Anti business activities of GM (Personnel), BSNL Corporate Office:

Recently our friend Shri Surinder Kumar has highlighted the transfer and posting policy of BSNL accounts wing where several officers in STR are never been transferred in their life time. Now similar situation comes the telecom services and operations also. Recently BSNL CO has issued promotions in the DE(Adhoc) it may inferred from the order that transfer and posting policy has been not been fully followed.

The criterion followed is the age factor and some relaxations to the lady officers. The main problem is posting are carried out ignoring the business interest of BSNL. Let us quote one example of executives who are exceptional in sales under the “Project Shikhar” for the enterprise business units.

All these figures are can be verified from the sales funnel report. Though this executive is not members of AIGETOA. But AIGETOA appreciates such good officers who work tirelessly for the betterment of BSNL. It may be understood that only good workers will be shifted.

AIGETOA Chennai Circle taken up this matter with CGM Chennai Telephones, CGM Chennai also agrees and informed that he already recommended his case on 9th July and also GM (EB-II), BSNL CO recommended his retention considering his performance. Last week GM (Establishment) also endorsed letter no.5-14/2010-TE dated 16th July 2010 issued guidelines not to shift the executives posted under the “Project Shikhar” initiatives for the sales. The guidelines envisages that shifting such trained executives will lead to loss of momentum and unsustainable to the thrust derived for the sales initiatives . Despite the CGM and GM's recommendations still his posting order is not modified, but few influential persons are retained in Chennai for unknown justifications.

It may be noted that GM (Personnel) retained ex-circle secretary of one of the executive association but failed to recognize the officer who works for the profitability of BSNL. The last two weeks his absence felt in the sales figures of the EB-II, Chennai Telephones literally no sales. Now we wish to know from GM (Personnel) whether he requires some more merits to retain such officers in other circles, do the recommendations of CGM/GM are ignored or he needs the endorsement of some so called recognised executive associations or some VIP references; it is very sad to note such decisions can be taken even without recommendations on simple factor of performance is alone is sufficient. Is it not worth to retain such good officer for the business interest of BSNL? Is there any bar on posting or retaining such officers on the merit of the performance? Why these factors are ignored while posting officers in very crucial positions like Enterprises Business/Sales? It appears we do not require competitors like AIRTEL, VODOFONE to decimate our market share our own HR managers are sufficient & competent to bring the BSNL down and act as agents to, lead bankruptcy of BSNL.

We appeal to our Hon'ble CMD and Dir (HR) to consider such officers retention in the business interest of BSNL.
