Update on Team AIGETOA meeting with CMD BSNL, Director EB and PGM (Pers) on dated 26.12.2025:

All India President President Shri G. Veerabhadra Rao and GS AIGETOA Shri Ravi Shil Verma met CMD BSNL Shri A Robert J Ravi and PGM (Pers) Shri Rajeev Kumar Kaushik on 26th December 2025 and discussed the issues related to Promotions, OTP Window opening, Hard Tenure Transfer orders, Posting of volunteers at Training Centers, Applicability of Clause 3 (a) for J&K/hard tenure circles:

Discussion on Promotions through the combined mechanism submitted by the three associations viz AIGETOA, SNEA and SEWA:

The AIGETOA team again explained the details of the proposal of 3 Recognized Associations to the CMD BSNL and emphasized that the team had a detailed discussion at all levels individually as well as jointly at the level of Director (HR), PGM (Pers) and PGM (Legal) and there is no conflicting view with regard to the legality and admissibility of the Proposal. However, a call will have to be taken by Management, if they want to move ahead with the proposal or not. AIGETOA team emphasized that this is the only solution to the present legal mess spread across various streams and grades. Another way is to increase the posts or to get the promotions done through Matching Saving. CMD initially showed his reluctance on all the three proposals and instead advised us to ensure that pending legal cases are taken care of. We said that the legal cases settlement is a long drawn process and will take time and there is no point in keeping anyone waiting for promotions. We also highlighted that similar situation is with other departments/PSUs also but they have found the way within the ambit of Hon’ble Supreme Court judgment and their RRs. In BSNL, everything has been left to the mercy of the court and fate and no appreciable efforts have been taken by management.

CMD BSNL was quite reluctant to move ahead on the other two proposals, however when explained about the combined proposal shared by the three associations, he showed interest and asked to explain the process, associated risks and the advantages associated with the proposal. He discussed with PGM Pers and asked us to submit the detailed formal proposal for his perusal. The same is being submitted to him along with a process note and brief. The current status remains that there is a categorical no on the other two proposals of increasing the posts and matching savings while for the combined proposal, details have been sought from us.

CMD BSNL also asked us to work proactively for minimizing the legal cases on which we have submitted that AIGETOA is actively pursuing the cases and wherever necessary have intervened in the cases also.

Opening of OTP window without the necessary preparatory works:

It was highlighted before PGM Pers that annual OTP window is going to be opened without the necessary preparatory works of displaying the long stay list, Deficient/Surplus/Just Sufficient Circle Lists, Displaying of pending OTP waiting list, Non-finalization of the Proposed Revised Transfer Policy, Non-clarity on the consideration of the requests whose tenure is going to be completed post execution of the OTP window, posting of Hard Tenure transfer cases, issues related to Transfer of executives between territorial and non-territorial circles within the geographical boundaries of a circle etc.

We suggested for either opening of the multiple quarterly OTP window or for considering all requests in advance, whose tenure is going to be completed in the whole year.

The request was considered and PGM Pers advised that all those whose tenure is going to be completed in the coming year may also apply in the January OTP window. Their requests shall be considered. Similarly list of deficient, surplus and just sufficient circles will be arranged to be displayed. The previous seniority of the OTP application shall be maintained. The revised transfer policy is also in final stages and is likely to be issued soon. The issue of transfer between non-territorial and territorial circles shall also be taken care of.

Further, the list of pending transfer cases for the hard tenure completed executives is waiting for the final approval and the same shall be expedited.

Posting of volunteers at Training Centers:

We further emphasized that recently another letter seeking volunteers for posting at Training Centers have been sought while the previous panel still remains unexhausted. We categorically demanded that the select panel should be exhausted first before moving on to the next set of volunteers. It was assured that the matter shall be given due consideration.

Applicability of Clause 3 (a) for J&K/hard tenure circles:

We again raised the issue and explained that such a matter which is in the interest of circles like J&K is also taking so much time. We said that AIGETOA has once again submitted the fresh details as discussed in the last meeting and requested for an immediate decision on the matter considering the fact that opening of the next OTP window is due. It was assured by PGM Pers that the matter is being given consideration and the decision on the same shall be expedited.

At the end, we wish to state that there had been many assurances in past also and management has most of the time taken u turn with respect to their own assurances. We wish to make it explicitly clear that any further u turn shall be met with stiff resistance from AIGETOA. We can’t comment on others view point but we are very firm on setting the things on right perspective. AIGETOA remains committed to ensure the year 2026 as Year of Resolutions for the long pending issues of executives pertaining to 3rd PRC, Pay, Pension and Promotions including operational and procedural issues.

Team AIGETOA meeting with Director (Enterprise) to discuss the GGSN issue and Chennai EB issue:

GS and President AIGETOA later met Director (Enterprise), Shri Sudhakara Rao Papa Ji and discussed the issue of restoration of down GGSN at Chennai. Director (Enterprise) assured that the team is on job and the same shall be restored expeditiously. The same is likely to be functional in a day. We also highlighted that the EB team of Chennai is being asked to work at Tamil Nadu Circle which is contrary to the assurances made and also is contrary to departmental rules and procedures. The necessary corrective orders was requested. Director (ENT) assured that they will continue to work in Chennai Circle and there will not be any change in circle/station. We requested for issuance of corrective orders.
