As per the notice issued by DGM SR BSNL CO a meeting of General Secretaries of All Unions and Associations was held in the chamber of Director HR BSNL Board at 1015 Hrs on 06.10.2025.

This meeting was held under the chairmanship of Dr. Kalyan Sagar Nippani, Director HR BSNL Board and was also attended by Shri. Rajeev Kumar Kaushik, PGM SR/Pers BSNL CO, Mrs. Asha Bawaliya, DGM SR BSNL CO, Shri Rajesh Chourasiya, DM SR BSNL CO and General Secretaries of all Unions and Associations.

The meeting started with a brief note by PGM SR/Pers wherein he shared the very purpose of the meeting and informed that there is no need of any agitational at National level when the issue is pertaining to Chennai and TN Circles. He further added that the concerns raised by Unions and Associations are being taken care of and the results will be visible in this week itself. He once again appealed to withdraw the agitational call so that the improved image of BSNL is not spoiled. Director HR shared that Management is doing all out efforts for resolution of HR issues and many issues are in pipeline and will be cleared shortly.

Director HR further added that any agitation at this juncture by all Unions and Associations of BSNL will not be a good sign and any information about agitation against Government and spreading its information on social media, press and TV will have adverse impact on the support being extended by Government and DoT. He assured that as informed by PGM Pers, the issues are being taken care and he has personally spoken with CGM five times and under directions of CMD BSNL efforts are being made to sort out issues and appealed to leaders to withdraw the agitational call for such petty issue of one Circle.

We have responded that our agitation is not against Government or BSNL Management and it is against adamant, biased vindictive actions at CGM CHTD/TN Circle by management. We added that it is not a small issue limited to Circle as projected by BSNL Management but is definitely a serious matter for failing to achieve the desired objectives as CGM and his vindictive actions against office Bearers of Associations and Unions.

We added further that all these office Bearers are not punished for any lapses on their part in office work or not for any losses to BSNL or for any corrupt practices, but they are punished just for entering in the cabin of CGM in the month of April 2025 by informing PS, who did not stop these leaders to enter in the cabin. They have entered in cabin and requested for reasons for denial of meeting after wait of four hours and requested to give appointment as per his availability and convenience.

But instead of any positive response as desired from Circle Head, he was shouting at all and threatened to take action against them. But the overall discussions in the meeting were normal and as per discussions CGM given time for meeting on the same day at 1730 Hrs and issues were discussed. Since then he is more vindictive and has reached to the level of issuing Punishment Order for reduction of two increments of 13 Office Bearers for two years and needs immediate corrective action which is our one of demands.

Though, management at corporate office has been assuring General Secretaries for resolution of issues created by CGM, but in last five months nothing happened and Circle Admin is bluntly harassing office bears and members of Associations and Unions and no corrective action being taken by BSNL CO till date.

Director HR responded that it is a fact that he has spoken with CGM many times and will continue to speak again, and firmly assured us to consider appeals received by him very positively and Unions and Associations should not go for nationwide agitation for the same. We requested Director HR to share a single copy letter showing action taken by Management against Chennai/TN Circle Management or any displeasure note, but nothing was there to share except telephonic talk.

We requested him to explain to us how Circle Admin is right and how we are wrong in the eyes of management, and if we are convinced we have no issue for changing our stand and withdrawing agitational call. Management has to either accept the factual submission by Unions and Associations with documents supporting our say or convince us factually that we are wrong and Cennai/TN Circle admin actions are right.

We also expressed that the appeal given by SR cell is nothing but threatening and in the entire two page appeal only the last line is matter of appeal and all other content is nothing but threatening of actions against different clauses. We categorically made it clear that peaceful protest against wrong doings by responsible officers is our right as per constitution and such threatening letters will not deviate from us in opposing such wrong and biased actions.

We added that on such issues all the Unions and Associations are united for common cause and action of management to call only for recognised Associations and Unions on notice given by all Unions and Associations is not correct and hence not acceptable to us. Rather, the management has to understand the genuineness of such serious issues raised in the interest of BSNL and take positive steps to look into concerns expressed in such letters.

We added that instead of wasting time in making such threatening appeals to the General Secretaries, one strong and factual DO letter to CGM Chennai/TN from Director HR expressing total displeasure But unfortunately no such single letter is given by the Corporate Office or by Management.

