Series of vindictive action by MP Circle Management on Sh R P Shahu

Some of the cause and action are detailed bellow:

  1. While working as General Secretary of this association Sh R P Shahu has raised the issues of wrongful practice of Sr. GMTD Jabalpur Sh A.C. Mishra in relieving of SDEs in promotion through LDCE. Sr. GMTD Jabalpur Sh A.C. Mishra has relieved all the unwilling SDEs but denied to relieve 4 SDEs who are posted to BRABRAITT who were being benefitted by 11% additional emoluments. He has cited the reason of shortage of SDEs in Jabalpur as reason for non-relieving of SDEs. Sh R P Shahu Has called over mobile to Sr. GMTD Jabalpur Sh A.C. Mishra and requested to relieve the SDEs transferred to BRABRAITT and if he require any SDEs he may retain from the already willing SDEs or request some more SDEs from Circle where more than 87 SDEs had already requested their retention in MP and were willing to be posted anywhere in MP. But Sr. GMTD Jabalpur Sh A.C. Mishra denied to relieve them and threatened Sh R P Shahu using unparliamentary language. Using his personal approach to BSNL CO Sr. GMTD Jabalpur Sh A.C. Mishra get their posting modified to Jabalpur SSA against the interest of the candidates. One month later, after a sudden realization under some circumstances, (the circumstances can best be explained by Mr. Mishra himself which he has till date not, as despite of many letters to circle management including communication from GS also to Director (HR), MP circle has not instituted any enquiry) he has again recommended their transfer order to BRABRAITT. Sh R P Shahu has posted on association website about this wrongful practice in relieving of SDEs on promotion through LDCE. Sr. GMTD Jabalpur Sh A.C. Mishra crossing all the limit of authority and served following two memorandum of charge sheet on the same issue.

  1. One Under Rule-35 (Minor Penalty) with the reverse allegation of using unparliamentary language by Sh R P Shahu and ordered punishment of “withholding increments for the period of three years with cumulative effect” without conducting any enquiry. Sr. GMTD Jabalpur Sh A.C. Mishra is complainant in this case and cannot be the disciplinary authority. If any such allegation is made it should have been enquired under rule-39 of BSNL CDA Rule-2006. Sr. GMTD Jabalpur Sh A.C. Mishra does not have any authority to misuse of authority for his own cause. Sh R P Shahu is having the recording of the conversation where it is very clear that Sr. GMTD Jabalpur Sh A.C. Mishra has used several unparliamentary languages. This Association will put the conversation on this website if the need arise so that people may themselves decide.

  2. Another Under Rule-36 (Major Penalty) against the posting on website about his vested interest. Sr. GMTD Jabalpur Sh A.C. Mishra has made a allegation that by posting on website about his wrong and corrupt practice Sh R P Shahu has defamed the image of BSNL. Association representative, even any individual employees have every right to raise the voice against any wrongful act of BSNL management and can seek enquiry for the same. Sr. GMTD Jabalpur Sh A.C. Mishra does not have any authority and rights to serve memorandum of charge sheet against the association representatives but crossing the entire limit he has acted beyond his jurisdiction.

  1. While working as General Secretary of this association Sh R P Shahu has raised the issues against Sexual Harassment of lady officer at work place against Sh P K Shrivastava Sr. GMTD Faridabad. Sh R P Shahu along with some lady officer of Faridabad including victim lady requested a meeting with CMD BSNL to appraise the issue but CMD has denied meeting them. Sh R P Shahu along with many other employees of BSNL CO has collectively forced CMD to meet the lady officers and listen to their grievances. R P Shahu and three lady officers of Faridabad has been served memorandum of charge sheet for meeting CMD without prior appointment and permission. It is to be noted that ex-GMTD Sh P K Shrivastava is moving free and his transfer order has also recently been modified to nearby region of Faridabad.

  1. While working as General Secretary of this association Sh R P Shahu has attended the various AGM of circles as well as AIGETOA CHQ. Sh R P Shahu has submitted written request for special CL, the same was never regretted but later on has been treated as unauthorized leave and action is initiated under BSNL CDA Rule-2006.

  1. Now, he has been transferred randomly from Sidhi SSA to GMTD Jabalpur SSA vide ST-11-31/1814/72 dated 2nd Nov-2013 violating all the policies and guidelines against the interest of the company. Some of the facts regarding his transfer is given in following paras.

  1. That, Sidhi SSA is All India Soft Tenure Station where volunteers of executives are called. Executives working in such stations are given privilege in transfer to the place of their choice as per their request after completion of tenure period. But transfer order of Sh R P Shahu is executed at random in mid-session without his request and knowledge.

  2. That, in Sidhi SSA at Present only 3 SDEs against 11 sanction post and 7 JTOs against 13 sanction post are working. Out of above working SDEs and JTOs 2 SDEs and 4 JTOs are already under transfer since May-2013 and waiting for their reliving. The above data shows that there is huge shortage of executives in the cadre of SDE and JTO due to which services of Sidhi SSA are badly affected and causing huge disaffection among customer and remarkable revenue loss to this company.

  3. That, one side 2 SDEs and 4 JTOs are already waiting for their relieving from Sidhi SSA on their own request and cost and not yet relieved citing huge shortage of executives and other side issuing transfer order of Sh R P Shahu on company cost without his request and choice is neither in the interest of the company nor the candidate.

  4. That, He has been working as JTO in Sidhi SSA since Feb-2009 and recently posted as SDE on 12th Aug-2013 on his first promotion and this transfer after hardly 2 months of working as SDE in Sidhi SSA that too in mid session will definitely create hardship for him and deteriorate his performance due to frequent transfer. Further, Height was that while as JTO, Shri Shahu was maintaining the whole SDCA and virtually acting as SDO, after his promotion he was posted as SDE (internal) of a group exchange. And Now Shri Shahu is being transferred in the interest of service, and the interest of the service is well known to everybody.
