AIGETOA CHQ held its Central Executive Committee (CEC) Meeting on 7th and 8th October 2026 at New Delhi, under the chairmanship of All India President Shri G. Veerabhadra Rao. The meeting was attended by Chief Patron & National Convener Shri Aftab Ahamad Khan, Chairman Shri Amit Roy, General Secretary Shri Ravi Shil Verma, CHQ office bearers and CEC members. Shri Ashok Kumar, All India Secretary and Telecom Prabhari, BMS, was also present during the deliberations.
The meeting deliberated extensively on the long-pending HR issues of BSNL executives, including Pay, Pension, Promotions, the 3rd Pay Revision Committee (PRC), standard pay scales, restructuring, regular appointment of CMD BSNL, transfer-related grievances and the overall viability and growth of BSNL. After detailed discussions, the House adopted resolutions outlining the Association’s priorities and the future course of action.

1. Pay, Pension, Promotions and 3rd PRC
The House decided to closely monitor the progress of assurances given by BSNL Management on long-pending HR issues. A systematic issue-wise review mechanism will be established to track the status of each demand, seek definite timelines and pursue unresolved matters with BSNL Management and DoT.
AIGETOA reaffirmed its commitment to securing the implementation of the 3rd PRC with the necessary affordability clause waiver, resolution of residual issues of the 2nd PRC and implementation of standard pay scales of E2 for JTO/JAO and E3 for SDE/AO.
2. Nationwide BMS Movement for 3rd PRC and Residual Issues of 2nd PRC
After detailed deliberations on the current AUAB programme, the House unanimously decided that AIGETOA would not join the current AUAB programme unless AUAB agreed to the formation of a Joint Action Committee (JAC) involving the concerned platforms, including BMS and BTEU, with a mutually agreed common minimum programme.
The House emphasized that the affordability waiver for BSNL, implementation of the 3rd PRC, resolution of residual issues of the 2nd PRC, standard pay scales and restructuring-related concerns must be pursued in a coordinated manner.
The meeting also welcomed the assurance of BMS to pursue the matter at the highest level, including engagement with the concerned Ministers and the Prime Minister’s Office. It was decided to seek intervention of the Hon’ble Minister of Communications through a pre-notice, allowing a period of two months for resolution, failing which a nationwide Andolan under the banner of BMS would be launched in support of the 3rd PRC and residual issues of the 2nd PRC. Memoranda and requests for meetings with concerned dignitaries will also be pursued.
3. Opposition to Arbitrary Restructuring in BSNL
The House reiterated its opposition to the proposed restructuring model being implemented in Uttarakhand and resolved to pursue its rollback and restoration of the earlier status.
AIGETOA emphasized that any restructuring must be based on a transparent assessment of workload, operational requirements, technical responsibilities, cadre strength and career progression. The Association will seek detailed consultations with Management before decisions affecting executives and field units are implemented.
The House also resolved to demand that any model for strengthening rural connectivity should be accompanied by adequate government funding through Digital Bharat Nidhi or appropriate arrangements for bringing BSNL back into the DoT fold, with employees deployed on such projects treated on deputation to DoT. BMS assured its support for pursuing this demand.
4. Regular Appointment of CMD BSNL
The House resolved to continue pursuing the appointment of a regular CMD BSNL through the prescribed, transparent and merit-based selection process. The Association will continue its campaign and representations to the concerned authorities until a regular CMD is appointed, emphasizing the need for stable leadership, accountability and effective decision-making for BSNL’s revival.
5. Scrapping of Lateral Recruitment Above JTO/JAO Levels
The House decided to continue AIGETOA’s efforts through legal and organizational channels against lateral recruitment processes above JTO/JAO levels, including contractual and permanent recruitment.
The Association will continue pursue timely promotions, transparent selection procedures and appropriate cadre management to safeguard the legitimate career progression and promotional avenues of serving BSNL executives.
6. Transfer Policy, OTP Window and Hard-Tenure Relieving
The House resolved to pursue a comprehensive, transparent and uniform transfer policy that fairly addresses the genuine personal, family, medical and other eligible hardship cases of executives.
The key demands include:
- Periodic opening of the Online Transfer Portal (OTP), preferably during October, with due consideration of pending requests.
- Timely relieving of executives who have completed their prescribed hard tenure.
- Fair consideration of eligible immunity cases and genuine hardship representations.
- Issuance of a modified and comprehensive transfer policy in consultation with the recognized executive association.
- Uniform implementation of sensitive-post guidelines and applicable immunity provisions under REA 2014 and subsequent modifications.
- Recording of eligible retention in the transfer order itself.
- Uniform implementation of exemptions already granted in unimplemented cases and settlement of choice-posting cases involving executives displaced under long-stay provisions.
7. Restoration of Medical Reimbursement Benefits and LTC
The House resolved to vigorously pursue restoration of medical reimbursement benefits with protection of the applicable Dearness Allowance (DA), along with restoration of Leave Travel Concession (LTC) facilities on an equitable basis.
The Association emphasized that these benefits are essential employee welfare measures and that an early decision is required to protect the interests of executives and their families.
8. Compensatory Off for Field Executives
Recognizing the operational responsibilities of executives in field units, including network maintenance, fault rectification and customer services, the House resolved to demand a suitable compensatory-off mechanism for eligible executives required to work on notified holidays or weekly off days due to operational exigencies.
AIGETOA will seek uniform guidelines covering eligibility, approval, recording of duty and availing of compensatory off.
9. Revision of Perks and Allowances
The House decided to pursue an early and comprehensive revision of perks and allowances payable to BSNL executives, particularly Transport Allowance, in view of rising commuting expenses and the overall increase in the cost of living.
The Association will seek restoration and rationalization of employee benefits and equitable treatment across eligible categories.
10. Strengthening BSNL’s Viability and Operational Performance
The House reaffirmed AIGETOA’s commitment to strengthening BSNL as a strategic public sector telecommunications enterprise while continuing to pursue the legitimate service interests of its executives.
Key priorities include timely pan-India implementation of 4G, early rollout of 5G services, network expansion, improved service quality, strengthening of field units, effective utilization of technical manpower, greater operational autonomy, indigenous telecommunications technology and sustainable revenue growth.
CHQ will identify critical operational bottlenecks and submit suitable recommendations to BSNL Management and the concerned authorities to improve service delivery, customer satisfaction and competitiveness.
Commitment to Action and Organizational Unity
The CEC concluded with a reaffirmation of AIGETOA’s commitment to safeguarding the legitimate interests of BSNL executives, resolving long-pending HR issues and contributing constructively to the revival and growth of BSNL.
The House resolved that all demands would be pursued vigorously with BSNL Management, DoT, DPE and other competent authorities, including the concerned Ministries. Progress will be reviewed periodically, and appropriate organizational programmes will be considered wherever necessary in accordance with the decisions of the House.
All CHQ, Circle and District office bearers were urged to maintain organizational unity, discipline, coordination and commitment while implementing the decisions of the CEC.
