Group Health Insurance Policy by All Recognized Associations and Unions (2024-2025) – Efforts by AIGETOA, SNEA BSNLEU and NFTE BSNL for better Group Health Insurance (GHI) policy:

To protect the interest of the Executives and Non-Executives working in the BSNL as the premium rates of BSNL is quite high, the leaders of the recognized Unions/Associations i.e. AIGETOA, SNEA, BSNLEU and NFTE BSNL, who were part of official negotiations, have ascertained better option of GHI Policy for all Executives and Non-Executives in BSNL.

Accordingly, with efforts of leaders and activists of AIGETOA, SNEA, BSNLEU and NFTE BSNL we have explored the possibility of getting GHI policy in cheaper rates and without any stringent conditions and have come up with GHI Policy from M/S National Insurance Company, which is also PSU.

The Silent Features of this GHI Policy:

Sum Assured: Rs Five Lakhs per family on a floater basis

Room Rent: Normal Room at 1% of SI, ICU at 2% of SI.

Pre and Post Hospitalization Expenses: Covered for 30/60 days respectively.

• Ambulance Charges: Rs 1000/- per hospitalization.

New Born Baby Day One Cover: Not covered.

Cataract: Limited to Rs 26,000/- per eye.

Maternity & Related Treatments: Not covered.

Addition of Members: Permitted under specific conditions such as newly joined employees, new children, or newly married spouses. Mid-term addition of Parents/Parents-In-Law is not allowed.

Package Rates: Follow GIPSA PPN guidelines.

Other Terms: Governed by the standard Group Medical Insurance Policy of Insurance company.

Comparison of NIC and OIC Group Health Insurance Policies:

• Premium Comparison: Firstly, it is notable that the premium rates for NIC GHI Policy are significantly lower compared to OIC GHI across all age bands and member categories. This presents a substantial financial benefit to our members while ensuring comprehensive health coverage.

• Minimum Membership to Start Policy: No such condition exists in NIC GHI P, whereas Oriental Policy has condition of Minimum 5000 Members.

• Family Structure Flexibility: One of the major advantages of NIC GHI is its flexibility in defining the family structure eligible for coverage. Unlike OIC GHI, which adheres to a rigid departmental fixed family structure, NIC GHI allows employees to choose their family members for coverage according to individual requirements. This includes provisions for single employees, those without spouses or children, and other unique family configurations that may not be accommodated under OIC GHI. Thus NIC GHI Policy will be available for single applicants also and for family of maximum six members i.e. Self, Spouse, Two Children, Maximum two Parents/Parents-In-Law to be selected by applicants. While in OIC GHI policy there are compulsions for paying for group of family and it is not possible to opt for single person or selective members of family.

• Restrictions on New Entries: NIC GHI also excels in terms of accessibility, with no restrictions for new entries. In contrast, OIC GHI imposes several restrictions and criteria for new Optees and mainly parents, which could limit access to health insurance for eligible employees and their families.

• Calculation of age for premium: Premium calculations will consider only the age of applicant employee and the Premiums for dependents will be based on the employee’s age, regardless of the dependents’ ages. The younger ones will be benefitted with lower premium even after higher age of dependents.

The NIC GHI Policy explored by all Recognized Associations/Unions i.e. AIGETOA, SNEA, BSNLEU and NFTE BSNL offers a superior alternative to OIC GHI Policy with its lower premiums, flexible family structure options, fewer restrictions on new entries, and comprehensive coverage benefits and so on.

Update on empanelment of hospitals on cashless basis at each BA :

AIGETOA today once again raised the issue of empanelment of hospitals on cashless basis for each BA and Circles. It was agreed by management in the formal agenda meeting with AIGETOA in February that all circles shall be asked to ensure empanelment on cashless basis on circle as well as BA level. It was also decided that all the hospitals shall be categorically ensured that their bills shall be cleared maximum within 3 months. The issue was raised by AIGETOA Team in GHI meeting also.

