AUAB 3 Days Dharna at Jantar Mantar

All Unions and Associations of BSNL (AUAB) will be organizing a Three Day Dharna Program at Jantar Mantar, New Delhi, on 21st, 22nd & 23rd September, 2021 in support of their demands as stated in the notice. The Unions and Associations of BSNL are regularly taking up the issues of importance of BSNL and its employees through this joint platform. The Program is important to attract the attention of Government of India, Dept of Telecom and BSNL Management considering the fact that sustainability of BSNL is facing serious challenges due to non implementation of some important arms of BSNL Revival Program including non rollout of 4G services despite passage of more than one and half years.

Provident Fund To Be Split Into 2 Accounts – Taxable And Non-Taxable

The Centre has notified new income tax rules under which the existing provident fund (PF) accounts will be split into two separate accounts, to enable the government to tax PF income generating from employee contributions which exceed ₹ 2.5 lakh annually.

Central Board of Direct Taxes (CBDT) has issued the rules and separate accounts within the PF account shall be maintained.

It is unambiguously informed to management that In the absence of suitable measures to address the promotional aspect of executives, it will be very difficult for the association to control the emotion and resentment of executives. Accordingly, any restructuring exercise without taking into the consideration the promotional avenues of executives will not be accepted by this association and shall be firmly opposed by AIGETOA.

Meeting of AIGETOA with the Parliamentary Committee on Welfare of OBCs :

Today AIGETOA along with sister Unions & Associations participated in a meeting with the Parliamentary Committee on welfare of other backward classes regarding “measures undertaken to secure representation of OBCs and their welfare.” at Hotel Radisson Blu in Guwahati. AIGETOA was represented by CS Assam – Sh Satyajyoti Nath and Executive Member – Sh Ashutosh Das.

At the start of the meeting, all the MPs were felicitated with Assamese Floral Gamocha by the representatives of associations and unions.

A memorandum was submitted demanding various measures for upliftment of the OBC community. Around 11 MPs both of Lok Sabha and Rajya Sabha participated in the meeting n took stock of measures undertaken in BSNL for welfare of OBCs.

Apart from discussion on OBC issues, a short discussion took place on BSNL viability related issues. Individual memorandums were also submitted to all the MPs seeking support for the revival of BSNL.

Thereafter, the Committee had discussion with BSNL Management on OBC related issues. BSNL side was represented by CGMT Assam – Sh A K Pahi, PGM Pers – Sh Ramesh Kr Goel, Chief Liaison Officer for OBC – Sh Jagdish Prasad, GM Admin – Sh Anil Pankaj and other officers.

Update on AIGETOA CHQ meeting with Director HR:

All India President Shri Ravi Shil Verma along with Vice President Shri Badri Kumar Mehta and AGS 6 Shri Sunil Gautam met Director HR Shri Arvind Vadnerkar for a follow up on the pending issues on dated 31.08.2021:

  • DPC for left out JTOs of 2008 Batch and LDCE notification : Director HR told DPC has been done for vacancies upto December 2018 and instructions have been given to prepare the roster for VY 2019 also. Inputs given by association is examined. It is informed that vacancies calculated by association and that by Pers cell upto December 2018 is almost matching and there is no appreciable difference. However as per our calculation, the Personnel whose DPC has been done needs to be reconciled as there is a big difference between association calculation and that of Personnel Section. We requested for completing this exercise early.
  • LDCE notification : As per suggestion of association, notification of LDCE for 3-4 Vacancy Years is under active consideration and shall be done very soon.
  • List 9 : We requested for decision on the legal opinion submitted by Association. Director HR assured for the same.
  • Restructuring : Association inputs as discussed in meeting with CMD BSNL has been along with management side input has been reconciled and the same shall be presented before management committee on Wednesday where an informal discussion will take place. It was also informed that stagnation issue highlighted by AIGETOA is also under consideration and management accepts the fact that executives should not feel stagnated in one cadre. We categorically told that any restructuring exercise shall not be accepted by management unless the promotional issues are addressed in totality for all the cadres. We have submitted one formal letter also in this regard. Director HR said that let discussion take place in management committee meeting and then it will be further discussed.
  • Promotion in SDE to DE and AO to CAO cadre : decision on SLP is a big challenge and hence the promotions are struck up. Alternative method suggested by AIGETOA shall also be discussed in management committee meeting.
  • SDE Reversal : Director HR told that he is completely in favour of permanent settlement of this issue and has already instructed concerned Section on this. He assured us that this issue will be settled in totality.
  • Letter on E2 : There was delay because of calculation. Establishment section shall be asked to expedite.
  • Letter to DoT on E1 plus five increments : Establishment cell is taking the action incoordination with Restructuring cell. Matter shall be expedited.
  • Publication of AIEL3 : We thanked Director HR for publishing the provisional list and requested him to instruct personnel section to ensure timely correction of data so that final list can be prepared at the earliest.

