Meeting with DPE( Department of Public Enterprises) for pay anomalies of batch 2005, standard pay scale & ITS deputation in BSNL


Pay Anomalies of batch 2005 :

GS and President met the top authorities of DPE regarding the pay anomalies of 2005 batch. DPE clarified that while it is not within his jurisdiction to look into the individual matters but the case is very genuine and BSNL board has full liberty to give 30% fitment to all the executives of the same batch irrespective of their appointment.

Non Standard Pay Scale by BSNL :

Regarding the non standard pay scale for which BSNL is trying to introduce, DPE clearly said that no PSU will be allowed to introduce any intermediate pay scale for which DPE has already clarified. All the PSUs have to follow strictly the 10 pay scale (E1 to E10) specified by the DPE even cabinet will not approve any intermediate pay scale. Answering our question regarding the pre-revised intermediate scale he said that as per the normal practice PSUs have to upgrade to the next standard pay scale.

 

ITS Deputation in BSNL :

Regarding the deputation of the government employee in PSU, DPE clarified that with the special approval of the cabinet deputation can be extend beyond the recommendation of the DPE but dual benefits are not allowed as in BSNL all the deputanist officers are enjoying dual benefits i.e. CDA pay and PSU perks and various allowances. It is totally illegal and contradictory to the DPE guidelines.

What can be so ridicules that one side BSNL management is showing its inability to give justified pay and perks to it own Executives/Non-Executives on the other hand he has shown full liberty to give illegal dual benefit to guest officers.