We requested Director HR for his immediate intervention on the issue.

We sincerely hope that management will keep it’s promise and will direct circles to do the needful immediately so that employee can avail of health services without remaining dependent on self financed GHI type schemes.

Group Mediclaim Policy powered by AIGETOA started for 7766 Executives and Employees of BSNL with total beneficiaries are 35,873

With profound thanks, we wish to intimate that much awaited Group Mediclaim Policy initiated by AIGETOA have started functioning with 35,873 beneficiaries in first phase.

We extend our thanks for the faith shown in the health insurance policy powered by AIGETOA. The Group Mediclaim Health Policy has been issued on the name of “All India Graduate Engineers & Telecom Officers association” (AIGETOA), BSNL by New India Assurance Co Ltd (Government of India Undertaking) and Medi Assist as TPA. Despite some uncalled negative campaign by few, people have shown their faith, thereby proving the fact that truth and good works do not have association or union boundaries. AIGETOA CHQ Team backed by dedicated efforts of Circle and advisory leaders of AIGETOA has made this herculean task completed in a time frame to extend helping hands to our members as well as employees of BSNL in this Pandemic. We once again extend our heartfelt thanks to everyone for the successful completion of first phase of the Policy.

Here, we once again clarified that Medical Facility has to be provided by the employer and above mediclaim policy is in addition to the existing BSNL MRS Policy, floated as an interim measure in view of Pandemic. But we are pursuing with the BSNL Management to start similar Mediclaim Policy with coverage of Rs. 10 Lakh for all indoor treatment in place of BSNL MRS indoor and only critical illness beyond the threshold amount should be covered through existing BSNL MRS.

This is to intimate that the E-Card download from Medi Assist for the List-1 has been started and data uploading for the List 2 is in progress. PPL can register and download the E-Card from the given link.

Group Medi Claim Policy launched by AIGETOA through New India Assurance and Medi Assist TPA becomes operational:

Congratulations !!!

This is to intimate that we have sent the details of first 4939 executives and employees, who were within the threshold limit and their premium has also been paid to New India Assurance.

The people covered in the first lot will receive an SMS about their confirmation of Policy on the registered mobile number.

Accordingly, Group Health Insurance coverage for first lot becomes effective. As it will take around one week time to issue the Policy Number and it’s Document and issuance of Health Insurance E-Card to to every individuals, the facility of coverage will be extended by raising your request on E-mail ID sent to you through SMS on your registered mobile number.

The details of the remaining persons shall be sent once the policy is issued, which is expected to take one week time. We expect their coverage to start by the end of second week of May 2021.

We wish to inform that we have further Negotiated with New India Assurance (NIA) to get some more general exclusions withdrawn and now NIA shall be giving coverage of Lasik Surgery, Cyber Knife Surgery, Artificial Life Support System, Impairment of Intellectual faculties, Trauma Care, Animal Bite Indoor cases etc. Many other general exclusions have been relaxed and such treatments is covered in the policy now. The details of complete coverage shall be provided to all the optees in the GHIS portal.

Friends, we once again reaffirm that we have taken best possible care to ensure a best possible policy for those who have registered for the policy and made the payment.

We are in touch with New India Assurance for opening of another window for registration of those who couldn’t opt for the policy in the first window. We shall be taking all possible efforts to provide one more registration window.

Group Health Insurance Scheme Proposed By AIGETOA for PAN India:

We are in receipt of queries regarding our proposed Group Health Insurance Scheme, which was scheduled to be launched from First April-2021. In this regard, it is apprised to all concerned that the collection of premium for the said policy has not been started in March due to end of financial year and certain compliance related issues especially the issue pertaining to claiming income tax exemption etc.

It has been decided to launch the scheme by 10th April, 2021 and the final policy documents and link for the premium payment will be opened accordingly.

