNL’s revival and executives’ welfare, and declared that AIGETOA stands rock solid with all members in their just cause.
AIP extended heartfelt thanks to each leader for making the AIGETOA Annual General Meeting at AGRA an impressive success. This event is a testament to our Unity, Vision, and Unwavering Commitment to our organization’s cause.

AIGETOA has submitted a strong objection to the Director (HR), BSNL, against the decision of ALTTC Circle to call for fresh volunteers for posting at Telecom Training Centres, particularly RTTC Jaipur, without exhausting the already approved and valid selection panel.
A transparent and merit-based selection process for RTTC Jaipur was already completed in April–June 2024 through online assessment, interview, and presentation. A merit-wise panel was duly approved by the competent authority and circulated to all Circles. The Association expressed serious concern that re-initiating the same volunteer process not only undermines the sanctity of the earlier selection but also causes avoidable uncertainty and demoralization among the empanelled executives.
AIGETOA categorically stated that repeating the selection exercise without utilizing the existing panel is unwarranted and raises apprehensions about the intent behind such actions, especially when the earlier panel remains valid and unutilized. The earlier objections regarding arbitrary transfer and posting orders issued by ALTTC Circle have not been addressed so far.
We firmly demanded that:
1] Executives already selected and empanelled for RTTC Jaipur be given first priority for posting.
2] Postings to RTTC Jaipur and other Telecom Training Centres be made strictly from existing approved panels, wherever available.
3] No fresh volunteer or selection process be initiated without fully exhausting the earlier approved panels.
4] Personnel and Establishment Sections at Corporate Office scrutinise the transfer and posting orders issued by ALTTC Circle and take corrective action as per policy.
We urged the BSNL management to act promptly in the interest of fairness, transparency, and administrative propriety. Failure to address the issue may compel it to pursue the matter further at appropriate forums.
Contrary to the misleading update uploaded on the website of one of the participating associations, AIGETOA wishes to place the correct facts on record regarding the meeting held with CMD, BSNL on 15.12.2025. The said meeting was attended by the All India President of AIGETOA in person and not through any representative.
While in some associations the post of All India President may not carry much significance, in AIGETOA it is the supreme post and deserves due recognition as the leader of the association. The All India President is not a nominee or representative of the General Secretary, and any such projection is factually incorrect and misleading.
It is further reiterated that it was a categorical and unanimous decision of the Forum that any update regarding Forum activities shall be shared only after approval of all the General Secretaries present in the group. However, the concerned update was uploaded unilaterally, without any information or consent of other General Secretaries, including AIGETOA.
A formal objection to this misleading and unilateral action has already been submitted by AIGETOA to all the General Secretaries of the participating unions and associations, with a sincere request that such actions should not be repeated in the interest of unity and the larger collective goal of resolving major cadre issues such as 3rd PRC, Pay Scales, Pay Losses, SAB, Promotions, etc.
AIGETOA has also vociferously raised the serious issue of non-functioning of the Sanchar Aadhaar App. A formal objection in this regard was submitted to the management vide our letter dated 03.12.2025.
Subsequently, the issues and problems being faced by field units (POS) were taken up directly with CMD, BSNL on 08.12.2025. Further, detailed feedback regarding the Sancharmitra App was again submitted by AIGETOA to CMD, BSNL and Director (CM/CFA) on 17.12.2025. As a result of our consistent follow-up and direct engagement with CMD, BSNL and Director (CFA/CM), the management issued a letter dated 19.12.2025 to all field units for a phased restart of Sanchar Aadhaar App for three zones and Sancharmitra App for the South Zone. AIGETOA is presently collecting feedback from field units, which will be taken up further with the management.
Friends, while AIGETOA continuously works for the welfare of executives through resolution of long-pending HR issues, it remains equally committed to protecting the interests of BSNL. AIGETOA is the only association that has consistently taken up developmental and O&M-related issues, including 4G, BharatNet and field-level operational problems, with management immediately, instead of waiting to claim credit after resolution.
We do not believe in belated website updates for credit mongering. Our timely and vigilant interventions have resulted in resolution of several critical issues which could have otherwise made the working conditions of executives even more difficult. The examples are many, and we leave it to members to assess the same objectively.
While one may concur with the view that associations should desist from raising crucial issues, AIGETOA’s approach is fundamentally different. We exercise due caution in not uploading certain operational communications that may adversely affect the image of BSNL. At the same time, we firmly believe that the administrative ministry and higher echelons of the Government must remain aware of systemic problems that are impacting BSNL’s revenue and sustainability. The year 2025 was a year of sustained efforts. We assure one and all that 2026 will be a year of results, aimed at the resolution of long-pending HR issues of BSNL executives.
AIGETOA has clearly conveyed its refusal to attend the agenda meeting scheduled by BSNL management due to the inadequate time earmarked for the discussion. The Association has categorically stated that agenda meetings cannot be reduced to a token exercise or treated as a mere formality.
The meeting was fixed after an unjustified delay of nearly two and a half months and was intimated late in the evening, with the meeting scheduled at 5:00 pm. Such scheduling effectively rules out any serious or detailed discussion on long-pending and critical HR issues.
The agenda meetings were historically held with sufficient time, often for an entire day, enabling meaningful engagement and concrete outcomes. The gradual dilution of this practice reflects a lack of seriousness towards issues that are directly impacting executive morale and organizational efficiency.
Given the gravity of the agenda and its relevance to BSNL’s ongoing national projects, including Swadeshi 4G/5G, 4G saturation and BharatNet, AIGETOA has demanded that a fresh agenda meeting be convened with adequate time allocation. The Association has made it clear that it will participate only in meetings aimed at real engagement and result-oriented discussion, not symbolic or name-sake exercises.
With extreme grief, we bring to you the sad news of the demise of father of Shri Dipu Chandran (SDE NOC, Ernakulam), ACS AIGETOA Kerala & CHQ Advisor. He left for his heavenly abode today. The funeral is scheduled to be held tomorrow, 11th Dec 2025, at Vadayar, Vaikom, Kottayam.
