As you are aware, AIGETOA CHQ had made an appeal on 5th November 2024 for contribution towards the Legal Fund to defend various important cases filed by AIGETOA. Members voluntarily extended their support and deposited their contribution in the AIGETOA account.

For reconciliation, all members who have contributed to the Legal Fund are requested to kindly submit their details through the Google Form available at the link below:

Joint Protest by Unions & Associations of BSNL on 6th October 2025 in Solidarity with Chennai & Tamil Nadu Office Bearers:

Unions and Associations of BSNL in solidarity with the Chennai and Tamil Nadu office bearers belonging to various Unions and Associations. The office bearers were being victimized by serving chargesheet and penalty for raising the voice in support of the employees and trying to seek hearing from CGM Chennai Telecom and Tamil Nadu circle. The matter was raised time and again by the unions and associations together, both at Circle as well as Corporate level. Despite raising the matter and seeking respite through amicable means, neither BSNL Corporate Office nor the Chennai Circle responded with any settlement except for giving verbal assurances and at the end, chargesheet and penalty were served to some officer bearers of Chennai Telecom Circle.

Seeing no hope for respite through amicable means, finally General Secretaries of various unions and associations of BSNL on the feedback of Tamil Nadu and Chennai Circle, decided to oppose this regressive move of the management and denial of Justice by BSNL Corporate Office despite repeated requests of intervention in settling the matter. Accordingly Unions and Associations of BSNL have served a joint notice for a nationwide Protest on 6th October 2025 in solidarity with our Chennai and Tamil Nadu office bearers with following demands:

1. Immediately shift Shri S. Parthiban from the posts of CGM TN & CHTD and finally repatriate to DoT.

2. Withdraw all vindictive actions initiated against leaders and employees of CHTD Circle.

We sincerely feel management at Corporate level will take note of this and intervene urgently to avoid any further escalation of the situation. The unions and Associations of BSNL are determined and committed themselves to oppose any such regressive actions from management side either at corporate or at circle level and we can go to any extent of protest to ensure justice for the employees.

Demise of North East Cultural Icon – Zubeen Garg: A Colossal Loss to the Nation

AIGETOA deeply mourns the untimely demise of Zubeen Garg, a legendary voice of Assamese music and a cultural icon of Northeast India.

His music was not just melody but an expression of emotions, revolution, and identity for millions. Zubeen Da’s unparalleled contribution to Assamese and Indian music will forever remain etched in our hearts. He was more than an artist – he was a movement, a voice of the people, and a symbol of pride for Assam.

Our heartfelt condolences to his family, friends, and countless admirers across the world. May his soul rest in eternal peace, and may his music continue to inspire generations to come.

Update on Standard Pay Scale Case at Hon’ble CAT – Chandigarh on 19th Sept 2025:

The standard pay scale case hearing took place today, September 19, 2025, at the Central Administrative Tribunal (CAT) Chandigarh. Team AIGETOA was represented by All India President (AIP), Sh Vivek Kumar Singh AGS-2, Sh Sunil Kumar Gautam AGS-5, Sh Vikas Gupta Legal advisor, Sh Yogesh Chhabra, and Sh Umesh Saini, VP Punjab.

The case, pertaining to the implementation of standard pay scales E2 & E3 in BSNL, is one of the longest pending matters at CAT Chandigarh. The hearing saw our senior advocate shri R K Sharma presenting substantial arguments advocating for the implementation of standard pay scales for JTOs / JAOs on the E2 scale and SDEs / AOs on the E3 scale in BSNL. He categorically established that DOT is at fault by lowering the scale without following the due procedure and citing the affordability clause when BSNL was in absolute profit at the time of implementation of 2nd PRC having implanted revised scales for all other grades than JTO/JAO and SDE/AO which mostly pertained to BSNL Recruits.

The Hon’ble Judge has directed the Department of Telecommunications (DoT) to submit the rationale behind downgrading the scales including the details of financial concurrence taken before deciding on the matter, emphasizing the non-adherence to DPE guidelines and considering BSNL’s financial position as mentioned under the affordability clause at the time of implementation of 2nd PRC benefits. Court also issued notice to DPE for reply on the matter.

Team AIGETOA is firm on getting justice on this issue and are closely monitoring the developments of this case. AIGETOA is the only association which has opposed this move of DOT and have been fighting for this since 2016. AIGETOA is the only association pursuing the residual benefits of 2nd PRC in both organizational as well as legal way. We are very sure that our efforts will succeed in not only getting the due scales of E2 pay scales for JTO/JAO equivalent scales but also we will ensure that arrears are also being paid by BSNL/DoT.

The next hearing is scheduled for October 17, 2025.

Sad demise of Sh Islam Ahmed, Ex-President NFTE (BSNL) :

Condolence Message

It is with deep sorrow and a heavy heart that we inform about the sudden and untimely demise of Shri Islam Ahmed, Ex-President of NFTE (BSNL).

Yesterday, Shri Islam Ahmed fell at his residence and sustained a head injury. He was immediately admitted to the hospital and underwent surgery. Despite the best efforts of the doctors, he passed away this morning.

Sh. Islam Ahmed’s contributions to the welfare of employees and the strengthening of the trade union movement will always be remembered with respect and gratitude.

