Hon’ble MP from Malkagiri, Telangana Shri Etala Rajender Ji forwards the representation of AIGETOA to Hon’ble MoC and also requests him to grant the appointment for a detailed discussion over the HR issues of BSNL pertaining to 3rd PRC, Standard Pay Scales of E2, Promotions and 30 percent SAB.

Team AIGETOA had met Hon’ble MP last week and submitted its representation. Today, Hon’ble MP again met our Team at his residence and had an elaborate discussion on the issues to understand the same so that he can personally take up those issues with Hon’ble MoC.

Team AIGETOA Meeting with Hon’ble Member of Parliament Lok Sabha Shri Eltela Rajender Ji on 2nd Aug 2024 :

Today on 2nd Aug 2024, Team AIGETOA had the privilege of meeting with Hon’ble Member of Parliament Lok Sabha, Shri Etela Rajender Ji, representing the Malkajgiri constituency, Telangana, BJP. The meeting focused on critical issues related to BSNL and long pending HR issues.

We apprised the Hon’ble Member of Parliament about current developments within BSNL and emphasized the need for his intervention to resolve long-pending HR issues. Despite minimal financial implications, promotional issues have been ignored, with employees receiving only one promotion over a service span of 22-23 years. Since 2007, there has been no pay revision (3rd PRC) for BSNL employees, which was due in 2017. We also discussed the need for the implementation of standard pay scales (E2 for JTO/JAO and E3 for SDE/AO) and the pay loss for executives recruited on E1A. We strongly urged Shri Etela Rajender Ji to take up these HR issues with the honorable Minister Of Communication at the earliest possible.

During the meeting, we presented the Hon’ble MP with a Bouquet, a BMS Diary, and a Memorandum for forwarding to the Hon’ble Minister of Communication.

Shri Etela Rajender Ji graciously agreed to take up the matter with the Ministry of Communication (MoC) and requested a detailed meeting for AIGETOA and BTEU (BMS-affiliated association and union of BSNL). He also assured us that he would strive to arrange a tri-party meeting with the Department of Telecommunications (DoT), BSNL, and AIGETOA & BTEU.

The Hon’ble Member of Parliament expressed his continued support for AIGETOA and BTEU and promised to advocate for our issues with the Hon’ble Minister of Communication. He praised the efforts of BMS in safeguarding employees’ interests across various sectors.

GS AIGETOA writes to CMD BSNL : Re-submission of it’s input on SDE 2007 Reversal Issue

As per discussions held with Director HR and CMD BSNL, AIGETOA once again submits it’s input with regard to SDE 2007 reversal issue with a sincere hope that now management must consider extending expeditious justice to the SDEs affected by reversal issue. The AIGETOA team has firmly pleaded before management that there is no scope for any further delay on this issue. We hope and believe that management will take cognizance of our submissions.

AIGETOA Suggestions for Various Initiatives to Achieve Revenue Growth:

1. Issues in Phase IX.2 Indigenous 4G Project:

Addressing challenges in integrating existing multi-vendor CM networks with indigenous TCS/CDOT technology. Increasing technical training and optimizing all new 4G sites immediately. Strengthening the transmission team and exploring low-cost 4G handsets and dongles. Addressing congestion at GGSN level and ensuring cooperation with infrastructure providers.

2. Addressing Technical Issues with BSNL International Roaming Services:

Establishing direct 4G roaming agreements with global partners and implementing international roaming on Wi-Fi (VoWiFi).

3. Urgent Need for BSNL to Implement eSIM Services:

Preventing the loss of high-ARPU customers by establishing an eSIM environment immediately.

4. BSNL and Starlink Partnership:

Collaborating with M/s Starlink to deliver satellite internet coverage across India, especially in rural and remote regions.

5. Strategic Revaluation of FTTH Operations:

Reducing dependency on FTTH partners and enhancing marketing activities to increase connections.

6. Expanding BSNL Air Fiber Service with 5G Spectrum:

Offering a wireless alternative to FTTH using advanced wireless technologies such as LTE or 5G.

7. Addressing Network Issues for BSNL Customers Roaming on MTNL Network:

Using Vodafone roaming as an alternative and extending the BSNL-Vodafone roaming agreement to include Mumbai.

8. Ensuring Low Latency & High Download Speed for International Websites & Servers:

Ensuring proper download speed and latency for international websites and video conferences.

9. Network Related Issues and Quick Rehabilitation of Transmission & Core Network Cables:

Strengthening core fiber links and ensuring quick rehabilitation of damaged transmission and core network cables.

10. Issues Related to Bharat Net Project:

Addressing substandard material usage, temporary joints, and inexperienced manpower deployment.

11. Provisioning of Sufficient Vehicles and Resources to Maintain Network:

Reinstating hired vehicles and allocating Radio Cabs for sales staff to ensure quick response to emergencies.

12. Revising TA/DA Rates for Staff Performing Day-to-Day Works of Operation & Maintenance:

Revising the TA/DA rates for staff below the rank of DGM to ensure efficient outstation and route maintenance works.

Focusing on commercializing premises at prime locations to generate handsome revenue.

14. Hiring OPGW Cables from Govt PSU – AEGCL:

Hiring OPGW dark fiber from AEGCL to ensure stable media for BSNL 4G and FTTH services in Assam.

These suggestions, compiled from our members stationed across the country, reflect their high hopes and commitment towards achieving BSNL’s goals.

