"Appeal to all the GEs who have qualified the LDCE"

appeals all the GEs who have qualified the LDCE TES Group-B and transferred to
hard tenure stations as a reward of qualification and talent, not to join till
the agitation is over.
Please
remember, “Accepting injustice is more than doing injustice”.
These transfers are total injustice and under the pressure of some executive
associations. Please remember that, if we accept this injustice it will be
policy for future and other circles will adapt the similar procedure for
transferring in the rural. If all circles will follow the same policy than our
all 804 GE SDEs would be posted to the worst rural SSAs of the circles which is
complete misuse of talent and not at all beneficial for upbeat of our beloved
organization. There is one other policy, which says person having less than 10
years service if posted in hard tenure, will have to serve minimum 3 years while
others 2 years. Various such policies have been made by targeting the direct
recruit with ill intension and in the unfair influence of so-called recognized
executive associations. Even existing policies are also being not followed or
manipulated to give maximum benefit to some group of people on the cost of
direct recruits.
BSNL has issued complete transfer policy of executive
and non-executive vide Order No. 6-1/2007-Restg. dated 7th May 2008 with consent
of all the executive associations.
I would like to elaborate some key point of BSNL
transfer policy:
1. Para (1) Purpose of transfer:
Transfers are in general necessitated due to requirements
of filling up of posts, meeting staff requirements at tenure/hard
tenure/unpopular/difficult stations, matching employee’s skills with job
requirement, gainful deployment of surplus staff, sharing of shortages, even
distribution of staff over recruiting zones, movement of staff from sensitive
posts, other administrative requirements or meeting personal or tenure related
requests etc.
2. Para 6 (a) General Principles of transfer: “Transfer on the basis of completion of post/station/SSA tenure shall normally be done each year. Transfers involving Station, SSA, Circle, urban or rural posting change shall be undertaken for meeting the shortages and service demands for difficult/unpopular area postings, request from employees posted on tenure/hard tenure stations and others. The request of employees coming from hard tenure/tenure stations shall be accommodated, if necessary by displacing other employee, depending on the longest stay basis”. The cut off date for computing Circle/SSA/Station/Post tenure would be 31st March of that particular financial year.
3. Para 11 (e) “In the career span of all executives, normally one hard tenure such as North East, Assam, J&K, A&N Islands and one term in other tenure circles/SSAs if any, would be required” .

(g) “As far as possible and within the
constraints of administrative feasibility, request for posting of husband and
wife at the same station shall be considered if the employee’s spouse is serving
in Central/State Government or a Public Sector Undertaking (PSU)”.
If we conclude all above paras, it clearly says that,
in the career span (about 30-35 years) of all executives, normally one hard
tenure such as North East, Assam, J&K, A&N Islands would be required. For
meeting out staff requirements at these places Transfer on the basis of
completion of post/station/SSA tenure and longest stay shall normally be done
each year and cut off date for counting the tenure is 31st March of that
particular financial year.
But BSNL
management has transferred direct recruitee executives to these stations in
early stage of their career, even many of them had already been posted to out of
their choice of circle and left untouched promotee executives who have spent
their whole service in single circle or even in single SSA.
Some times, BSNL management justify this injustice by saying that, this is not
normal transfer but it is transfer on promotion and in such cases junior most
has to go against the existing vacancies of these stations and some times by
saying that, qualified peoples are required at these station.
Let us assume for a while that their first statement is correct. Now first
question is that longest stay has to be operated every year with the cut off
date on 31st March to fill up the vacancies in these stations. If, it would have
been operated in every year and last on 31st March 2008, I don’t think, there
would have been 185 vacancies against which direct recruit has been transferred.
Secondly, the junior most have been selected by putting direct recruits "en
bloc" junior which is not at all justified as the vacancies to the hard tenure
station are for last 5-6 years. If the LDCE would have been conducted every
year, junior most for the every year would have been gone to these stations.
Now let us assume that their second statement is correct. Do you think it is
right after reading the statement of CMD in 14th HOCC and going through the
different policies like putting all the direct recruit under matriculate, Giving
time bound upgradation in six years for direct recruit and for others in four
years, giving non standard compromised pay scale without pension while all are
getting with pension etc. we are qualified for transfer only not for rest of the
things.
Then what should have been the correct way to fulfill the requirement to these
hard stations? Correct way is to fulfill all the vacancies till the 31st march
2008 by transferring employees on the basis of longest stay to justify the
transfer policy of BSNL itself and vacancies after 31st march 2008 should be
fulfilled by junior most in the merit of LDCE not by putting direct recruits as
"en bloc" junior.
It all seems that BSNL management first decides to target
the direct recruits and accordingly policy is formed or manipulated. Not in the
transfer cases only we are being targeted in every respect by BSNL management.
Please remember “week peoples are always the ting of fun for others”.
So, I request all to make yourself strong
“BE BOLD, BE UNIT AND FIGHT FOR RIGHT”
else management will keep humiliating.
Last but not least, Every Management book says that qualified and talented
people should be retained to their place of choice as far as possible to balance
the work and life for better output.
I, once again appeal
that, have faith on association and unity and do not join to these stations we
all will turn the situation.
Motivate each and every GEs to be a part of our ongoing agitation and turn the
destiny of BSNL.
