Meeting with CMD, BSNL on 21st Oct 2008 on his adverse comments for DR JTOs

President Shri Shiloh Rao and GS Shri R.P. Shahu met CMD, BSNL Shri Kuldeep Goyal in the presence of Director (HRD) Shri Gopal Das and DDG (SR) Shri Sakeel Ahmad at 15:00 Hrs.  The meeting lasted for approx. one hour. There were large number of members of AIGETOA waiting out side the CMD room,  in the hall.

GS and President strongly conveyed the bitterness of the members over the unprofessional and unparliamentarily comment of top management including CMD, BSNL. He replied that, it was not intension of management but it was just the general evolution of caliber of DR JTOs. GS asked the mark and identity of JTO given by the BSNL and the basis of evolution as it is well known that DRJTOs are recruited on pretext of Graduate Engineer but posted below non qualified employees as a supervisor. There is no any administrative, financial and decision taking power has been given to DRJTOs where they can use their talent and can show the actual caliber. Despite of this fact that, DRJTOs are recruited as Engineer, posted as supervisor below non standard employees and have not given any amenities to use their talent, why management is evaluating the caliber of DRJTOs in reference with managerial cadre. GS quoted the example of himself that he had worked more than 3 years in mobile customer care but he had no mobile connection with GPRS and EDGE enabled handset and has been working in broadband section without having broadband connection in home. CMD grumbled that this is the reason I said that, you are not up to the mark. You people always cry for facilities rather work. GS replied CMD that, this is really unfortunate to listen such word from CMD, BSNL as it shows the pessimistic thinking of BSNL management. Any Optimistic management will never think in line with CMD, BSNL do but they will think that our employee can learn things before handling the customers if he is having facilities at his own. BSNL management wants to send the solider without having any training and amenities and want 100% success. First of all, the BSNL management should analyze the policy of BSNL and the way of thinking of management before evaluating the caliber of the employees.

GS and President also had the extensive discussion on every comment with fact and logic and stated various anomalies in BSNL and ignorance which are directly affecting the DR JTOs and other qualified employees. Finally CMD admitted the mistake done in HOCC and agreed to issue the clarification on that issue.

But friends, this comment of CMD, BSNL was not unintentional, it was purely intentional. CMD has said the similar words many times in our earlier meeting. it also reflects from the different policies of BSNL management which are not at all in the favor of qualification but straight opposite to the DRJTOs. May it be the time bound upgradation, making non eligible and non qualified employees as JTO and giving them retrospective seniority or planning MT recruitment over DR JTOs.

CMD BSNL intentionally wants to show the DR JTOs below standard so that MT recruitment can be justified. We are not at all satisfied with only the clarification as it is already very clear in the minutes of HOCC. It has defamed the dignity of Engineers which can not be compensated. Members of AIGETOA are always ready to take the responsibilities of any level even without any extra remuneration and are well capable to handle the responsibilities efficiently; BSNL management at the first instance should give the responsibilities of any level to DR JTOs then only can comment about the caliber of DR JTOs. BSNL management has tried his all the weapons to demoralizes the GE JTOs even we have been deprived from our very basic rights like EPF, stipend arrear, seniority and promotion, time bound upgradation etc.

GS is going to write to MOC on this issue. . It is the history of BSNL that no body has got his right without fight and has got the things which is not even right, after fight.

It is appeal to all the GEs to get ready for the fight for the dignity of Engineers. As CMD and other are having maximum 2-3 years of service they are not much bothered about the survival of BSNL but we have to run a long way in BSNL and it is our responsibility to secure the survival of BSNL .
