BSNL Corporate Office has issued the circle-wise list of Surplus, Deficit and Just-Sufficient strength for executives in Telecom & Account streams, in connection with the opening of the Online Transfer Portal (OTP) window for the year 2026 .

Pers Section, BSNL Co has cancelled all Old OTPs. we have strongly vouched for maintaining the OTP seniority on which it was told that the same can be discussed during implementation phase. Hence it is strongly suggested to all that while applying for fresh OTP, old OTP number must be mentioned in the remarks column. We will ensure that OTP seniority is maintained while executing the orders.

With respect to Hard Tenure pending cases, old requests upto Dec 2025 are being considered and all request beyond Dec 2025 (Premature Hard Tenure transfer requested) are cancelled.

Further, till new Transfer policy is notified, Old Policy stands.

BSNL Corporate office issued the modifications in the deputation policy of BSNL, it is one of our pending demands regarding modification in the deputation policy which has been accepted by BSNL Management.

The earlier restriction of forwarding only 2 deputation applications per employee per year has been removed. Now, eligible officers can apply for deputation without any numerical restriction, subject to suitability and approval by the competent authority.

This is a significant step towards providing greater opportunities for BSNL employees to explore deputation in other organizations.

BSNL CO has issued circular regarding the Online Transfer Portal (OTP) for Inter-Circle Transfer applications for SDE(T) and AGM(T) cadres. The transfer application window will be open from 16th January 2025 to 31st January 2025.

Deficit Circles: A&N, AS, CHTD, CNTX-NER, CNTx-W, GUJ, HP, HR, J&K, KRL, KTK, MH, NE-1, NE-2, OR, PB, Sikkim, TN, UKD, WB.

Just Sufficient Circles: BSNLCO, CG, CNTx-E, CNTx-S, KOLTD, MP, NFS

Surplus Circles: AP, BBNW, BH, CNTX-N, ITPC, JKD, QA, RAJ, TLGN, UP(E), UP(W).

For AGM Cadre :

Deficit Circles: AP, BH, KOLTD, CHTD, CG, CNTx-E, GUJ, JKD, HR, KTK, KRL, MH, MP, RAJ, TN, TLGN, UP(E), UP(W), Sikkim, WB.

Further, it is highlighted in the circular that, executives can submit up to three circle preferences, with a preference for deficit circles to increase the chance of approval. Pending applications from previous OTP windows can be withdrawn, and fresh applications can be submitted during this window as per the issued instructions.

Congratulations..!!! Finally the much awaited wait is over. BSNL has finally decided to go ahead with resolution of SDE 2007 reversal issue.

As first step, orders for reversion have been withdrawn.

The file for restoration of seniority and approval of supplementary DPC is under submission. We are trying to ensure the final promotion orders at the earliest.

Finally AIGETOA and the team of the affected persons have succeeded in its mission and we will try to ensure the final fruits in the form of promotion orders immediately.

We are refraining from uploading the order copies due to legal considerations.

BSNL initiated the process of preparing the all India eligibility list for Private Secretaries (PS) in field units and reservation rosters for Personal Secretary (PPS) field units. As part of the process, all Circle Heads have been asked to provide detailed information as per the letter.

Final opportunity is given to complete the initiation /self appraisal/reporting/reviewing activities of e-APAR. The window to complete pending e-APARs of FY 22-23 through ESS is opened. The APARs pending for initiation/ submission of self appraisal must be submitted positively. Similarly reporting/reviewing must be completed during this last window.

It may be noted that these timelines will not be extended any further.