We further extend our heartiest thanks for showing faith in our endeavor. We once again clarify that though we have started our policy on self contributory method owing to requirements of current times but finally association is committed to move towards implementation of this policy by BSNL and we ensure that in future, it is BSNL which will pay the premium and not the employees. We have already initiated discussion in this regard with the management and held extensive deliberation on the topic with the Director (HR), BSNL Board in our meeting on 22.03.2021.

Group Health Insurance Scheme For BSNL Employees Proposed By AIGETOA CHQ For PAN India Level

AIGETOA thanks one and all for the overwhelming response on the Group Health Insurance proposal. We are now into the process of Final Negotiation with the insurance agency and soon we will be publishing the final proposal which will be at the best rates and best services and benefits.

We are happy to note that employees of almost all cadres across the BSNL have shown their interest on this first Pan India health insurance scheme for BSNL working employees on association platform. This scheme will automatically pave the path to give an insight to management to make indoor treatment in the same manner and Premium to be paid By the employer as done with other corporate organizations.

As assured this scheme will be ready to start by April-2021. This will cover all the major hospitals in the districts across country with cashless claim facilities. Wherever such hospitals are absent, reimbursement shall be applicable provided treatment is taken in 15 or more than 15 bedded hospital. Those who have not submitted their willingness may do so when the link for Final Policy Which shall be opened by AIGETOA.

Group Health Insurance Scheme for BSNL Executives/Employees proposed by AIGETOA CHQ for PAN India level

Dear All,

Though, it is our considerate thought that providing Health Insurance is the duty of employer and we are already into discussion with BSNL Management for improving the medical coverage and facilities. However, CHQ is in receipt of request from many circles for AIGETOA entering into negotiation for a group health insurance for the executives. Based on the request received from many circles, AIGETOA CHQ has decided to get into tie up with Insurance Agency on PAN India Basis in order to ensure best possible quotes as many employees want to get individual health insurance and are facing many difficulties in getting the insurance due to riders associated with the individual policies. As a welfare activity for the BSNL Executives/Employees, AIGETOA is in negotiation with New India Assurance Company Ltd (A central PSU) and Star Health Insurance (The leading Health Insurance Provider in private sector) for a group Health Insurance Scheme.

Salient Features of the proposed Group Medical Health Insurance Policy by AIGETOA.

  1. Best policy conditions with most competitive Premium rates under direct tie up with the company, not through any agent.
  2. All Executives/Employees of BSNL working PAN India is eligible to join. Income Tax rebate will be applicable for the premium.
  3. The policy will be distributed into zones so best TPA in a particular zone can be selected. In case of star health, it will be handled directly by the company. The treatment will be cashless. BSNL is spread throughout the country. At few places cash less treatment may not be available,in that case treatment has to be taken in hospital with 15 or more beds, which will be reimbursed.
  4. Medical Coverage for parents/In-laws can also be added as optional benefits with some extra premium.
  5. Sum Assured i.e. claimable amount for the insurer employees family will be Rs Five Lakhs plus top up.
  6. The provision for extra Top Up amount shall be there in the form of either Corporate Buffer or individual family top up with nominal cost.
  7. Definition of Family shall be as per Govt of India norms.
  8. Coverage will start from day one of the commencement of the policy. No waiting period shall be there.
  9. Pre-existing diseases will also be covered including planned surgeries as added advantage.
  10. Advance Treatment is also applicable with some conditions.
  11. Hernia, Hysterectomy, Cataract etc covered from first day.

We are right now negotiating for around 5000 employees. The current premium quote is expected to be around Rs 6000-7000 annually for 5 lakhs coverage for Self, Spouse and two kids, which is being negotiated for lowering it further. The premium for covering parents shall be extra.

This tentative premium is expected to go further down to a very low premium if the number of optees for the scheme is very high. We are trying to get the policy at the as minimum rates as much as possible as there is no middleman involved and the policy is being negotiated with the company Directly.
