Team Bharatiya Doorsanchar Manch (BDM) comprising Chairman BDM & GS AIGETOA Shri Ravi Shil Verma, Convener BDM & GS BTEU shri RC Pandey, All India President Shri G. Veerbhadra Rao, AGS AIGETOA Shri Sunil Gautam, AGS BTEU Shri Krishna Kanhaiya, met Hon’ble Union Minister for Coal & Mines and Hon’ble BJP Telangana State President Shri G. Kishan Reddy Ji at New Delhi today (13-10-2026) and had a detailed discussion on the long pending HR issues of BSNL employees.
At the outset, we apprised Hon’ble Minister about the role of BSNL as a National Strategic Telecom PSU and the services being rendered by BSNL in border areas, LWE areas, North-East, J&K, Ladakh and rural areas in national interest. We requested Hon’ble Minister for his kind intervention on the following long pending issues and submitted a detailed memorandum:
1] Implementation of 3rd PRC in BSNL:
We explained that 3rd PRC is pending since 01.01.2017 for more than 9 years due to Affordability Clause. We requested that Affordability Clause should be waived off for BSNL in view of its placement as a strategic PSU and BSNL’s role in fulfilling the Telecom Objectives of Government of India including the Swadeshi 4G stack, 4G Saturation Project, Bharatnet, Rural connectivity etc. We highlighted that for affordability waiver; Cabinet approval is required and hence we requested Hon’ble Minister to take up the matter with Hon’ble PM and other concerned Ministries.
2] 30% Superannuation Benefits (SAB):
We explained that as per DPE guidelines, BSNL recruited employees should get 30% SAB. Presently contribution is only 5%, which is creating huge disparity in BSNL wrt to the Social Security Cover. We requested for enhancement of SAB contribution to full 30% as per 2nd PRC.
3] Implementation of Standard Pay Scales:
We apprised Hon’ble Minister that BSNL was followed non-standard scales E1A, E2A then further degraded to E1 & E2 . We requested for implementation of standard scales of E2 for JTO/JAO and equivalent and my E3 for SDE/Sr SDE and removal of pay loss issues of post 2007 and 2008 batches.
4] Pension Revision of BSNL/MTNL Pensioners:
We explained that pension revision of BSNL absorbed pensioners is delinked from pay revision of serving employees and is to be borne by Govt. of India under Rule 37A of CCS Pension Rules. Pension revision is pending since 01.01.2017 and pensioners are suffering. We requested for immediate settlement of pension revision.
Hon’ble Minister gave a very patient hearing and assured that he will take up the issues at appropriate level with Hon’ble Prime Minister Office and Minister of communications for early resolution. He appreciated the role of BSNL in nation building.
Hon’ble Minister also extended his personal blessings to the Chairman BDM and GS AIGETOA Shri Ravi Shil Verma by putting a Shawl on his shoulders. We were overwhelmed by this gesture from Hon’ble Minister.

Team BDM, AIGETOA amd BTEU will continue its efforts for resolution of the pending issues especially that of 3rd PRC and the residual issues of 2nd PRC viz Standard Pay Scales of E2 and E3 and 30 Percent SAB contribution.