We added that in different meetings it was assured to us by Director HR that explanation will be called on the representations of All Unions and Associations, but even after passing two months, no such explanation is called and if called same is not shared to Unions and Associations for review of our stand. Thus Management is directly or indirectly favouring CGM to go ahead with vindictive actions. We categorically told that enough time is given for BSNL Management but till today no action has been taken rather we are of the opinion that BSNL management is indirectly supporting to go ahead with vindictive actions. Now after the punishment orders issued in CHTD Circle, he has called for explanation from leaders of TN Circle and is moving ahead with more adamancy.

PGM Pers informed that CGM TN is directed not to take any further action on the explanation/s called from Office Bearers of TN Circle. We replied that the concerned circle does not bother about such instructions as seen in the past, but PGM SR added that this time he will follow and the same is confirmed by him.

When we asked what about withdrawal of action he has taken against CHTD Office Bearers, Director HR informed that BSNL management do not stand with any such vindictive actions and any appeal against these punishment orders will be given very positive consideration by him as Director HR as all appeals will come to him.

We demanded that all the punishment orders which are issued wrongly under pressure of one of the party to ongoing dispute, needs to be withdrawn totally and there is no need of appeal from these office Bearers as being asked by Management.

Director HR was of the opinion that we should follow the procedure and in response we have pointed out that the same needs to be instructed to the concerned CGM.

But Director HR continued that he will take care of all the issues and let the individuals submit their representations and assured for its consideration and appealed to keep on hold the agitational call for ten days. PGM Pers/SR informed that work has been initiated and will be surely completed within weeks’ time but the expressed reluctance to give it in writing.

We insisted that such verbal assurances have been given many times but not adhered any time and we reminded Director HR about discussions that happened in the past on the subject and requested for confirming any of the assurance given to us.

We narrated that in July 2025, during the Chennai official tour, CMD BSNL had given public assurance in the meeting of all leaders and CGM along and his HR team of both the Circles to stop all activities at the stage where they were. i. e. Associations will not go for any further agitations and CGM and his HR teams will not take any action against the office Bearers and will make all out efforts for restoration of industrial peace. But instructions even from CMD BSNL are not adhered to and how can we expect that this time he will adhere to it.

Director HR informed us that he will discuss it once again and will ensure that this time he will adhere to the instructions and assured us to speak to him today itself. We insisted for written assurances and Director HR discussed with PGM Pers/SR for giving in writing. Then both left the meeting and discussed in another cabin separately and on return back it was informed that one more appeal will be made to all Unions and Associations should keep on hold the agitation call till next 10 days and meanwhile the majority of the concerns raised by General Secretaries will be taken care of.

We insisted on adding in the appeal to ensure these actions in a time bound manner of one week, but PGM Pers asked for a time of ten days and Director HR endorsed the same. Finally, it was agreed by both parties that after confirmation from CMD BSNL the draft letter will be shared with General Secretaries before signature.

Then again PGM Pers/SR and Director HR left the meeting to get confirmation of conclusive discussions from the CMD BSNL and joined back in the meeting after 10 minutes with consent of CMD BSNL and instructed DGM SR to prepare a draft letter and share it with General Secretaries immediately.

Finally a draft was shared by Director HR with us wherein no time frame was mentioned. We insisted on the same and then it was added that all the issues related to CGM CHTD/TN will be taken care of within ten days. We also insisted on keeping on hold the Punishment orders also for ten days and it was assured by Director HR that it is as good as assured and requested for not insisting for the same. After elaborate discussions and to depth analysis and by understanding firm, positive promises by Director HR, all the General Secretaries responded positively and assured that if the same appeal is given in the meeting itself, we will keep on hold the agitational call for next ten days provided action on both the demands are taken else we will resume the action.

Director HR informed that he will take final approval of draft from CMD BSNL and then signed copy will be shared. But meantime CMD BSNL left the office for the prescheduled meeting at PMO New Delhi and desired approval of the final draft from CMD BSNL could not be received before his leaving office. Though efforts were made to get the approval, it was delayed.