AIGETOA pays its respectful homage to Sh. Islam Ahmed and conveys heartfelt condolences to his family members and the members of NFTE (BSNL) in this moment of grief.

BDM Writes to CMD BSNL on Non-Resolution of HR Issues Despite Multiple Assurances

Bharatiya Doorsanchar Manch (BDM) writes to the CMD BSNL expressing deep disappointment over the non-resolution of long-pending HR issues despite categorical assurances from BSNL Management in July 2025.

On the basis of commitments given by BSNL and appeals issued by management, BDM had called off its organizational action programs in good faith. However, even after the intervention of the Hon’ble Minister of Communications, directions from the Apex Parliamentary Committee on Public Undertakings (COPU), and the passage of almost two months, no progress has been made, nor has any communication been shared with the constituents of BDM.

BDM highlighted that the categorical assurances from management that issues would be resolved within 2-3 weeks have not been honored and employees who showed restraint and trust in management’s word are now feeling disheartened.

As BSNL prepares to celebrate its Silver Jubilee on 1st October 2025 with customer-centric programs, BDM has reminded management that the long-pending HR issues are also completing 25 years of pendency. Instead of symbolic gifts like silver coins, the real gift to employees, who are the internal customers of BSNL should be the resolution of long-pending issues related to Pay, Pension, and Promotion, including implementation of 3rd PRC.

BDM has clearly stated that in the absence of firm and time-bound actions by management, it will be compelled to review its earlier decision of keeping organizational programs in abeyance. The responsibility for any industrial unrest will solely rest with BSNL Management.

Extension of Second Saturday Holiday Facility to All Field Units of BSNL – GS AIGETOA Writes to CMD BSNL :

AIGETOA writes to CMD BSNL seeking uniform implementation of the Second Saturday Holiday (SSH) facility across all field units of BSNL.

At present, while employees posted in Corporate Office and many non-field offices are availing the benefit of Second Saturday off, the same facility is not extended to employees working in field units. This disparity has resulted in dissatisfaction and demotivation among the field workforce, who are already engaged in highly demanding roles.

AIGETOA highlighted that:

  • As per BSNL Corporate Office orders and subsequent clarifications, Second Saturday is admissible as a closed holiday. However, due to administrative interpretations, field units are not uniformly extending this facility.
  • Denial of SSH to field employees is unjust and against the principles of parity and fairness.
  • Most Central Government departments, PSUs, and large corporates already follow a five-day work week or at least provide Second Saturday off.
  • In case operational exigencies require the presence of field staff, they should be compensated with suitable compensatory off or additional leave.

AIGETOA urged CMD BSNL to intervene and ensure that the Second Saturday Holiday facility is uniformly extended to all field units, or alternatively, a proper compensation mechanism is implemented for those working on such days.

Team AIGETOA meeting with Sh Deb Kumar Chakrabarti, Member (Services), DoT on Standard Pay Scales E2–E3 for JTO/JAO and SDE/AO Equivalent Grades :

Today on 11th Sept 2025, Team AIGETOA comprising Shri Veerabhadra Rao (All India President), Shri Pavan Akhand (Dy GS & GS-I/C), Shri Harjinder Singh (OS CHQ), Shri Vivek Kumar Singh (AGS) and Shri Sunil Gautam (AGS) were present in the meeting and deliberated on the issue.

At the outset, Team AIGETOA extended a warm welcome to Member (Services) on his new assignment. Member (Services) appreciated the constructive role of the association and assured his support on the matter of E2-E3 as well as other legitimate issues requiring his intervention.

AIGETOA submitted a detailed representation covering all aspects of the standard pay scale issue, covering the history and tracing developments from 2009 onwards and referring to communications between BSNL, DoT, and DPE. It was emphasized that:

  • BSNL has recommended replacement of E1A with E2 for JTO/JAO grades and E2A with E3 for SDE/AO grades.
  • DPE has denied continuance of intermediary pay scales E1A and E2A, as communicated by DoT vide letter No. 61-02/2014-SU dated 24.01.2011 and subsequent communications.
  • BSNL has categorically ruled out cascading effects on other scales, with CMD BSNL reiterating the same through his DO letter dated 01.05.2017, supported with full justification.

During the meeting, Member (Services) raised some queries, which were addressed by Team AIGETOA with necessary details and examples where the issue of non-standard pay scales was resolved by adopting the next higher standard pay scale.

Member (Services) acknowledged the demand for standard pay scales and assured his intervention. He further stated that a follow-up meeting will be convened, with participation from his team as well as AIGETOA, to enable a comprehensive discussion and way forward.

He also shared important developments on pension revision matter. Recently, DoT has issued orders allowing BSNL to pay and calculate pension contribution of its combined service opted employees at the actual pay drawn instead of the maximum of the scale, with effect from 01.09.2025. This long-pending demand, earlier rejected in 2012, has now been approved after re-examination and consultations with DoPT, DoP&PW, and Department of Expenditure. He assured that, in the same spirit, the issue of standard pay scales will be pursued with equal seriousness to reach a positive conclusion.

Team AIGETOA will continue to pursue the matter with Member (Services), DoT, and remains hopeful that his intervention will help break the long-pending deadlock on E2–E3 scales.