Team AIGETOA & BTEU Meeting with Hon’ble Minister of State for Communications Dr. Chandra Sekhar Pemmasani Ji on 25.07.2024 :

Today Team AIGETOA and BTEU met Hon’ble Minister of State for Communications Dr. Chandra Sekhar Pemmasani Ji and had detailed discussion on the issues pertaining to employees especially those of 3rd PRC, Wage Revision for Non Executives, Standard Pay Scales, 30% SAB, PRMB, TA/DA at par with current rates, Promotions in various cadres and Pay Fixation for non executives, Rule 8 Transfers, NEPP etc. We explained each issue in detail and the Hon’ble Minister also responded positively. Time and again we have been emphasizing on the role of BMS in settling the issues and we once again firmly state that we will resolve all issues in due course. However, employees also need to come forward and extend full support to the AIGETOA and BTEU.

Team AIGETOA meeting with Hon’ble Minister of State for Home Affairs:

Today Team AIGETOA and BTEU met Hon’ble Minister of State for Home Affairs Shri Bandi Sanjay Kumar ji, and had detailed discussion with respect to issues related to BSNL and HR. We apprised the Hon’ble Minister about the developments taking place at BSNL and requested for his intervention in extending resolution on the crucial HR issues of BSNL employees which are in a neglected state for almost years. We also highlighted that even promotional issues which are having a zero financial burden are being ignored like anything and they have been extended a single promotion in the entire service length of 22-23 years. We urged for his intervention in settling the HR issues of BSNL.

We also presented the Hon’ble Minister with a bouquet, Shawl and a BMS diary. The Hon’ble Minister was kind enough to immediately take up with the MoC and requested for a detailed meeting for the AIGETOA and BTEU ( BMS affiliated association and union of BSNL). He assured of his continued support to AIGETOA and BTEU and assured that he will take up all the issues with Hon’ble MoC. He also praised the efforts of BMS in protecting the interests of employees spread across various sectors.

Group Health Insurance Policy by All Recognized Associations and Unions (2024-2025) – Efforts by AIGETOA, SNEA BSNLEU and NFTE BSNL for better Group Health Insurance (GHI) policy:

To protect the interest of the Executives and Non-Executives working in the BSNL as the premium rates of BSNL is quite high, the leaders of the recognized Unions/Associations i.e. AIGETOA, SNEA, BSNLEU and NFTE BSNL, who were part of official negotiations, have ascertained better option of GHI Policy for all Executives and Non-Executives in BSNL.

Accordingly, with efforts of leaders and activists of AIGETOA, SNEA, BSNLEU and NFTE BSNL we have explored the possibility of getting GHI policy in cheaper rates and without any stringent conditions and have come up with GHI Policy from M/S National Insurance Company, which is also PSU.

The Silent Features of this GHI Policy:

Sum Assured: Rs Five Lakhs per family on a floater basis

Room Rent: Normal Room at 1% of SI, ICU at 2% of SI.

Pre and Post Hospitalization Expenses: Covered for 30/60 days respectively.

• Ambulance Charges: Rs 1000/- per hospitalization.

New Born Baby Day One Cover: Not covered.

Cataract: Limited to Rs 26,000/- per eye.

Maternity & Related Treatments: Not covered.

Addition of Members: Permitted under specific conditions such as newly joined employees, new children, or newly married spouses. Mid-term addition of Parents/Parents-In-Law is not allowed.

Package Rates: Follow GIPSA PPN guidelines.

Other Terms: Governed by the standard Group Medical Insurance Policy of Insurance company.

Comparison of NIC and OIC Group Health Insurance Policies:

• Premium Comparison: Firstly, it is notable that the premium rates for NIC GHI Policy are significantly lower compared to OIC GHI across all age bands and member categories. This presents a substantial financial benefit to our members while ensuring comprehensive health coverage.

• Minimum Membership to Start Policy: No such condition exists in NIC GHI P, whereas Oriental Policy has condition of Minimum 5000 Members.

• Family Structure Flexibility: One of the major advantages of NIC GHI is its flexibility in defining the family structure eligible for coverage. Unlike OIC GHI, which adheres to a rigid departmental fixed family structure, NIC GHI allows employees to choose their family members for coverage according to individual requirements. This includes provisions for single employees, those without spouses or children, and other unique family configurations that may not be accommodated under OIC GHI. Thus NIC GHI Policy will be available for single applicants also and for family of maximum six members i.e. Self, Spouse, Two Children, Maximum two Parents/Parents-In-Law to be selected by applicants. While in OIC GHI policy there are compulsions for paying for group of family and it is not possible to opt for single person or selective members of family.

• Restrictions on New Entries: NIC GHI also excels in terms of accessibility, with no restrictions for new entries. In contrast, OIC GHI imposes several restrictions and criteria for new Optees and mainly parents, which could limit access to health insurance for eligible employees and their families.

• Calculation of age for premium: Premium calculations will consider only the age of applicant employee and the Premiums for dependents will be based on the employee’s age, regardless of the dependents’ ages. The younger ones will be benefitted with lower premium even after higher age of dependents.

The NIC GHI Policy explored by all Recognized Associations/Unions i.e. AIGETOA, SNEA, BSNLEU and NFTE BSNL offers a superior alternative to OIC GHI Policy with its lower premiums, flexible family structure options, fewer restrictions on new entries, and comprehensive coverage benefits and so on.

We appeal all Executives and Non-Executives to go through this comparison of NIC and OIC GHI Policies and have critical analysis of the policies and family requirement and take decision on opting better GHI Policy.

We once again reaffirmed that we stand for growth and development of BSNL and we will not be lagging behind at any step. However at the same time, we expect that the department will take care of its employees and their long pending issues.
