A thorough and In depth Analysis by some self proclaimed HR Gurus of BSNL :


How thorough and how much impartial is the analysis can be gauzed from the fact that a clear cut effort to divide the DR fraternity of BSNL into batches is clearly visible. While strong batch wise repercussions to DR have been highlighted in the so called deep, broad and impartial analysis by the custodians of such mutts, no mention has been given for any of the promotees batches in all these years.

ANALYSIS OF SO CALLED IN DEPTH ANALYSIS BY THE PROMOTEE ASSOCIATION( direct recruits were treated similarly at that time also)................


First of all AIGETOA thanks the Promotee Association for showing concern about direct recruits of BSNL but it should not have been based on hypothetical and prejudiced analysis. We Highlight Some factors omitted by you :

1. In depth analysis should have shown that no association has right to deny the DoP&T guideline regarding fixation of Inter-se-seniority in BSNL in the name of wrong trend being followed since long as it is binding on BSNL as per BSNL constitution.

2. In depth analysis should have shown the difference between inter-se-seniority among direct recruit Vs promotees and intra seniority among direct recruits or promotees appointed in one batch.

3. In depth analysis should have shown that to become executives there should have been minimum qualification of graduation for well being of company and that engineering graduate executives should not have been forced to work under matriculates.

4. In depth analysis should have shown that suitability should have been assessed before conversion of all JTO Group-C to JTO Group-B as per DoPT OM No. 22011/10/84 dated 04.02.1992.

5. In depth analysis should have explained the reasons why no recruitment for DR JTOs was done in BSNL for many years prior to year 2001 and then suddenly BSNL had to recruit near about 10000 JTOs year 2001 onwards.

6. In depth analysis should have explained why no recruitment has been done from the promotee quota after the DR JTOs Landed in BSNL in 2001 and no hue and cry was made by you during all such years regarding this.

7. In depth analysis should have shown that how qualified direct recruits are suffering since last 8-9 years and under qualified executives are getting promotions out of way.

8. In depth analysis should have shown that all the anomalies and litigation is only because of so called recognized association and some vested interest of BSNL management who have not followed the guidelines to favour some groups.

9. In depth analysis should not have shown that today all the direct recruits are suffering with several issues may it be promotion, EPF, standard pay scale, superannuation benefits etc only because of the same association which was strong and powerful association at the time of negotiation.

10. In depth analysis should not have shown that “BSNL CO doesn't have any control over their appointment and Seniority Fixation at circle level” and should have consulted recruitment cell of BSNL CO to ascertain whether BSNL CO has any role in appointment of JTOs or not.

11. In depth analysis should have made us known why didn't you opposed the same DoPT guidelines in erstwhile promotions from TES Group B to Junior Time Scale (JTS) where similar scenario existed :: 50% from promotees and 50% from Direct recruitees i.e. ADETs.

12. In depth analysis should have told us the impact of DoPT guideline was not studied at the time when much publicized bottleneck was broken in the form of BSNL MS RR and also should have explained how DRs were dealt at that time.

13. In depth analysis should have taken into account the fact that the order states that promotees will be treated as regular to the extent for which direct recruitment vacancies are reported and the excess promotees shall be treated as ADHOC till the Direct recruitment takes place.

14. In depth analysis should not have stated that only very recently your Association has been able to resolve the 2005 batch pay anomaly issue after strenuous efforts. While we can show you evidences in regard to our contention that it was because of AIGETOA, this anomaly was resolved, we urge upon you to show at least one document ( Except your so called series of letters) in support of your sentence that it was done because of your consistent/persistent efforts.

 

If these are the only hurdles which reflected in Association's website in the way of giving proper seniority based on DoP&T there are following solution for all these hurdles:

Prior to formation of BSNL, JTOs (Group-C) were recruited at circle level at different time through different examination and hence there was no option other than training marks to make all India seniority for promotion to next all India cadre. But now JTOs are executives (Group B) and recruited through all India competition at the same time with same examination. So there is no relevancy of training marks to determine the ranking of JTOs as they are taking training at different training centers at different dime with different papers but all India merit in the recruitment exam should be the justified criteria for ranking of direct recruits JTOs which is universally followed.

There is clear guideline from DoP&T on how to determine the seniority of executives recruited in one batch even if they have been appointed in two different years so there is no question that JTOs recruited in one batch but appointed in two different calendar year will be en block junior or senior. It is only inter-se-seniority among direct recruits and promotees for which year of appointment will be taken as bench mark based on quota in the recruitment rule.

DoP&T clarification issued on 03-03-2008 does not say that any thing happen in the past need not be reopened. It only says that cases of seniority already decided with reference to any other interpretation of term “available” need not be reopened. It should be clear that seniority of JTOs has not been yet finalized in the circles so there is no question to reopen but it is only to review.

If there is threat of litigation to stop promotion if DoP&T guidelines are followed than there is threat of degradation of performance in the company if under qualified are promoted over qualified executives on random basis.

There other solutions also to come out from anomalies:


All the direct recruits should be given separate cadre as there are several bases for it and you yourself agree that Erstwhile JTOs (Group -C) were recruited by circle while we have been recruited by all India test held on a single day through out India( Group B). When you know the difference then what prevents you from accepting the fact that we are different.


All the direct recruits should also be given retrospective seniority of 90 onwards based on vacancy year as in the case of promotees and then fix 1:1 seniority ( Policy followed before formation of BSNL).


All the executives should be given functional promotion instead of financial upgradation as management was affirmative but the so called recognized association blocked it for the fear of credit going to AIGETOA.

Note:  So called recognized executives association and well wisher of direct recruited should clearly understand that our all members are well qualified and understating all the consequences. Stop following britisher's policy of divide and rule by showing hypothetical analysis. We have already passed 8-9 years as JTO and if same trend is being followed we can only expect functional promotion up to STS or JAG for which we are already getting financial upgradation. So we don’t have to loose anything at this juncture even if all the promotion will be stopped for ever but we will never allow any promotion out of way.


We take this opportunity to advise all such minds that now please stop pretending that you are the messiahs for direct recruits, stop fooling people that your heart bleeds for us, we know what is the truth and such type of words from you further strengthen our belief. You succeeded in befooling us for a very long time and now that all of us has awaken, you won't be able to befool us any further. So an honest suggestion for all such persons,.............., : Stop running in fool's paradise and stop day dreaming that you will be able to break our unity by blowing your own trumpet unnecessarily.