In addition case related to Late Shri Pawan Kumar Sharma, Rajasthan Circle for BCF fund and some other individuals issues were also discussed on which Director HR assured for affirmative consideration.

The team shall again be meeting with Director HR and CMD BSNL next week for further follow up.

Changes that gets Visible when an association works with Clarity of thoughts and Actions

BSNL published provisional seniority list up to VY 2012 Recruited JTO. Few days back, BSNL Recruits got their First promotion through DPC mode after 20 years and the remaining left out JTOs of 2008 batch are also going to get their dues very soon. It will be the firm endeavor of AIGETOA to ensure the promotions for the JTOs of subsequent batches also in shortest possible time. AIGETOA has always moved forward with a clear thought process to streamline the existing channels of Promotion. Though AIGETOA was never against the CPSU cadre hierarchy but owing to its own inherent lacunas (a fact duly highlighted by us in advance), it couldn’t be implemented. Accordingly, We laid our emphasis on the existing process and the result is for all to see. We got JTO to SDE DPC executed in Telecom Stream. The left out JTOs of 2008 batch will also be covered soon. The provisional AIEL 3 for subsequent batches has been processed. Due to short-sightedness of few over ambitious activists of one association, this process got delayed by almost 9 months. However, now we will try to ensure that their promotions do not suffer. JTO to SDE DPC in other streams are also in pipeline and very soon we will achieve the results also. Similarly LDCE is also going to be notified soon and contrary to the view point of few people who ridiculed us when we said, we will be able to clear the LDCE backlog also for all batches in one to one and half years, the fact is that in next few months, that backlog will also be cleared. The complexities involved in SDE to AGM promotions and AO to CAO promotions are also being looked into and we are very sure that promotion in AGM cadre will also see the light of the day very soon. Our efforts for incorporating vacancy based seniority in SDE cadre is on full swing and we will surely be able to achieve our objectives. Similarly after successful publication of JAO gradation list, promotion for JAO to AO shall also be pursued. LICE for JE to JTO is also in pipeline. BSNLCO is also going to initiate steps in settling the Punjab JE to JTO LICE issue very soon.

After AIGETOA took charge in August 2020, The Changes are visible to all employees, Even to those who will never accept our success in open but in closed doors, they also appreciate our each and every move.

Now things got streamlined in Publication of AIEL for all BSNL Recruits, the Rule 9 policy has been notified, the lacunas of Rule 8 Policy have been corrected, discriminatory clause of non applicability of Rule 8 Transfer for GATE JTOs have been removed, transfer requests are being captured online with full transparency and the applications are being forwarded automatically to BSNL CO, the relieving is taking place automatically through ERP, whether few years back, anybody would have imagined such streamlined process. The executives had to run pillar and post for getting their request forwarded and now we have been able to put in place a totally hustle free process. The quarter allotment policy has been streamlined and redefined, reversal issue has been partially settled and shall be fully settled very soon, internal fast track promotion policy is being seriously thought about, promulgation of BSNL COVID Fund, Medical Fund, GHI policy etc are few highlights of the work done by association after taking over as Majority. Yes we know, many issues are to be settled specially the pay and pension related ones and the path is also tough, very tough keeping in view the precarious financial position of the company. Hence we request all to support us in our endeavors for making a better BSNL for all of us.

AIGETOA is committed for Proper promotional aspects and transparency in implementation of Rules in BSNL. We pursued with management to publish the Provisional seniority list (AIEL-3) which will smoothen the next promotional process for further batches. It is a step in forward direction. All the circle Secretaries are requested to go through the list and corrections and omissions may be pursued and communicated before 29th Sept 2021 so that the final list publication can be in time.

We once again reaffirm our commitment to achieve all the objectives and aims which we have set for ourselves through AIGETOA Shapath Patra 2020.

BSNL 4G tender hits fresh hurdles: Barring TCS, other players report technical glitches with their core partner

Telecom News: The rollout of 4G network by state-owned Bharat Sanchar Nigam (BSNL) will get delayed further as domestic firms, which have been mandated to conduct trials for the project, have hit a fresh hurdle. Shortlisted firms such as Tech Mahindra, HFCL and L&T are facing challenges with their Indian partner, Pertsol, which is offering the core solution for the network.

Sources said these firms have communicated to BSNL that conducting trials with Pertsol won’t be feasible and chances of failure are high as several technical glitches were unearthed during technical discussions. These firms have, therefore, suggested that they be allowed to conduct the trials with state-owned, C-DoT’s core solution. However, so far they have not been accorded permission as C-DoT has a tie-up with TCS for conducting the trials.
