Circle Conference of AIGETOA Chennai Telephones

Venue- Oorvasi Hall A/C, Hotel Palmgrove, Nungambakkam
The
meeting started with the prayer song by the girl Harini.
The
welcome of office bearers and members done by Smt. Priya.
The
Finance Secretary, Shri M.S.Chandrasekar began the proceedings with the current
financial statement of AIGETOA, Chennai.
Circle President’s Welcome Address
-
Shri V.S. Chockkalingam,
Circle President welcomed the CHQ President Shri N.J.P Shilohu Rao and General
Secretary Shri R.P. Shahu ,Office-bearers and the Circle members.
-
In his welcome address he
lauded the efforts and contributions of Shri Kishore Kumar Ex-CS/JS in
forming the association in Chennai and the contributions of Shri S.K. Saini,
Ex-GS in uniting all the Circles and forming the CHQ at the National level.
-
He praised the General
Secretary Shri R.P. Shahu for his contributions in MP Circle as Joint Secy and
said his methodology of running the Circle Association was later emulated in
other circles, including Chennai.

Without referring to any
incident, he expressed his regrets to GS for not participating in Dharna and
further added that Chennai circle will join in all the dharna’s called by CHQ
to express solidarity.

about the impact of 2 main issues

No need of MT above GEJTO
Ř
Extension of Pension Facility to the
direct recruitees of BSNL
-
CP said that there is no HR
policy in BSNL and is still following the outdated DOT rules, which supports a
Two-tier system ,especially for planning and execution. Further added that
in the current environment there is no need for separate wings for planning
and execution as both these tasks are completed much faster than it used to be
1980’s or 90’s and said that the entire GSM network from planning to
commissioning took 180 days and the forthcoming 3G project will take just 90
days.

While mentioning the
recruitment of MT’s, he explained there is no need of any Direct Recruitment
above the level of DRJTO/DRJAO’s with reason of horizontal collaboration and
flattening of the world.

CP lamented that the
DRGEJTO’s/JAO’s were placed junior to all the DOT absorbed JTO’s/JAO’s and
absorbed Officers were given the pension facility which is more attractive to
EPF of DR Executives.

While comparing the pay
scales of CPSU’s, he noted that BSNL has implemented non-standard pay-scales.

The presentations are thought
worthy . The presentations are appreciated and well received by the CGM,
CHQ/Circle body including members. Infact, Sanchar Soft is the inhouse product
of Chennai developed by 4 GEJTOs and implemented through out the country.
Circle Secretary Shri S. Jaikumar’s Address
-
CS thanked Shri M.P.
Velusamy, CGM Chennai Telephones for kindly consenting to be the Chief Guest
of the first circle conference and having high regard for DR Executives.
-
CS in his address asked CGM
to consider more number of postings for GEJTO’s in the upcoming 3G network
services.
-
CS also appealed to the CGM
to reconsider the posting of DRSDE’s in peripheral areas.
-
CS asked CGM to post GEJTO’s
in hi-technology areas.
-
CS asked CGM to consider
GEJTO’s for vendor trainings abroad and also provide BSNL Intranet account to
all GEJTO’s at the earliest.
-
CS requested CGM to forward
all the request of GEJTO’s who willing to move to their home states.
Gift Presentations:
Respected CGM has distributed
the gifts as a token of appreciation to the members who have contributed their
technical Presentations.
CHQ President’s Address
-
CHQ President in his address
hailed CGM as dynamic and good administrator and further said that CMD is
always happy to hear about Chennai Telephones.

CHQ President while praised
the Officer-bearers of AIGETOA Chennai for making good arrangements for the
First circle conference.
-
He said that AIGETOA itself
was born to show the views and thoughts to the management and further said
that the constitution will be amended to accommodate DRJAO’s.

CHQ President told all
DRJTO’s to continue in doing their hard work, irrespective of what the company
gives to them so as to achieve the mission of becoming the First Telecom
Company in SE Asia by the Year 2010.

CHQ President lamented that
Airtel has about 9 lakh point of sales where as BSNL has only about 2 lakh
point of sales and said that if BSNL has to lead the Telecom market all DR
Executives has to take up additional work of marketing the BSNL products
during leisure hours.

President also lamented that
BSNL is suffering a lot due to its wrong HR policies.
CGM’s Address
-
CGM Shri M.P. Velusamy said
he is very happy in addressing the young and energetic technocrats and
commended the work of DR Executives in CHTD.
-
CGM also said that DR
Executives have very good technical knowledge and said that almost 80% of the
workforce in BSNL does not have the required skills.
-
CGM said that DR JTOs have
more stake in the welfare and longevity of the company than anyone else.
-
CGM said that similar to
Indian Cricket team JTOs also require young leaders like Dhoni to guide and
motivate.
-
CGM said that he doesn’t
have problem in extending the required facilities to JTOs in interest of
service.
-
CGM said that inspite of
being a Govt. company, having its own administrative problems; BSNL will
continue to grow and said that more DR JTOs are required to man the new
technology networks.

CGM also praised that DRJTOs
have played a vast role during the launch of GSM services and said while he
was GM (Mobile Services) in Trichy , he always requested CGM to deploy more
DRJTOs in GSM areas.

CGM said that the HR issues
can be solved if the GEJTO’s were asked to report directly to ITS Officers.
General Secretary’s Address
1. General Secretary thanked
Circle President and CS for providing an opportunity to address the GEJTO’s and
JAO’s.
2. This is His first address in South India and highlighted various HR issues
faced by GEJTO’s in BSNL. He is carried away by the technical presentations.
3. GS said that to motivate the GE’s in BSNL it should consider for time bound
promotions and further said that BSNL should be nurture the GE only then talent
can be retained in BSNL.
4. GS lamented that the management has said that JTO’s are not up to the mark by
evaluating the JTO’s, without assigning any independent task to the GE’s.
5. GS said that the state-owned MTNL has recruited GEJTO’s as MT’s whereas BSNL
is going for a separate recruitment of MT’s above the JTO cadre and said that
this will lead to frustration.
6. GS however said that JTO’s are not against the recruitment of Officers at any
level above the JTO’s but is only willing to know what is the career and
promotional avenues of young and dynamic JTO’s in this company.
7. GS said that in EPF case even there are many directives from EPF
Commissioners, BSNL has not followed any directives.
8. GS said that GEJTO’s will not go in for any dharna which may affect the
customers, but will not be tolerating if the hard-earned money of DRJTO’s and
JAO’s are put to stake.
9. GS said that HR issue will be solved if the reporting structure of officers
is changed by clustered approach. Here instead of E1 reporting to E2, and E2
reporting to E3, all the Officers in the E1, E2 and E3 are made to report to E4
level.
Vote of Thanks
Shri R. Pagalavan
proposed the vote of thanks. He thanked each of the members to undertake the
work voluntarily and made this conference as a memorable one. He extends his
thanks to All India President , General Secretary, Circle Secretary and Circle
President for the happening of this first conference. He once again thanks the
Chief General Manager Shri M.P. Velusamy for sparing his Valuable time with us.
The circle body tenders its

Mr. T. Ranjit Kumar for his
active, energetic, enthusiastic involvement throughout the Function.
Lunch:
All the members were provided
with good lunch along with dignitaries.
Election :
The Same Circle body was
elected unanimously except for vacancies. Shri Kannan GE-SDE-Tirutani , Shri. K.
Senthil Kumar GEJTO-HRD MSC were selected unanimously as VP and ACS. STR/STP
regions are attached with Chennai Body. In this regard, Shri. Suriender Kumar
DRJAO –STP was unanimously elected as ACS.

active involvement and participation.