After this understanding and positive conclusion of discussions, Director HR shared that he has to leave for Bhopal for personal appearance in the court case. He directed PGM Pers/SR to share the final letter to General Secretaries at the earliest. But before leaving office, he once again assured general Secretaries that his office will take care as per the discussions in the meeting and General Secretaries should withdraw the agitational call of Lunch Hour Demonstration on the same day. As such it was concluded to give written assurance cum appeal by Management to settle all the issues and demands raised by Unions and Association in time of 10 days and the agitational call for Lunch Hour demonstration will be kept on hold by all Unions and Associations.

Thereafter Director HR left the meeting and PGM Pers /SR made further efforts to get informal approval of CMD BSNL and formally handing over a copy to all General Secretaries and we were asked to wait for some time in the chamber of Director HR for some time.

On return of CMD BSNL, PGM Pers discussed the draft and after going through the draft and the same was modified from “resolution of issues to issues and necessary action shall be taken” to “will be looked into” and also the time of ten days mentioned was deleted keeping it again open. This was not agreed by General Secretaries and PGM SR/Pers again took up matter with CMD BSNL, but it was not agreed to restore the earlier words in the draft letter and mainly the time frame of ten days for resolution of issues was not agreed.

In conclusion, PGM Pers/SR informed that leaders should not worry about the words and appealed not to go for particular word/s and requested to believe on the discussions and firm assurances by Director HR and directed DGM SR to hand over signed copy to all General Secretaries. In absence of an assured time frame for resolution of the disputed issues, we categorically denied to accept the letter. The same was later on sent the appeal by email to General Secretaries of All Unions and Associations.

After this meeting the leaders of All Unions and Associations had meeting at 1500 Hrs to review the appeal by the management and further course of action wherein the response from Management was analyzed and it was decided to wait for next ten days for resolution of demands and start the call after 10 days if management doesn’t resolve the issue as promised. It was further resolved that if no action is taken by Management, then the agitational call will be intensified with wearing black badges, Quitting official WhatsApp groups, Reaching to press and media, taking up the issue with Secretary DoT, Minister of State Communications, Minister of Communications, fresh Lunch Hour Demonstration on daily basis, Twitter Campaign against the attitude of Circle Management and so on till the issues are not resolved to its root cause.

Let us hope that the management keeps its words and remain prepared for intensifying struggle if the issues are not resolved as promised.

BDM has decided to stop its ongoing agitational program following positive assurances by the Hon’ble MoC Shri Jyotiraditya M. Scindia :

Bharatiya Doorsanchar Manch (BDM) has decided to stop ongoing organisational action programs. This decision follows the outcome of a significant meeting held on 17th July 2025 between the BDM (AIGETOA & BTEU)-BMS delegation and the Hon’ble Minister of Communications, Shri Jyotiraditya M. Scindia Ji, where detailed discussions on key issues concerning BSNL, MTNL, and their employees were held.

During the meeting, the Hon’ble MoC acknowledged the seriousness of the issues and extended positive assurances on various agenda items. Further, BSNL Management has also held multiple meetings and conveyed firm actions on several long-pending matters concerning employees.

The Hon’ble MoC has gone through all the agenda points submitted and has given positive assurance with respect to the points raised in the agenda including that of BSNL viability and the long pending HR issues. Hon’ble Minister has also assured for a tri-partite meeting between DoT, BSNL and AIGETOA & BTEU BSNL (BMS Affiliates).

Subsequent to the various meetings with Management at various levels wherein a firm action on the charter of demands has been assured to take up the matter with DoT with respect to extension of 3rd PRC and the Standard Pay Scales of E2 for JTO/JAO/Equivalent grades and E3 for SDE/AO/Equivalent Scales, 30% Superannuation Benefits including PRMB, Death Relief Fund. We further hope that the revised committee constituted for the Pay Loss shall submit its report in the stipulated time.

BDM expresses its trust in the commitment of the BSNL Management and DoT and looks forward to conclusive action within 1 to 1.5 months. It has been clearly stated that any inaction or deviation from assurances will compel the forum to reassess its stand.

We sincerely and wholeheartedly thank each and every executive and employee of BSNL for your unstinted support, unity, and active participation in the organisational programs so far. Your commitment and discipline have sent a strong message to all stakeholders. We appreciate the solidarity and efforts of all executives and employees and hope for a constructive resolution in the larger interest of BSNL’s revival and employee welfare.

