A meeting was held with PGM (Pers) on 11th & 12th August 2025 to discuss various issues related to OTP cases, Hard Tenure cases, modifications in transfer orders, relieving, promotions, and other personnel section-related matters. The issues discussed are as follows:
Promotions Issue for All Streams:
The promotions issue for all streams was discussed again. PGM (Pers) has informed that work has been initiated with internal discussions within the Personnel Section, and the final go ahead on the way forward shall be taken after discussions with Director HR and CMD, hopefully within this month itself.
Committee for Seniority Issue:
The seniority issue of SDE List 12 & 13 was discussed, and PGM (Pers) has informed that work will be initiated in the coming week.
Retentions/Modifications/Cancellation of Genuine Cases:
We discussed transfer and posting order issues, prioritizing the merits like PWD, Caregiver, Medical cases, OBs, Spouse, Education and transfer policy violation and other genuine cases for retentions/modifications/cancellation in the issued orders. AIGETOA urged that many cases have been pending since May 2025 onwards and emphasized the protection of transfer and posting governed by REA rules and BSNL transfer policy. The issue of transfers and genuine retentions, cancellations and modifications have been raised once again by AIGETOA at the highest level, after which the process has begun once again with consultations amongst HR group going on. This is likely to be completed in one week .
Opening of OTP Window for Hard Tenure Circles:
PGM (Pers) showed his disagreement to open the OTP window for further transfer and posting of executives. He indicated that they want to be firm in implementing annual transfers as done before. Team AIGETOA once again requested him to consider opening the OTP window at least for those whose tenure is completed and want to go back to their parent circle. He assured us about the consideration of their requests and told that they will not be allowed to suffer on that account.
Relieving of Executives from Hard Tenure Circles:
Team AIGETOA emphasized and requested that those who have completed hard tenure and their order has been released by the Corporate Office should be immediately relieved centrally from BSNLCO, as circles have not relieved many executives despite completing their tenure. In addition to the above, Team AIGETOA also demanded the issuance of transfer orders for those who have completed their tenure in July, August, and September 2025. PGM (Pers) informed that he is aware of the situation and will surely take responsive steps to get relief for those who have received transfer orders.
Issuance of transfers to Hard Tenure Circles:
Team AIGETOA requested to issue the transfer orders that those who have raised their request in the OTP window and waiting for their turn.
Further meetings will be held after this to monitor progress, and we are expecting that the management adheres to their commitments.
