Dear all Qualified Executives of BSNL,

 

As we know, DOT had been converted into BSNL with some specific goals after coming new telecom policy which allowed private operators in the telecom field. It was not possible to compete these operators with the government setup. Do you think there is any change in the setup? Yes, off course there are various changes like in the DOT time TTA having the diploma qualification were compensated with +3 additional increment, graduate engineers were compensated with +6 additional increments and responsibility were given to the qualified employees at the higher level, but in BSNL situation have been reversed, now the qualified employees are being provided less salary in terms of pension and time bound.

 

CPSUs, where unions and associations are survival pay scale, promotional avenues and other policies are always made with the negotiation process. There were various types of officers in terms of qualification at the time of transition to the BSNL. At the time of negotiation, qualification should have been taken into account and appropriate compensation to the qualified employees should have been provided. But the leaders who were negotiating the pay scale and promotional avenues were representing all type of employees on the same platform. They forgot the qualified employees either intentionally or unintentionally as they were very few and placed them on the same balance. You would have always heard the demand of service weightage but have you ever heard regarding the qualification weightage? Definitely not. Why? Because leaders were acting rather politician and tried to appease the mob. They did not take care of qualified peoples. But at that time there was no other way because qualified peoples were very few and representation was totally absent.

 

But now time has been changed, I appeal all the qualified employee (Graduate Engineers direct or absorbed, DRJAO and other professionally qualified) to come forward and join us to our ongoing agitation and “Maha Yagya” on 1st December 2008 at corporate office to stop the out side MT at the level where our career end. There are 247 PSUs in India, no one recruits MT above Engineers/CAs. Recruitment of MT at that level in BSNL is not at all required as several qualified and more compatible executives are already exist in the organization but managements have no way to promote them due to virtual pressure created by some associations. We have to release this pressure from management and give them a way.

 

PSUs follows two type of promotion policies one functional upgradation and another financial upgradation, We strongly believe that, responsibility must always be given to the qualified employees by giving the functional promotion and financial upgradtion to those also who are not enough qualified but experienced. We are not bruising any body but we just want to secure the bread and butter of every employee by securing the survival of BSNL.  

 

Remember this is the hightime to raise our voice as the second PRC recommendation is going to implement where we can grab the things we deserve from management. We would not allow another ITS like cadre (MT) to rule us.