Details of the Meeting of BMS delegation with Hon’ble MoC dated 17.07.2025 :

A delegation of Bharatiya Mazdoor Sangh consisting of General Secretary Shri Ravindra Himte, All India Secretary Shri Ram Nath Ganeshe, General Secretary AIGETOA BSNL Shri Ravi Shil Verma, AIGETOA President Shri G Veerabhadra Rao, GS BTEU BSNL Shri R C Pandey and GS MTNLMS Shri Dharam Raj met Hon’ble MoC Shri Jyotiraditya M Scindia Ji and had detailed discussions on the issues pertaining to BSNL, MTNL and its employees. Hon’ble MoC went through all the agenda points submitted and directed his office to arrange a tripartite meeting consisting of DoT, BSNL and the BMS affiliated unions and associations. Hon’ble Minister assured for his intervention in settling out the long pending issues of BSNL/MTNL. Hon’ble Minister was appreciative of the efforts of BSNL and MTNL employees and assured that all the issues raised shall be given due care. His office will intervene with BSNL and DoT to ensure that the genuine concerns of the employees are being taken care of.

Following issues were discussed:

1] Smooth Rollout of BSNL 4G services by BSNL by resolving the problems associated with the network and backhaul:

Hon’ble MoC told that he is personally monitoring the progress. All issues shall be taken care of and all the problems shall be resolved in due course. We requested Hon’ble MoC to direct BSNL Management to take care of the issues expeditiously which are in the domain of BSNL.

2] Withdrawal of Unjustified Notice for De-recognition of AIGETOA by BSNL Management and unnecessary targeting the AIGETOA office bearers across BSNL and not granting them facilities under the Recognition of BSNL Executive Association rules:

Hon’ble MoC took strong note of the same and assured for his intervention and directed his office to take up with BSNL for the corrective action.

3] Implementation of 3rd PRC in BSNL by waiving off the affordability clause for BSNL and wage negotiation:

Hon’ble MoC appreciated the issue and told that BSNL revenue situation has improved and government will take a decision on the same soon after getting the input from DoT.

4] Implementation of 30% Superannuation benefit to the Direct Recruits of BSNL as per the recommendation of 2nd PRC and Formation of Death Relief Fund (DRF) trust and extension of Standard pay Scales of E2 and E3:

Hon’ble MoC has directed DOT to convene a tripartite meeting and settle the issues in a best possible manner.

5] Extending the Promotional Avenues for BSNL Employees:

Hon’ble MoC personally assured to take care of this issue and told that he will direct BSNL to ensure that employees get their promotions and such type of delay in promotions should not be there. He directed his office to follow up on the issue with BSNL and expressed surprise that even with zero financial implication, such type of delay is there.

6] BTEU raised the issue of extending the promotions through Seniority Cum Fitness from Non-Executive to Executive Cadre. The issue shall be further discussed during the tri-partite meeting.

7] Issuance of Mass Transfers in contravention to the transfer policy resulting into unnecessary financial expenditure for BSNL:

Hon’ble MoC directed his office to seek a report from BSNL on the same.

8] JE Period Pay Scales as a part of 3rd PRC wage negotiation:

The issue shall be taken up as a part of the tri-partite meeting between DoT, BSNL and BMS Affiliated unions and Associations.

9] Withdrawal of Sports Facility:

The issue was raised by BMS team that even such welfare measures are being curtailed in BSNL and requested Hon’ble MoC to intervene for the same.

10] Lifting of Ban on Compassionate Ground Appointment:

The delegation requested for lifting the ban on CGA appointments. The issue shall be discussed in the tri-partite meeting.

The BMS delegation extended thanks to Hon’ble MOC and assured firm support to all the government endeavours which are being taken to revive BSNL and for the betterment of BSNL employees.

Meeting with Director(HR) and HR vertical PGMs by BDM Leaders on 14.07.2025 :

In line with another communication from BSNL Management , the BDM leaders had a meeting with Director HR and PGMs (Pers, Estt & SR) to discuss various important issues.

