GS AIGETOA writes to CMD BSNL seeking his intervention on ensuring the waiver from affordability clause for implementation of 3rd PRC in BSNL, implementation of E2/E3 pay scales, and increase in SAB contribution for BSNL Recruits taking up the matter a fresh through communication to DoT.
With reference to the discussions held and conclusions reached during the agenda meeting with BSNL Management under the chairmanship of Director (HR) on 6th October 2026, GS AIGETOA has written to CMD BSNL, seeking his intervention with DoT on the following long-pending issues affecting BSNL executives and BSNL-recruited employees.
1] Waiver from the Affordability Clause for Implementation of 3rd PRC in BSNL: Fresh Communication from CMD BSNL to DoT with Justification’s
AIGETOA highlighted that, following the approval of the proposal for extending the benefits of the 3rd PRC to BSNL executives by the BSNL Board, BSNL had sent multiple communications directly from CMD BSNL/Director (HR) to DoT, explaining the need for an affordability waiver.
In this context, AIGETOA has requested CMD BSNL to issue a fresh communication to DoT, highlighting BSNL’s present role in projects of national importance and the need to extend the benefits of the 3rd PRC to its employees in recognition of their extraordinary contribution to nation-building. The communication should also highlight BSNL’s efforts towards realizing the national vision of a Swadeshi 4G stack, bridging the digital divide between rural and urban India, strengthening rural connectivity, and providing network coverage to uncovered villages through the 4G Saturation Project.
AIGETOA has strongly demanded that this communication be issued at the earliest so that, with the strong backing of BSNL Management and appropriate justifications, the matter can be pursued more effectively by the AIGETOA team, BDM and BMS with the concerned authorities and departments.
2] Implementation of E2/E3 Pay Scales for JTO/JAO and SDE/AO-Directions to the concerned cell for sending a fresh communication to DoT presenting all the relevant facts and reiterating the Board Decisions
During the meeting, AIGETOA placed on record its objection to BSNL’s contention that the matter had attained finality, particularly in view of the ongoing examination of the issue by DoT and BSNL’s own affidavit in the court case filed by AIGETOA, wherein the BSNL Board’s recommendations for the E2 and E3 pay scales were reiterated.
The Association requested that the matter be pursued afresh with DoT rather than repeatedly relying on the earlier communication issued in 2022 to SNEA, which was accepted by SNEA during the CLC proceedings, in which AIGETOA was not even a party.
AIGETOA has demanded for the directions to the concerned cell to send a comprehensive communication to DoT, presenting all relevant facts and reiterating the BSNL Board’s recommendations. The Association has emphasized that the long-pending issue must be pursued effectively with DoT to secure a resolution in the interest of the affected BSNL executives.
3] Increase in SAB Contribution – Intervention in issuance of the Orders for increase in SAB Contribution and its further enhancement thereof
During the meeting, AIGETOA highlighted that the issue of increasing the Superannuation Benefit (SAB) contribution had received renewed attention following the sustained efforts of AIGETOA and BDM, along with the intervention of the Hon’ble MoSC.
Following continuous persuasion, it was informed that the BSNL Management Committee had recommended an increase in the SAB contribution. However, despite this recommendation, the necessary orders have not yet been issued.
AIGETOA has demanded that the approved increase in SAB contribution be notified without further delay. The Association has also sought further enhancement of the contribution to at least 3%, as assured by CMD BSNL during various discussions beginning in October 2024, keeping in view the welfare and retirement security of BSNL-recruited employees.
