Why Mission "Sangharsh : Fight for Justice" ? - An appeal by GS, AIGETOA CHQ.


Dear AIGETOAians!!!!!!!!!!!!!!

It is reliably learnt that once again, Anti DR forces proclaiming themselves as the messiahs of BSNL have started working full time behind the curtains to curtail the future prospects of DR executives in BSNL by stopping the implementation of DoPT guidelines in its true spirits. Friends now its high time to defeat the malevolent moves of these forces by coming all out collectively and with full vigor. Friends we have to come together with full strength and counter the moves of these forces once and for all.

Its time to remind all those who have taken BSNL for granted as their parental property as if they have got it through inheritance from their forefathers that there exists a force in BSNL in the name of direct recruits who can even defy the laws of gravity and Einstein's theory of relativity when it comes to saving the interests of BSNL and our fraternity.

Since last one year we have tried whole heartedly for resolution of our long pending issues through amicable means but it seems that management is in no mood to listen to our genuine demands. We tried to convince all the parties by producing appropriate supporting documents and orders but it seems that some persons in management' are perusing with their own endeavors of denying any benefits to Direct recruits of BSNL . There is a definitive lack of will power in Management when it comes to solving the issues related with DR's. This is very much visible from the contrast in the record of discussions issued vide BSNL CO SR cell's letter in April and September. We were very happy that our Ex CMD shri Kuldeep Goyal initiated the path breaking trend of solving issues through mutual Discussions by promising us the resolution of 2005 batch anomaly issue in the Agenda meeting itself on 25th February 2010 and also assuring the consideration of most of the issues raised by us in the agenda meeting. The record of discussion issued by SR cell on 22nd April 2010 clearly tells the truth but when it came to results, none of the considerations have seen the light of the day yet.

Our current CMD Shri Gopal Das, though belatedly but with a open heart also tried to carry forward the initiatives of the EX CMD Shri Kuldeep Goyal and had an elaborate discussion on the issues raised by us. We were very much optimistic about the outcome but now are saddened by the fact that resolution of the issues have been put on a back burner by applying the evergreen funda of delay Tactics. We have always been given step motherly treatment by the management on the behest of some particular forces and it seems that current CMD is also in a mood to continue with the same legacy. Even a deaf and dumb will be able to analyze both the minutes and after that no body can stop himself from congratulating the management for their clever manipulative skills when it comes to resolve the issues of Direct recruits of BSNL. Only if the same sharp skills and promptness would have been shown by them in perusing with the business interests of BSNL, then perhaps the picture of BSNL would have been different in every body's minds.

So friends, from the above analysis It is very much evident that If we do not do something extreme now then each and every door for our progress will be closed on the pretext of continuing with the legacy. We want to advise all those persons to stop day dreaming, who in their wildest dreams are thinking us as ants which they can crush anytime. We want to tell them that we are free flowing rivers which when shows its complete might is capable of engulfing even the biggest of big cities. Even those who are branding us as small ants, we want to remind them that it may be true that when there is flood, Big Fish may eat the ants but imagine the time when water will dry, the same ants are capable to eat even the whale fish. Life is full circle, we have waited for our turn and now it is our turn to tame the tide. We are not going to spare anyone who comes in the way to our progress. Now we have prioritized our issues in two Parts. We are going to peruse for the following Issues immediately through all means:

1.      Implementation of DoPT guidelines for fixation of seniority : This issue is of utmost important to us as career growth of DR s of all the batches is at stake if these guidelines are not being implemented in totto. At present Forces both within and outside the management are working full time and in fact over time to ensure that these guidelines are not being implemented in BSNL in its true spirits. Even representatives of those who are crying full throttle that they are working for the DR s in BSNL come at off hours with out dated documents to press for non implementation of DoPT Guidelines. But we want to remind all such forces that we will not allow them to succeed in their sinister moves. AIGETOA is determined to ensure that interests of Direct recruits are not being compromised and we will not take rest till the gradation list is finalized in accordence with DoPT guidelines with inclusion of all executives in the seniority list. Till that time there is no stopping.

2.      Implementation of Standard E2 pay scales for JTOs/JAOs and E3 for SDEs/AOs : Non implementation of E2-E3 scales is the mother cause of nearly all the injustices met out to the DR fraternity of BSNL be it the loss of emoluments to our newly recruited JTOs , be it the non implementation of four year time bound up gradation . So we have decided that enough of deliberations have already taken place and now its time to come out all over firing with full cylinders to ensure that immediate implementation of standard pay scales takes place in BSNL.

3.      30 % Superannuation benefits : AIGETOA is determined to ensure that future of BSNL recruitees is safe. Recommendations related to the retirement benefit for the absorbed employees have been implemented in totality as per the sixth pay commission without any hitches but management is deliberately delaying the superannuation benefit for it’s own recruited executives. Perhaps management is not at all interested in securing the future of BSNL recruitees and that may be the reason not only for their delay tactics on this issue but also the management's bungling and fumbling acts in regard to the EPF issue. We have decided that we are not going to relax unless the Super superannuation benefits recommendations as per 2nd PRC are implemented. Our grate Managers should not cite the financial implication part as when it comes to distributing Blackberry handsets and Maruti Dezire Cars to them, we become very cash rich but when it comes to resolve a genuine demand by the BSNL recruitees, We become cash starved.

4.      Implementation of comprehensive promotion policy : Friends, we deliberately kept this issue under wraps that we will put this up to a management who is willing to listen , who is willing to do something innovative to motivate the performing ones, and now that BSNL is moving in a direction towards becoming a Meritocratic organization in line with the recommendation of Pitroda Committee and also the fact that other groups are also realizing its positives, it is high time that we rejuvenate this demand of ours for implementation of a comprehensive performance based promotion policy in BSNL.

Yes’ No doubt we have the way to get justice from the court but in that case all those forces working full time against our interests will succeed in their motive of with holding our promotions Sine die on the pretext of court cases , similar to what they have done in case of LDCE and EPF anomalies. We are not here to move around the court for every issues and every day. We believe that our management minus some anti direct recruits HR managers is much capable to delivering justice and we are capable enough to remove all such hurdles from our way. In a view to seek Justice in the company itself AIGETOA has decided to launch “ Mission Sangharsh – Fight for Justice ”.

We are also overwhelmed with the fact that even many of the DoT absorbed excutives are supporting our cause and are extending all possible help. We also request all the other like minded groups to come and support us in our endeavor for betterment of HR care in BSNL. Those having a positive views on our issues should immediately come up and strengthen our hands. So Friend's Be Prepared, Fight for survival, Struggle for existence has just begun.