The brief of discussions which took place are as below:

Superannuation Benefits & PRMB:

It is intimated that management has formed a committee to look into the matter raised by BDM. The committee is expected to finalize its report and conclude maximum within this week. It was conveyed to BDM that management understands the genuineness of this issue and they are very much considerate on extending the relief and resolution of this long pending issue which pertains to the social security of the BSNL Recruits.

Escalation of E2 E3 Matter to DoT:

The communication from BDM for implementation of E2-E3 pay scales for implementation of standard pay scales has been forwarded to DOT for further action and decision. BDM is pursuing for another tripartite meeting with DoT, BSNL and BMS Association & unions.

Implementation of 3rd PRC and conclusion of wage negotiation agreement:

It was informed that the wage negotiation committee has finalised the report. The calculation of financial implication with respect to extending different slabs of fitment has been submitted for concurrence and decision by the competent authority. Management side assured that this issue will be concluded with positive resolution in next few days.

Pay Loss issues:

It is informed that Committee has been constituted for checking the concerns. Other pay loss issue pertaining to JE Period are being looked into by the Wage Negotiation Committee official side.

Promotions in Various Cadres:

Management suggested to have a common approach in this regard from all stake holders. Management proposed for detailed meetings to discuss the implementation of promotions in all cadres which is scheduled to be held on 15th or 16th with PGM Pers and his team. All the possible ways were assured to be explored for Promotions to the eligible executives across various streams and cadres. The necessary action shall be taken after the meeting.

Pay Scales of JEs:

The pay scales of JE were discussed, and the request made by BDM was shared with the Pay Revision Negotiation Committee to incorporate for deliberations. The necessary changes based on the suggestions of BDM especially wrt JE pay scales have been taken into consideration by the committee and the same has been incorporated in the wage negotiation report.

Transport allowance:

The up gradation of Transport allowance will be done to the best possible level based on recommendations of committee. The same is likely to be concluded within one week.

TA/DA and Removal of DA freeze on Medical reimbursement:

Conclusive discussions on TA/DA revision and unfreezing of medical reimbursement DA rates from that of April-2020 will also be concluded by this weekend with best possible efforts to extend relief to the employees.

Asset Ambassador Proposal:

The issue of asset management was discussed, and it has been modified from compulsory to volunteering. This change is expected to bring more flexibility and ease the burden on employees. Management has agreed to the demand of AIGETOA to do away with any forceful implementation of the asset ambassador and made it voluntary.

Operational 3-Tier Structure:

Management informed that the proposed 3-tier structure has been designed as per operational requirements and the same is still in POC stage. Management assured that they are open to suggestions from BDM in this regard. Final rollout and further refinements will be done based on the feedback from the stakeholders especially with regard to the inputs of Bharatiya Doorsanchar Manch.

Attendance App:

Director HR said that BDM may submit its suggestions to improve the attendance app and take care of the concerns raised, taking into account the requirements of field officers and officials, as well as BSNL’s needs. He assured that management is open to all feasible solutions. BDM forum assured that they will submit its suggestions in this week itself for further consideration.

Sabbatical Leave:

Management side informed that the proposal for sabbatical leave has been put up for approval, and that it will be cleared soon. BDM forum welcomed the same

Death Relief Fund:

It was intimated that as per assurance given to AIGETOA and BDM, the report for the Death Relief Fund are under finalization and are expected to be submitted this week.

Organisational Activities:

PGM SR advised that associations should not engage in agitation activities. The BDM leaders were requested to withdraw such activities immediately and were assured that management is working on all the issues with a positive frame of mind intended towards finding the resolution of the issues to the best possible extent.

The meeting concluded with a request to withdraw agitation, assuring outcomes as per rules and administrative timelines. The BDM leaders requested to address the concerns and look forward to positive outcomes. It was communicated that its been many days but still the things have not taken a concrete shape. However, It was conveyed to management that the outcome of the today’s meeting shall be shared transparently to all the stake holders and office bearers down the line.

The support extended by the employees to the programs launched by Bharatiya Doorsanchar Manch is a testament to the unity and the common thought process of employees. We once again take this opportunity to appeal all Unions and Associations of BSNL to support the cause and make this program more stronger.

