APPEAL BY GS, AIGETOA SHRI R.P. SHAHU TO ALL THE QUALIFIED EMPLOYEES OF BSNL.

The various such letters had been written in the past. Going through above letter, you would have known that, till the few months before all the representatives of Executive associations were strongly justifying for “No need of MT from out side by stating single level entry of executive and BSNL is already having the experienced DOT engineers / direct recruited young talented engineers from reputed engineering college who were screened by top level institute i.e. IITs”. Even we had ought some slogan for no MT above then GE-JTOs under the banner of united forum. What made them to change their opinion overnight? Finding the answer to this question is very crucial as far as career progression of qualified executive and growth of BSNL is concern.
As we all know that there are more than 150 CPSUs in India and each PSU recruits the Engineering Trainee (ET) and Management Trainee (MT) at the same level than why BSNL is planning to recruit MT just at the position where career of ET ends? Every PSUs is adopting the open ended HR policy for their qualified work force, where 100% qualified engineer have full scope to reach up E5-E6 level in stipulated time and through screening above E-6, while non qualified would not allowed to cross the boundary of executive line. In BSNL, both are not only being driven from single door but non qualified employees are getting better treatment then qualified one which is a very alarming situation for the survival of BSNL as we have already seen during last 3-4 years as far as profit and revenue is concern. All employees would suffer with poor perks and reduced bonus, if the same policy will carry on.
Attrition rate of qualified engineer in BSNL has been increasing day by day which is very alarming situation for any government organization and creating big question before the HR section and the responsible associations. Qualified employees, who had exit the department (BSNL) are handling the independent SSA or circle for other competitors and gaining profit for them, but BSNL does not find them suitable for own company. As we know, that no MT will join this department from top management institute like IIMs. Our own qualified and experienced people are much capable and efficient then any fresh MT, specially in operation work. Planning to recruit MT above these qualified and experienced engineers is nothing more then to appease their loyalist and relatives by the way of back door entry.
Representatives of our so called recognized executive associations are equally responsible for blocking the career of qualified and experienced executive and growth of BSNL just for STS regularization. They would always cry for procurement of better technology by comparing with the competitors but never allowed to implement better HR at par with others, so that technology can be run smoothly. They have always acted like politician rather real representative/leader of employees. They always tried to take the mob for their own survival on the cost of career of real executives and their qualified work force.
If this MT recruitment will be implemented, career growth of 100% DOT qualified engineer and more than 95% of direct recruits will be blocked which will create great dissatisfaction and demotivation among the qualified employees which, in no way will be beneficial for the organization.
AIGETOA appeal to all the qualified employees of BSNL to be ready for the last battle till the last drop of our blood if any such movement is being taken by the BSNL management. All the field units of AIGETOA are instructed to mobilize the people by taking the extensive tour and general body meet at their own level and literate all the qualified executives. At the same time also convince the employees who are not qualified to not run in the race of post as time bound policy has already been implemented, which in turn will affect their own bread and butter.
