Minutes of AIGETOA Kerala Circle

Mr Madhumohan JTO ITPC TVM welcomed the gathering and initiated the open session. He elaborated all the issues and concerns of all the direct recruited executives of BSNL, which includes SDEs, JAOs and JTOs.
All the participants of the discussions are of the view that the legacy unions existing in Kerala are neglecting the genuine issues and interests. Specifically the issues like transfers to hard tenure stations of LDCE qualified BSNL recruited executives which clearly violates the guide lines of the BSNL promotion policy, non posting of promote JTOs in places like Malappuram, EPF issues, bogus and diluted executive pay scales, Management trainee recruitment etc.
All the executives participated in the session unanimously declared that legacy unions are crushing the genuine demands of the direct recruited executives and decided to form the Circle unit of All India Graduate Engineer Telecom Officers Association’s (AIGETOA, An Association for Professionally Qualified Executives in BSNL) Kerala circle unit so that the genuine aspirations of the Qualified executives can be preserved.
The gathering also decided to elect the Circle Executive Committee members and selected Mr N.J.P. Shilohu Rao, All India President AIGETOA and Mr Joshi SDE ( perinchery) as the election returning / presiding officers.
He elaborated the details of the strike conducted in December first week, by which we have been able to keep the Management Trainee recruitment in abeyance, which the legacy unions were not able to and seriously interested to do. Actually the Management Trainee recruitment is a ploy to protect vested interests of the some specific sections, whom just enjoying BSNL as tourist place.
AIGETOA wants CPSE cluster system promotion policy, which is basically like index based promotions, will be implemented. The promotions include pay scale change and designation change. The index is calculated based on experience, qualifications, courses studied, performance etc with proper quantification .In this the JTOs, SDEs, DEs etc will directly Report to DGMs. This is the system followed in other PSUs.
Mr. President revealed some alarming discrimination by BSNL between DOT absorbed executives and BSNL recruited executives. BSNL is contributing 30% towards pension contribution for DOT absorbed executives, while for BSNL's own executives who run this machinery with so much hard work in this techno savvy, competitive environment, just 12%, less than half, and they are going to get just Rs 3250/- as EPF pension per month maximum.
He quoted the SBI example where without GPF pensions are getting more salary. In BSNL those who are incurring higher CTC are getting GPF based pension while those incurring less CTC are getting no GPF pension. Where else this can happen???????? This can happen only in one place where a nurse will become a doctor after some years and doctor will be posted under a senior nurse.
He welcomed DRJAOs to AIGETOA and informed necessary modifications in bylaws. There will not be any distinction between engineers and real professionally qualified accounting officers. Both of them are facing same problems.
The recent transfers to hard tenure stations of the LDCE qualified executives were unjust and association will make all effort to get them back. In this regard he asked us to provide details through the circle secretary.
His enlightening on the issues connected with EPF we are sure Mr. Rao is well equipped to protect our interests as real leader.
With this he concluded and started the election process.