Update on Meeting of Bharatiya Doorsanchar Manch with CMD BSNL – 10th July 2025

As informed earlier, Team AIGETOA representing Bharatiya Doorsanchar Manch (BDM) had a detailed meeting with CMD BSNL on 10th July 2025 at 6:30 PM. The meeting was also attended by Director (HR). The purpose of the meeting was to review the status of long-pending issues raised by BDM through its notice served more than two and a half months ago.

During the meeting, Director (HR) shared the status on various issues raised by BDM. However, it was clearly observed that despite ongoing discussions, there has been no tangible progress. The HR group appears to be operating with a purely theoretical approach and lacks a resolution-oriented mindset. We categorically conveyed to CMD BSNL that the delay in resolving the issues reflects a lack of seriousness on the part of the HR team and the same is the major cause of the current unrest.

We expressed our deep concern over the fact that even after repeated assurances and more than 75 days since the notice, most of the key issues remain unresolved and stuck at the discussion level. CMD BSNL reiterated his assurance to look into the matters with a holistic approach, but once again, no concrete resolution has emerged so far.

The matter of Attendance App upgrade and the controversial Asset Ambassador orders was also discussed in detail. The same will be discussed with PGM Admin and PGM Restg next week in presence of Director HR. We strongly demanded that these orders be kept in abeyance until a thorough review of the orders are done. The issue of pending OTP cases and non-consideration of genuine requests related to retention, modification, and cancellation was also raised. In response, CMD BSNL asked us to submit the list of such pending cases to Director (HR) for necessary action.

After the meeting, Team BDM undertook an internal review of the developments and concluded that the HR group is not showing any real intent to resolve the issues. Instead, it appears they are only trying to buy time. If the intention had been genuine, the time already spent in discussions could have been utilised to provide concrete and conclusive solutions.

In light of the continued apathy and absence of actionable results, Bharatiya Doorsanchar Manch has decided to continue with its announced organisational action programs. Accordingly, the Memorandum Submission program and the Twitter Campaign will commence from 11th July 2025. The hashtag and format of the Twitter campaign will be released at 12 noon, and the campaign will run between 3 PM and 4 PM.

We appeal to all members of Bharatiya Doorsanchar Manch to gear up for the next phase of our collective struggle. Your active participation and united voice will be the key to achieving justice and rightful resolution of our long-pending demands.

Update on Review Meeting with Director HR and Decision on Twitter Campaign & Memorandum Submission

In continuation of appeal by BSNL Management, Today Team BDM was called by Director HR for a review meeting on the progress made on the issues raised by Bharatiya Doorsanchar Manch. Director HR informed about the status and told that issues have made decent progress and requested us to withdraw the agitation. However, upon detailed examination of the status report, BDM found that while some movement has taken place, the progress is still far from yielding any tangible outcome. Several key concerns remain unaddressed.

During the meeting discussions were also held on the recent orders issued with respect to the Asset Ambassador and Instructions on upgradation in the attendance portal. BDM raised strong objections to the recent orders issued. Director HR assured to review the same and agreed to initiate fresh discussions on the matter. BDM firmly reiterated that orders must first be held in abeyance before any talks are initiated. The issue of pending OTP and non consideration of many genuine retention/modification and cancellation requests was also discussed. Director HR told us to submit the list of such genuine left out cases.

Since, we didn’t see any appreciable output on the issues, BDM conveyed its inability to defer the organisational programs under the current circumstances.

Following the meeting, GS held a telephonic discussion with CMD BSNL, apprising him of the situation and lack of concrete progress. It was informed that BDM shall continue with its planned activities. Subsequently, a meeting with CMD BSNL has been scheduled for the evening of 10th July 2025 to assess the genuineness of the management’s intent in resolving the long-pending issues.

As a gesture of goodwill and to allow space for constructive dialogue, BDM has decided to postpone the Twitter Campaign by one day, i.e., from 10th July to 11th July 2025. The Memorandum Submission Program shall also commence from 11th July 2025.

We understand the inconvenience and disappointment this may cause to our office bearers and members, but as a responsible platform, BDM believes in exhausting all options for an amicable resolution.

Let us continue to stay united and strong in our pursuit. Future course of action shall be announced based on the outcome of the meeting with CMD BSNL.
